    JOB PURPOSE

    To perform tasks related to the implementation and assessment of security measures and maintenance of equipment with a view towards providing updates and recommendations to facilitate informed decision-making and secure WFP staff, facilities and operations. 

    KEY ACCOUNTABILITIES (not all-inclusive)

    Review security threats and risks in detail and compile accurate reports on trends and situations that could adversely impact WFP operations, in order to ensure information is accurately collated and sent to senior security staff to support reporting and decision making.
    Review security related information (e.g. security incidents and events, security support to daily activities, etc.) and use corporate or local information management tools to produce a range of analyses and in-depth reports, to ensure that information is readily available for relevant stakeholders.
    Liaise and co-ordinate with local administration, security and law enforcement authorities, communities, UN/NGO security staff and other actors, to facilitate access for safe programme delivery and to mitigate potential risks against staff and other resources.
    Plan and co-ordinate staff activities during field missions and perform security assessments within the area of responsibility to support safe and effective programme delivery.
    Analyze security assessment reports following field missions and present detailed recommendations for risk mitigation to support security situation analysis and facilitate decision-making. 6. Assist in advising the Country Director on security risk management matters and safety issues in compliance with the United Nations Security Management System (UNSMS).
    Support the implementation of risk management mitigation measures, including Minimum Operational Security Standards (MOSS) to ensure compliance.
    Support the maintenance and management of security equipment and make recommendations to strengthen technology capacity in line with business requirements.
    Monitor and ensure that all access control procedures are effective and stringently followed by all staff and visitors, in order to maintain a safe and secure environment.
    Maintain and develop recommendations for improving emergency and contingency planning documentation including physical preparations and procedures, to support preparedness for a crisis.
    Deliver security training to staff and review security training needs in order to develop measures to meet business requirements.
    Supervise and provide on-the-job training to other staff supporting their development and high performance.

    STANDARD MINIMUM QUALIFICATIONS

    Education: Completion of secondary school education. A post-secondary certificate in the related functional area such as Military or Police Service. 
    Experience: Six or more years of progressively responsible work experience in security management, investigations, law enforcement or related business stream. 

    Knowledge & Skills:

     Specialized knowledge of the application of practical methods, techniques, procedures and systems used in security, typically gained through technical training and work experience.
     Broad knowledge and understanding of security logistics, security administration, risk assessment and co-ordination with local authorities and local law enforcement agencies.
     Training and experience in fire and related intervention/evacuation procedures.
     Ability to manage emergency situations and remain calm.
     Attention to detail and constant vigilance in order to promptly detect any breach in security measures.
     Ability to interpret information, use judgement and inform supervisors of any incidents which might impact the UNWFP staff and operations.
     Excellent communication skills in order to maintain frequent correspondence with both, internal staff and external authorities with regards to security advisories and security incidents.
     Willingness to attend security trainings and comply with UNSMS standards.

    THE ROLE

    As an Investigation Officer, you will take part in internal reviews and assessments of received complains and allegations, efficiently plan and undertake complex investigations and prepare comprehensive reports. A large emphasis is placed on coordination of the work of investigative teams, development of policies and procedures, provision of advice on best practices with respect to investigations and guidance/training to other staff.
    Investigations matters include Fraud and Corruption, Abusive Conduct, Sexual Exploitation and Abuse and other policy violation of WFP staff and contracted partners and vendors.

    Five years or more of relevant, postgraduate progressively responsible professional experience in conducting criminal or administrative investigations.

    Language: 

    Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or, Portuguese (a WFP working language).

    ORGANIZATIONAL CONTEXT

    This job will be based in Nairobi in the Kenya Country Office. Job holders work with high degree of independence using technical knowledge and experience to analyze data, prepare reports, provide advice and solutions to problems, and identify opportunities for improvements.
    In Country Offices, these jobs report to the Communications Officer, to ensure that the Country Office partnership activities serve WFP needs in the country of assignment, taking into consideration the overall regional partnership plan and WFP’s corporate goals.

