    Scope of Work and Objectives
    The purpose of this assignment is to conduct and develop in a publishable form, a high-quality analysis of trends and opportunities in the financing of ART, and opportunities to identify additional fiscal space for domestic financing. This will include a report of no more than 20 pages providing an analysis of regional trends and key issues, coupled with 21 one-page country profiles which can be used for advocacy. A draft of this report already exists, with considerable but incomplete data.
    Under the guidance of the Social Policy Specialist, the consultant will be expected to:
     

    Provide a high-quality regional analysis which provides up-to-date data on trends in disease burden (including prevalence amongst adolescents and children), ART coverage, domestic financing and trends (both proportional and absolute, and in proportion to overall health sector financing), donor funding and trends (focusing on PEPFAR and Global Fund, and including comparisons of countries at different income levels), sustainability of financing and options for identifying additional fiscal space, and a set of clear policy recommendations.
    Develop 21 one-page country profiles providing data on HIV prevalence and ARV coverage (including for children and adolescents and pregnant women living with HIV), indicative resources allocated to HIV (PMTCT, VMMC, paediatric and adolescent treatment, care and prevention programmes), domestic expenditure trends (proportional and absolute), and any potential issues impacting HIV financing.

     
    These materials should be developed primarily using existing data included in sources such as PEPFAR reports, Global Fund grant allocations, supplemented with discussions with UNICEF ESARO, and UNICEF country offices and reviews of recent health budget briefs where possible. Note that a substantial amount of data has already been collected and a basic draft report exists; though this will require significant adjustment, it will serve as a key source of data for the consultant.
    Payment Schedule
    The Consultant will be paid upon receipt of satisfactory deliverables as outlined above:

    Desired competencies, technical background and experience
     

    Advanced university degree in Economics (ideally Health Economics) or a related field;
    Proven experience conducting data analysis, and specifically financing and budget analyses, at a senior technical level;
    Minimum 8 years of relevant experience at a professional level;
    Must be reliable, creative, and be able to work with little supervision;
    Must be able to work efficiently under tight deadlines;
    Proven experience delivering publication-quality products designed for non-specialized audiences;
    Ideally a record of publication in respected journals or working paper series; and
    Excellent spoken and written English.

     
    The contract will be established for 15 working days, to commence upon the signature of the contract. The Consultant will be required to deliver a high-quality initial draft, building on the analysis already undertaken, by 29 January 2018. Following a brief feedback period, the Consultant will finalize the assignment by 16 February 2018. The Consultant will work from home with regular interaction with ESARO/SPR staff through teleconferences or skype. The Consultant will be supervised by the Social Policy Specialist.
    The final products should be delivered to UNICEF in word and PDF format – both low and high resolution.
    As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 percent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
    The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.

    Plan, monitor certify disbursements and control the optimum/appropriate use of sectoral program resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures, donor commitments, standards of accountability and integrity and ensuring timely reporting and liquidation of resources.
    Prepare mandated and key program/project reports for donors and other partners to keep them informed program progress.

    Advisory services and technical support

    Collaborate/consult with key government officials, NGO partners, UN system partners and other country office partners/donors on policies, strategies and best practices and approaches on health and related issues to support program development planning, management, implementation and delivery of results.
    Participate in program strategic discussions/planning to provide technical advice/contribute policy discussions and agenda setting to promote health and development issues especially in the areas of gender, emergency preparedness and maternal, neonatal and child survival and development.
    Prepare policy papers, briefs and other strategic program materials for management use, information and/or consideration.
    Participate in emergency preparedness initiatives program development and contingency planning and/or to respond to emergencies in country or where designated.

    Advocacy, networking and partnership building

    Build and strengthen strategic partnerships with health sector government counterparts, national stakeholders and global partners/allies/donors/academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and/or promote cooperation and alliances to achieve program goals on children rights and social justice/equity.
    Prepare communication and information materials to highlight program goals, achievements and/or needs to promote awareness, establish partnership/alliances and support fund raising for health programs (maternal, neonatal and child survival and development).
    Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on health and related issues to ensure organizational position, interests and priorities are fully considered and integrated in the CO program design process in development planning and agenda setting. Collaborate with inter-agency partners/colleagues UNDAF planning and preparation of health programs/projects.

