    How can you make a difference?
    Join our dedicated team in Kenya by working on the frontlines of effective engagement in social policy dialogue with the Government for programme development, advocating for increased public resource allocation and improving linkages between social protection and essential social services to ensure a protective environment for the most vulnerable children in Kenya including orphans.     Background and Justification

    This is a three-fold consultancy, aimed at improving staff wellbeing, by providing:

    Webinar series targeted at supporting fatherhood, male healthy relationships, and communication skills. The workshops will be designed to engage fathers and male caregivers of staff and their significant others to increase their understanding of their broad important roles in the lives of their children. The workshops will be tailored to supporting male figures in dealing/raising/managing children of different developmental stages with practical live demonstration and opportunities to practice healthy engagement of participants in learning and interactive activities with their children in these age groups. The overall goal is to increase healthy male roles within families, among their peers and in their workplace. It will address effective communication skills in managing conflict and perspective roles as males.
    Technical skills to better equip existing Peer Support Volunteers (PSVs) and counselling team members, to provide support to staff. With increased demands for staff psychological support at a time that heightened levels of stress, anxiety and family challenges are witnessed, it is imperative that PSVs continue to be equipped with technical/clinical skills. In addition to these, both PSVs and Staff counselling team will greatly benefit from the duty of care that the technical skills sessions will provide.
    Technical psychologically informed tailored skills for Young UNICEF in enhancing effective resiliency mechanisms, best practices in engaging in leadership as young professionals while building their communication skills, confidence, and overall strategic approaches from a psychologically informed perspective.
    Upon completion of interactive live webinar series, all the webinar series will be developed in short 30 minutes educational videos translated in three languages for further dissemination beyond ESAR and published in Agora for larger use across the organization.

    Scope of Work

    Goal and Objective

    Under the supervision of the Regional Staff Counsellor, the consultant will provide webinar series in three areas:

    One targeted at supporting fatherhood and male roles in different settings. The overall goal of these webinar series is to increase healthy father roles within families, among their peers and in their workplace. It will address effective communication skills in managing conflict and perspective roles as males.
    The second one providing technical skills to PSVs and Staff Counselling Team Members to better equip the wellbeing teams in intervention and clinical approaches to give optimal support staff.
    The third one providing technical psychologically informed tailored skills for Young UNICEF in enhancing effective resiliency mechanisms, best practices in engaging with leadership as young professionals while building their communication skills, confidence, and overall strategic approaches from a psychologically informed perspective.
    AWP Areas Covered

    This assignment is linked to the Staff Counselling Unit work and contracts plan, enhancing the overall resiliency of staff across the ESAR and creating a healthier balanced work life environment, as well as build capacity of PSVs and counsellors to better serve staff.

    Activities and Tasks

    The Consultant will run, seven (7) sessions/webinars for the first area, three (3) for PSVs and two (3) for counsellors, two for Young UNICEF and three (3) booster sessions for each activity will follow three months after all sessions completed. (Total 18 sessions). The activities will run concurrently, with a webinar every week. For a total of six (06) sessions, for each activity. The webinars will be presented live and will be further developed into educational short 30 minutes videos for a wider organizational use and later references. The presentations used will be forwarded to the supervisor.

    Work Relationships

    The Consultant will work under the direct supervision of the Regional Staff Counsellor. No partners or other stake holders will be involved.

    Outputs/Deliverables

    Seven (07) 90-minute webinars will be delivered for the Webinar series targeted at supporting fatherhood and male healthy relationships and communication skills.

    Another series of six (06) 90-minute webinars will be delivered for providing technical skills to PSVs and Staff Counselling (three for each) Team

    Desired Competencies, Technical Background, And Experience

    Advanced degree in Clinical or Counselling Psychology. PhD in Clinical or Counselling Psychology is desirable.
    A minimum of 10 years of experience in clinical settings including working with fathers, their partners and coparents, training first line responders and leaders. Extensive publication/research/clinical skills in areas related to fatherhood and male roles, family therapy, impact of violence and trauma on children, trauma in different setting, trauma informed and evidence based treatments for children and families impacted by trauma, therapy with fathers, a minimum of two previous contracts with UNICEF in at least 3 different regions and experience in training organizations like child protection, security/police, counsellors/mental health agencies and humanitarian organizations. Previous international experience providing in-person and virtual trainings in acute/crisis as well as, longer term evidence-based treatments like CBT and/or others. Previous experience developing webinars for an international audience in multiple languages; at least 10 years’ experience providing professional training and consultation to agencies or organizations related to working with families.