    BACKGROUND AND PURPOSE OF THE ASSIGNMENT

    WFP is the world’s largest humanitarian agency fighting hunger worldwide, with a mission to help the world achieve Zero Hunger in our lifetimes.  WFP Kenya is one of the 15 largest operations in the organization, with a yearly budget of approximately USD 200 million and a complex portfolio of activities spanning relief operations for refugees/vulnerable Kenyan populations; resilience building through asset creation and food systems strengthening; capacity strengthening activities (school meals, emergency preparedness and response), and logistics services including management of a major regional port and the UNHAS service.
    The Country office is seeking an appropriately qualified consultant for a period of 11 months, to provide support in the areas of Partnerships (Donor Relations).

    KEY ACCOUNTABILITIES (not all-inclusive)
    The assignment will involve some or all of the following responsibilities:  

    Coordinate the implementation of agreed segments of the donor relations workplan, specifically private sector and selected government donor engagement, to enable WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.
    Contribute substantively to the development, implementation and periodic revision of the Partnership Action Plan, working with functional units and RB staff to develop coordinated outreach plans. Support alignment of partner engagement across the organization.
    Proactively support a wide range of aspects of the donor relations/partnerships portfolio, including:

    BACKGROUND AND PURPOSE OF THE ASSIGNMENT

    In the eastern Africa region, approximately 20 percent of the global population faces acute hunger. Ethiopia and South Sudan face two of the top ten worst global food crises which are still ongoing, and Sudan has entered a steep downward spiral towards the same direction. The region constitutes a microcosm of larger trends and food and nutrition security issues faced by communities, governments, and WFP itself. The climate crisis poses a significant risk to food systems, disproportionately affecting the most food- insecure people around the world. Especially in Eastern Africa region, land degradation is an increasingly serious issue, which leads to a situation where the double environmental and climate crises reinforcing each other. The impacts of climate variability and extremes are most prominent in the Eastern Africa Region, interacting with other main drivers of hunger and malnutrition, including conflict and economic shocks (now exacerbated by the COVID-19 pandemic), resulting in the increasing humanitarian needs.
    At the same time, eastern Africa holds many of the answers to addressing these challenges, offering additional opportunities for WFP to fight hunger by adopting a transformative approach to food systems engagement. As WFP continues to work in food systems, it looks to align its programmes and activities, as well as its thinking, to adopt a holistic food systems lens. With the objective to transform its assistance, WFP will look to intentionally contribute to the development of a food system that will make it more nourishing, sustainable, equitable, and resilient for all. Through livelihoods within food systems initiatives in the region, WFP aims to strengthen vulnerable people’s and food systems’ capacities to absorb the impacts from different types of shocks and stressors by adapting their practices and transforming their livelihoods, across the humanitarian development peace nexus.
    In light of the double environmental and climate crises mentioned earlier, WFP has had several examples of how it can strengthen its programming to increase restoration (nature-based solutions) especially through watershed management and other water- related programmes, which can help break this cycle and create the potential to positively transform food systems.
    The consultant will focus on supporting strategy, policies, design, implementation, and research on WFP activities and initiatives in the region and beyond focusing on specific activities that can contribute to resilience building. These include asset creation and livelihoods, strengthening value chains, and improving access to markets and market- based solutions, across agricultural and pastoralist systems, in both rural and urban settings. S/he will work in close collaboration with the food systems team, as well as relevant focal points from the nutrition, school feeding, supply chain, social protection, and emergency response and preparedness teams to achieve the necessary programme integration.

    KEY ACCOUNTABILITIES (not all-inclusive)
    Working under the supervision of the Deputy Head of Food Systems, the Programme and Policy Officer (Resilient Livelihoods) will:

    Lead and supervise the livelihoods team
    Manage and set priorities for a team of technical specialists and operational personnel, building capacities as needed
    Supervise special projects within the team, ensuring deliverables are met, and expenditures are tracked as needed
    Thought leadership on resilient livelihoods and food systems
    Provide strategic direction, building on established resilience and food system frameworks, support country offices (COs) with their resilient livelihoods strategies and how these contribute to their overall food systems strategy development and programme implementation
    Lead discussions on developing innovative approaches for WFP programming within resilient livelihoods portfolio and its inclusion in guidance for COs
    Provide technical insight and coordination on WFP’s regional natural resource management, soil and water conservation, landscape and ecosystem restoration policies
    Develop and lead regional studies, assessments and research on topics related to his/her portfolio.

