    Summary of Key Functions: 

    Ensure effective project management 

    Support the Chief, DCOE, with the oversight of the work of the vendor engaged under a separate institutional contract to do a CRVS landscape analysis. Coordinate and manage the development or adaptation of the digital CRVS MVP via regular meetings with the technology vendor and regional offices under the supervision of the DCOE

    Ensure clarity of the roles and responsibilities among all stakeholders

    Ensure timely and appropriate reporting throughout the programming process and adequate monitoring and documentation of key processes
    Provide timely progress reports, including highlights on anticipated delays, and inputs to financial reports as requested  

    Coordinate Technical Field Support   

    Coordinate development of CRVS DPG development and implementation workplans across countries involved, ensure synergy and oversee overall timeliness in implementation 
    Oversee country office support required for the configuration, interoperability, deployment and adoption of the identified digital public good CRVS system 
    Timely and coordinated support in the deployment of the digital CRVS initiative across countries 
    Maintain record of key meetings  and priority activities  
    Provide guidance and templates of key documents required for establishment of the local governance structures and partnerships 

    Support Communication, Partnerships and Advocacy 

    Report on the progress of existing initiatives and solutions including lessons learnt
    Develop initiative briefs and other products supporting promotion, regional sharing and communication  
    Provide inputs to the promotion strategy for the identified digital CRVS DPG 
    Support identification of potential implementation partners for identified digital CRVS system, and facilitate partnership building   
    Provide inputs into partnership and fundraising strategies, and donor proposals 

    Knowledge and Community Management  

    Contribute to the development of guidance documents, adoption standards, procedures and partnerships for the digital CRVS initiative as well as technology initiatives broadly, both regionally and globally   
    Develop, curate, and maintain capacity strengthening and learning materials, including and not limited to online trainings, knowledge base articles, FAQs, etc.   
    Ensure knowledge management best practices for implementation of the digital CRVS DPG 
    Actively drive contribution and community engagement with the digital CRVS community of practice, including consolidating, summarizing, consulting, and fermenting ongoing discussions around new features, bugs, updates, upgrades, and updates 
    Contribute to onboarding contents, documents, and trainings 
    Help remote teams collaborate effectively. Harvest, curate, and share knowledge products and learning summaries towards promoting better understanding, knowledge and learning within the digital CRVS community with the ultimate objective of contributing to a culture of learning 
    Animate a community of practice around the identified digital CRVS DPG making use of all relevant UNICEF platforms including and not limited to Yammer, ICON, etc.

    An advanced university degree is required in Business Analysis, ICT Management, Computer Science, Innovation, Digital Development or another relevant technical field.  *A first-level university degree in a relevant field combined with seven years of professional experience may be accepted in lieu of an advanced university degree. 
    A minimum of five years of relevant professional experience in project management in a large international organization and/or corporation with multi stakeholder projects with demonstrable results, and stakeholder satisfaction information communication technology for development (ICT4D) in a large international organization and/or corporation is required. 
    Experience identifying, designing, and implementing solutions for large-scale projects with technical components including supervising external vendors and software developers; responsibility for business analysis, budgets, contracts, project management and procurement, etc.     
    Experience in Open Source, mobile, web-based and emerging technology applied to UNICEF programme areas is extremely desirable.   
    Exposure to UNICEF, UN or other INGO programmatic areas, including (but not limited to) health, and child protection and experience in applying technical solutions to address programmatic issues.

    MAIN DUTIES/RESPONSIBILITIES: 

