    Under the general supervision of the Administrative Officer Assets, the incumbent performs administrative support functions, which includes receiving office equipment and supplies from suppliers, issuing office supplies to staff members and reconciling the stores records with actual supplies available. The incumbent also captures and manages the Property, Premises and Equipment (PP&E) in VISION, generates IPSAS compliant reports, supervise the physical count by third parties, as well as supervising the maintenance of office buildings and equipment.
    How can you make a difference?
     

    Assists the Admin. officer in Managing the ESARO and KCO (including 4 zonal offices) PP&E whose value is in excess of $3,000,000.00 by receiving new equipment from suppliers, ensures that the office equipment is properly tagged and inventorised for easy identification and tracking the movement of equipment from one office to another using both the VISION PP&E module and the manual database for non-attractive items.
    Manages the office stores by receiving and issuing Office supplies for both KCO and ESARO and enters details of the receipts and issues on Bin cards. The value of the ESARO/KCO stores is approximately $150,000.00 per annum.
    Undertakes the Reconciliation of the balances in the bin cards with the actual balances of the stores items and based on the balances decides and recommends to the supervisor on the re-ordering levels based on the balances and the lead times.
    Coordinates and supervises the Stores physical stock take at least twice a year. The incumbent also organizes and oversees the physical verification exercise for KCO both Nairobi and zonal offices, ESARO non-expendable property and prepares reports highlighting any anomalies which may be noted during the physical stock take and verification exercises to the supervisor for corrective action to be undertaken immediately.
    Captures and updates office equipment details in VISION to reflect the actual location of office equipment and allocates equipment to staff whenever required in line with set criteria for eligibility.
    Monitors and supervises Office maintenance and maintenance of office equipment by contractors and certifies that the contractors have undertaken the job as required before payment is made.
    Coordinates the movements of staff to new office locations and ensures that all staff members have the relevant equipment/items to carry out their day to day assignments.
    Drafts Payments related to all Admin. Transactions in VISION. This entails checking that the amount indicated on the invoices are correct and in agreement with the obligating documents e.g. a Purchase order.
    Responsible for compiling list of items to be disposed off, submits to the supervisor for onward submission to the Local Property Survey Board. Follows-up on the final approval of PSB recommendations and supervise the disposal accordingly. If items are to be disposed of through public auction, the incumbent makes necessary arrangement for the auction to take place.

    Tasks Will Include

    Design and planning of the project

    Finalizing the project action plan and ensuring all budgeted resources are requested, disbursed, utilized and reported against based on implementation timelines and commitments.
    Providing technical and capacity building support to the FGS and MoLSA in planning and implementing the SNHCP. All elements of the system designed under Component 2 must be in line with the newly approved National Social Protection Policy.
    Ensuring adherence to all UNICEF systems and procedures and compliance with requirements for implementing World Bank funded project, as outlined in project documents.
    Operational management and implementation of the project
    Providing technical leadership to the project to ensure quality standards are maintained and timely completion of all deliverables.
    Managing a team of International and National staff and consultants to deliver the project, based in Mogadishu. This includes staff recruitment, performance reviews & trainings as well as keeping the staff motivated in a high stress environment.
    Assessing technical quality of proposals, commissioning as well as managing contracts for specific technical products at different stages of the programme. Quality control should be ensured throughout including, initial assessment/feasibility exercises, development of methodologies and operational manuals and development of a unified social registry and MIS relevant to the context of Somalia.
    Developing a communication strategy for the SNHCP and support in its implementation, in collaboration with MOLSA.
    Engaging with all relevant stakeholders to ensure better coordination and complementarity of existing and planned cash transfer projects as well as processes, with the SNHCP.
    Monitoring and reporting
    Developing a mechanism for periodic consultation, advise and feedback from relevant programme sections and operational departments at the SCO, Regional Office and HQ level for the effective delivery of the project.
    Regular monitoring of the project and flagging any critical issues/needs to the Chief SPEG in a timely manner.
    Preparation and timely submission of progress and‚ financial reports to the FGS (including the Social Protection Steering Committee and Government-Led Safety Nets Working Group), as well as contributions to SCO reports including donor reports, Annual Reports and others.
    Providing oversight of the budget, financial management and financial reporting for the SNHCP.
    Strategic thinking on long-term shock-responsive social protection in Somalia
    In coordination with the SPEG team, working on an influencing strategy to strengthen the child sensitive focus of shock responsive social safety nets in Somalia.
    Working closely with the Social Protection Specialist to develop a strategy for UNICEF’s engagement on shock responsive social protection in Somalia and support the team to raise adequate resources for its implementation.
    Working closely with relevant colleagues in the SCO to engage with the social protection and humanitarian cash transfers stakeholders operating in Somalia for better coordination of efforts on the ground.

