    The Health Specialist reports to the Health Chief (Level 5) for guidance and general supervision. The Health Specialist supports the development and preparation of the health programme and is responsible for managing, implementing, monitoring, evaluating, and reporting the programme progress of a sector of the health programme (maternal, neonatal, adolescence) within the country programme. The Health Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM), organizational Strategic Plans and goals, standards of performance, and accountability framework.

Formulate, design and prepare a sector of the health programme proposal, ensuring alignment with UNICEF’s Strategic Plan, the Country Programme, as well as coherence/integration with the UN Development Assistance Framework (UNDAF), regional strategies, and national priorities, plans and competencies.Establish specific programme goals, objectives, strategies, and implementation plans based on results-based planning terminology and methodology (RBM). Prepare required documentations for programme review and approval.
    Programme (maternal, neonatal, adolescents’ health) management, monitoring and delivery of results
    Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators, and other UNICEF/UN system indicators and measurements to assess and strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector in health programmes.Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results.Prepare and assess monitoring and evaluation reports to identify gaps, strengths and/or weaknesses in programme management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.Actively monitor programmes/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks, potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.Monitor and verify the optimum and appropriate use of sectoral programme resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources.Prepare regular and mandated programme/project reports for management, donors and partners to keep them informed of programme progress.
     Technical and operational support to programme implementation (maternal, neonatal, adolescents’ health)
    Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the interpretation, application and understanding of UNICEF policies, strategies, processes, and best practices and approaches on health-related issues to support programme development planning, management, implementation and delivery of results.Participate in discussions with national partners, clients and stakeholders to promote health and development issues, especially in the areas of gender, emergency preparedness, maternal and neonatal health, and child survival and development.Draft policy papers, briefs and other strategic programme materials for management use, information and consideration.Participate in emergency preparedness initiatives for programme development, contingency planning and/or to respond to emergencies in country or where designated.
    Networking and partnership building (maternal, neonatal, adolescents’ health)
    Build and sustain effective close working partnerships with health sector government counterparts, national stakeholders, as well as global partners, allies, donors, and academia. Through active networking, advocacy and effective communication, build capacity and exchange knowledge and expertise to facilitate the achievement of programme goals on child rights, social justice and equity.Prepare communication and information materials for CO programme advocacy to promote awareness, establish partnerships/alliances, and support fund raising for health programmes (maternal, neonatal and child survival and development).Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on health-related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of health programmes/projects, ensuring organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting.
    Innovation, knowledge management and capacity building (maternal, neonatal, adolescents’ health)

    Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders, and to support the implementation and delivery of concrete and sustainable programme results.Keep abreast and conduct research to provide evidence for implementation of best and cutting-edge practices in health.
    Assess, institutionalize and share best practices and knowledge learned. Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes and projects. Organize and implement capacity building initiatives to enhance the competencies of stakeholders to promote sustainable results on health related programmes/projects.

    An advanced university degree in one of the following fields is required: Master’s in medicine (MMed) in Pediatrics, or Obstetrics (with specialist recognition by the Kenya Medical Practitioners and Dentists Council), in addition to advanced university degree in public health. Specialization in neonatology will be considered an asset .
    A minimum of eight years of professional experience in one or more of the following areas is required: maternal and/or neonatal health.
    Relevant experience in a UN system agency or organization is considered as an asset.
    Developing country work experience and/or familiarity with emergency is considered an asset.
    Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

    UNICEF Eastern and Southern Africa Regional Office (ESARO) covers 21 countries with diverse country typologies ranging from high-middle income country to chronic humanitarian contexts. The countries in this region have some of the fastest growing populations in the world; one of the highest unemployment rates in the world; unacceptably high rate of children affected by multi-dimensional child poverty; a rapidly expanding urban population; and an increasingly marked impacts of climate change. The region accounts for approximately USD 1.2 billion in throughput, about 27% of it in humanitarian expenditure. The region employs 3035 (as of September 2020) UNICEF staff members in its Country Offices (COs) and the Regional Office (RO).