    Qualification/Experience/Language of Successful Candidate
    Education
    An Advanced University Degree in public health/nutrition, paediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology or other health related sciences is required.
    Experience
    A minimum of 8 years of professional experience in public health/nutrition planning and management and/or in relevant areas of maternal and neonatal health care, health emergency/humanitarian preparedness, at the international level some of which preferably in a developing country is required. Relevant experience in health/nutrition program/project development and management in any UN system agency or organization is an asset.
    Language
    Fluency in English is required. Knowledge of another official UN language or a local language is an asset

    Purpose of Position

    How can you make a difference?
    Under the direct guidance of the Chief of Section and in collaboration with grant programme managers and under the technical guidance of the USSC Supply and Logistics section, the incumbent manages the supply and logistics operations of a complex nature with significant impact on programme delivery, services, supply and logistics, processes and systems, requiring advanced professional technical mastery and expertise in support of operations and programme objectives. Accountable for managing in collaboration with the USSC Supply and Logistics section effective planning, contracting, procurement, distribution, inventory management of UNICEF’s drug supplies, in support of the implementation of the Global Fund grants on HIV and malaria. 
    Summary of Key responsibilities:

    Procurement -20%

    Responsible for logistics/supply planning through coordination with Supply Section and developing Procurement and Supply   Management (PSM) plans. 
    Provides technical advice on specifications, supply and logistics arrangements facilitating cost-effective efficient procurement.
    Provide support during grant making by developing quantified supplies budget.

    Supply management – 20%

    Responsible for inventory monitoring and management and distribution of HIV/AIDS and Malaria drugs and related equipment.
    Track shipments, regularly create and communicate accurate inventory, aging and incoming supplies information.
    Monitor supplies in warehouse and conduct routine warehouse visits.
    Raise Release orders, coordinate with supply and logistics section, track and trace supplies to final destination at zonal warehouse.
    Approve and track invoices and monitor expiries and submit for PSB.
    Provide annual and quarterly procurement and distribution plans and work with USSC Supply and Logistics Team to update these plans on a regular basis.
    Support the programmes in developing supply plans for programme documents.

    Monitoring – 20%

    Conduct field visits, spot checks of PSM implementation and conduct mentorship and supportive-supervision.
    Regularly create and communicate accurate inventory tracking, inventory aging and incoming supplies information.
    Participate in On-site-data-verification and implementation of findings.
    Monitor the information management of supply chain partners; with particular focus on supply utilization and forecasting.

    Reporting – 20%

    Oversee the overall preparation of appropriate documentation and reporting.
    Ensure preparation of the supply status reports required for donor reports, budget reviews, programme analysis, annual reports, appeals, etc.

    Capacity Building – 10%

    In conjunction with USSC Supply and Logistics Section plan, design and conduct training for programme partners and counterparts in supply chain management, with particular focus on supply utilization and forecasting, distribution and inventory management of HIV/AIDS and Malaria drugs and related equipment in order to maximize supply delivery.

    Coordination – 10%

    Collaborate with USSC Supply and Logistics section to enhance supply network information management with particular emphasis on supply utilization and forecasting for HIV and Malaria grants.

    To qualify as an advocate for every child you will have

    An advanced university degree (Master’s or higher) in business, management, Supplies and logistics or a related field.A minimum of five (5) years of relevant professional working experience in supply/logistics management at the national and international levels, two years of which should be in developing countries.
    Working experience in Supply Management/Purchasing/Contracting of  (e.g. vaccine, equipment, medical supplies, contracts, customs function, taxation, insurance, etc.)
    Developing country work experience and/or familiarity with emergency is considered an asset.
