Purpose of the Position
Under the general guidance of the Regional Emergency Advisor, provide support to UNICEF Country Offices (CO) engaged in humanitarian action encompassing preparedness, response and post-crisis recovery. The Emergency Specialist will work as part of the Humanitarian Action Resilience and Peace Building (HARP) Section as well as with sectoral emergency focal points within the Regional Office (RO), inter-agency partners and Country Office staff.

Key Accountabilities and Duties & Tasks
Support and contribute to effective and strategic coordination of support to Country Offices undertaking humanitarian action. Provide dedicated support to the preparation, documentation and follow-up of emergency management mechanism within the RO including Emergency Management Team, Humanitarian Action Team and other mechanism as required. Focus will be placed on supporting coordination for South Sudan and neighboring countries, Horn of Africa and the Great Lakes.

Qualifications of Successful Candidate
Education
Advanced University degree in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.
Work Experience
Five years of progressively responsible professional work experience at the national and international levels in humanitarian and development programme development, planning, implementation, monitoring, evaluation and administration.
Developing country work experience

Emergency Specialist

Planning Specialist, NOC, ESARO
Purpose of the Position
The position will support the Planning Specialist in the overall implementation of an efficient and effective contribution management system in ESARO. She/he will be responsible for performing specialized tasks in the planning, monitoring and control of the ESARO and Country Office (CO) programme budgets involving several different sources of funds (OR, RR) in collaboration with ESARO Sections, relevant Headquarter Divisions and 21 COs in ESA.
She/he will be responsible for efficient monitoring and allocation of incoming programme funds, managing grants using UNICEF’s SAP based ERP system, “VISION” and supporting ESARO to monitor and report on the status of fund utilization in line with grant conditions; she/he will also support setting up and implementing efficient processes for contribution management within ESARO as well as capacity building initiatives within ESARO and the region on contribution management issues.
The position will also be regularly performing data analysis and reporting to monitor trends in programmatic budget utilization to advise ESARO and the COs on the effective and efficient use of funds in line with UNICEF programmatic priorities.
Key Accountabilities and Duties & Tasks
Manage the allocations, allotments and utilization of several sources of funds, including multi-country and thematic grants allocated by ESARO to Country Offices. This includes setting up systems and proactively managing and processing incoming funds, grant creation, extension and adjustments, reallocations as well as the ESARO staff cost distribution (CD) exercise using VISION as per UNICEF Guidelines and Instructions.
Conduct regular oversight and quality assurance reviews of all ESARO grants and reconcile budgets; coordinate with relevant ESARO Sections to carry out end-of-year closure activities as per UNICEF HQ Instructions. Alert the Planning Specialist of any critical grant related issues for management attention.
Prepare timely and accurate status updates on programme budgets including allocations, commitments, expenditures, remaining balance and projections; propose recommendations on the optimal use of funds to the Regional Office Management Team (ROMT) and the ESARO budget review group, in collaboration with the Operations Section; and act as Project Cooperation Agreement Review Committee (PCARC) secretariat.
As a technical expert, contribute timely technical advice, guidance and inputs to ESARO Sections and COs to effectively plan, monitor and report on the use of grants in line with grant conditionalities.
Ensure efficient standard operating procedures on contribution management and reporting are in place and are implemented in ESARO and maintain responsibility over files related to grants and donor reports.
Provide analytical and technical support on budget related matters to ESARO and COs in ESAR; analyse programmatic financial regional and Country Office data using VISION (SAP) and produce customized outputs (e.g. graphs, charts, tables) for programme planning, monitoring and reporting purposes.
Provide any other type of technical support around contribution management, data analysis and monitoring, and planning including key planning meetings and reporting for ESARO PPME Section as required.
Qualifications Of Successful Candidate

Purpose of the Position

Policy Direction
Set policy direction for communication for development teams and ensure the communication for development programme is in line with Country Office and Strategic PLan priorities, CCCs and UN reform.
Provide expert advice and assistance to the UNICEF Senior Managers and through them to government counterparts on attitude and behaviour change modalities that contribute to changing mindsets and are culturally sensitive and tailored to address changing programme contexts.

Qualifications of a Successful Candidate

A first level university degree (Bachelor’s) in a relevant field (as identified above) in conjunction with 12 years of relevant work experience (as identified below), may be taken in lieu of the advanced university degree.