    ESARO’s core roles/functions consist of representation; oversight; quality assurance; technical assistance; intellectual leadership; governance and management; and partnerships and United Nations coherence, as defined in its Regional Office Management Plan. Within these core roles/functions, the RO’s main portfolio consists of the following: (1) Support to COs in the design and delivery of programmes that are fit-for-purpose, affordable and deliver results at scale; (2) Creating an enabling environment for the COs for at-scale delivery of results in countries through generation of evidence, tools, guidelines and partnerships; (3) Improving operations effectiveness and efficiency of the Regional Office and the COs, including in governance and management.

    How can you make a difference?

    The Deputy Regional Director (Operations and Management) supports the Regional Director in managing and providing strategic direction in the regional functional areas of operations, risk management, resource mobilization, human resources, staff well-being, and Partnerships. The incumbent advises the Regional Director on matters relating to global and regional policy and initiatives pertaining to the above-mentioned functional areas and their implementation in the Regional Office and Country Offices as per established systems, while providing technical oversight and direction to Country Offices senior managers, in particular the Deputy Representative-Operations. In close coordination with the Deputy Regional Director (Programmes), the incumbent represents the Regional Director within and outside the United Nations system, as required.

    Background and Justification

    As all countries in Eastern and Southern Africa have started to fully or partially reopen their schools after months long closures due to the COVID-19 pandemic, ESARO Education section is fully engaged in the process by providing technical assistance and expertise to Country Offices’ work with governments, especially on: ensuring a safe and inclusive reopening and monitoring COVID-19 in schools, monitoring re-enrolment of all children and advocating for a full reopening.

    In order to tailor this support to the situation and needs of countries in the region, Education section collected country documents, cases studies throughout the long processes of school reopening, undertook studies/rapid assessment as well as conducted a series of bilateral calls with countries to collect qualitative and quantitative data on the situation of school reopening in their context. This allowed to gather a significant amount of information and documents focusing on national measures and UNICEF support to ensure a safe reopening, track re-enrolment and drop-out, ensure equity and inclusion in the process, adjust to lost learning and finance education in a post-COVID-19 context. To be relevant, shareable and impactful for countries and partners, the collected information needs to be processed, analysed and visualised into a streamlined regional report outlining the country responses to COVID-19, highlighting the challenges and needs for school reopening and showcasing promising practices. The purpose of such analysis is to document the education response to the Covid-19 crisis and particularly the reopening of schools in ESAR and share experiences from countries, which meets a high demand from COs. By visualizing data on the region, displaying evidence on the education response to the crisis, sharing countries good practices and lessons learned, this report will aim at informing and strengthening the development of strategies at country level, supporting advocacy and resource mobilization for a safe and inclusive reopening.

    The ESARO education section, in close collaboration with Health and other sectors is also expanding partnerships around Covid 19, children and schools to foster evidence sharing, collaboration and joint, action-oriented planning on safe reopening among Ministries of Education, Ministries of Health and other national partners throughout the region. In close collaboration with WHO Africa, CDC Africa and GPE, UNICEF ESARO will organize, co-lead and document a regional, virtual event bringing together key stakeholders of the 21 countries to share the latest evidence and guidance on C-19 transmission and mitigation measures in schools, and to develop joint action plans, based on good practices at national, sub-national, school and community level to keep learners and teachers safe. The intersectoral dialogue and resulting country roadmaps will provide UNICEF country offices with country roadmaps for follow up action with Ministry counterparts.

    The ESARO education section is involved in the advocacy on girls return to school. Evidence shows that girls have been and continue to be particularly vulnerable to prolonged school closures. School closures have been found to worsen the situation of girls, particularly because of the limited time available for learning at home, but also because the COVID-related quarantines have exposed many girls to gender-based violence, including sexual exploitation and early and unwanted pregnancies, while denying them access to some essential social services. UNICEF ESARO is joining forces with UN Women and the Council of Traditional leaders of Africa (COTLA) to co-organze a webinar aiming to discuss how to work together, traditional leaders, educational authorities, development partners to facilite girls return to school, create a more egalitarian and inclusive education system and give more chance to girls to get education and break the cycle of poverty.