    Administrative issues

    The consultant will conduct all sessions remotely. All sessions must be delivered within working hours for offices in ESAR, regardless of the Consultant’s location.

    Conditions

    Office space/equipment will not be provided.
    As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
    Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

    How can you make a difference?
    The Programme Specialist (Climate) will support and coordinate the development, preparation, management, implementation, monitoring and evaluation of all the climate change, disaster risks and environmental degradation components of the ESARO ROMP. The Programme Specialist (Climate) will be supervised by the Regional WASH Advisor and work closely with all the Regional Advisors and Programmes, with close coordination with the Deputy Regional Director (DRD) Programmes. The Programme Specialist (Climate) will also provide technical guidance and management support processes to ensure the achievement of strengthened capacities of the UNICEF ESA Regional Office and its partners in scaling up its regional strategy on climate and environment in the ESA region, through enhanced Resilience and Sustainability efforts while scaling up low-carbon, resilience building and development.
    Key function, accountabilities and related duties/tasks
    Support formulation and coordination of inputs on the overarching programmatic framework across the RO

    Provide technical guidance and inputs to UNICEF RO sections (CP, Health, WASH, Education, Youth, Nutrition) on climate change adaptation, disaster risk reduction and building climate resilience  in order to support RO in identifying UNICEF’s niche for addressing Climate Change impacts on children, awareness raising and design of programmes supporting the rights of children and strengthening risk informed programming in the region as and when required.
    Coordinate the formulation of the overarching narrative and multi-year milestones across RO in relation to climate energy and environment; determining priorities and performance measurements.
    Guide sections on applying the framework by defining and adjusting the RO road map, including timeline to be linked to the output results
    Provide strategic and technical advice to regional office sections’ staff on all aspects of climate, energy and environment programming and implementation.
    Influence climate, energy and environment programming including planning, development and implementation of climate resilient and adaptation approaches, in the region.

    Regional Office Work planning and Technical Assistance to Country Offices

    Work collaboratively with COs, (sub-) regional inter-government bodies, donors, the private sector and regional partners on climate, energy and environment programming to ensure the most strategic use of the collective resources.
    Guide and support the development and implementation of strategic regional climate energy and environment initiatives, planning and formulation of the outcomes and output results, related indicators, baselines, targets and means of verification, ensuring alignment with the UNICEF’s Strategic Plan , the ESA ROMP as well as government plans and priorities.
    Strengthen UNICEF internal capacity and ability to collaborate with partners on climate change adaptation and disaster risk reduction and adaptation for vulnerable communities
    Develop and support implementation of a capacity development / rollout plan for RO and COs on climate adaptation, resilience building and integration across programmes
    Provide comprehensive and current data to inform climate related policy and programme development, planning, management and implementation climate adapted and resilient social services and infrastructure.
    Prepare climate, energy and environment donor programme and multiple UN Agency proposals and investment cases.
    Support knowledge management and sharing in the areas of including development of policy papers, briefs and other strategic materials for use by Regional office, donors, UNICEF country offices and headquarters in the areas climate adaptation and sustainable energy.

    Data evidence and advocacy

    Support development of regional baselines for climate energy and environment components of the regional programme and identify relevant approaches to address gaps identified.
    Coordinate collection and development of data on UNICEF thematic areas and sectors in support of climate change adaptation, disaster risk reduction and building climate resilience.
    Provide technical and operational support throughout all stages of programming process to ensure the achievement of results in the areas of climate energy and environment

    Develop strategic partnerships with financing and development partners, International Development Banks and the private sector to enhance, Climate programming in the region

    Ensure that UNICEF engagement in the area of climate change is well coordinated within and outside UNICEF.
    Support fundraising on climate change adaptation, disaster risk reduction and building climate resilience in line with UNICEFs key thematic areas.
    Systematically pursue climate finance (global climate funds, bilateral, private sector) for UNICEF by mapping opportunities, preparing documentation and establishing partnerships with relevant focal points and partners.