Purpose of the Position
Under the overall supervision of the ESARO Regional Director, the Regional Security Adviser (RSA) will be responsible for assisting in the strategic management of regional security operations and for providing guidance and assistance to the ESARO Regional Director and CO Representatives on all elements of their respective responsibilities in accordance with the UN/UNICEF Framework of Accountability.
Furthermore, the RSA will be responsible for coordinating a cohesive approach to security throughout the region and providing technical support to CO Security Advisers within the Region and liaising with the Principal Security Coordinator on the application of UNSMS Policies and Procedures. Responsibilities for the Security Adviser UNICEF Job
Security Coordination
Provide advice and assistance to the ESARO Regional Director, ESAR Senior Management and Representatives on all aspects of security coordination throughout the region.
Monitor developments in the region related to safety and security of UNICEF personnel and programme delivery and update the Regional Director accordingly.
Advise the Regional Director and ESAR Senior Management on steps needed with regard to multi-country or regional geo-security environment and key political dynamics that have the potential to impact on programme delivery.
Provide feedback to CO Representatives on security aspects of update and the potential impact on the safety and security of UNICEF personnel and programme delivery.
Update the UNICEF Principal Security Coordinator (PSC) through OPSCEN on security and political developments in the region. Inform that PSC directly if the situation requires immediate attention.

Security Risk Management and Analysis
Where there is no dedicated UNICEF Security professional on board, assist Representatives and Heads of Offices to prepare security risk assessments of UNICEF’s Country and Field Offices and undertake specific Security Risk Assessments (SRAs) as required.
Proactively monitor situations and events in the Region and gather and analyze information with the aim of identifying emerging trends and providing early warning of any potential threats that may affect the safety and security of UNICEF staff, premises, assets and impact programme delivery.
Consolidate reporting from Country Offices and provide an analysis in the regional context, highlighting the potential impact this may have on programme delivery and particularly, in L2 and L3 locations.
Work closely with key RO advisors and existing think tank networks within the region and globally with the objective of sustaining and strengthening the internal security risk management and analysis processes.
Provide technical oversight on the initial assessment for Premises and if required, the conduct of Facility Safety and Security Survey (FSSS)
Based on Security Risk Assessment (SRA), Initial Premises Assessment and FSSS, follow-up on available funding resources for COs either through the Regional Contingency Funds or the Additional Security Fund from HQ.
Provide technical support for COs under “Mandatory Security Relocation” due to safety and security: 1) the conduct for the assessment of newly identified premises, 2) conduct of FSSS, 3) recommended mitigating measures and 3) available resources for “One Time Off Relocation Funds”.
Security Planning
Monitor situations and events in the Region and gather and analyse information with the aim of identifying emerging trends and providing early warning of any potential situation that may affect the safety and security of UNICEF staff, premises and assets throughout the Region and that may also impact programme delivery.Consolidate reporting from Country Offices and provide an analysis on the implication this may have regionally and the potential impact this may have on programme delivery and particularly, in L3 locations.
Implement the Regional Security Prioritisation based on the agreed Annual Rolling Workplan.
Participate in selection of staff security officers or assistants, guard services, etc. and ensure adequate training is provided.
Crisis Management
Immediately inform the RD, DRD, and other senior RO staff of any significant incident pertaining to security.
If so requested by the RD, establish a regional crisis center as needed, able to communicate with OPSCEN and the countries involved and monitor developments.
Assist the Regional Director and CO Representatives with Security Planning and Emergency/Crisis
Preparedness in accordance with the country specific situation and security requirements including the effectiveness of UNICEF’s Emergency Communications System and business continuity capability.
Ensure that ESA Representatives in a sub region affected by the crisis are kept informed of key security issues, as well as other relevant stakeholders such the SMS and/or authorities depending the situation and in coordination with the CO’s.
Assess the adequate nomination of the duty officer communication’s responsibility during the crisis to serve as the RO’s “single point of contact” on matters related to the crisis.
Ensure appropriate communication with Country Offices that are involved in the crisis and coordinating the support requirements.
On a need case basis, provide operational assistance and background contributions to the HQ/DSS coordinated management of any security incident involving UNICEF staff.
Co-ordinate any emergency medical evacuation.
Upon the RD’s delegation of power, and in coordination with the PSC and the legal office at HQ and UNDSS, ensure the follow-up on any cases of arrest or detention.
Compliance Monitoring
Monitor that country offices comply with and periodically exercise security procedures/protocols and guidelines including: MOSS compliance, Compound Security, Access Control, Building Evacuation Plans Warden System, Security Awareness and Briefings, Fire Safety, Security Component of Business Continuity Plan (BCP), Operational Status of Alternate BCP Site and Communication Tree.
Security Training
Provide briefings and presentations to UNICEF senior managers with security responsibilities on current and new UN security policies and guidelines and tools.
Provide Country Office Security Focal Point (COSFP) Training to newly arrived / appointed Operation Managers.
Identify training needs for security professionals in the region. Coordinate with the OSC nomination of security personnel to UNDSS/TDS and other AFPs training courses.
Coordinate with OSC for the training of Women’s Security Awareness Training (WSAT).
Qualifications for the Security Advisor UNICEF Job
Advanced University Degree in Social or Political Science, or a discipline related to Risk Management, International Relations, conflict analysis and resolution or equivalent formal training in security and risk management such as Military and/or Police Senior Command Staff College (9 months/ 1 year).
*A first University Degree with a relevant combination of academic qualifications and experience may be accepted in lieu of Advanced University Degree.
A minimum of 12 years of relevant professional work experience, with at least two years field experience of the UNSMS, proven crisis management and strong background in political and security analysis ideally in a regional context.

