    JOB PURPOSE

    To oversee and support the regional corridor operations related to food and non-food-items, to provide strategic and operational guidance for their optimization and sustainability, to liaise with other functions and offices for intra-regional operations and initiatives. The Logistics Officer will operate under the direct supervision of the Logistics Augmentation team lead and will be accountable for the following:

    KEY ACCOUNTABILITIES AND RESPONSIBILITIES

    Lead the regional corridor internal service management activities, including corridor operations planning, corridor operations staffing structure, advanced analytics, corridor budgeting, service costing, funds management, corridor operations monitor and evaluation, risk management and oversight.
    Establish effective and regular communication with Head of SC / Head of Logistics and HQ Logistics functions to streamline corridor operations and timely identify and resolve operational issues.
    Design and validate the corridor staffing structure levels based on operational contexts, transactional volumes, operational conditions, corridor complexity, and capacity surge needs.
    Review and updates corridor end-to-end operations evaluations framework at managerial and operational level for RB and COs, including upstream and downstream supply chains.
    Elaborate complex supply chain / logistics operational analysis to facilitate the decision making and reporting at global, regional, and country office levels.
    Create corridor and country office analytics and KPIs supporting the definition supply chain decarbonizing strategy and its implementation monitoring, as well as the analysis of the economic impact of logistics operations in the region at aggregated and country levels. 
    Create costing models for internal and external service provision for food and NFIs.
    Define digitalization requirements and roadmap for corridor management and discuss for validation with the corridor stakeholders.

    ADDITIONAL KEY ACCOUNTABILTIES

    Lead the regional annual service demand exercise for each regional corridor and service provider CO.
    Supervise and coordinate the annual corridor budget preparation in collaboration with the service provider COs and submit it to the service recipients for discussion and approval.
    Ensure high quality half-year and year-end operations reports and presentations for submission to the Corridor Management Committee are timely issued.
    Ensure corridor infrastructures are effectively and efficiently used and staffing is aligned to the operational needs in terms of skills and quantity.
    Coordinate the corridor stakeholders in operational decision making related to prepositioning of GCMF cargoes, identification of most cost-effective corridors for the delivery of cargoes.
    Lead the periodic coordination call with all involved stakeholders in the region and HQ to ensure a smooth delivery of commodities to the complex operations by identifying potential bottlenecks and related resolution.
    Guide and support country offices in corridor management implementation with surge support when needed.

    ADDITIONAL KEY ACCOUNTABILITIES

    Ensure that the business processes (including related organizational information) and RACI supporting the corridor service are performed consistently and in line with the WFP corporate standards.
    Led the constant optimization of corridor operations and related supporting solutions and systems.
    Perform the quantitative and qualitative in-depth analyses and assessment of corridor operations vs benchmarks (KPI management).
    Maintain constructive and positive relationships with staff at all levels to ensure a successful implementation of the corridor management.
    Any other needed accountabilities discussed with the supervisor.

    STANDARD MINIMUM QUALIFICATIONS

    Education: Advanced university degree in supply chain, logistics, or university degree with experience and advance course / training in one or more of the following disciplines: supply chain, information management, statics, economics, or any other related field.
    Experience: Minimum of at least 5 years’ of postgraduate progressively responsible professional experience in supply chain operations, logistics, business solutions, data analysis models and systems, service organization and planning, or any other related fields.
    Proved knowledge of supply chain, operations, business processes, data analysis and modelling.

    Knowledge & Skills:

    Knowledge and experience in humanitarian logistics/supply chain operations and processes and related coordination.
    Proved experience in the design, development and optimization of logistics networks and processes.
    Proved knowledge and experience in the definition of complex statistical analyses and models, in carrying out research and learning on own initiative. 
    Proved experience in business requirement formulation for optimizing and/or digitalizing operations, systems, and solutions.
    Proved experience in logistics data management and processing by using corporate supply chain information/execution systems, to produce ad hoc business views and in using visualization tools

    STRATEGIC OBJECTIVE/ACTIVITY:

