    Support to programme development and planning

    Research and analyze regional and national political, nutritional, social and economic development trends. Collect, analyze, verify, and synthesize information to facilitate programme development, design and preparation.
    Prepare technical reports and inputs for programme preparation and documentation, ensuring accuracy, timeliness and relevancy of information.
    Facilitate the development and establishment of sectoral programme goals, objectives, strategies, and results-based planning, through analysis of nutrition needs and areas for intervention, as well as submission of assessments for priority and goal setting.
    Provide technical and administrative support throughout all stages of programming processes by executing and administering a variety of technical programme transactions, preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, results based planning (RBM) and monitoring and evaluating of results.
    Prepare required documentations and materials to facilitate the programme review and approval process.

    Programme management, monitoring and delivery of results.

    Work closely and collaboratively with colleagues and partners to collect, analyze and share information on implementation issues. Suggest solutions on routine programme implementation and submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
    Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with the government and other counterparts, and prepare minutes and reports on results for follow up action by higher management and other stakeholders.
    Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verifying compliance with approved allocation, goals, organizational rules, regulations, procedures, donor commitments, standards of accountability, and integrity. Report on issues identified to ensure timely resolution by management and stakeholders. Follow up on unresolved issues to ensure resolution.
    Prepare inputs for sectoral programme and donor reporting.

    Technical and operational support to programme implementation

    Undertake field visits and surveys, and exchange information with partners and stakeholders to assess progress and provide technical support. Take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
    Provide technical and operational support to government counterparts, NGO partners, UN system partners, and other country office partners and donors on the application and understanding of UNICEF policies, strategies, processes, and best practices on nutrition related issues to support programme implementation, operations and delivery of results

    Networking and partnership building

    Build and sustain effective close working partnerships with nutrition sector government counterparts and national stakeholders through active sharing of information and knowledge to enhance programme implementation and build capacity of stakeholders to deliver concrete and sustainable results.
    Draft communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and support fund raising for nutrition programmes.
    Participate in appropriate inter-agency (UNCT) meetings and events on programming to collaborate with inter-agency partners/colleagues on UNDAF operational planning and preparation of nutrition programmes/projects; and to integrate and harmonize UNICEF’s position and strategies with the UNDAF development and planning process.
    Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

    Innovation, knowledge management and capacity building

    Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.
    Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.
    Research, benchmark and report on best and cutting edge practices for development planning of knowledge products and systems.
    Participate as a resource person in capacity building initiatives to enhance the competencies of clients and stakeholders.

    To qualify as an advocate for every child you will have…

    A university degree in one of the following fields is required:  nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, health sciences, nutritional epidemiology, or another health-related science field.
    A minimum of one year of professional experience in a developing country in one or more of the following areas is required: nutrition, public health, nutrition planning and management, or maternal, infant and child health/nutrition care.
    Experience in health/nutrition programme/project development in a UN system agency or organization is an asset.
    Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

    Support the ending violence against children and women CFA and harmful practices (child marriage and FGM)

    Conduct/update situation analysis on violence against children and women in times of the COVID-19 pandemic to inform the regional framework on ending violence against children and women. The regional framework will provide an outline to all the engaged country offices in the region in strengthening child protection systems for the prevention and response to violence against children and women. Furthermore, provide support to the team and/or COs on building a regional research agenda on VAC for the current SP period, identification of evidence gaps and lessons learned, including those linked to the social and behavior change programming
    Review and report on development trends and (economic, social, health etc.) data for use in ending Harmful Practices (HP) and VAC programme management, monitoring, evaluation and delivery of results, and prepare required program documentations/materials/data to facilitate the ending violence against children and HP progress review processes.
    Maintenance of simple results database or data visualizations (SMQ/RAM data) on ESAR’s regional results, support in establishing the baseline and targets for the CFA in ESAR, in collaboration with Cos, and transition to the CSI platform based on the existing work done in the region.
    Develop regular country and/or regional briefs on VAC and HP, showcasing results and covering different topics each month
    Contribute towards regular updates of the Regional Framework on ending violence against children and women and HP including the evidence on the impact of the COVID-19 pandemic and relevant climate change affecting the protection of boys, girls and women in in the Region.

    Management, monitoring and delivery of results.
    Attend Regional Office meetings as guided by the Child Protection Specialist.  Establish a virtual regional community of practice platform for the country offices to learn from each other and share knowledge on ending violence against girls, boys and women in line with the CFA and the Regional workplan.  Participate in monitoring and evaluation exercises, program mid-year and annual reviews with country offices and other counterparts to assess programmes and to report on required action/interventions at the higher level of program management. Support to review country level programme strategy notes, CPD and GPECM and UN JP reports with monitoring and evaluation lens
    Innovation, knowledge management and sharing
    Apply/introduce innovative approaches to support the implementation of the above task one and two and delivery of concrete and sustainable results.

    Keep abreast of, research, benchmark and implement best practices in child protection management and information systems in the region and globally. Assess, institutionalize and share best practices and knowledge learned in order to propose best options to countries on how they can better track case management response to children and families experiencing violence.
    Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned, with a focus on ending violence against children

    Work relationships: 

    Under the supervision of the Child Protection Specialist, the consultant will be expected to engage with the country offices, Regional CSO partners and other Regional Office sections (such as Health, Education and Social Protection etc) for consultation purposes to inform the data analysis and report generation.

