    PURPOSE OF THE JOB

    UNICEF Eastern and Southern African Regional Office’s (ESARO) Education Section is guided by the UNICEF Strategic Plan 2018-2021 – Goal Area 2: “Every child learns.” The Education Section supports Country Offices to promote basic education including early childhood education (ECE), education quality, adolescent girls’ education and education in emergencies, as well as the inclusion of children with disabilities in education. The Regional Office supports country offices through direct technical support, quality assurance and oversight, data management and analysis, generation and dissemination of research and tools, as well as partnership building. The Education Team in the Regional Office is seeking an intern for six months to support its work. The specifics of the work are given below.
    Scope of work:

    Provide overall support to the Section and Regional Education Advisor as necessary.
    Support the Knowledge Management function of the office in close consultation with the Knowledge Management Specialist (e.g. support the development and dissemination of evidence of teaching and learning).
    Support the with the coordination of meetings as needed.
    Execute the creation and circulation minutes and/or reports for meetings as needed.
    Support the monitoring, data collection and management work around the school reopening processes after COVID in collaboration with the Education Specialist (Equity and Access).
    Support the drafting and editing of UNICEF ESAR grant and project proposals.
    Supporting the Education Specialist (Quality) liaise with ESAR Country Offices to implement digital learning programmes in the region.
    Support the Education Specialist (Quality) liaise with ESAR Country Offices to roll-out programmes related to the Global Foundational Literacy and Numeracy initiative.

    Desired competencies, technical background and experience:

    Graduated within the past two years or currently enrolled in an advanced university degree in social science, education, economics, philosophy or another related field.

    Excellent day-to-day computer literacy, with knowledge of data analysis IT tools.
    Experience of working in complex bureaucracies and multicultural environments would be an advantage.

    Stipend:

    How can you make a difference?
    The Chief, Digital Centre of Excellence provides leadership in ICTD’s digital transformation agenda with field facing Technology for Development (T4D) solutions at global level. In addition to leading and managing the Centre of Excellence team, the Chief works closely with regions, headquarter divisions, UN agencies and external partners, facilitating demand prioritization, overseeing T4D product families, identifying partnerships, and fostering and inspiring innovation.
    As part of the ICTD Division, the role works closely with ICTD management in Valencia and New York and plays a key role in the implementation of the digital strategy, reinforcement of technology evolution and strengthening relations with programmes, regional cohesion and alignment.
    This position reports to the Chief Information Officer (CIO) – Director of ICTD. This role directly supervises one international staff member at the P-4 level and is second reporting officer to 2 international staff members as the P-3 level. It is expected that at least 5 additional international positions will be added as the COE grows in coming years.
    Key responsibilities:

    Provide leadership and manage the Digital COE teams that are onsite and remote
    Manage the Digital Centre of Excellence by overseeing and supervising the key pillars of the global T4D function.
    Through the authority of the CIO’s office, ensure that the global Digital COE plays a central role in the development and implementation of T4D and digital innovation strategies that are supporting the programmes.
    Ensure the COE workplans, activities, key assignments, projects and tasks are aligned with global ICTD portfolio.
    Support capacity building of COE teams with trainings, workshops and stretch assignments.
    Lead the resource mobilization to support the COE and associated programmes through fundraising, partnerships and advocacy
    Manage the budget and resource plan of the Digital COE.
    Seek and promote new partnerships and resource mobilization for T4D and digital innovation, working within UNICEF teams and divisions to identify gaps and broker resource mobilization agreements to meet those needs.

    Academic Degrees Required:

    An advanced university degree (Master’s Degree or higher) in International Development, International Relations, Business Administration, Engineering, Information Technology management, or a relevant technical field. A first University Degree (Bachelor’s Degree or equivalent) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an advanced university degree.

