    The post of Programme Specialist (Resilience) is part of the Emergency Unit and will focus on integration of resilience approaches into the UNICEF Somalia Programmes.
    Summary of key functions/accountabilities:
    Facilitate the implementation of resilience approaches for UNICEF Country Office by ensuring work plan and activities are formulated, implemented and monitored.
    Act as the programme coordinator and focal point for the Joint Resilience Action and all other cross-sectoral and inter-agency resilience programmes.

    Support knowledge management, M & E, and lessons learnt arising from implementation of resilience approaches through drafting/finalizing key documents, reports, updates and briefing notes; sharing good practices, lessons learned, and knowledge/information exchange; managing office partnerships with research institutions and other knowledge partners to ensure continued generation of evidence baselines
    Optimum Use of Resilience Programme Funds by ensuring sections expenditure patterns are within the approved budgets.

     The Government of Kenya through the Ministry of health, Division of Nutrition and Dietetics (DND) initiated the Integrated Management of Acute Malnutrition (IMAM) in 2008 and developed the National Guideline for Integrated Management of Acute Malnutrition, in the same year (final version disseminated in 2009) to assist health workers in the assessment and appropriate management of services and/or counselling for the treatment of Moderate Acute Malnutrition (MAM) and Severe Acute Malnutrition (SAM). To support the implementation of the IMAM programme, Job Aids including trainers guide, IMAM handbook, IMAM Wall charts, IMAM flip chart, IMAM reporting tools and an IMAM data base were developed in 2010.
    In 2016, revision of the National IMAM guidelines was initiated to reflect changes in the new developments in Management of Acute malnutrition. A final version of the revised guideline is in place.
    UNICEF would like to engage a consultant to develop a package of standardized modular training course material on Integrated Management of Acute Malnutrition (IMAM) for Kenya using the using the WHO Training Course on the Management of SAM, 2009  template which provides standardized and comprehensive training course material on the management of acute malnutrition using adult learning methodology and which encompasses adequate clinical practice sessions and therefore contribute significantly to the improvement of quality of care for acute malnutrition in Kenya.  While the WHO training course on the Management of SAM, 2009 will be used as template for development of the course materials, all of the content will be taken from the updated National IMAM guideline for Kenya.
     Scope of Work:
    Goal and Objective:  Under the supervision of the Chief of Nutrition Section, the consultant will support the development of package of standardized modular training course material on Integrated Management of Acute Malnutrition (IMAM) for Kenya taking into consideration adult learning methodology and encompass adequate practice sessions.
    Provide details/reference to RWP areas/UNDAF output covered: This assignment links with UNDAF output 3.2: By 2022, women, caregivers and community health workers in vulnerable counties have improved nutrition knowledge and skills for enhanced behavior and practices at community level and UNICEF Output 1.2: In 10 or more disadvantaged counties health workers and other service providers have improved resources and skills to provide quality service, care and counselling on maternity and common child illness, immunization, HIV, sanitation, stunting prevention, ECD, and SAM treatment.
    Activities and Tasks: 
    Hold an entrance meeting with UNICEF to receive a brief on the assignment and provide any clarifications
    In consultation with Emergency Nutrition Advisory Committee (ENAC), develop a detailed work plan to outline the approach in developing the package of standardized modular training course material on Integrated Management of Acute Malnutrition (IMAM).
    Hold Consultative meetings and or workshops with stakeholders  (Emergency Nutrition Advisory Committee (ENAC) of the Ministry of health and county level representatives)to consolidate inpiuts  and develop the package of standardized modular training course material on Integrated Management of Acute Malnutrition (IMAM) for Kenya taking into consideration adult learning methodology and encompass adequate practice sessions.
    Update stakeholders on progress at both national and county on a regular basis
    Build consensus and validation activities on all draft documents, presentations to the ENAC
    Pilot the developed standardized modular training course material on Integrated Management of Acute Malnutrition (IMAM) for Kenya and  make adjustments based on learnings from the pilot.
    Finalize and validate through ENAC the package of standardized modular training course material on Integrated Management of Acute Malnutrition (IMAM) for Kenya.
    Submit the validated materials and consultancy report to UNICEF for review
    Incorporate inputs by UNICEF and submit final report to UNICEF
    Work relationships: 
    The consultant will work under the overall supervision of the Chief of Nutrition Section
    The consultant will work with UNICEF in collaboration with the Ministry of Health through the Division of Nutrition and Dietetics and the Emergency Nutrition Advisory Committee. 
    The Chief of Nutrition Section in collaboration with the Nutrition Emergency Specialist and Nutrition Emergency Officer, will monitor the progress of the consultant work through brief progress updates, their reviews and feed-back to the consultant;

    Specialist skills/Training: Experience in adult learning methods and materials development. A communication experience will be an added advantage. Internet competency and strong computer proficiency, including mastery of the Microsoft Office software is required.