    In addition, the education section is producing a digital interactive product to advance programme and partnership developments around ‘learning to earning’ across the region. There is a timely and strategic opportunity, especially within the Covid-19 context for ESARO to innovatively position its work. With many relevant initiatives underway and increasingly new partners engaged in across the organization and region the various programmatic pieces are not yet well-connected within sectors or well-known by all stakeholders. The proposed idea is to have multi-faceted and user-friendly interactive on-line product for use by country and regional teams that would serve to improve knowledge management, learnings, technical assistance, programme development and partnership.

    Thus, to respond to the above identified priorities, an individual contractor with the below knowledge, experience and skills is required to i) review collected data and produce and edit a regional report on school reopening in ESAR in the context of COVID-19, and to ii) support the organization, preparation, documentation and follow up to a large, virtual, multi-partner and multi-country event on knowledge sharing, exchange and planning on COVID-19, children and schools and to iii) co-organize a webinar with UN Women and COTLA on facilitating girls return to school and inclusive education more broadly iv) support the development of a digital interactive programme and partnership tool on adolescent ‘learning to earning’ for the region.

    Scope of Work

    Goal and Objective: Under the supervision of the Regional Education Adviser, the individual contractor will support the organization, documentation and follow up to two multi-partner regional events – one regional planning event on Covid 19, children and schools and one webinar on girls’ education. The individual contractor will also produce a regional analysis of the school reopening processes in Eastern and Southern African countries and an innovative ESAR interactive programme and partnership tool on adolescent ‘learning to earning’ This means processing, visualizing and putting into a narrative the collected data as well as all the pieces of work produced by ESARO in order to write and edit a regional report on school reopening in ESAR that can be shared with COs, other ROs and relevant education partners.
    Provide details/reference to AWP areas covered: This contract is to provide quality technical assistance to the Education section to strengthen its support to country offices in promoting sharing of experiences, lessons learnt and good practices, and further enhances the development of partnerships for risk-informed programming and financing. In the ESARO 2020-2021 workplan, it comes under ‘Output 2: Enhanced capacity of COs to design, implement, monitor and evaluate risk informed education programmes that ensure that girls, boys, including those with disabilities, complete early learning, primary and secondary education with grade level learning outcomes’, Education in Emergencies/technical assistance (‘New Covid-19 activities), activity 24 ‘Development of tools/research’.

    Activities and Tasks:
    I. Regional Analysis

    Review the raw data and documents shared by countries or generated by ESARO
    Draft a regional analysis on school reopening in ESAR drawing from the data collected during the bilateral calls with COs and any other documents shared by countries or produced by ESARO. It will:

    Outline the situation of schools, children and teachers in the context of school reopening in ESAR in times of COVID-19 pandemic (including visualisation of the quantitative data)
    Summarize and analyse the strategies adopted by governments for school reopening based on the qualitative data (measures to implement a safe reopening, policies to ensure equity and inclusion, to ensure continuity of learning, to support teachers) highlighting good practices and the support of UNICEF COs in the implementation of inclusive safe school reopening
    Pull out lessons learned from the school reopening processes to take on for building back better

    Revise the draft regional report by incorporating the inputs and comments from the ESARO Education Section
    Finalise and edit to a high-quality report adhering to UNICEF style guidelines with a one-pager summary

    II. Regional Virtual Events (regional planning event on Covid-19, children and school ; continental webinar on girls return to school)