    Professional Experience:

    A minimum of 10 years professional experience in information technology management, business operations, or field support in leveraging technology to improve programme results in a large international organization is required, including:
    7 years of work experience at field level (regional or country) providing support to the design and implementation of programme facing technologies (T4D)
    5 years of work experience directly engaging national and sub-national government partners, including associated ministries of ICT, Health, Education etc.
    Proven experience creating partnerships and mobilizing resources

    Desirable:

    Experience in a UN organization is an asset.
    Leadership in the development of ICT and T4D strategic plans, governance, policies and system architecture is desirable.
    Proven project and programme management skills with excellent knowledge of change management are desirable.
    Broad understanding of business principles and processes, and the ability to quickly assimilate UN/UNICEF specific processes and systems are desirable.
    Knowledge and understanding of humanitarian and development practices with an area of technical expertise is an asset.

    Language requirements:

    International Consultancy on Implementation of Care Reform Strategy

    Background and Justification
    In 2020, the Ministry of Labour and Social Protection (MoLSP), led by one of its agencies, the National Council for Children Services (NCCS), embarked on the process of developing a care reform strategy that will guide the country in implementing a Care Reform Agenda. The strategy is developed through a process of consultation with wide range of stakeholders and has been informed by learnings from other countries that are successfully implementing the care reform. The development of the Kenya National Care Reform Strategy for Children is a result of an over 10-year efforts by the Government of Kenya to put in place laws, policies and regulatory framework that will promote the shift in practice from over-reliance on institutionalized care of children without parental care or at risk of separation to more use of family-based and community-based care for such children.
    Kenya’s population is estimated to be 49.6 million with children between 0-18 years accounting for 49 per cent, and adolescent 10-19 years constituting up to 24 per cent. The 2012 Social Protection Sector Review Report indicates that there are 3.2 million orphans and vulnerable children (OVC). The official number of children in private residential care known as Charitable Children Institutions (CCIs) is 45,000 as of 2015 with an estimated 1,500 children in the 29 government statutory institutions (SCIs). The government statutory institutions include remand homes, rehabilitation homes and rescue centres. Important to note is that there is no mechanism in Kenya to capture real-time data of children in these institutions and therefore the official number keep fluctuating and the actual number of children in these institutions is not known. Efforts are currently being made by the government and partners to have these institutions use the Child Protection Information Management System (CPIMS) to capture real-time data of children in the institutions including when they are admitted and exited.
    At the onset of the COVID19 in Kenya in March 2020, a directive from the Ministry saw about 13,000 of these children being released back to their families or alternative families leaving an estimated 26,000 children in both CCIs and SCIs. During this time, a total of 1,351 were estimated to be with some forms of disabilities with 757 (416 girls, 341 girls) being released to families while 594 (303 boys, 291 girls) remained in either CCIs or SCIs. With the opening of schools for some students in November 2020 and all children in January 2021, many of the children that were released back to their families or alternative family care arrangements have returned back to these institutions in order to access education. As such the current number of children in both CCIs and SCI is currently not available.
    Over the last years, Kenya has put a lot of efforts and has shown commitment to embracing family-based care for children including orphans and vulnerable children moving away from residential care of children. For instance, in 2004, the Government of Kenya initiated a Cash Transfer programme for OVC (CT-OVC) to support families to cope with the increased burden of caring for OVC as part of efforts to prevent separation of children from their families and communities. As of 2018, the CT-OVC programme was reaching an estimated 1.2 million OVC. In 2005, the Government of Kenya developed Regulations on Adoptions and also for Charitable Children Institutions (CCI). Other recent programmes include the Presidential Bursary programme for children whose families are unable to pay for their school fees, the universal health care services including expansion of National Hospital Insurance Fund coverage, the free/subsidized primary and secondary education, among others. Funds and personnel in government agencies such as Department of Children Services (DCS), National Council of Children Services (NCCS), Child Welfare Society of Kenya (CWSK) and Street Families Rehabilitation Trust Fund (SFRF) have also been increased for better protection and care of children including those without parental care.
    Along with these national level efforts, the government, with support of partners has been implementing care reform in four demonstration counties (Kilifi, Kisumu, Murang’a and Nyamira) with an established learning agenda to demonstrate, document, share and model for other counties as well as to develop additional implementation tools where gaps are identified.
    In early 2020, the government with support of UNICEF and a number of Civil Society Organizations (CSO) also started the process of developing a National Care Reform Strategy. The strategy recommends a 3-phased approach running across 10 years. It also recommends a clear national management structure to oversee the implementation of the recommendations in the Strategy which includes (i) a National Steering Committee, (ii) a Technical Advisory Committee, (iii) a Care Reform Coordination Division within the Ministry of Labour and Social Protection and (iv) a Children and Young Persons Advisory Group. The Care Reform Strategy is almost finalized and the government is preparing to roll it out.
    UNICEF seeks the support of a technical expert to be seconded to the Ministry to support the government to roll out the implementation of the recommendations provided in the Care Reform Strategy.
    Scope of Work
    The consultancy contributes to UNDAF Strategic Results Area 2, Outcome 2.6. By 2022, marginalized and vulnerable people have increased access to and utilize social protection, and services for prevention and response to gender-based violence and violence against children.
    In the UNICEF Country Program Document, the assignment contributes to: Outcome 3 (Child Protection): Children and adolescents are increasingly protected from exposure to HIV and AIDS, violence, abuse, exploitation and harmful cultural practices, and benefit from increased access to prevention, care, treatment, support, justice and other services needed to ensure their physical, mental and social wellbeing. Output 3.3. Output 3.3: Increased number of sites offer birth registration services in target counties
    The proposed individual consultant will be seconded in the MoLSP to support the actual roll-out and implementation of the recommendations in the National Care Reform for Children Strategy, focusing on the recommendations outlined for Phase 1 of the implementation of the Strategy.
    Work relationships:
    On the UNICEF side, the consultant will work under the direct supervision of Child Protection Specialist with the overall technical guidance of Chief of Child Protection Section. The consultant will have direct technical discussions with C4D Section on the communication component and with Social Policy Section on social protection components required in this assignment
    Since the consultant will be seconded to the Ministry of Labour and Social Protection at the Care Reform Coordination Division, the consultant will be guided in his/her day-to-day work by the Head of the Coordination Division. Until such a Coordination Division is established, the day-to-day guidance will be provided by the Chief Executive Officer of NCCS based on a three-month rolling workplan jointly developed and agreed upon by SDSP, NCCS and UNICEF.