    Background and Justification
    Since 2014, UNICEF has been conducting wide-ranging consultations on ADT as a key lever for advancing access to the learning process and inclusion in school, and has established solid partnerships to advocate, develop standards and guidelines, work on technology development to further build upon the open technical standards in accessible publishing, and is committed to maintaining a strong global advocacy and supporting national policy advancements on Inclusive Education. This project aims to strengthen technology development and application of ADTs to promote accessible learning and inclusion in schools in Africa and to promote global coordination in achieving the same as well as in prompting replication in other countries.
    Since the emergence of Covid-19, we have seen children with disabilities having more difficulty accessing the continuity of learning generally conceived for most children without thinking about specific accessibility issues. The ADP project has the responsibility to build on the existing project to advance the agenda of inclusion of children with disabilities by providing innovative ICT-based solutions and in particular HQ’s global initiative on Learning Anytime Anywhere.  The recruitment of the consultant is of particular importance to document the progress of the pilot countries and to capitalize on this initiative in the reconstruction of the systems post-Covid-19.
    Purpose of Activity/Assignment:
    To support the coordination of the UNPRPD multi-country ADT project in ESARO (Rwanda, Uganda and Kenya) in collaboration with UNESCO over the course of 11.5 months.
    The consultant will support the four-year UNPRPD pilot project aimed at increasing access to information and educational materials through accessible textbooks implemented jointly by UNICEF Uganda CO and UNESCO, in partnership with MoEs. It will also allow the UNICEF Kenya CO to continue and strengthen the current pilot and enable Rwanda to activate the publishing ecosystem and advocate for inclusive policies.
    The 3 countries are at distinct levels of implementation of inclusive education and ADTs and can mutually benefit from each other’s experience. The Regional Offices of UNICEF and UNESCO will facilitate opportunities for other countries in the region to enhance national inclusive education efforts through participation in regional activities and knowledge sharing. UNESCO coordinates 3 regional meetings over the course of 24 months (first meeting took place in July 2019). Regional capacity development, C4D campaigns, advocacy processes, and trainings between countries are also planned. UNESCO provides trainings for young persons with disabilities on innovative technologies to produce ADT and document the process and results in order to facilitate inclusive education in a range of countries. UNICEF will jointly support the activities and organize a consultation on sign language.
    The candidate will report to the Education Specialist (Equity), ESARO. The role will provide critically needed project coordinating support dedicated to managing, reporting and monitoring planned activities in all 3 piloting countries in collaboration with UNESCO for successful outcomes, and effectively support the RO in completing all planned activities. Effective implementation of the above tasks will help to contribute the needed acceleration within the workstreams toward achievement of Goal Area 2- Every Child Learns.
    Scope of Work

    Support ESARO and HQ Disability Section in the coordination of the multi-country UNPRPD project;
    Work with UNESCO, country and regional offices to prepare progress report as well as the annual workplans and submit them to HQ Disability;
    Collect, compile, document and communicate processes and results with RO and HQ Disability.
    Bring technical expertise if needed and support activities implemented by COs (Uganda, Rwanda, Kenya)
    Support to organize the regional meeting for knowledge sharing and lessons learned from the 3 pilot countries.
    Develop ToR for the recruitment of a consultant in charge of the development of a Guidance on the use of Sign Language in Accessible Digital Materials

    Work relationships/Reporting to:
    The consultant will report to the Education Specialist (Equity) at ESARO and will work closely with relevant HQ Disability as well as the Education colleagues in country offices to prepare the reports and budgets using the UNPRPD reporting framework.

    Desired competencies, technical background and experience
    Advanced University degree in international development, Education, or related field

    Experience on Children with disability, innovation and knowledge on Accessible digital textbook will be an asset

    Administrative issues
    The assignment will be supervised by the Education Specialist (Equity) in the Eastern and Southern Africa Regional Office, Education Section. The consultant will be able to complete the assignment remotely, no travel is expected.
    Conditions
    As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.