    The Main Responsibilities And Tasks Include

    Emergency preparedness is effectively arranged together with the establishment of contingency plans and early warning mechanisms in close collaboration with Country Offices.
    Emergency preparedness and response plans address gender issues that may be expected to intensify during emergencies. In addition, supporting countries to update their response plans, preparedness, and contingency actions using tools like EPP, DRIP, and others.
    Emergency plans of action are developed, and compliance and coordination of all sectors with the plans are implemented.
    Technical advice on emergencies programmes, and information management related to the implementation of emergency preparedness measures are effectively provided.
    Capacity building plan developed and implemented around data and information management, monitoring and reporting, and preparedness.
    Substantive improvements are made in the emergency preparedness and response capability of UNICEF staff and implementing partners through the conduct of effective training activities.
    In the event of an emergency, UNICEF’s presence is promptly established and the initial emergency operational tasks are effectively executed, including the provision of support for information communication technology, telecommunications facility, and all staff security-related assistance in the country office.
    Needs assessment is effectively conducted to determine priorities and an appropriate intervention by UNICEF based on the local emergency situation affecting children, their families, and the community.
    Humanitarian results by country and sectors are monitored on regular basis using tools such as sitreps, regional HPM dashboard and database, bi-lateral country-level discussions, country-level dashboards, and in-country missions. The results should guide more effective decision-making and programming at the country level.
    Timely analysis and support of regional and country offices in information management, data quality control, and mapping for situation and response analysis. Work closely with country offices, emergency specialists, and regional sectors to analyze and visualize data.
    Emergency appeals and project proposals are prepared, and concerted efforts are put forward to mobilize donor response and recovery/rehabilitation-related funding.
    Continuous, effective and strategic coordination, communication, consultation, and liaison are maintained with Government, UN agencies, NGOs, donors, and allies in support of the special needs of children and women affected by emergency situations within the framework of the cluster approach and based on the Core Commitment for Children.
    Management is kept informed of humanitarian developments in relevant policies, situation developments, potential threats, and opportunities/issues in the country.
    Emergency preparedness and response strategies are mainstreamed in the country office’s workplace. Sectoral input is provided for all related documents for the office’s Emergency Preparedness and Response, as well as for the Situation Analysis and the Country Programme Document.

    Education

    Advanced University degree in one of the following fields: computer science, social sciences, public administration, international law, public health, nutrition, international relations, business administration, or other related discipline.
    Preferably a combination of management, administration, and relevant technical fields.

    Work Experience

    Five years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.
    Developing country work experience an asset.
    Specialized training/experience in emergency response management highly desirable.
    Proven experience in development and use of innovative technology in the areas of data collection, analysis and reporting required.

    Language Proficiency

    PURPOSE
    To support the implementation of an effective education response to the current crisis through strengthening the coordination and information management at county and national level as well as increasing advocacy for enhanced and targeted support to the education sector.
    MAIN RESPONSIBILITIES AND TASKS
    Under the supervision of the Chief Education, the Education Sector Coordinator will perform the following key tasks and responsibilities:

    Establish or strengthen the coordination platforms and mechanism for the drought response at county and national level.
    Led by MoE at the national and county levels, work closely with Save the Children and UNICEF Zonal Office Colleagues on undertaking regular coordinating tasks of the education in emergency working group.
    Work closely with other UNICEF Education staff at the county and Zonal Offices, including the Information Management Specialist, to establish/strengthen continuous data generation, analysis and dashboards on the impact of the drought on school age children and the education system and develop relevant strategies for an accurate and predictable response.
    Review, assess and update the education situation in areas affected by emergency (including, but not limited to – the number of girls and boys affected, children with disability and other vulnerable groups, the safety and security of learning environments, the availability of psychosocial and health services, availability of teachers, teaching and learning materials, other relevant information and circumstances affecting children’s access to education).
    Highlight and provide briefing on education issues requiring a response –immediate, medium term and long term and make recommendations on specific UNICEF actions required in its role as sector co-lead Agency and aligned to UNICEF core commitments to children (CCCs).
    Provide technical guidance and direction to education stakeholders including UNICEF for effective planning, implementation and monitoring of agreed education in emergency plans including the linkage with the regular programs in the same areas affected by the emergency and well-being of school age children as well as adolescents (i.e. Out of school children programmes)
    Undertake frequent field visits (as required) in the affected counties to assess the impact of the emergency in schools, join interagency assessment missions and provide technical support to the design and reporting of emergency related missions.
    Collaborate with other sector coordination platforms/ working (sub) groups including child protection, WASH, Nutrition (among others) to ensure generated data on vulnerability and recommended interventions is relevant and targeting the most vulnerable children with the purpose of enhancing an impactful interventions for the wellbeing and education of children and the education sector as a whole.
    Coordinate (to the extent possible) with other education development coordination groups to ensure education issues arising from the drought is also captured by the development partners and the national development and county plans as relevant.  
    Support field level coordination and reporting of UNICEF education activities in affected areas particularly through Government and NGO partners.
    Work in close collaboration with the UNICEF Education Section and complete other tasks as assigned by the Chief of Education, and as necessitated by the emergency.

    MINIMUM QUALIFICATIONS AND COMPETENCIES

    Masters or advanced degree in education, social sciences, international development, humanitarian response or any related field.
    Minimum 5 years of progressively responsible relevant experience in the field of education.
    Strong experience in Cluster or education working group coordination in developing countries is required.
    Technical experience and knowledge in the area of education in emergency response specially in climate chock contexts is required, including monitoring and evaluation and partnership coordination.
    Proven experience of high- quality report writing and documentation.
    Resourcefulness, flexibility, and the ability to prioritize large amounts of work while under pressure.
    Good analytical, facilitation, communication and presentation skills.
    Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy
    Experience with the UN is a plus.
    Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language is an asset.