    Background and Justification

    This consultancy is sought to provide support to the Health section as it will be understaffed for the next six months.

    Specifically the consultant will be tasked with providing technical and coordination support to sub-national health systems strengthening work in the Eastern and Southern Africa region, working closely with several country offices.

    To Strengthen Sub-national Health Systems, Where Policies And Plans Are Operationalized, In Order To Improve Primary Health Care Performance, UNICEF Works To

    UNICEF’s Health Systems Strengthening Approach supports actions that establish sustained improvements in the provision, utilization, quality and efficiency of health services, including both preventive and curative care, as well as the resilience of the system as a whole.
     

    Build health management team capacity on data use for planning and performance management including through the use of DHIS2 decision support apps;
    Improve linkages between planning and local government budgeting, while also addressing public financial management bottlenecks that hamstring the execution of operational plans,
    Support government coordination of partners active at the sub-national level to ensure that they are working within the framework of government priorities and plans,
    Define context appropriate general management capacity development strategies targeting health management teams,
    Assess and reduce enabling environment barriers to the performance of good management practices, including through strengthening accountability mechanisms.
    At the national-level, work with government to improve the enabling environment for these investments by working enhancing coordination around management capacity development investments and institutionalizing approaches to ensure sustainability.

    Goal: Under the supervision of the Regional Health Advisor in the Eastern and Southern Africa Office, the consultant will ensure the continuity of the work on sub-national health systems strengthening.