    The Communication for Development Specialist reports to Health Manager, EPI  for general guidance and supervision. The Specialist provides technical and operational support for developing a systematic, planned and evidence-based strategy and process for C4D as an integral part of programme development, planning and implementation.
    Through communication and engagement, as well as the empowerment and participation of stakeholders, communities, children, civil society partners, and government counterparts, s/he promotes measurable behavioral and social change/mobilization. This subsequently contributes to the achievement of sustainable and concrete results in improving children’s rights, survival and wellbeing in the country.
    Support to strategy design and development of C4D activities

    Conduct and/or participate in comprehensive C4D situation analysis of social, cultural, economic and political issues in the country/region, including through national/subnational working groups or committees. Assess/synthesize qualitative and quantitative information, data and evidence to support the establishment of comprehensive and evidence-based information for developing and planning the C4D component of the Country Programme of Cooperation (and UNDAF).
    Participate in country programme planning and reviews to contribute to discussions on the underlying and contextual issues to be addressed (e.g. policies, gender/children inequality, cultural/social behavior etc) to ensure the successful and sustainable delivery of programme results and provide technical recommendations on approaches, strategies and plans of action for C4D to promote behavioral and social change.
    Prepare or provide quality assurance on materials and related documentations for C4D strategies and plans (as a component of the CO and/or UNDAF Programmes) to ensure optimum impact, scale and sustainability of achievements/results.
    Collaborate/consult with a wide range of partners and stakeholders to ensure synergy, integration, coherence, and harmonization of C4D activities with UNICEF MTSP, CO global communications and advocacy activities and UN System development activities and initiatives at the CO level, including in humanitarian response.

    Implementation of C4D activities

    Collaborate with, advise and/or consult internal partners and external partners to design C4D strategies, including formulation, production and testing materials to organize C4D events and activities to ensure engagement and participation of key audiences, and maximum outreach and impact on behavioral and social change, including in humanitarian response.
    Confirm/verify the technical quality, consistency and relevancy of communications strategies, including materials that are developed, produced and disseminated to target audiences (e.g. individuals, communities, government officials, partners, media etc). Recommend appropriate multiple media formats (e.g. print, digital/social media, TV/Radio, Web, community networks, etc.). Oversee the production and implementation of multi-media initiatives for compliance with targets and plans that integrate the latest evidence.
    Carry out C4D advocacy activities with/for a wide range of constituents, stakeholders, partners, communities, etc. to encourage/promote engagement and dialogue, inclusion, self-determination and participation in mobilizing social, political, behavioral and cultural change to achieve sustainable programme results on children and women’s rights, equity and wellbeing. Develop/select materials and other communication tools for C4D events.
    Identify, establish and maintain active interaction/relations with media, academia and other strategic partners to communicate/advocate UNICEFs competencies and achievements to ensure their engagement, interests and support in promoting social/political engagement for political action on children’s rights, and measurable changes in social and behavioral outcomes.
    Conduct and/or participate in Monitoring and Evaluation exercises, including country programme previews, meetings and mid-term/annual reviews to assess/report on efficacy/outcome of C4D on UNICEF and CO Strategic Plans/Goals.     Technical and operational support

    Key functions, Accountabilities, and duties/tasks
    Security Risk Management and Planning

    Advise the Representative in the execution of his/her duties with regards to the safety and security of UNICEF personnel and eligible family members, premises, and in accordance with UN and UNICEF Security Management Systems.  Attend as an observer, all SMT/ASMT meetings, assist the UN Department of Safety and Security (UNDSS) as appropriate and participate as a member of the security coordination cell established by UNDSS.
    Provide advice on and manage technical security requirements contained in the UN Security Plan, Minimum Operating Security Standards (MOSS), Residential Security Measures (RSM), and other relevant policies, guidelines, and assessments and monitor their implementation.  Oversee, guide and assess all UNICEF security personnel in the country.     Background and Justification

    Background

    On 31 December 2019, WHO was alerted to a cluster of pneumonia patients in Wuhan City, Hubei Province of China. One week later, on 7 January 2020, Chinese authorities confirmed that they had identified a novel (new) coronavirus as the cause of the pneumonia. To date the corona virus (COVID-19) has spread to over 200 countries, including over 15 in East and Southern Africa (ESA).

    Given the increasing number of confirmed COVID-19 cases in Eastern and Southern Africa the Regional office (ESARO) is proposing to strengthen internal capacity to enhanced support to the 21 countries through deployment of additional human resource.

    Purpose

    The UNICEF Communication for Development programme is at the forefront of UNICEF emergency response, where knowledge, attitudes, practices and social norms are key to preparedness and response. Risk Communication and Community Engagement (RCCE) plays a key role in providing real-time lifesaving information ensuring that people know what to do to protect themselves and others against various diseases.