    Provide technical backstopping to Country Offices on resilience building activities by:

    Support COs on the design, implementation, and oversight of resilient livelihoods programmes at country level, with a specific focus on asset creation and livelihoods, natural resource management, soil and water conservation, landscape and ecosystem restoration, and on their synergies with other programmes and activities (e.g. anticipatory action, climate services, access to financial services, school feeding, nutrition, and social protection, etc)
    Lead the team providing CO support on strengthening value chains, improving access to markets and market-based solutions, post-harvest management and youth engagement
    Ensure gender perspectives are effectively reflected in asset creation and livelihoods programming, and that they are designed to ensure the meaningful participation of women and men and the empowerment of marginalized groups;
    Advise on mainstreaming relevant cross-cutting issues within asset creation and livelihoods programming
    Support and provide guidance on his/her areas of expertise to COs as needed during the development of their Country Strategic Plans (CSPs) and project proposals; this entails working closely with RBN colleagues to ensure a coordinated approach and maximise synergies with climate risk management, DRR and climate change adaptation, emergency preparedness interventions

    DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

    Minimum 6-10 years of post-graduate, progressively responsible professional experience working on environmental engineering and/or development programming, rural development, agriculture or other related fields;
    Country-level experience leading programme implementation and operationalizing programmatic policies on food security, natural resource management and sustainable development, rural livelihoods and poverty reduction, asset creation, access to markets, value chains, climate change adaptation and disaster risk management with communities;

    BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

    Under the overall responsibility of the Business Transformation Assistance, the incumbent is expected to deliver and complete a wide range of deduplication and biometric adjudication operations support duties as detailed below: –

    Supervision Received:

    Deduplication and Adjudication Team lead will report directly to the Project manager responsible for the DAC operations and who is based at the Regional Bureau Nairobi.

    ACCOUNTABILITIES/RESPONSIBILITIES:

    Manage and coordinate DAC Team including the capacity building of staff, to ensure individual and team objectives are met in compliance with all relevant regulations and policies.
    Assist in the implementation of DAC plan of action, review achievements and constraints and provide feedback accordingly.
    Identify relevant issues in the operations and report them to the appropriate personnel.
    Resolve queries independently, escalating if required, to ensure that standard and accurate information is provided to the team.
    Ensure Proper documentation of all the processes and timely reporting to the CO on all Deduplication and Adjudication related matters.
    Manage the implementation of new standard applications to ensure the team have the tools they need to perform effectively.
    Coordinate the collation of a range of complex data, conduct data analysis, including the impact of changes, and support the development of accurate reports to identify and recommend solutions.
    Perform other related duties as required.

    QUALIFICATIONS & EXPERIENCE REQUIRED:

    Education:

    University degree in Computer Science, Project Management, data analysis skills or another relevant field.

    Experience:

    One or more years of progressively responsible professional experience in the relevant field. Has managed a team.

    Knowledge, Behaviours & Skills: 

    Knowledge of SCOPE or other beneficiary management systems would be an asset.
    Knowledge of and hands-on experience in project management in humanitarian contexts.
    Ability to work independently through appropriate personal initiative and regular follow-ups
    Highly developed written and oral communication skills with the ability to influence and adapt communication styles to different situations and individuals.
    Proficient in using data analysis tools and languages such as Tableau/Power BI, Excel etc
    Leadership skills as relationship-builder with a facilitative nature and strong business partnering skills towards colleagues and stakeholders.
    Ability to priorities, multi-task, coordinate workloads, and work under pressure to meet deadlines.
    Highly developed Cognitive Capacity and the ability to fosters Inclusive and Collaborative
     Behavioral Flexibility.

    Languages:

    Fluency in both oral and written communication in English.

    TERMS AND CONDITIONS

    Interns receive a monthly stipend from WFP depending on the duty station of assignment.
    WFP is not responsible for living expenses, arrangements for accommodation, necessary visas and related costs.
    WFP will recognize candidates’ educational credentials from recognized institutions that have been certified by competent international or national authorities such as the United Nations Educational, Scientific and Cultural Organization (UNESCO) or Ministries of Education.
    The internship duration is 8 months, full-time.

    STANDARD MINIMUM QUALIFICATIONS

    Currently enrolled in a graduate programme and have attended classes in the past 12 months, or a recent graduate from a graduate programme (within six months prior to the application to the internship programme).