    Draft, manage and track invitations ensuring fluid communication with co-convenors, 21 COs and invitees across 21 countries
    Finalise the event agenda, develop interactive PPTs/polls and user-friendly templates for working groups and incorporate co-convenor’s feedback in final versions (for the Covid-19 event), ensuring synergies between co-convener’s presentations
    Support the contracting of an external facilitator for the event
    Support event facilitation and the management of break out groups
    Document event and draft a high-quality workshop report
    Initiate event follow-up with COs and organize follow up calls with co-conveners and COs based on workshop report and country action plans (for the Covid-19 event)

    III. The development of the innovative ESAR interactive programme and partnership tool (product) on adolescent ‘learning to earning’ opportunities

    Draft/finalise, manage and provide content to the contracted and external designers to develop the tool. A framework and draft concept will be provided with content details for the designers to adapt/create the tool.
    Manage the communications/liaise directly with the design team and COs to plan and finalise content, proofs and design concept, as needed; coordinate and participate in design and planning meetings accordingly.
    Lead the development and finalisation of the tool/product.
    Provide suggestions for the roll-out/usage of the tool, with the support of the design team (e.g. CO webinar, RO briefing session)

    IV. Support the Regional Education Adviser

    Support the Regional Education Adviser in all tasks required. This may include drafting briefing notes, concept notes, presentations, communications and supporting meetings.

    Work relationships: The individual contractor will be supervised by the Regional Education Adviser in close collaboration with the Education Specialist for Equity and Access, the Education Specialist for Education in Emergencies, the Education Specialist on Adolescent Skills & Employability and may be expected to work with other members of the ESARO Education section.

    UNICEF Eastern and Southern Africa Regional Office (ESARO) covers 21 countries with diverse country typologies ranging from high-middle income country to chronic humanitarian contexts. The countries in this region have some of the fastest growing populations in the world; one of the highest unemployment rates in the world; unacceptably high rate of children affected by multi-dimensional child poverty; a rapidly expanding urban population; and an increasingly marked impacts of climate change. The region accounts for approximately USD 1.2 billion in throughput, about 27% of it in humanitarian expenditure. The region employs 3035 (as of September 2020) UNICEF staff members in its Country Offices (COs) and the Regional Office (RO).

    ESARO’s core roles/functions consist of representation; oversight; quality assurance; technical assistance; intellectual leadership; governance and management; and partnerships and United Nations coherence, as defined in its Regional Office Management Plan. Within these core roles/functions, the RO’s main portfolio consists of the following: (1) Support to COs in the design and delivery of programmes that are fit-for-purpose, affordable and deliver results at scale; (2) Creating an enabling environment for the COs for at-scale delivery of results in countries through generation of evidence, tools, guidelines and partnerships; (3) Improving operations effectiveness and efficiency of the Regional Office and the COs, including in governance and management.

    How can you make a difference?

    The Deputy Regional Director (Operations and Management) supports the Regional Director in managing and providing strategic direction in the regional functional areas of operations, risk management, resource mobilization, human resources, staff well-being, and Partnerships. The incumbent advises the Regional Director on matters relating to global and regional policy and initiatives pertaining to the above-mentioned functional areas and their implementation in the Regional Office and Country Offices as per established systems, while providing technical oversight and direction to Country Offices senior managers, in particular the Deputy Representative-Operations.     Background and Justification

    As all countries in Eastern and Southern Africa have started to fully or partially reopen their schools after months long closures due to the COVID-19 pandemic, ESARO Education section is fully engaged in the process by providing technical assistance and expertise to Country Offices’ work with governments, especially on: ensuring a safe and inclusive reopening and monitoring COVID-19 in schools, monitoring re-enrolment of all children and advocating for a full reopening.