    Strengthening social protection coverage and impact for children

    Develops social protection policies, legislation and programmes with attention to increasing coverage of and impact on children, with special attention the most marginalized. Identifies, generates and presents evidence to support this goal in collaboration with partners.
    Promotes strengthening of integrated social protection systems, providing technical support to partners to improve the design of cash transfers and child grants and improve linkages with other social protection interventions such as health insurance, public works and social care services as well as complementary services and intervention related to nutrition, health, education, water and sanitation, child protection and HIV.
    Undertakes improved monitoring and research around social protection impact on child outcomes, and use of data and research findings for strengthening programme results.

    Improving use of public financial resources for children

    Undertakes budget analysis to inform UNICEF’s advocacy and technical assistance to Ministries of Finance, planning commissions and social sector ministries to improve equitable allocations for essential services for children. Works with sector colleagues to build capacity to undertake costing and cost effectiveness analysis on priority interventions to help inform policy decisions on child-focused investments.

    Programme development and planning

    Purpose for the job:

    Background and Justification
    Communication, Advocacy and Partnerships an increasingly important area of UNICEF Kenya’s work to raise the profile of key issues affecting children in Kenya. There is also a need to give donors visibility for their contributions, to help ensure continued funding. As a result, UNICEF is seeking a suitable professional writer/editor to be engaged to support the production of written communication, advocacy and visibility materials that document key children’s issues and make the case for change.
    Scope of Work

    Write and/or edit, proof read and finalize a variety of UNICEF Kenya communication, advocacy and visibility products including and not limited to speeches, talking points, OpEds, human interest stories, reports, fact sheets, briefing notes, knowledge products, case studies.
    Review, organize, copyedit, fact check and consolidate material for knowledge products ensuring consistency, clarity of structure and communication of key messages. Proof-read materials, including checking spelling, use of acronyms and other abbreviations to conform to the UNICEF Style Book.
    Edit programme related documents such as annual reports, donor reports, fundraising and other documents for clarity, readability, consistency and quality.
    Develop key messages from complex reports, programme documents and other resources for public consumption. This may be in the form of compelling copy writing for public advocacy campaigns such as scripts for public service announcements (PSAs).
    Providing feedback and guidance to UNICEF Kenya writers, as requested, on writing style, grammar, and story structure.
    If required, work in close collaboration with photographers to capture relevant powerful images for stories and photo essays and/or with grahic designers to finalize the layouts, texts and illustrations to ensure high-quality production of various printed products.
    Be available for feedback and inputs on submitted drafts of written communication products as per the requirement of the office. Be available for up to a maximum of three rounds of writing and editing of all products before final approval by UNICEF.

    Desired competencies, technical background and experience

    Degree in communication, journalism, creative writing or similar discipline is required, as well as 10 years of relevant experience working in journalism at a reputable media organization. A masters degree in a relevant field would be an advantage.

    Conditions

    The Communication for Development (C4D) section of the UNICEF Eastern and Southern Africa Regional Office (ESARO) provides oversight, quality assurance, technical assistance and knowledge management to country offices in the field of communication for social and behavior change for child survival, development, education and protection. The region is extremely complex, diverse and bears a disproportionate share of the global burden of key child rights deprivations.
    The region is currently in the Endgame phase of polio eradication, but outbreaks continue to occur. The ongoing polio response in Angola, Zambia and Ethiopia are opportunities to reinforce targeted interventions for polio vaccination as well as to reinforce the vaccination systems, as the presence of Circulating Vaccine Derived Polio Virus (cVDPVs) clearly indicates the poor immunity level of populations in the respective communities. At the same time, the cross-border population movements within the sub-region, due to social-cultural reasons, as well as displacement due to humanitarian crises, are factors that can contribute to the spread of Vaccine Derived Polio Virus (VDPV) and Wild Polio Virus (WPV) within the countries of the sub-region.
    C4D plays a vital role in the polio prevention and response interventions, supporting the Ministry of Health (MoH) teams to plan and implement communication activities to inform and convince communities and its leaders about the reasons and rationale of Oral Polio Vaccine (OPV) campaigns; supporting interventions that encourage community based surveillance of Acute Flask Paralysis; and supporting the improvement of immunization programmes, both through campaigns and through routine immunization, by fostering understanding of childhood diseases, creating demand for services and acceptance of the vaccines.
    How can you make a difference?
    Under the general guidance of the ESARO Polio Coordinator and in close collaboration with the Immunization teams of ESARO, Western and Central Africa Regional Office (WCARO) and the AFRO/UNICEF Rapid Response Team Coordinator in Brazzaville, the incumbent will be working as a member of the RRT, and will be deployed to polio outbreak response countries.
    Main Responsibilities
    Support to C4D strategy design and development