    Specific Objectives And Activities Include

    Strategic Leadership and Management of 4-country initiative of District Health Systems Strengthening
    UNICEF ESARO is coordinating a 4-country initiative on sub-national health systems strengthening with a focus on improving sub-national health management, leadership and governance. This grant is currently in its third year and involves regional partnerships in addition to country-office led partnerships.
    Ensure communication and coordination with country offices, regional partners, donor and the U.S. Fund: The position liaises regularly with HSS focal points in 4 country offices (COs), with a regional technical partner on health management, with our donor (quarterly) and with the U.S. Fund for UNICEF on an as needed basis.
    Work with COs to prepare for virtual donor field visits in July and September to showcase the work and discuss next steps.
    Explore and work with COs to build out linkages between our evidence based planning methodology and public financial management systems and bottleneck reduction strategies at the sub-national level and incorporate into our approach.
    Work with regional partner and COs to improve quarterly performance monitoring processes at the sub-national level, by assessing processes in place, gaps and tools that can support improved action tracking and monitoring. Work to build CO and their partner capacity on tools.
    Coordinate and support evidence based planning refresher and next step trainings with CO implementing partners in advance of annual planning cycles. Anticipated timeline (to be confirmed with COs): Uganda – September; Tanzania – October.
    Provide technical input to a prospective formative evaluation of the initiative, managed by ESARO’s Evaluation Section. Support discussion and onboarding of annual recommendations across the initiative with COs. Agree on data collection priorities and approach in consultation with COs and Evaluation colleagues for 2021.
    Work to integrate findings and recommendations from political economy analyses studies of health management in 3 COs into grant implementation plans.
    Support UNICEF inputs to and project management of the development of an on-demand learning course of Evidence Based Planning and Performance Management with a regional partner and work with COs to identify use cases. The plan and much of the content for this course has been developed, but will require UNICEF input on products and technical hosting as well as working with the regional partner to keep work on track.
    In coordination with the U.S. Fund for UNICEF prepare and issue guidance to COs and regional partner for annual donor reporting.
    Support other relevant tasks that emerge with respect to this grant, including grant and fund management.
    Develop handover report summarizing accomplishments during the assignment period and highlighting emerging issues and areas for follow-up. Prepare digital folder of all relevant documents for hand-over.
     
    Supporting technical assistance on sub-national health systems strengthening and wider health systems strengthening initiatives in collaboration with other UNICEF team members.
     
    Provide support to COs working to enhance and scale their district health systems strengthening work, notably Mozambique and South Africa.
    Support the Regional Health Advisor with fundraising for additional work in sub-national health systems strengthening.
    Actively collaborate with other member of the health, HIV/AIDS, nutrition and other teams on the strategic positioning and technical assistance for health systems strengthening, as needed
    Support other relevant tasks pertaining to health systems strengthening that may emerge.

    Work Relationships: The consultant will be expected to liaise closely with the UNICEF Regional Health Advisor, members of the UNICEF health systems strengthening/ maternal, newborn and child health team, HSS focal points in UNICEF country offices, regional technical partners, and other UNICEF colleagues.     Administrative issues
    The Regional Health Advisor will be the primary focal point and supervisor for this assignment. The consultant will be onboarded by the Regional Health Advisor and the staff member on parental leave. The consultant will be introduced to relevant CO and partner counterparts. The consultant will have at least monthly check-in meetings with the Regional Health Advisor and will be expected to have a handover online meeting at the end of the term of the assignment.
    Conditions
    UNICEF Regional Office is currently working remotely due to COVID-19. While this may change during the term of the assignment, it is expected that the consultant should be fully capable of working remotely for the full term of the assignment and has good facilities to support remote work, such as computer with good audio-visual capabilities for remote calls and strong internet connection etc. The consultant should be available to work during normal working hours (8am – 5pm) on the GMT+3 time zone.

    Scope Of Work

    Background and Justification
    The Government of Kenya is in the process of developing an integrated civil registration, vital statistics and identity management system as conceptualized under the National Integrated Identity Management System (NIIMS). The United Nations Legal Identity Agenda (UN LIA) Taskforce, led by UNICEF Kenya, is working closely with the Government to ensure the integrated identity management system in Kenya is aligned to the UN LIA and that it complies with international standards, principles and recommendations including: article 6 of the Universal Declaration of Human Rights states that “Everyone has the right to be recognized as a person under the law”, article 7 of the Convention on the Rights of the Child which states that the child shall be registered immediately after birth and shall have the right from birth to a name and a nationality and the Sustainable Development Goal target 16.9 – “legal identity for all, including birth registration, by 2030”.
    In Kenya, under 1 birth registration coverage has been on the rise from 66.5% in 2017, to 73.4% in 2018 (Kenya Vital Statistics Report). The under 5 birth registration rate is reported in the 2014 Kenya Demographic and Health Survey (KDHS) as 66.9%, while the 2019 Kenya Population. Lapses in registration often mean that certificates, including birth certificates, are not issued by civil registration authorities in a timely manner. This, in turn, can deprive children of the opportunity to exercise their civil rights and access to services. There is notably a huge gap between birth registration and the number of persons actually having a birth certificate. The 2014 KDHS reported birth certificate coverage of 24%.