    Product development, planning and management

Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders, global partners, allies, donors, and academia -through active networking, advocacy and effective communication – to build capacity, exchange knowledge and expertise, and to reinforce cooperation to achieve sustainable and broad results in digital CRVS systems  
    Proactively build and strengthen strategic partnerships through networking and advocacy with governments, UN system agency partners (UNFPA, WHO, UN Women), donors, internationally recognized institutions, NGOs, funding organizations, research institutes and the private sector in order to leverage these partnerships to achieve wider acceptance of the CRVS DPG and to gather additional inputs to ensure that it meets the needs of a wider range of relevant stakeholders. 
    Advance research, and identify research gaps, with key partners (e.g., UNFPA, WHO, UN Women) specifically in the formulation of policy and good practice around digitization of birth registration systems. Participate in relevant external, inter-agency or global forums for organizational positions in the development of global CRVS priorities.   
    Prepare communication and information materials for advocacy to promote awareness, establish partnerships/alliances and to support fund raising for further development and deployment of the CRVS DPG solution. 
    Identify opportunities for resource mobilization and new partnerships and lead proposal and partnership development efforts in close collaboration with regional offices, where applicable, for further development and deployment of the CRVS DPG solution. 
    Provide technical and operational support to a wide range of stakeholders and partners on UNICEF policies, practices, standards and norms on technology and innovation for digital CRVS systems and the developed CRVS DPG solution. 
    Work with relevant stakeholders to develop standards, procedures and partnerships for digital CRVS systems and their transition to relevant Government and Civil Society Institutions.  
    Participate, where appropriate, on and provide input to relevant coordinating and policy bodies and ensure close collaboration within Programme Group, ICTD division and with regional and country offices and partners on the CRVS DPG product 
    Draft policy papers, briefs and other strategic programme materials relevant to digital CRVS solutions and CRVS DPG product for management use and information. 
    Provide inputs relating to the work on digital CRVS systems and CRVS DPG for reports and other documentation and briefings needed to fulfil statutory requirements and requests received by the relevant offices and sections (e.g., annual reports, briefing notes). 
    Create and maintain effective communication materials and strategies to support advocacy and social mobilization efforts for prospective and current partners. 
    Knowledge and Community Management 
    Lead the creation and management of a community of practice around the use of the identified CRVS DPG and relevant technologies, including orienting new users and community members and point them to the people, organizations, and resources that meet their needs, making introductions where necessary. 
    Develop, curate, document and maintain a shared library of programme documents, lessons learned and best practices while working in collaboration with the country teams. 
    Oversee in-country evaluations on the uptake of the CRVS DPG tool.

    Organize, share, and participate in events focused on community contribution.

    A first-level university degree in a relevant field combined with ten years of professional experience may be accepted in lieu of an advanced university degree.
    A minimum of 8 years of relevant professional experience in progressively responsible professional experience at the national or international levels in Technology for Development (T4D) and/or information systems development and management, including mobile and web-based applications, with demonstrated capacity to manage programmes involving many stakeholders is required. 
    A minimum of two (2) years of experience implementing and/or supporting national CRVS frameworks, digital registries and CRVS digital solutions (e.g., as a user or administrator) is highly desired. 
    Experience with large scale projects including ICT, mobile and web-based technologies, particularly designing or deploying tools.

    How can you make a difference?
    KEY FUNCTION, ACCOUNTABILITIES, AND RELATED DUTIES/TASKS
    Support the HACT planning during the programming process

    Participate in HACT planning and discussions and support the development and completion of HACT plans through research, collection, analysis, and reporting of related information/data to facilitate planning and priority setting for HACT activities.
    Provide technical and operational support throughout the process by executing/administering technical, operational, and administrative transactions and preparing related materials/documentation to ensure the incorporation of HACT into the country programme
    Prepare CO-wide micro assessment and assurance plans in collaboration with other programme staff and relevant operations colleagues
    Prepare information on shared implementing partners to facilitate joint planning and execution of micro assessments and audits in line with the UNICEF HACT procedure.

    Support to implementation of HACT activities

    Serve as the reference person on HACT implementation in the office.
    Facilitate the execution of HACT activities undertaken by external service providers through scheduling, arranging briefings and related administrative needs to ensure service providers have appropriate and comprehensive information for effective and efficient completion of assignments.
    Conduct and/or coordinate spot checks of implementing partners in collaboration with other CO staff.
    Support in tracking to ensure that management response to the findings and recommendations of both financial and programmatic monitoring is completed, recorded, and followed up for implementation.  
    Support the preparation of HACT implementation status report in InSight through collation of implementation information from relevant CO colleagues.
    Contribute to the development and monitoring of implementation of CO HACT related SOPs and internal procedures, including for escalation of issues identified through assurance activities.
    Align the financial findings highlighted by financial assurance activities and/or financial reporting by the partner with the programmatic monitoring data collected either by programmatic visits and/or TPM’s in order to inform the risk strategy.
    Detect irregularities highlighted by triangulation of financial and programmatic analysis and escalate to the attention of the Implementing Partners Management Specialist (P4) for further action.