    The United Nations World Food Programme (WFP), as the world’s largest humanitarian agency, is well known for its ability to deliver food assistance rapidly to people in need. Historically, WFP has implemented this assistance directly. In some country contexts, this ‘doing for’ approach continues to remain relevant, and it is fundamental to perform it in the most sustainable way and by introduction medium- and long-term capacity strengthening components. In addition, increasingly, many national governments/partners are aware that strong and sustained national capacities are critical to addressing the multiple causes of hunger and are striving for self-sufficiency in delivering assistance to their population. Here, WFP’s ‘value-added’ is also in the ‘enabling of’ governments and partners through capacity strengthening, leveraging WFP’s extensive global operational and technical experience in food and supply chain systems, to support national actors in strengthening their national level food systems and supply chain systems.
    WFP’s framework for institutional capacity strengthening – called Country Capacity Strengthening, or CCS – recognizes that without supportive laws, policies, strategies, and procedures (enabling environment), well-functioning organizations (organizational domain), and educated, skilled people (individual domain), state and non-state duty bearers cannot effectively plan, implement, and review their efforts to deliver intended products and services to their target groups. Effective institutional capacity strengthening must therefore address all three domains, recognizing the interdependencies between them.
    To deliver on the above, the RBN Logistics Unit of WFP is recruiting a “Supply Chain Officer” (the incumbent) to support catalyzing and sustaining the paradigm shift from doing to enabling. WFP’s Supply Chain (SC) CCS efforts span ten areas of engagement: National safety net implementation (SC aspects); Increased access, availability and distribution of safe, nutritious, diverse, and more economically viable commodities; Small-holder farmer access to markets; Value chains analysis (SC perspective); Food safety and quality (FSQ) assurance systems; National production capacity of fortified and nutritious foods; and Private-sector supply chains for availability of essential commodities; National emergency preparedness and response (EPR) (from a SC perspective); National logistics clusters/working groups; and Improved health supply chain systems). In addition, supporting institutions and partners towards Supply Chain sustainability is a key area of engagement: the present and the future of Supply Chain will be significantly disrupted (due to climate change, biodiversity loss, rising inequality) and Supply Chain has the greatest opportunity to improve business performance, as well as it allows to improve the impact of business on society.

    ACCOUNTABILITIES/RESPONSIBILITIES:

    Collaborate with WFP RBN units, such as partnerships, emergency preparedness & response and food systems, environment unit to contribute to institutional capacity strengthening and sustainable SC strategy and cross-functional related initiatives.
    Lead knowledge exchange on Supply Chain systems strengthening and sustainability in the region, that highlights impactful best practices and lessons from Country Offices.
    Guide and advise the development of specific Supply Chain systems strengthening and sustainability projects, plans and processes, ensuring alignment with RBN Logistics Sustainable Supply Chain initiative.
    Provide project management support to specific and defined Supply Chain systems strengthening and sustainability programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
    Develop and coordinate Supply Chain system strengthening and sustainability data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
    Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects, and highlight potential risks to project delivery.
    Support the capacity strengthening of WFP staff in the region, partners and national government to recognise and address needs, e.g., by providing inputs into specific CCS and sustainability materials

    QUALIFICATIONS & EXPERIENCE REQUIRED:
    Education:

     Three of more years of relevant professional experience related to national development programmes, policies, strategies or plans and institutional structures, preferably in relation to supply chain and/or sustainability and revolving around national capacity strengthening and/or programme and knowledge management.
     Strong understanding of ‘systems thinking’ concepts as applied to capacity strengthening approaches and contexts, and an ability to explain the concept and its relevance to others.
     Strong understanding of sustainability concepts as applied to Supply Chain and contexts, and an ability to explain the concept and its relevance to others.
     Excellent written and verbal communications skills; research, analytical and complex reports/articles writing experience.

    BACKGROUND AND PURPOSE OF THE ASSIGNMENT

    Eastern Africa holds many of the answers to addressing serious food security and climate challenges, offering additional opportunities for WFP to fight hunger by adopting a transformative approach to food systems engagement. The goal of this effort is to support the development of a food system that is promoting integrated approaches to local food systems transformation and build, sustainable, equitable, resilience for all.
    Considering the stresses on the regional food systems, exacerbated by climate change, the WFP Regional Bureau for Eastern Africa – Nairobi (RBN) is expanding its portfolio, structure, and resources to better meet the growing needs of its eight country offices. The Food Systems team is covering climate actions, resilience-building, and gender and economic empowerment. The unit provides technical support, guidance, and strategic direction in the region to develop and implement integrated food systems solutions.
    The Mastercard Foundation (the Foundation) programme, is implemented in 8 WFP countries, including three in the East Africa region (Kenya, Uganda and Rwanda – RBN) over a period of 5 years. Over the next 4 years, the partnership will focus on sectors of the economy and segments of the value chain where work opportunities are growing, equip young people with skills to enter these sectors and support small businesses and entrepreneurship to grow.

