    Responsibilities

    Under the supervision of the Regional Advisor Health, the Health Specialist – Public Health Emergency will handle the following main responsibilities and tasks

    Preparedness and response to public health emergencies and humanitarian crises

    Contribute to the development and dissemination of weekly and monthly summaries of emerging and ongoing public health events including those with cross-border impact, with recommendations for UNICEF focus at country and regional levels.

    Weekly monitoring of COVID-19 epidemiological trends at the global level, in Africa, and in the ESA region.
    Review, summarise and share the latest technical guidance and scientific research on COVID-19
    Contribute to the development of monthly updates on COVID-19 and other public health emergencies for management and other updates required by the Regional Health Advisor
    COVID-19 vaccine rollout support:

    Monitor vaccine rollout in humanitarian settings, identifying bottlenecks and supporting the team (RO and CO) to address them
    Attend planning, review, and other related meetings and support follow-up actions related to the implementation and monitoring of COVID-19 vaccine introduction and rollout with a focus on fragile settings
    Support the RO team to develop periodic updates and document progress on the roll-out of the COVID -19 vaccine that includes up-to-date information on countries in crisis

    Ebola Virus disease health related preparedness and response coordination
    Contribute to risk assessment, support to preparedness, and response to countries at risk of Ebola virus disease transmission
    Public Health emergencies Risk analysis
    Contribute to periodic reviews of technical and operational information on public health emergencies in the ESA Region
    Liaise with the regional and country health emergency focal points and partners to develop informative analytics on health emergency risks and events for monthly updates and periodic reports.
    Participate in relevant partners’ technical working groups, internal coordination meetings, ad-hoc and other relevant emergency coordination forums, joint assessment, and response missions where required.

    To qualify as an advocate for every child you will have…

    Advanced university degree in public health or applied epidemiology. A first-level university degree with a relevant combination of academic qualifications and 2 additional years of experience may be accepted in lieu of the advanced university degree.
    At least eight years of experience in the management of public health emergencies and vaccine-preventable disease outbreaks including cross-sectoral and multi-agency preparedness planning and coordination of response at the national and/or international level.
    Ability to manage large data sets and to present information in multiple formats, including geospatial mapping tools (such as GIS) and visualization software like Power Bi, and others. Experience doing this with the UN, NGOs, or government in a developing country for outbreak response is a plus.
    Experience in technical writing including but not limited to official public health documents for UN agencies, contributions to government health policies and guidelines, and academic publications
    Familiarity with UNICEF processes and approaches is a highly desired asset
    Developing country work experience and/or familiarity with emergencies is considered an asset.

    Duties and responsibilities
    The WASH Officer reports to the Chief of WASH (Level 5) for supervision.     Responsibility 1: Programme development and planning.
    Summary of duties/tasks:

    Draft updates for WASH in the situation analysis, to inform the development of WASHrelated outcome and output results. Research and report on trends in WASH, for use in programme development, management, monitoring, and evaluation.
    Prepare technical reports and inputs for programme preparation and documentation, ensuring accuracy, timeliness and relevance of information.
    Contribute to the development/establishment of WASH-related outcome and output results, as well as related strategies, through analysis of WASH sector needs and priorities.

Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.

    Responsibility 4: Humanitarian WASH preparedness and response.
    Summary of duties/tasks:

    Draft requisitions for supplies, services, long-term agreements and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an emergency.
    Study and fully understand UNICEF’s procedures for responding in an emergency.
    Take up support roles in an emergency response and early recovery, as and when the need arises. 

    Responsibility 5: Networking and partnership building.
    Summary of duties/tasks:

    Build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve WASH output results.
    Draft communication and information materials for WASH programme advocacy to promote awareness, establish partnership/alliances and support fund-raising for WASH.

    Required Qualifications and Experience
    Education:

    Experience:

    To lead the development of regional analysis/es on education quality issues and the development of strategies to address the quality of education in the region, with a focus on systemic national approaches (e.g. national assessment, national standards, national teacher performance, school governance) and the scaling up of innovations, including those Technology For Development initiatives.
    To co-ordinate and develop key partnerships focused on enhancing education quality. This includes building resource mobilization partnerships through Schools-for-Africa, bilateral donors, IFIs and private sector donors and building technical and strategy partnerships such as with AU, UNESCO, ADEA and SEACMEQ.
    To provide guidance to all Country Offices on how UNICEF can support governments in enhancing education quality through undertaking country visits or providing remote support on issues around the quality of education, including on learning outcomes, teachers, ECD/ECE, transferable skills, curriculum, technology  and learning.
    Organise and facilitate or participate in meetings and workshops/seminars related to promoting quality education and support resource mobilisation efforts by partners, donors, and NatComs.
    Contribute to the situation analysis, planning, and monitoring/review processes of the Education Sector in the region, including support for more rigorous analysis of analysis of interventions (including cost-effectiveness analysis) in collaboration with other ESARO colleagues.
    For the ESARO Education Section, lead the quality assurance role for a series of countries, currently designated as: Botswana, South Africa, South Sudan and Zimbabwe.
    Manage institutional and individual contracts as per UNICEF guidance and best practice to secure results for children.
    Support to regional office management processes and for other section duties, as agreed with the supervisor.
    Support ESARO with its oversight, quality assurance and technical assistance through the designated alternative country focal point role (currently Zimbabwe).

    Qualifications:

    Advanced university degree in one or more of the disciplines relevant to the following areas: Education; Primary Education, or Social Sciences fields relevant to international development assistance. Some demonstrative capacity to identify and monitor gender inequalities, as well as develop and implement gender mainstreaming in programmes.
    Eight years of progressively professional work experience at national and international levels in fields relevant to Education programmes.
    Experience working in the UN or other international development organization an asset. Background/familiarity with Emergency.
    Fluency in English, fluency in a second UN language (IP) is an asset.