    Conduct and/or participate in comprehensive C4D situation analysis of social, cultural, economic and political issues in the country/region, including through national/subnational working groups or committees. Assess/synthesize qualitative and quantitative information, data and evidence to support the establishment of comprehensive and evidence-based information for developing and planning the C4D interventions both for polio outbreak response, maintenance and routine immunization strengthening.
    Participate in country programme planning and reviews to contribute to discussions on the underlying and contextual issues to be addressed (e.g. policies, gender/children inequality, cultural/social behavior etc) to ensure the successful and sustainable delivery of programme results and provide technical recommendations on approaches, strategies and plans of action for C4D to promote behavioral and social change.
    Prepare or provide quality assurance on materials and related documentations for C4D strategies and plans (as a component of polio outbreak SOPs) to ensure optimum impact, scale and sustainability of achievements/results.
    Collaborate/consult with a wide range of partners and stakeholders to ensure synergy, integration, coherence, and harmonization of C4D activities with UNICEF SP, Country Office (CO) global communications and advocacy activities and UN System development activities and initiatives at the CO level, including in humanitarian response.
    Participate and provide technical support to COs so C4D staff is optimally engaged in national EPI planning processes and polio communication activities.

    Implementation of C4D activities

    Collaborate with, advise and/or consult GPEI partners to design C4D strategies to respond to an outbreak of polio, including formulation, production and testing materials to organize C4D events and activities to ensure engagement and participation of key audiences, and maximum outreach and impact on behavioral and social change, including in humanitarian response.
    Confirm/verify the technical quality, consistency and relevancy of communications strategies, including materials that are developed, produced and disseminated to target audiences (e.g. individuals, communities, government officials, partners, media etc). Recommend appropriate multiple media formats (e.g. print, digital/social media, TV/Radio, Web, community networks, etc.). Oversee the production and implementation of multi-media initiatives for compliance with targets and plans that integrate the latest evidence.
    Carry out C4D advocacy activities with/for a wide range of constituents, stakeholders, partners, communities, etc. to encourage/promote engagement and dialogue, inclusion, self-determination and participation in mobilizing social, political, behavioral and cultural change to achieve sustainable programme results on children and women’s rights, equity and wellbeing. Develop/select materials and other communication tools for C4D events.
    Identify, establish and maintain active interaction/relations with media, academia and other strategic partners to communicate/advocate UNICEF’s competencies and achievements to ensure their engagement, interests and support in promoting social/political engagement for political action on children’s rights, and measurable changes in social and behavioral outcomes.
    Support polio outbreak response and immunization efforts assessments and implementation of their recommendations.

    Technical and operational support

    Collaborate with COs, RO sector programmes and GPEI partners to contribute to the development of strategies, approaches, policies and the planning of C4D social and resource mobilization initiatives in support of polio outbreak response.
    Participate in budget planning and management of programme funds and prepare financial plan for polio C4D initiatives required to stop polio outbreaks. Monitor/track the use of resources as planned and verify compliance with organizational guidelines, rules and regulations and standards of ethics and transparency.

    Advocacy, networking and partnership building

    Identify, build and maintain partnerships through networking and proactive collaboration with strategic partners, e.g. academia; social networks; celebrities, journalist, media, all sectors/levels of (socially aware) society and critical audience to reinforce cooperation and/or pursue opportunities for C4D advocacy to promote UNICEF mission and goals for child rights, social equity and inclusiveness.
    Collaborate with internal global/regional communication partners to harmonize, link and/or coordinate messaging and use of multiple media and communication platforms to enhance C4D outreach including in humanitarian contexts.

    Innovation, knowledge management and capacity building

    Implement innovative practices, approaches and latest technology on multiple media and social/digital platforms and networks for C4D that are appropriate/available for the CO context and audience.
