    Activities and Tasks
    Under the technical supervision of the SBC Specialist and working in close coordination with the Education Specialist and county project focal points, the consultant will provide timely SBC technical guidance and support successful implementation of the Operation Come-to-School, Kenya SBC activities.
    The main activities include the following:

    Review Operation Come-to-School, Kenya, strategy documents, plans, result framework, performance monitoring plan and recent county data and map SBC activities, bottlenecks and capacity gaps and develop roadmap for providing technical guidance and support across 16 counties.
    Support counties and implementing partners to undertake/ analyse existing county situation/problem assessment and a communication (participant, behaviour and channel) analysis to inform design, review and formulation of county SBC plans.
    Orient County Directorate of Education and implementing partners on SBC and provide technical guidance/support in developing/reviewing, implementing, coordinating, and monitoring and reporting on county SBC plans.
    Working with CDEs and implementing partners, explore and promote a social accountability mechanism for the Operation Come-to-School, Kenya, clarifying the roles and accountabilities of the various publics in the community.
    Contextualize the Operation Come-to-School, Kenya Messaging matrix and support the development and dissemination of county-based IEC package.
    Co-ordinate with the Centre for Behaviour Change and Communication (CBCC) to ensure the radio campaign to be ran on the Digiredio platform ensures complementary two-way community engagement both on air and on the ground while mobilising community members to enroll and retain all children in school by disseminating clear, credible and consistent multi-media messages on Operation Come to School.
    Support NACONEK in the development of a national SBC.
    Participate in Operation Come-to-School, Kenya coordination meetings within UNICEF and at county level as appropriate and report back on the key SBC issues and action points.
    Facilitate documentation and dissemination of good practices and lessons learned related to Operation Come-to-School, Kenya SBC technical support.
    Prepare monthly reports, and a final consultancy report including progress on SBC outcome(s), lessons learned, gaps and recommendations.

    Minimum Qualifications and Competencies

    Advanced university degree in social and behavioral science, sociology, anthropology, psychology, education, communication or another relevant technical field.

    Work experiences

    At least 8 years of professional work experience in Social and Behaviour Change Communication and other relevant areas
    Proven expertise in Social and Behaviour Change planning, coordination, implementation, monitoring and reporting.
    Prior experience working with the government, UNICEF or UN agencies and knowledge of children’s, Education and development issues is an asset.

    Goal and Objective:  

    The overall objective of this assignment is to oversee the development and implementation of the regional strategy on MHPSS in line with the Strategic Plan and the Regional Office Management Plan and Eastern and Southern Africa Regional Collaboration for Children (ESAR C4C) to scale-up integrated and cross-sectoral MHPSS programming in both development and emergency settings. Under the supervision of the Child Protection Regional Advisor, the Consultant will support the continued efforts of the regional office and country offices to realise the goals and commitments on MHPSS expressed with the UNICEF Strategic Plan and sector specific frameworks pending the recruitment of a Programme Specialist (MHPSS) on TA.

    Provide details/reference to AWP areas covered: 

    Enhanced capacity of COs to prevent and respond to exploitation, abuse, neglect, harmful practices (child marriage and Female Genital Mutilation) and violence against children in all settings through systems strengthening across the humanitarian–development–peace nexus and throughout the lifecycle of children.

    Activities and Tasks:   

    The incumbent will coordinate cross-sectoral programming in order to help shape strategic programmatic response on MHPSS. The contractor will work with UNICEF country and regional level teams and with external partner organisations to shape and deliver the regional and global priorities. Through its work, the holder of the post should adopt a life-course approach to address 1) first and second decade differences and the nuances within each decade; 2) a rights-based gender-transformative approach and; 3) ensure that actions are informed by children, adolescents and young people agency.

    Desired competencies, technical background, and experience

    Education:  Advanced university degree in one of the following fields: in social sciences; psychology; international development; public health or similar relevant discipline.

    Experience

    At least 8 years of MHPSS programming, including in humanitarian contexts.
    Solid knowledge and understanding of health and social work systems, humanitarian principles, child safeguarding measures and established international standards on mental health and psychosocial support for children and adolescents.
    Strong coordination, organizational and facilitation skills whether face to face or remotely with diverse stakeholders.
    Demonstrated experience with multi-sectoral programme design and knowledge management, preferably including remote coordination.