    Review and use of HACT Reports

    Support  the recording and updating of risk ratings of implementing partners in VISION through review of the Vendor Master and provision of relevant information to appropriate colleagues in the CO.
    Under the leadership of the P4, support the establishment of a central repository for HACT decisions, documentation and reports to provide timely and current information to facilitate implementation of HACT in the CO.
    Review financial assessments and programme assurance reports to identify areas of weaknesses related to the implementation of HACT and keep supervisor/partners informed of findings for timely action and/or intervention.

    Networking and inter-agency partnership

    Support Programme and Financial HACT Officers to provide technical information and operational support to implementing partners, UN system partners and other stakeholders in the CO on the implementation of HACT to reinforce UN/CO harmonization and coordination.
    Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of HACT information and knowledge to facilitate/build their capacity for implementing HACT.
    Participate in appropriate inter-agency meetings/events to facilitate and promote sharing of information, knowledge, experiences, and best practices.
    Interact regularly with other country offices and the regional office on HACT when deemed necessary by the Implementing Partnership Management Specialist.
    Innovation, knowledge management, and capacity building
    Identify, synthesize and share lessons learned from HACT and its implementation for integration into broader knowledge development planning and management efforts.
    Identify, synthesize and share lessons learned and best practice in the implementation of HACT.
    Under the leadership of the P4, support the  the design and implementation of capacity development strategy/initiatives for implementing partners which can be supported by UNICEF through identification of common weaknesses in financial and procurement management from review of micro assessment and assurance activity reports of high and significant risk partners.
    Under the guidance of the P4, support the design and implementation of capacity development strategy/initiatives for CO staff to ensure that staff has the knowledge and skills to fulfill their responsibilities under the HACT framework.

    Education:

    At least a first-level university degree or its equivalent is required; fields of particular interest will include social sciences (Development Studies, Economics, Sociology, or Anthropology).

    Work experience:

    A minimum of 2 years of professional experience in Social and Behavior Change with at least one-year practical experience in the area of research, knowledge management development and knowledge dissemination platforms.

    Technical knowledge:

    Knowledge of the individual and social factors related to Social and Behavior Change, preferably but not necessarily in the region
    Technical expertise in working with Excell and in layout software
    Demonstrated experience in developing and disseminating knowledge management products, good practices, lessons learnt, success stories for development programme/projects
    Solid experience in the use of interactive tools to support virtual events/meetings
    Knowledge of UNICEF programming is an advantage.
    Strong coordination, networking and communication skills

    Education:  Academic qualifications and required level of education.
    Master’s degree in Social Sciences, Economics, Political Science, Public/ Social Policy, Social Development, with specialized training in Statistics, Quantitative Research or Data Analysis.
    In lieu of a Master’s degree, a first University degree in a relevant field combined with two additional years of professional experience may be considered to meet this requirement.

    State the specialized skills and/or training if needed;

    At least eight years of progressively advanced experience in M&E in the humanitarian/ development field, with at least four years of experience in education in emergencies and refugee contexts, with field experience in at least two complex emergencies.
    Demonstrated track record in the design of user-friendly M&E frameworks, tools and capacity building packages for large and complex, multi-country projects on education for displaced populations
    An understanding of the current learning crisis in the region and of regional and global efforts to measure and to recover learning
    Experience in dealing with policy level interventions, working with government and/or policy makers in multiple countries
    Experience in facilitating audience-friendly trainings in the international context, ideally with inter-governmental bodies and policy makers
    Excellent communication skills both oral and written.
    Strong coordination skills, adaptability and ability to work under pressure are required.
    Excellent digital skills, full working knowledge of MS-Word, PowerPoint, Zoom, Teams and other presentation and communication platforms.
    Experience of delivering results independently and at distance in a timely fashion.
    Familiarity with UNICEF desirable.

    Degree in communication, journalism, creative writing or similar discipline is required, as well as 10 years of relevant experience working in journalism at a reputable media organization. A masters degree in a relevant field would be an advantage.
    Demonstrated ability to produce high quality, creative communication materials
    Proven experience in writing, editing communication materials and editorial processes.
    Experience in writing for UNICEF particularly human interest stories in development and humanitarian contexts, reports etc.
    Experience and quality of work demonstrably meet the highest international standards.
    Familiarity with UNICEF’s work and children’s issues, and UNICEF’s reporting, writing and story-telling guidelines.
    Ability to synthesize complex documents into key messages and experience in drafting advocacy documents from research studies.