    Additionally, simply raising birth registration levels is not sufficient. There is need for concerted effort to enhance the quality of the civil registration systems to achieve universal coverage along with continuity, confidentiality and regular analysis dissemination of data. Universality of birth registration should also be considered with regional and county disparity in birth registration reported and 10 counties in Kenya having below 50 percent birth registration coverage therefore creating gaps in planning and inequity in service provision. At the same time, the registration process itself must be client friendly, easily available and accessible to all. Parents continue to face challenges of distance to the civil registration offices and repeat visits for application and collection of birth certificates. This results in additional costs and time wastage contributing to reluctance to seek these services.

    SDG Target 17.9 calls for support in building the statistical capacity needed for strong national civil registration systems. Such systems produce vital statistics, including those on birth registration, which are foundational for achieving sustained human and economic development. In Kenya, the department of civil registration has made effort to ensure annual production of the Kenya Vital Statistics Reports. However, the country still has a challenge of completeness of data and data quality concerns, coupled with conflicting birth and death registration and certification coverages from different data sources.

    Automation of birth registration and issuance of birth certificates is one of the internationally recommended practices that ensures an increase in certification of birth, and has been noted to increase the number of children, especially newborn babies, being issued with birth certificates. While discussions on automation of these services in Kenya started around 2017, Kenya is yet to fully automate the birth registration and certification processes, a critical strategy to enable integration and interoperability of the CRVS system with other registration of person’s and identity management systems. The Department of Civil Registration Services has digitized and uploaded 48 million civil registration records with the process of uploading into the Civil Registration and Vital Statistics Systems (CRVSS) ongoing. UNICEF supported the review of business processes of birth registration in 2017, which contributed to increased effort in digitizing and establishment of electronic database for civil registration data.

    It is within this context that UNICEF Kenya plans to support the Government of Kenya to fulfill the promise of universal birth registration, and a legal identity for every child in Kenya, by 2030 through accelerating effort at national and sub-national level, to not only increase birth registration coverage, but also certification through advocating for birth registration and certification as foundational to identity management in Kenya.

    Goal And Objectives

    The ultimate goal of the consultancy is to support the Government of Kenya ministries, departments and agencies in establishing an integrated identity management system guided by the UN LIA framework and to facilitate a coordinated UN response.

    More specifically, the consultant will provide technical and coordination support to UNICEF Kenya in its role as the lead and chair of the inter-agency UN legal identity agenda taskforce. Additional technical support will be provided to the Department of Civil Registration Services (CRS) to strengthen its system and policy framework to enable it to play its key role as the source of foundational data for implementation of the integrated identity management system (NIIMS) and to support UNICEF in delivering results for children in the area of birth registration.

    Specific Objectives

    To support UNICEF in implementing the Country Programme document priorities, as outlined in the annual Child Protection section workplan in relation to civil registration, within the broader framework of the UN LIA
    To coordinate the implementation of the UN legal identity agenda by providing the UN agencies, funds and programmes with technical support to implement the UN LIA workplan and projects.
    To provide regular liaison with the Government of Kenya ministries, departments and agencies involved in the implementation of the integrated identity management system, with particular regular contact with the Department of Civil Registration Services (CRS) and the National Integrated Identification System (NIIMS).
    To provide technical support to on civil registration in strengthen the enabling environment (policy, strategy and financial) for accelerated effort towards realizing universal coverage of births and death registration and certification and the implementation of a national identity management agenda guided by the UN LIA principles and recommendations and in a collaborative manner.
    Contribute to resource mobilization efforts for the country’s implementation of the UN legal identity agenda.

