    ROLE:
    This role supports the design, delivery and monitoring of workforce plans and structural reviews and works in close collaboration with internal and external stakeholders, from WFP’s management, to functional subject matter experts, HR colleagues and external experts.
    This position will be part of the HR Workforce Planning and Strategy Branch outposted to the WFP Regional Bureau Nairobi (RBN). Priorities can often change in a fast-paced environment like WFP, so this role includes, but is not limited to, the following accountabilities:
    ACCOUNTABILITIES:

    Act as a Subject Matter Expert on Strategic Workforce Planning (SWP) and Organizational Alignment Reviews (OA), conducting SWP and/or OA exercises for the Country Offices based on established procedures, incorporating the results of functional and global workforce plans.
    Through desktop reviews and stakeholder meetings, assess the strategic direction of Country Offices as well as possible future scenarios and derive insights into the implications of these on the workforce using a strategic workforce planning methodology and software.
    Identify and analyze the current workforce and its relevant characteristics, including current skills of the workforce through skills gap analyses, talent reviews and/or functional talent assessments.
    Assess future demand for talent based on strategic direction, and future supply of internal talent through data analysis. Project supply versus demand models for the Country Offices and identify gaps.
    Work with HR colleagues and management to develop a strategy to close gaps by identifying appropriate workforce and/or talent management solutions to bridge the gaps over short, medium, and long-term including costs, timeframes, and benefits.
    Analyze Country Office current organizational set-ups, structures, workforce composition and design organizational structures based on the workforce planning results.  
    Provide guidance and advice on formulating detailed implementation plans to ensure that the gaps between the current and future structures and workforce can be smoothly bridged.
    Prepare appropriate communications materials to keep all stakeholders informed of SWP and structure alignment progress, to request action and to build engagement.
    Monitor the implementation of Country Office workforce plans through the management of project plans, conduct lessons-learned exercises and contribute to the refining of workforce planning practices across WFP.
    Coordinate and streamline the collection, interpretation and validation of workforce data and its analysis ensuring that quality standards and data privacy compliance are maintained.
    Establish knowledge management systems, including best practices, benchmarks and knowledge repositories on Strategic Workforce Planning and organizational structures, sharing them proactively with the counterparts within the SWP team.
    Drive the efforts on creating awareness on SWP and OA processes and methodology as appropriate among established stakeholders (HR community, Leadership of the Regional Bureau and Country Offices). Lead capacity building/strengthening efforts among designated HR community in relation to organizational alignments and structural reviews.

    QUALIFICATIONS & EXPERIENCE REQUIRED:
    Education: 

    ​​​​​​​University Degree in Human Resources, Statistics, Economics, Business Administration or other related field.

    Experience: 

    Minimum 5 years of experience in Human Resources, Consulting or relevant post-graduate experience with excellent analytical, communication and project management skills.
    At least 3 years of international experience either working abroad or in an international environment, as part of a multicultural team.

    STANDARD MINIMUM QUALIFICATIONS

    Education:  Advanced university degree preferably in Political or Social science, Military Science, Security Management, International Relations, History.
    Experience: A minimum of 2 years of professional experience in political or security analysis with an academic, military, police, intelligence, humanitarian, peacekeeping, diplomatic, corporate security management or other related organization is required.
    Languages: Fluency (written and spoken) in English is required. Working knowledge of another UN language (French, Arabic, Chinese, Russian and Spanish) is desirable.

    Specialized knowledge of the application of practical methods, techniques, procedures and systems used in security, typically gained through technical training and work experience.
    Broad knowledge and understanding of security logistics, security administration, risk assessment and co-ordination with local authorities and local law enforcement agencies.
    Training and experience in fire and related intervention/evacuation procedures.
    Ability to manage emergency situations and remain calm.
    Attention to detail and constant vigilance in order to promptly detect any breach in security measures.
    Ability to interpret information, use judgement and inform supervisors of any incidents which might impact the UNWFP staff and operations.
    Excellent communication skills in order to maintain frequent correspondence with both, internal staff and external authorities with regards to security advisories and security incidents.
    Willingness to attend security trainings and comply with UNSMS standards.

    Duties and Responsibilities:
    Within delegated authority, the Programme Policy Officer will be responsible for the following duties:

    Supervise data management team
    Review minimum data quality and data consistency requirements by activity and standardize data collection and quality assurance approaches.
    Review the monitoring data value chain with the view to make it more efficient, effective and available through targeted and innovative enhancements/automation such as use of Tableau and DOTS to visualize and monitor data quality, results, etc.
    Explore practical options to streamline partner reporting in line with corporately available tools and in consultation with field offices
    Review and update current partnerships data management SOPs
    Oversee the CO data; Needs Based Plan, Implementation Plan, Distribution Plan
    Lead the quarterly/monthly beneficiary and transfer value numbers aggregation by proposing the methodology, data collection methods and presentation of the operational updates snapshot.
    Liaise with field staff in Area Offices, Technical Units to ensure consistency of information and compliance with established rules and procedures of data compilation and analysis/ensuring that rigorous quality standards are maintained
    Consolidate monthly, quarterly internal and external reports in discussion with AOs and CO Technical Units
    Produce reports on commodity tracking by donor grant number (TDD) in collaboration with B&P, Supply Chain and reporting units by creating new visualization tools. This involves the tracking and reconciliation of commodity distribution to beneficiaries, specifically for BHA and other Donors’ grants.
    Provide the guidance and advice to AOs on food transfer processes at a partner level, including the data presentation and performance visualization to managers (Head of Programme, DCD, CD). Be the focal person for Programme working closely with Supply Chain and Budget and Programming for processes related to commodity movements and losses at a partner level, LESS/COMET food reconciliations and closing stocks for Annual Financial Statements.
    Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
    Perform other related duties as required.

    Do you Meet the Minimum Requirements?
    Education:

    A First University Degree in Computer Science, Economics, Agriculture, Food Security, Management, International Development. An Advanced University degree and/or certifications in various programming languages, networking platforms is desirable. 

    Experience: 

    At least one years of postgraduate professional experience in data modelling, data warehousing, data integration, data mining and data quality.
    Experience with development work; Programme management with managerial experience; previous work experience in data management with WFP is an added advantage.

    Languages: Fluency of English and Somali languages (written/spoken) is required.
    Knowledge and Skills: 

    Strong analytical skills, ability to assess and take initiative; maturity of judgment, negotiation skills, oral and written communication skills, ability to manage personnel and work in a team. 
    An inherent understanding of database administration is a necessity in terms of database architectures, programming and scripting, design, implementation, repair and maintenance. 
    Proficient with Microsoft Word, Excel, and knowledge of standard WFP systems is an added advantage.