    As per the UNICEF ESARO C4D guidance note on COVID-19 Social Media Listening & Rumor Tracking in ESA, social media is increasingly emerging as a major source of COVID-19 related information as highlighted by some recent surveys. While this is a promising trend with potential for using online platforms, social media has also been used to distort correct information, contributing to the spread of disinformation and misinformation as witnessed in the recent weeks. The importance and urgency of access to timely, relevant trusted information in this pandemic cannot be overemphasized. Rumors offer a threat to correct information and can be a matter of life and death. A rumor is defined as unverified information that is transmitted from one person to others. There are two sub-groups of rumors, which are defined by the intent of the people spreading them. Misinformation is incorrect information spread by people without the intent to deceive, while Disinformation is spread to deceive or manipulate others. There are three types of rumors: wish rumors: these reflect the hopes of the community; hostility rumors: these reflect threats to the community or prejudices and often target outside groups; and fear rumors: these reflect the anxieties of the community.

    In the context of the COVID-19 epidemic, in ESA social media is one the most significant communication channel, as confirmed by the recent GeoPoll assessment conducted on COVID-19 in Kenya, with social media accounted for 44% as main information source (the highest). Tracking of social media content including rumors and other online discussions is therefore necessary to identify trends and ensure quick and timely responses at regional and national level.

    Scope of Work

    Goal And Objective

    Under the supervision of the C4D Specialist and in close coordination with External Communication section and other sections involved in the COVID-19 preparedness/response, the consultant will provide technical assistance in aspects of social media monitoring, Â rumor tracking and management, online listening, and support with digital/online content production and dissemination linked to COVID-19.
    Major Duties And Responsibilities
     

    Develop and implement a regional social media monitoring and rumor management action plan for the COVID-19 epidemic.

    Develop a C4D regional social media monitoring and rumor management action plan, taking into consideration all initiatives undertaken by UNICEF and other partners in the region for COVID-19 prevention, including Social Media content production and dissemination, U-Report chatbots, polls and counselling hubs, Internet of Good Things;
    In the context of the action plan, adapt the ESARO RCCE M&E framework into an online regional COVID-19 online tracking dashboard with the aim to integrate information reported by COs, most common rumors and identify additional segments to be developed for regional social media monitoring.
    Through online monitoring tools, identify COVID-19/Coronavirus highly assessed conversation threads to identify wrong information and/or myths being circulated in our region.
    In collaboration with the ESARO Social Media consultant in the Communications section, identify regional social media influencers in order to engage them with COVID-19 myth busters information and tools;
    Analyze the information collected through the U-Report myth-busters chatbot and polls launched in the region to identify the most common source of information per country, assess the level of correct information of U-Reporters and identify the most common myths reported.
    Produce weekly and monthly reports highlighting key issues, topics, concerns raised and addressed online providing recommendations for better engagement.
    Participate in and contribute to the community feedback sub working group of the regional RCCE coordination mechanism.
    Contribute to content to the various reporting requirements including but not limited to Situation Reports, weekly updates to HQ, and any other reporting needs related to COVID-19 RCCE response focusing on the social media monitoring dimension.
    Document the lessons learnt and best practices in social media monitoring and rumor management undertaken in ESAR countries.

    Technical support to UNICEF ESAR Country Offices (COs)

    Provide technical assistance to design and implement high quality digital-based C4D content and social media monitoring plans in line with the COVID-19 RCCE plans.
    Support the development and implementation of a system to track COVID-19 related rumors (misinformation and disinformation) and general public concerns.
    Support COs to establish appropriate strategies and mechanisms to manage rumors and effectively respond to misinformation and disinformation.
    Undertake a daily review of the regional COVID-19 online tracking dashboard to identify trends and liaise with respective country offices to address them.
    Support COs with ad hoc remote capacity building sessions to ensure dissemination of high quality COVID-19 digital-based C4D content.
    Identify opportunities to synchronize and use content across various UNICEF platforms such as the Internet of Good Things (IoGT), U-Report, and other UNICEF supported digital tools or platforms for effective message dissemination.
    Consolidate, analyze, and share social media monitoring and rumor tracking data from countries in a systematic and regular manner.
    Identify country-specific online influencers for potential engagement to amplify correct information about COVID-19.
    Keep an updated mapping of digital-based platforms available to support country offices partnerships for in country-based COVIS-19 rumors tracking mechanism.
    Support the preparation of fundraising proposals; identify/follow up on the country specific resource mobilization needs

    Work Experience

    At least 5 years of proven experience in social media monitoring and analysis and/or digital listening
    Previous experience with social media management, trend monitoring, and influencing
    Experience in the design and implementation of interventions on rumor management/misinformation
    Excellent writing skills planning and coordination skills, with proven ability to work independently.

    Language Proficiency

    Fluency in English (verbal and written). Knowledge of French and Portuguese is an added advantage