Protocol/Travel Assistant
Scope of Work
The position will provide support and services related to protocol to the Regional Office and Kenya Country Office, including senior staff visiting Nairobi, Kenya. The incumbent will work closely with the Administrative Officer in charge of travel for KCO and will assist with travel related matters as a back up.
Results expected:
Liaise with the relevant Host Country Government (Ministry of Foreign Affairs/Protocol unit, Immigration department) for troubleshooting any protocol related matters in support of the Regional Office, Kenya Country office and any other neighbouring country relying on diplomatic representations in Kenya as and when required
Follow-up on staff members’ and their recognized dependents applications for visas, resident permits and diplomatic identification as well as other necessary related documents in accordance with the requirement of the United Nations and the Host Country
Make hotel reservations for new International staff members, UNICEF visitors, consultants on duty travel and/or participants to regional meetings organized in Nairobi.
Manage Airport Protocol Operations; facilitate airport lounge bookings including meeting and greeting both at JKIA and Wilson airports in support of departure and arrival of Senior Staffs.
Arrange airport transfers of high-level officials and UNICEF visitors such as donors and support to expedite customs and immigration procedures as necessary.
Work closely with Advocacy and Partnership team, in processing relevant clearance and entry permits for filming equipment for visiting crews

Goal and Objective:
Under the supervision and in collaboration with the ESARO BEGE Education Specialist (RBM), the consultant will create a set of templates based on which country and regional briefs can be produced based on background information of the country-contexts and the OOSC in each country.To Meet These General Objectives, It Is Estimated That The Consultant Will Need To Meet At Least The Following Specific Objectives
Coordinate with the consultant responsible for the production of analyses, writing fact sheets and estimation of indicators on OOSC in ESAR to produce the necessary templates into which the information can be migrated to produce regional and country briefs.

Design and document the mechanism to make the transference of information from the data sets produced by the analyst into the templates (so that updates on the data can be transferred into the templates in the future).

Qualifications of Successful Candidate

A minimum of ten years of relevant professional work experience in financial management and business operations in an international organization and/or large corporation is required.
Work experience in emergency duty station is considered an asset.