    Purpose for the job:
    Join our team to provide technical, operational and administrative assistance to the Supervisor in support of their role as it relates to ensuring the safety and security of personnel and their eligible family members as well as the safeguarding of UNICEF premises, assets and resources at the duty station. In carrying out the below duties the incumbent is expected to follow instructions precisely and in strict compliance with supervisor’s instructions and UN Security related policies, rules and procedures. The Security Associate will have a dual reporting role to the Chief of the Field Office and also to the Country Field Security Advisor who in turn reports directly to the Representative and maintains a close working relationship with the Office of the Regional Security Advisor (Matrix Management).
    Key functions/accountabilities:
    Security Planning

    Support the supervisor administratively and logistically in their planning functions related to the safety and security of UNICEF personnel and eligible family members as well as the safeguarding of premises, assets, and resources in accordance with UN and UNICEF Security Management Systems. 
    Assist the supervisor by collecting and providing the basic information required for the implementation of the UN Country Security Plan, Security Risk Management (SRM) Measures, Residential Security Measures (RSM), and other relevant policies, guidelines, and assessments. 
    Assist the supervisor in the development of UNICEF routine security documentation including security contingency plans such as, but not limited to, fire and evacuation plans.
    Assist the supervisor in drafting routine security reports/returns including but not limited to Security Incident Reports (SIRs).

    Safety and Security Services

    Monitor the local security situation through local media and networks providing regular information and updates to the supervisor relative to on-going and emerging security issues in the country. 
    Assist the supervisor in security activities that support UNICEF staff, premises and operations for all locations where UNICEF personnel and/or eligible family members are present.
    Provide on-going routine technical support and direction for contracted security providers on behalf of the SFP.
    Under the direct guidance of the supervisor, share information with UNICEF personnel and eligible family members that would affect their safety and security and information regarding the actions to take in the event of an emergency, including those identified in the UNICEF/UN Security Plans. 
    Support the supervisor in the establishment of effective and functioning Communications/Warden Systems for UNICEF and the periodic testing of these systems.
    Support the supervisor in the conduct of all security related contingency exercises particularly relating to administration, communications and logistics.
    Conduct physical security surveys of international personnel residences in accordance with the Residential Security Measures (RSM) on behalf of the SFP as required.

     Security Networking

    With significant guidance from the supervisor, actively maintain official liaison with host government counterparts, local authorities responsible for security, law and order and security counterparts in the UN.

    Support in Knowledge Management and Capacity Building

    Coordinate, as required, with UNDSS, on behalf of the SFP, to ensure all UNICEF personnel undertake mandatory security training/briefings.

The ecosystem is basically a market place that mediates along three lines: (a) between the demand for impact and youth that can achieve the impact, (b) between the personal aspirations and psychometric profile of young people and on/offline learning/skills acquisition opportunities and finally (c) between a more rich CV of the youth and employers/entrepreneurship opportunities. Given its focus on the agency of young people the ecosystem is called the youth agency market place or yoma.africa. Yoma builds upon exponential technologies such as blockchain and seamless ledgers, Self Sovereign Identity, privacy preserving and open AI/Machine learning and psychometric matching.
    The first large scale minimum viable product (MVP) of yoma was initiated in mid-May 2020 through a challenge around COVID-19: More than 90,000 young people in Africa registered for the challenge, exceeding expectations and showing the potential for scale. Since then, yoma – together with its partners – has launched several challenges that reached over 300,000 youth across Africa. Rich data has been collected and consolidated in a first version of a dashboard. In future, the important metrics will need to be defined further to be able to prove the concept to potential partners and allow for internal and external transparency and success monitoring. For certain key performance indicator the dataset will need to be complemented by the insights from the challenges and, hence, will have to allow for the integration of data from yoma partners and the google analytics data.