    How can you make a difference?
    In consultation with the Regional Health Adviser and in close collaboration with the EPI team and global Polio team, undertake the following:

    Support the overall coordination of Polio outbreak preparedness and response activities in Polio affected and/or high-risk countries in ESA region. This includes management and oversight function of polio eradication activities in accordance with UNICEF Global Polio Eradication Compact.
    Manage and supervise the regional Polio Rapid Response team including the SBC, vaccine management, and budget specialists, and the data analysis consultant
    In coordination with the EPI team actively contribute to multilateral Global Polio Eradication initiative partnership in the region, advancing UNICEF agenda and reporting on organization accountabilities in polio eradication. Represent polio programme in ESAR in various technical forums and decision-making platforms including Outbreak Preparedness and response group and other bodies.

    The main tasks to be performed by the incumbent are as follows:

     Production of donor reports, regular programme updates, annual reports, and other programme documents.
    Oversee the day-to-day work of the polio Programme data Analyst, and Polio SBC and Vaccine management Consultants, providing relevant support and guidance, and ensuring integration of programme components. Maintain close links with the routine immunization (EPI) team, contributing to polio legacy work and using polio assets to strengthen routine immunization services.
    Lead and provide technical oversight in the development, testing, and implementation of polio SBC, vaccine management, and mobile population strategies by using or organizing evidence through studies needed, including community-based participatory approaches that integrate innovations for demand creation and active community engagement in the ESA region.

    Facilitate documentation and dissemination of best practices on all aspects of the polio program, including working through different communication channels (including traditional media and face-to-face communication as well as new technologies).

    Monitor and evaluate polio outbreak preparedness & response as per SOPs, applied research, and frequent visits to project sites. Disseminate research findings; ensure exchanges of experience and new methods to CO staff, government officials, and other UNICEF partners.
    Effective partnership and collaboration achieved and maintained for advocacy, technical cooperation, programme coordination, information sharing, and knowledge networking.
    The most relevant and strategic information is provided to support the  Immunization Programme through the effective implementation of the monitoring system. Drawing on monitoring and analysis of key program performance and management indicators provides expert input to management reports, including relevant sections of the annual reports. Provides technical advice to programme staff, government counterparts, and other partners on planning and management of integrated monitoring and evaluation of the programme.

    How can you make a difference?
    The Social and Behaviour Change Specialist (Immunization/Health) reports to the SBC Regional Adviser (RA). Under the supervision and guidance of the RA, and in close collaboration with the Health section, the incumbent will provide technical assistance to UNICEF Country Offices (COs) in Eastern and Southern Africa region (ESAR) on overall SBC, but particularly contributing to the achievement of: 1- specific regional priorities, with a focus on addressing drivers and barriers associated to addressing maternal, neonatal and under-five mortality through primary health care; and, 2- the Immunization Agenda 2030, a global strategy to leave no one behind.
    The SBC Specialist will provide support to all countries in ESAR on the development of systematic, planned and evidence-based and theory driven SBC strategies aiming at increasing sustainable demand and uptake of essential health services, including immunization. The incumbent will also support capacity building of UNICEF staff and partners on SBC, with particular emphasis on research and analysis (including human-centered design), evidence-based planning (with emphasis on micro-planning), implementation of demand promotion interventions (including behavioural insights), preparedness and response to vaccine-related events, community engagement, capacity development on front line workers, and monitoring and evaluation of demand promotion interventions.
    Key function, accountabilities and related duties/tasks

    Technical support and oversight to countries: support UNICEF ESAR COs on the development of evidence-based SBC initiatives and plans aiming at sustainably increasing demand and uptake of essential health services, in particular those related to immunization and maternal and neonatal child health.
    Generate and Use Evidence: support ESARO COs and their counterparts on the generation, analysis and utilization of SBC data to inform the design, testing, measurement, and monitoring of programmes, interventions and outcomes aiming at increasing the uptake of essential health services in both development and emergency contexts. This includes not only demand-related components, but also service-related aspects such as the improvement of quality of services and the adjustment of service delivery modalities to reach all.
    Advocate and Build Partnerships: Support the operationalization of SBC by advocating and mobilizing resources, coordinating across stakeholders, sectors and teams, and building alliances and partnerships in the region.
    Build Capacities: Promote continuous learning, strengthening, and scaling up in SBC for both development and humanitarian contexts through capacity building for UNICEF staff, partners and implementers in the region.