Children exposed to and living with HIV are a highly vulnerable group. The 2015 World Health Organization (WHO) guidelines[1] recommend that anyone diagnosed with HIV should begin antiretroviral treatment (ART) soon after diagnosis. This is especially important for infants and young children because delays in treatment can have long term consequences for their health and development. Sub-Saharan Africa (SSA) is home to 85 per cent of all new paediatric HIV infections in the world. While many countries in SSA are working to scale up early infant diagnosis and paediatric treatment of HIV, coverage rates remain far below the global goal of 90 per cent by 2020. Limited availability and timely access to adequate HIV laboratory services to determine HIV status in infants and young children, and to monitor ART outcomes for children, women and other people living with HIV, remain major bottlenecks to effective roll out of the 2015 WHO guidelines. There is a particularly high risk of loss to follow up for HIV exposed infants during the postnatal/breastfeeding period and many of these vulnerable infants slip through the programme before a final determination of their HIV status can be made.
UNICEF is a leading and trusted partner in supporting governments in SSA to scale up early infant diagnosis (EID) and paediatric HIV. As part of this effort, UNICEF, along with other global partners, is on the forefront of introducing and rolling out new point of care technologies for EID and viral load monitoring in SSA as they become available to the market. UNICEF is supported by UNITAID to expand and accelerate the use of POC technology in both ESA and WCA regions.
Purpose of the Position
The Specialist supports UNICEF’s HIV response in order to contribute authoritative technical expertise on Diagnostics and Paediatric HIV and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable results according to plans, allocation, results-based management approaches and methodology (RBM) and UNICEF’s strategic frameworks and plans for HIV/AIDS, standards of performance and accountability framework. The specialist with focus on 10 priority countries as follows: Ethiopia, Kenya, Malawi, Mozambique, Tanzania, Uganda and Zimbabwe in ESARO and Democratic Republic of the Congo (DRC), Cameroon and Senegal in WCAR.
Major Duties and Responsibilities
The Specialist is under the direct supervision of the UNICEF Senior Health Specialist (PMTCT and Paediatric HIV) in Eastern and Southern Africa Regional Office (ESARO), and with guidance from the UNICEF Regional Advisor HIV/AIDS in Western and Central Africa Regional Office (WCARO) and in collaboration with the Diagnostic Advisor and POC Project Manager in UNICEF New York Headquarters (NYHQ).
The incumbent will provide programme support, oversight, coordination and quality assurance, technical leadership and capacity development; advocacy, networking and partnership building; and, communications and knowledge management.
Programme support, oversight coordination and quality assurance
· Ensure that regional and country level activities are implemented in line with expected outcomes and measurable progress indicators
· Work closely with project countries to operationalize the committed deliverables for diagnostic and paediatric HIV specific activities.
· Coordinate with Supply Division and COs to ensure POC operational demands are generated
· Support CO focal points in managing country specific challenges for introduction and scale up of POC for early infant diagnosis (EID) and viral load monitoring (VL), and linkage to effective treatment and clinical decision making
· Prepare timely and quality inputs to donor reports in line with grant commitments.
· Monitor the overall implementation of diagnostic and paediatric HIV activities in line with office key performance indicators and in accordance with programme budget allotments.
Technical leadership, support and capacity development
· Support countries and regional bodies to update POC and related laboratory policies and guidance
· In coordination with NYHQ HIV Section and Supply Division, support the semi-annual and annual POC project situation analysis based on available information from CO and partners.
· Support country level POC and related planning activities, assessments and evaluations
· Support Supply Division and coordinate with COs to ensure POC operational demands are generated.
· Facilitate and drive technical leadership on diagnostics, POC and linkage to treatment for country programme preparation and providing inputs for reviews where appropriate.
· Providing guidance and feedback to RO and CO in development of POC related funding proposal.
· Working closely with the HQ global diagnostics manager to inform global strategies that reflect national and regional priorities and bringing the latest global evidence to the region and COs.
· Organize and implement capacity building initiatives to enhance the competencies of UNICEF staff in POC diagnostics and paediatric HIV.
Advocacy, networking and partnership building
· Build and strengthen strategic partnerships with regional and country level stakeholders and others to ensure harmonized and synergistic contributions to POC.
· Contribute and take a lead role in POC diagnostics and related issues in major regional networks and forums and support country focal points in major country level networks and forums
· Support coalitions and networks for advocacy at national and regional levels.
Key Expected Results
The key expected results from this assignment are as follows:
· Monthly communication and status updates have been completed for the ten priority countries (7 in ESA, 3 in WCA regions) including progress, challenges and strategies for addressing them. Recommendations have been provided to strengthen POC introduction and roll out in the 10 priority countries.
· Timely regional and country inputs submitted and high-quality inputs made for required donor reports. Regional inputs have been provided for the twice yearly situation analysis of point of care diagnostics and country contributions have been quality assured.
· Up-to-date information documents on POC diagnostics developed and disseminated within the region. Knowledge sharing and learning sessions held on technical and programme issues with CO and regional staff.
· Capacity of COs in the 10 priority countries strengthened in terms of HIV diagnostics, POC and paediatric treatment.
· Regional partnerships on HIV diagnostics, including POC and paediatric treatment strengthened.
· A system developed and in place to monitor progress and track promising practices around the region in HIV diagnostics, POC and paediatric treatment.
Qualifications of Successful Candidate
Education
An Advanced University Degree in health laboratory, biomedical sciences, pediatric health, family health, public health, global/international health, health policy and/or management, epidemiology or other health related sciences is required.
Work Experience
A minimum of 8 years of professional experience in laboratory services, HIV/AIDS or public health planning and management at the international level some of which preferably in a developing country is required. Relevant experience in HIV and/or laboratory diagnostics programme or project development and management in any UN system agency or organization is an asset. Experience in programme monitoring and evaluation is an added advantage.