    Overall, the consultancy will contribute to the below strategic objetives for the UN and UNICEF Kenya:

    Work Relationships

    The individual contractor will work under the direct supervision of the Child Protection Specialist but under the overall technical guidance of the Chief of Child Protection Section. H/She will work in close cooperation with the communications for development (C4D) team in supporting the KAP study on birth and death registration and the development of the communications materials. Social Protection team will provide support with contribution to the KDHS and review of the development of the budget briefs. The function will require close cooperation with several other UN agencies who are part of the UN Legal Identity agenda task force and engagement with the UN Economic Commission for Africa UNLIA team.

    Background and Justification
    The UNICEF Eastern and Southern African Regional Office’s (ESARO) Education section provide support to the 21 countries in the region in the development of evidence-based policy guidance to strengthen capability to generate evidence, enhance knowledge generation and exchange to inform policies and services for children and adolescents. The section is guided by the vision in the UNICEF Strategic Plan (2018-2030), Goal 2 “Every child learns”, and UNICEF Eastern and Southern Africa Regional Priorities (2018-2021) “Quality education and Learning” to support the 21 Country Offices (COs) to promote basic education including early childhood education (ECE), education quality, adolescent learning and education in emergencies, as well as the inclusion of children with disabilities in education. UNICEF provides these supports through quality assurance and oversight, data management and analysis, direct technical support, as well as partnership building.
    As part of these efforts, UNICEF ESARO, jointly with UNESCO’s International Institute for Capacity Building in Africa (UNESCO – IICBA) and the Africa Union Commission (AUC), responded to a call for expressions of interest launched by the Global Partnership for Education (GPE) in 2019 to select regional learning partners for its Knowledge and Innovation Exchange (KIX) initiative. The proposal submitted was approved with a total budget of 2.5 million US dollars for the implementation of the Hub activities.
    A total of 19 countries (Developing Country Partners – DCPs) are covered in Anglophone Africa, including:
    For Eastern and Southern Africa Region (ESAR): Eritrea, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, Uganda, Tanzania, Lesotho, Malawi, Zambia, Zimbabwe and Mozambique
    For Middle East and North Africa Region (MENAR): Sudan
    For Western and Central Africa Region (WCAR): Ghana, The Gambia, Liberia, Nigeria, Sierra Leone
    The Hub Aims At Collecting, Generating, Exchanging And Facilitating Effective Use Of Evidence-based Data, Knowledge And Innovation For Education Policy Formulation And Implementation Among The 19 Anglophone African Countries In The Six Following Thematic Areas (including Three Key Thematic Areas That UNICEF Is Leading)

    Desired Competencies, technical background and experience

    Advanced university degree in social sciences and/or international development, education, international education or human development or another relevant technical field.
    A minimum of 8 years of professional experience at the national and/or international levels in education programme planning, management, monitoring, and evaluation.
    Extensive practical experience in knowledge generating and knowledge sharing strategies
    Proven experience in dealing with the key thematic areas led by UNICEF in KIX Hub project, including Early Childhood Education, Gender Equality in Education, and Equity & inclusion (leaving no one behind).
    Ability to work independently as well as part of a team
    Excellent analytical, communication, writing skills in English language.

    Desired

    Experience working in a developing country context and awareness of key partnerships and processes at the national level
    knowledge of the global development context, education systems, and education sector analysis and planning
    Experience in and knowledge of UNICEF’s activities at the country and regional levels in education
    ability to conceptualize, plan and execute ideas as well as transfer knowledge and skills
    Experience in data management and analysis and in supporting data utilization for equitable education systems programming, management and implementation
    Working experience in a UN system agency or organization.
    Knowledge of French would be considered as an asset

    Requirements

    Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
    At the time the contract is awarded, the selected candidate must have in place current health insurance coverage
    Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the contractor

    Administrative Issues
    The assignment will be supervised by the Education Specialist (Data and RBM) in the Eastern and Southern Africa Regional Office, Education Section. The contractor will undertake missions to selected countries, if required, to provide technical support. UNICEF will cover travel cost.
    The contractor is expected to be based at the duty station (Nairobi, Kenya) with potential travel in ESAR depending on COVID-19 travel restrictions in 2021 for which the UNICEF office would cover DSA and travel costs. Travel will be in economy class. If the Contractor is required to quarantine while traveling, UNICEF will pay for the quarantine if not organized by the host country.
    Conditions
    As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