    The GBViE Specialist (P-4) will be responsible for providing high quality technical guidance and on GBViE prevention, risk mitigation and response for the design, planning and expansion of programming across UNICEF programming in ESAR. Support will also be provided to operatonalise UNICEF ESARO’s work on its Collective Focus Area on violence against girls, boys and women across the humanitarian-development-peace nexus. Under the supervision of the ESARO Child Protection in Emergencies (CPiE) Specialist, the incumbent will provide oversight for quality assurance and coherence with UNICEF’s global level GBViE Operational Guidance and Resource Pack, as well as other global standards and guidelines and the UNICEF Strategic Plan and Gender Action Plan. S/he will ensure that the GBViE programming is aligned with the Core Commitments for Children and  global and regional priorities related to violence against girls, boys and women under UNICEF’s Strategic Plan and the Child Protection Strategy.
    The GBViE Specialist will work directly with UNICEF GBViE Specialists, officers and focal points in the Child Protection teams at the country offices and will work collaboratively with UNICEF Child Protection Specialists at the regional office and headquarters (HQ) and across sectors. S/he will coordinate closely with other UN agencies and non-governmental partners (NGO) that specialise in Child Protection and GBViE with a focus on women-led organisations.
    Major Duties and Responsibilities
    Provide strategic and technical support to UNICEF ESARO and COs to scale up efforts to address GBViE 

    Support COs and partners to deliver on organizational commitments in line with UNICEF GBViE programming approaches covering the three pillars approach as per the UNICEF GBViE Operational Guide: response, risk mitigation and prevention adapted to the operating environments in COs.
    Lead and coordinate implementation of the multi-year GBViE funding to scaling-up GBViE programming in Ethiopia and Somalia providing adequate technical support and guidance to achieve objectives.   
    Work with the UNICEF HQ, regional and country offices, Child Protection teams and across other UNICEF sectors to design, plan and coordinate scale-up of GBViE interventions for priority COs.
    Support the planning, design and development of partnerships with women-led organisations to enhance GBV service delivery and their leadership and participation in humanitarian responses in support of UNICEF GBViE expansion in ESAR.
    Work with COs to adapt and roll-out a structured and context appropriate interventions to target adolescent girls in humanitarian settings and respond to their unique needs and building assets, skills and confidence through mentoring and empowerment.
    Provide guidance to support trainings and capacity building initiatives to strengthen GBV case management including caring for child survivors of sexual abuse.

    Work with the UNICEF sectors, clusters and inter-agency partners to ensure GBV prevention, risk mitigation and response is adequately integrated across sectors and actions to reduces risks of GBV are implemented.

    At the regional office and across COs, work closely with priority UNICEF sectors and clusters to develop plans to integrate GBV risk mitigation measures across programming in line with the Interagency Minimum Standards and the IASC GBV Guidelines.
    Engage with UNICEF Nutrition to improve GBV risk mitigation measures are in place to improve women and girls’ safer access to nutrition facilities and increase nutrition outcomes for children.
    Work closely with ESARO PSEA Specialist and COs PSEA counterparts to ensure that GBV risk mitigation efforts reduce vulnerability to SEA particularly in humanitarian settings.
    Support UNICEF regional office and COs efforts to promote safer programming and develop plans to integrate GBV/SEA risk mitigation across programming that are aligned to the new Strategic Plan  Change Strategy indicator H5.5. Percentage of country offices that have implemented a minimum set of gender-based violence risk-mitigation actions and create plans to meet requirements including sector specific safety audits, community consultations and risk analysis.