    Mastercard Foundation Regional Advisor Role

    The MCF-WFP Partnership has an internal three-tier coordination and technical support structure: i) a Programme Steering Committee (PSC); ii) a Programme Coordination Team (PCT), comprising both WFP Headquarters and the three Regional Bureaux in which the partnership is implemented; iii) the Programme working group at country level (COWG).
    The Regional Bureau East Africa, based in Nairobi, is hiring an international consultant to be the regional coordinator of the MCF-WFP partnership and member of the PCT at the Regional Bureau level.

    KEY ACCOUNTABILITIES (not all-inclusive)

    Under the supervision of WFP’s Regional Head of Unit (Food Systems), the Advisor will provide technical and operational support as the regional focal point of the MCF programme.
    In addition, the Advisor will be the primary interface of the Programme Coordination Team (PCT) with the Country Offices  (COs) implementing the MCF programme in the region and will join the monthly meetings of the Programme working group at country level (COWG). The position will also provide additional support to Country Offices in the areas of his/her technical expertise, and coordinate the technical support that can be provided to the country offices by the Regional Bureau’s concerned units (e.g. SAMS, food systems, gender, supply chain, etc.).

    Specific Terms of Reference:

    Coordinate the implementation of MCF initiatives at regional level, and ensure alignment of the programme activities to the existing relevant regional programmatic initiatives;
    Provide technical support to strengthen and improve country programmes in the region, preferably in the areas of youth and women’s empowerment (e.g provide advice on outreach strategies to marginalised groups; on identifying the main gender barriers /constraints to women participation and engagement in the agriculture sector and WFP operations, and in designing appropriate gender strategies, components, and indicators to respond to gender issues);
    Support Country Offices on Country Strategic Planning Budget Revisions when needed;

    BACKGROUND AND PURPOSE OF THE ASSIGNMENT

    The Climate and Disaster Risk Reduction Programmes (PRO-C) unit in WFP Headquarters and our Food Systems (Climate Action, Resilient Livelihoods and Gender) unit in Regional Bureau for Eastern Africa (RBN) provide guidance and support to WFP Country Offices (COs) and governments on activities related to climate risk management, climate change adaptation and disaster risk reduction. In the Greater Horn of Africa sub-region, the management of climate risk is a key entry point for reducing vulnerability to the climate shocks that disproportionately affect countries in the region, undermining development gains, and making humanitarian response late and consequently more expensive and inefficient. One of WFP’s flagship programmes for managing climate risks is its Anticipatory Action (AA) programme, an innovative approach that enables early warnings systems to trigger actions that prevent and mitigate, to the extent possible, the impact of extreme weather events on the food security and nutrition of the most vulnerable populations.
    As the frequency of these extreme weather events increase, and available humanitarian aid shrinks, there is an unprecedented need for early warning systems (EWS) to skillfully predict where and when a hazard will occur, moving beyond only preparing to respond once hazard impacts are visible, and instead protecting lives before they need saving.
    However, to build trust in these EWS that enable communities to act and governments to invest in, the early warning systems must be able to reliably predict extreme weather- events weeks ahead of time. Improving early-warning systems will be crucial towards helping society become more resilient to climate extremes, and as such improved weather forecasts are a key component to climate adaptation programs. This type of thinking requires new partnerships, new ideas, and new technologies, which is why WFP is working with universities, international and regional weather forecast providers, and Google’s AI for Social Good Program, a program that aims to provide new ways of working to leverage emerging technologies to meaningfully improve people’s lives. To support this new partnership, WFP is seeking a project manager for WFPs 2023 – 2026 project: Strengthening Early Warning Systems for Anticipatory Actions – Machine learning for post processing ensemble weather forecasts using non-traditional weather observations. The project manager will have experience in managing multi-stakeholder, multiyear projects across technical subjects such as climate change, anticipatory action, disaster risk management, numerical weather prediction, and/or other complimentary climate related programs. Based in WFP Nairobi and reporting to the Regional AA Coordinator, the Project Manager will be responsible for the development of work plans, implementation reports, budgeting, communications and advocacy, stakeholder management including the organization of workshops, trainings, future proposals, end of year reports and other project related activities.