    In order to tailor this support to the situation and needs of countries in the region, Education section collected country documents, cases studies throughout the long processes of school reopening, undertook studies/rapid assessment as well as conducted a series of bilateral calls with countries to collect qualitative and quantitative data on the situation of school reopening in their context. This allowed to gather a significant amount of information and documents focusing on national measures and UNICEF support to ensure a safe reopening, track re-enrolment and drop-out, ensure equity and inclusion in the process, adjust to lost learning and finance education in a post-COVID-19 context. To be relevant, shareable and impactful for countries and partners, the collected information needs to be processed, analysed and visualised into a streamlined regional report outlining the country responses to COVID-19, highlighting the challenges and needs for school reopening and showcasing promising practices. The purpose of such analysis is to document the education response to the Covid-19 crisis and particularly the reopening of schools in ESAR and share experiences from countries, which meets a high demand from COs. By visualizing data on the region, displaying evidence on the education response to the crisis, sharing countries good practices and lessons learned, this report will aim at informing and strengthening the development of strategies at country level, supporting advocacy and resource mobilization for a safe and inclusive reopening.

    The ESARO education section, in close collaboration with Health and other sectors is also expanding partnerships around Covid 19, children and schools to foster evidence sharing, collaboration and joint, action-oriented planning on safe reopening among Ministries of Education, Ministries of Health and other national partners throughout the region. In close collaboration with WHO Africa, CDC Africa and GPE, UNICEF ESARO will organize, co-lead and document a regional, virtual event bringing together key stakeholders of the 21 countries to share the latest evidence and guidance on C-19 transmission and mitigation measures in schools, and to develop joint action plans, based on good practices at national, sub-national, school and community level to keep learners and teachers safe. The intersectoral dialogue and resulting country roadmaps will provide UNICEF country offices with country roadmaps for follow up action with Ministry counterparts.

    Support the contracting of an external facilitator for the event
    Support event facilitation and the management of break out groups
    Document event and draft a high-quality workshop report
    Initiate event follow-up with COs and organize follow up calls with co-conveners and COs based on workshop report and country action plans (for the Covid-19 event)

    III. The development of the innovative ESAR interactive programme and partnership tool (product) on adolescent ‘learning to earning’ opportunities

    Draft/finalise, manage and provide content to the contracted and external designers to develop the tool. A framework and draft concept will be provided with content details for the designers to adapt/create the tool.
    Manage the communications/liaise directly with the design team and COs to plan and finalise content, proofs and design concept, as needed; coordinate and participate in design and planning meetings accordingly.
    Lead the development and finalisation of the tool/product.
    Provide suggestions for the roll-out/usage of the tool, with the support of the design team (e.g. CO webinar, RO briefing session)

    IV. Support the Regional Education Adviser

    Support the Regional Education Adviser in all tasks required. This may include drafting briefing notes, concept notes, presentations, communications and supporting meetings.

    Work relationships: The individual contractor will be supervised by the Regional Education Adviser in close collaboration with the Education Specialist for Equity and Access, the Education Specialist for Education in Emergencies, the Education Specialist on Adolescent Skills & Employability and may be expected to work with other members of the ESARO Education section.

    In addition to regional oversight and innovation functions, and as part of a common services approach, the Regional ICT Section provides support to the UNICEF Kenya Country Office (KCO) and the East and Southern Regional Office (ESARO) in ICT (information and communication technology), including information systems for programs, internal operations and management.

    The common services unit in ESARO ICT section is responsible for planning, developing and implementing cost effective, innovative and secure ICT services, namely networks, security, servers and storage, telephony, video and directory services; for setting and enforcing common ICT standards and for managing central ICT services for the KCO and ESARO.

    The individual contractor (IC), will work under the ICT Common Services Unit. The incumbent will be accountable for providing ICT Support Services to the end users in accordance with the UNICEF ICT policies and security guidelines

    Scope of Work

    Main Purpose and Role:

    The primary purpose of the individual contractor’s assignment is to strengthen ICT operational effectiveness.