    BACKGROUND AND JOB PURPOSE

    The United Nations World Food Programme (WFP) seeks to support the Government of Kenya (GoK) to build inclusive, climate-resilient and sustainable food systems and support rural and urban communities’ resilience capacities to adapt to climate and other shocks to meet their food and nutrition needs in line with the GoK’s Vision 2030 and development plans. Building on WFP’s extensive knowledge, footprint, and comparative advantage in reducing vulnerabilities and building the resilience of food insecure Kenyan communities, the “Climate Resilient Livelihoods and Food Systems Programme” covers a set of multiple interventions and partnerships that supports communities to anticipate and adapt to climate change and other shocks and stressors through a food systems lens. WFP works closely with among others the GoK, communities, research institutions, development partners and private sector to promote local climate adaptation, strengthen local and regional market linkages, enhance access to credit through financial inclusion models and promote the consumption of safe and nutritious foods.
    WFP supports county governments in the arid and semi-arid lands to build sustainable demand-led value chains linking smallholder producers (farmers and pastoralists) to other value chain actors such as suppliers of agricultural finance, inputs, and technical expertise. In western Kenya, WFP operates through the Farm to Market Alliance (FtMA) which is a consortium of six organizations (Alliance for a Green Revolution in Africa (AGRA), Bayer, Rabobank, Syngenta, WFP, Yara) with a joint vision to empower farmers to increase their yields, incomes, and resilience and to improve global food security. This successful model is currently being scaled-up to the nine arid counties in northern and north-eastern Kenya.
    To support the successful scale up of interventions and business models, WFP seeks a dedicated data analyst to support the Food Systems and Resilience team in Nairobi to manage data and develop systems to better generate evidence towards achieving programme goals and objectives.

    KEY ACCOUNTABILITIES (not all-inclusive)
    Within delegated authority and under the direct supervision of the Programme Policy Officer responsible for research and evidence generation within the Food Systems and Resilience team and in close collaboration with the Monitoring and Evaluation team, the incumbent will be responsible for the following duties:

    Design, develop and implement databases that can effectively enable WFP to monitor its food system and resilience projects.
    Collect, analyse and visualise monitoring data to effectively guide technical teams and field offices on programme design and implementation.
    Applying appropriate statistical principles, identify, analyse, and interpret trends or patterns in complex datasets in support of M&E and programme teams in analysis and reporting.
    Liaise with technical units and field offices to ensure that timely action is taken on monitoring and evaluation recommendations for the Food Systems and Resilience team.
    Work closely with the monitoring and evaluation team to continually advice and improve M&E tools and databases in line with new innovations and technology advancements so as to ensure the tools exhibit improved and efficient data collection, analysis and visualization capabilities and are more user friendly.
     Manage and monitor distribution data for food and cash transfers under WFP’s food system and resilience programmes.
    Assist technical team leads in planning, monitoring and reconciling budgets to ensure that planned financial resources are used effectively.
    Co-produce reports for donors and external audiences in collaboration with technical units.
    Provide support to studies, evaluations and monitoring activities through training, database design, data collection, data analysis and report writing.
    Perform other related duties as required.

    STANDARD MINIMUM QUALIFICATIONS
    Education:

    University degree in one or more of the following disciplines: Computer science, information technology or statistics. An advanced degree in the relevant field is a plus.

    Experience:

    At least five (5) years of experience database systems and analysis.
    Prior experience with a humanitarian organization or with analysis of monitoring data would be an added advantage.
    Experience in using relational database systems including MS SQL Server, Oracle and Microsoft access, Mastery of Software Development Tools e.g. Asp.net (C#, VB.net), PHP and other development platforms.
     Experience in using analysis software’s including SPSS, tableau, R and other analysis software.

    Knowledge & Skills:

    Ability to manage databases and strong analytical skills.
    Strong attention to details and accuracy is essential.
     Proactive problem-solving skills and independently rectify problems requiring attention.
    Maintain accurate/precise records, to perform detailed analysis and to handle a large volume of work quickly and accurately under time constraints.
    Ability to work in a team and establish effective working relations across multi-functional teams as well as with private sector and other key stakeholders.
    Proven ability to establish and maintain effective working relations and engage tactfully with people of different national and cultural backgrounds.

    Languages:

    Fluency (oral and written) in English and Kiswahili necessary; proficiency in other languages spoken regionally in Kenya is an asset.