    KEY ACCOUNTABILITIES (not all-inclusive)
    Under the supervision of WFP’s Regional AA Coordinator:
    Multistakeholder Work Plan implementation:

    Coordinate the development of partner annual work plans, logical frameworks, and quarterly updates.
    Work closely with partners to ensure logframe indicators and associated information is captured and that rigorous quality standards are maintained.
    In coordination with partners, support the development/facilitation of technical workshops, partnership meetings, quarterly steering group meetings and associated reports.
    Lead the development of the Google Fellowship/technical support proposal to support additional technical needs as determined by the partners.
    Support the development of technical trainings with partners ensuring best practices, tools, and resources are made available/documented for new staff and/or new regions and country scale-up.
    Support the development of data sharing agreements, MoUs, financial agreements and other partnership contracts.
    Support the development of partnership workplans that research the applicability of sub-seasonal and seasonal forecasts utilzing the existing GAN model for medium range forecasts.
    Support the development of regular technical team meetings and updates to the Regional AA Coordinator.

    ADDITIONAL KEY ACCOUNTABILITIES
    Communications & advocacy:

    Develop an annual communication plan that identifies and supports participation in new fora and advocacy opportunities not commonly utilized by the UN or WFP. Such as the SXSW Conference 2023.
    Support the development of external/internal publications to sensitize WFP staff, potential partners, and donors on this innovative work and its applicability to ensuring more resilient communities.
    Support the development of bi-annual donor report contributed to, and validated by all partners.
    Support the organization and participation in appropriate webinars, workshops,
    Contribute to creating linkages between this innovative work and AA programmes.
    Contribute towards the development of project proposals, plans and processes, ensuring alignment with WFP Climate Change programme policies and guidance.
    Support the identification, development and management of complimentary partnerships leading to improved EWS and AA linkages.

    Successful implementation of the ‘Strengthening Early Warning Systems for Anticipatory Actions’ Project in partnership with Google.
    Approved bi-annual report submissions
    At least 3 external publications on this innovative work

    STANDARD MINIMUM QUALIFICATIONS

    Education: University degree with one or more courses in one of the following: climate change adaptation; atmospheric science, computer science, agriculture, and food security; development studies; environmental studies or related
    Language: Fluent in English including strong writing skills, working knowledge of French (level B) is an advantage.

    DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

    At least 3 years of post-graduate experience in project management with diverse stakeholders representing disaster risk management, early warning systems, AI, and other complimentary technical subjects, with experience in Africa desired.

    JOB PURPOSE
    The Knowledge Management (KM) workstream is looking to expand the options available to share the vast amounts of knowledge available to improve operational design, delivery, performance and thought leadership. The bureau also wants to intentionally improve the use of evidence, studies, evaluations, and knowledge to improve operational effectiveness and promote its thought leadership. The KM team is looking to hire a Multi-media specialist Assistant  to design and produce podcasts and mini-clip videos to help promote key information and knowledge as well as be used as thought-leadership segments for external audiences.
    KEY ACCOUNTABILITIES (not all-inclusive)

    Ensure the process for creating multimedia content is well defined (revised), including guidance to clients on how to prepare their content.
    Provide guidance to clients on the best multimedia product for the content/impact they want.
    Plan, create and finalize multimedia products within the agreed upon timelines with the client.
    Work with the graphic designer and Communications, Advocacy and Marketing (CAM) teams, when needed, to produce high quality products.
    Manage client expectations and timelines for production and finalization of products.
    Once completed, ensure the final product is sign-off by the client and saved correctly in the multimedia repository
    Support the KM, Evaluation and CAM teams with related activities

    DELIVERABLES AT THE END OF THE CONTRACT

    Updated Standard Operating Procedures (SOP) for requesting multimedia services and supporting guidance for clients.
    High quality podcasts and mini-clips produced and stored in the multimedia repository
    Support the KM team with the integration of multimedia within the KM Strategy and RB unit workplans to effectively promote knowledge and learning within the region.

    STANDARD MINIMUM QUALIFICATIONS
    Education: 

    University degree with course work in information science, Knowledge Management, Project Management, communication, international relations, development, government, or other related fields, or First University degree with additional 2 years of related work experience and/or training/courses. Degree or certification in graphic design, multimedia, radio and/or video production.

    Experience:

    Experience in developing impactful scripts and storyboards to create impactful mini-clips.
    Experience in coordinating and recording podcasts and supporting speakers with preparations.
    Experience working in the international development/humanitarian sectors an advantage.
    Ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.
    High capacity for organization and coordination, as well as an ability to work with a high degree of independence in a team environment.
    Language: Fluency (level C) in English language.