    The Individual Contractor is a: (1) First Line ICT Help Desk support, provide resolution to ICT related problems to end users. S/he independently resolves most ICT problems reported remotely or in person or through service management tools. (2) Second Line ICT Help Desk support, S/he provides solution to critical ICT problems by research, collaboration with other help desk analysts, utilizing knowledge databases, problem solving techniques etc. (3) An ICT Move Add and Change analyst. S/he installs, configures, and removes end user’s ICT equipment. (3) an expert, in Desktop/Laptop, Printer, Scanner, Email and standard office software.

    The IC is responsible for end user support, end user ICT equipment installation, maintenance, meeting and conference support as well as orientation and training to end users. Will also provide backup technical support to administration, maintenance, configuration, installation of ICT infrastructure. S/he can operate, diagnose and maintain all conference services including audio, video and web. S/he can maintain and perform basic diagnosis on LAN/WAN/WiFi infrastructure.

    Payment Schedule

    Payment is on monthly basis. The Individual Contractor (IC) should submit at the end of each calendar month. S/he should mention the period by starting and end date for which the invoice is being submitted.

    Partial payment will be made based on the number of days completed.
    Total working days in a month is as per UN work hours and days excluding UN holidays.

    Desired competencies, technical background and experience

    Education: Minimum High School Completion certificate. A university degree is preferable.
    Advanced diploma or equivalent background in Computer Science, Information Science, Business Administration, Engineering, or related area. Certification in ITIL, CompTIA Network+/A+ or equivalent are assets.
    Minimum of five years of relevant work experience.
    Competencies i.e. network administration, and help desk support services, messaging and database administration. Experience in an international organization is desirable. Expert in Windows Operating Systems (Windows 10), Office Productivity Suite, Emails, Webinar platforms, Computer Hardware etc. Expert in troubleshooting Desktops, Laptops, Printers etc.
    Languages needed: Fluency in English and Swahili

    Background and Justification

    In pursuit of learning for all (SDG 4 in inclusive education settings, and in keeping with Article 24 of the CRPD and General Comment 4 of the CRPD Committee, UNICEF has been conducting wide- ranging consultations on Accessible Digital Textbooks (ADT) as a key lever for advancing access to the learning process and inclusion in school. Furthermore, solid partnerships have been established to advocate, develop standards and guidelines, both on the content and technical standards in accessible publishing, and is committed to maintaining a strong global advocacy and supporting national policy advancements on Inclusive Education.

    In the majority of countries in Eastern and Southern Africa, the Language of Instruction for early grade learners is mother tongue or the language used in the school’s catchment area. For deaf children, their mother tongue is the local sign language. In the process of developing accessible digital textbooks, the appropriate sign language must be considered for learners who are deaf. In this regard, the aim of this consultancy is to develop a guidance on standards for local sign language usage in accessible learning materials. The standards developed will not only provide guidance to UNICEF but should also be relevant to similar digital learning initiatives seeking to enhance learning for children whose communication is primarily through sign language.

    As a result of the Covid-19 pandemic, and resultant school closures, learning materials that are accessible for all learning styles, have become even more critical. The pandemic has exacerbated inequalities. Vulnerable children who are socio-economically disadvantaged and children living with disabilities face increased difficulty to continue learning through the provisions made through various platforms such as radio, TV, and various digital options of e-learning. For TV lessons and digital learning to be effective, they should, amongst other features, have a sign language that the learner comprehends. The recruitment of the consultant is of particular importance to inform the development of effective accessible digital learning materials, not only curriculum materials but also readers and recreational reading material for deaf children.

    With reference to language of instruction policies, good practices for effective learning in monolingual and multi-lingual school environments, provide the context for use of sign language to facilitate effective learning for learners with hearing disability.
    Highlight key principles that should be considered in the development of the sign language in accessible digital learning materials and other innovative digital materials and in particular.
    Draft a guidance document on the use of sign language in accessible digital materials that can serve as a reference for countries in the Eastern and Southern Africa region primarily but should also be able to inform countries seeking to develop accessible digital learning materials beyond the ESA region.
    Facilitate a multi-country meeting to discuss the draft guidance and thereafter finalise the guidance document.