    Job Description
    Provide: Technical Assistance to the National Immunization Program to Effectively Implement Routine Immunization and Polio Eradication Strategies
    Background
    Immunization remains the most cost-effective high impact intervention against vaccine preventable diseases like measles and polio and has saved millions of lives globally. While Africa has been certified polio free, the threat of polio is still present due to continued reporting of wild polio virus cases in the 2 endemic countries of Pakistan and Afghanistan and continued isolation of the circulating vaccine derived polio virus type 2 in the Horn of Africa countries of Kenya, Uganda, Somalia and Ethiopia. Kenya remains at high risk of polio and measles due to low population immunity across several counties and population movements and the presence of refugees from neighboring South Sudan and Somalia.
    Following the isolation of cVDPV2 from the environment in Kenya from a 11-month-old female child in November 2020 and environmental samples in December 2020, two rounds of vaccination campaigns have been conducted in 13 high risk counties with suboptimal coverage in several sub-counties being reported. The HoA countries currently plans to conduct synchronized vaccination campaign in 2022 using the novel Oral polio vaccine type 2 (nOPV2) in 2022 with countries currently ramping up efforts to increase population immunity through routine immunization including Periodic Intensified Routine Immunization (PIRI) Strategy that will ensure all routine antigens, including MR, HPV and IPV, are administered to eligible children.
    Justification
    The Global Polio Eradication Initiative (GPEI), Gavi and other donors seeks to ensure that future generations of children will be free from the threat of polio paralysis and highly infectious diseases like measles. Achieving the polio eradication goal depends on interrupting poliovirus transmission in the remaining endemic countries, ensuring rapid and effective responses to poliovirus outbreaks occurring in polio-free countries like Kenya and ensuring high vaccination coverage against polio virus. Immunization is a priority high impact intervention for UNICEF support globally and in Kenya. Based on this, UNICEF aims to support Kenya to increase population immunity against all types of polio through routine bOPV and IPV vaccination and potential deployment of nOPV2 in 2022 through nationwide vaccination campaign.
    With the event of the Covid-19 pandemic the ability to continue to offer routine health services including immunization has come under severe strain leading to decline in immunization coverage across various antigens including for vaccines aimed at ensuring Kenya remains polio free. Kenya plans to undertake 4 Months of Intensified Routine Immunization Activities (PIRI) in all the 47 counties to address coverage gaps occasioned by the negative impact of covid-19 vaccine on health services including immunization and low population immunity against Polio and Measles due to the accumulation of unprotected children since 2017. Considering the complexity of the context, the risk of further outbreaks and the number of actors from UNICEF in both areas of focus and many competing priorities at the UNICEF KCO and National Immunization program, it has become necessary to have o board an experienced consultant to support UNICEF’s contribution to the National Immunization program and Polio eradication in Kenya including supporting the government to effectively implement the planned PIRI and other routine Immunization activities.
    Scope of Work
    Objective: Ensure timely and effective UNICEF strategic and operational support to the Nation Vaccines and Immunization Program (NVIP), that addresses the needs of the population and are aligned with the government/Ministry of Health (MOH) Routine Immunization plans and strategies and national and global polio strategic objectives for Kenya.
    Activities and Tasks:

    Support the EPI manager to Plan, coordinate and monitor progress of the various technical sub-committees guiding the implementation of PIRI and other Routine Immunization activities
    Develop or Review and support the dissemination of the National PIRI Operational Plan in consultation with other relevant working groups
    Foster close coordination with in-country health and other partners and assist in the organization of regular PIRI coordination meetings, teleconferences, and updates.
    Support the finalization of the Gavi FPP application documents
    Support the EPI manager to liase and work closely with the Head of Division of Surveillance and Response and WHO to establish and strengthen MenA Surveillance System.
    Collaborate with MOH/WHO/UNICEF teams to organize periodic external polio outbreak response assessments as may be required and to document the closure of the current polio outbreak.
    Collaborate with the UNICEF C4D and NVIP communications team to ensure the preparation and update of PIRI and nOPV2 communication plans of action and the appropriate content of advocacy and messaging.
    Support routine immunization, new vaccine introduction (IPV2 application), HPV MAC application and implementation and vaccination campaigns as assigned by the supervisors of this assignment
    Undertake other assignments and responsibilities as requested by the EPI manager and UNICEF Health Specialist to support the successful implementation of GPEI and Gavi funded activities

    Work relationships:

    The consultants will work at MoH National and County level to undertake the tasks outlined above.

    Note: Due to the nature of this support and an evolving program environment, deliverables will be based on a work plan developed and approved by the National EPI manager with oversight and support by the UNICEF Kenya Health Specialist (Immunization and Child Health), upon appointment.
    Payment to the consultants will be monthly upon satisfactory completion of the deliverables under an approved workplan, duly authorized by the EPI manager who is the immediate supervisor of the consultants and UNICEF Health Specialist who provides oversight of the contract. UNICEF holds a right to seek feedback from the MoH and other partners on quality of work of the post holder.
    Reporting

    The consultants will work under the supervision of the National EPI manager with oversight and support provided by the UNICEF Kenya Health Specialist (Immunization and Child Health).

    Required Qualifications

    Expected background and Experience
    Post Graduate University degree in Public Health or any other relevant field of discipline.

    Experience

    At least 8 years’ experience in the areas of Routine Immunization and polio outbreak response.
    Demonstrable experience working with government, development partners and other stakeholders in health.

    Policy Both Parties Should Be Aware Of;

    Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
    No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
    For international consultants outside the duty station, signed contracts must be sent by fax or email. Signed contract copy or written agreement must be received by the office before Travel Authorization is issued.
    No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station.
    Unless authorized, UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
    Consultants will not have supervisory responsibilities or authority on UNICEF budget.
    Consultants will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