    Strengthen knowledge management and policy development on GBViE for ESARO and COs

    Contribute to the development of new global and regional guidance, strategies and resource development on GBViE and work closely with the Child Protection Specialists to address violence against girls, boys and women
    Document lessons learned and good practices from UNICEF’s partnerships with new and existing women’s organisations and GBV risk mitigation efforts for onwards dissemination across ESAR.
    Keep abreast of developments with GBViE and make appropriate recommendations for UNICEF ESARO on enhancing prevention and response strategies.
    Support documentation of good practices, learning exchanges and forums on GBViE interventions and regularly update the SharePoint sites for ESAR staff to access policy and guidance materials studies on GBViE.
    Actively monitor financial and human resource capacity to ensure sufficient resources are in place to effectively achieve UNICEF GBViE commitments particularly in emergency settings.
    Promote the inclusion of GBViE into resource mobilization efforts, reports, proposals, ToRs, humanitarian appeal processes, advocacy materials and other relevant documents, as required.
    Provide updates and briefings on GBViE for senior management at the CO, RO and/or HQ levels to ensure understanding and prioritization of programming to address GBVIE.

      Improve coordination of UNICEF GBViE interventions internally and at the inter-agency level.

    Represent UNICEF on the inter-agency Regional GBV Working Group to ensure there is a comprehensive plan of action to better address GBV across all humanitarian interventions.
    Actively engage in and provide technical support on UNICEF HQ coordination groups and maintain close relationship with GBViE and PSEA Specialists at HQ and in other regions.
    Support UNICEF GBViE Specialists and focal points at COs by organizing regular meetings, providing trainings, enhancing communication and information sharing among COs on GBViE.
    Participate in the Regional Child Protection Network to ensure there is a comprehensive plan of action to better address GBV across all humanitarian interventions.
    Engage closely with UNICEF ESARO Child Protection Specialists on key intersecting issues including efforts to address social norms and harmful practices in humanitarian and protected crises, sexual violence in conflict, children on the move and improving social service workforce strengthening.
    Liaise with UNICEF  UNICEF sections  including WASH, Health, Education, Nutrition, to ensure GBV prevention, risk mitigation and response is increasingly addressed as a cross-cutting issue, in line with the IASC GBV Guidelines, and is monitored accordingly.

    Contribute to the development of donor content for the key priority country offices and regional teams.  This includes identifying partnership entry points through the gathering of financial and political intelligence of donors and matching it with UNICEF priorities with focus on quality flexible funding.
    In consultation with regional and country teams, develop a donor visibility and recognition guidance and tools for ESAR, with focus on public and private sector.

    Desired Competencies, technical background and experience

    University degree in communication/international development or similar field.
    Proven experience in drafting high quality donor related communication material in line with the UNICEF writing style, branding, and reporting guidelines.
    Excellent writing and analytical skills, with a proven ability to absorb, analyze and synthesize a large amount of qualitative and quantitative information in a short amount of time.
    Knowledge of the Eastern and Southern Africa regional context is highly desired.

    Major Duties and Responsibilities

    Procurement Oversight 
    Manage and quality assure regional procurements for R-WASH

    To qualify as an advocate for every child you will have

    An advanced university degree (Master’s or higher) in civil or water engineering. Knowledge of engineering project management.
    A minimum of eight of relevant professional experience in development programming – including planning, implementation and monitoring of large engineering projects, thorough understanding of water and sanitation engineering theory and practice is essential.
    Demonstrated experience in designing, managing and quality assuring water and sanitation engineering programmes in complex settings is indispensable.

    Goal and objective:  
    Under the supervision of Regional Advisor Nutrition, the main purpose of this assignment is to coordinate a climate sensitive nutrition response to current nutrition emergencies in the region and provide support to current efforts to strengthen capacities of the UNICEF ESA Regional Office and country offices in climate sensitive nutrition programming, by providing support to various activities focusing on the nexus of nutrition and climate change, and enhance climate resilient and shock-responsive nutrition programming .
    The objective of this assignment is to assess drivers of climate change impacts on nutrition and identify potential adaptation options to inform the development of a strategy on climate change mainstreaming in nutrition services, as well as support to shock-responsiveness of nutrition programmes to the impacts of climate induced emergencies. This will be achieved through providing data, information, knowledge and skills to analyse and interpret the relation between nutrition and climate change; support development of models on shock-responsiveness of systems; providing support to the development of training materials and toolkits on nutritional vulnerability as a component of risk assessment and resilience planning; contributing to the drafting of reports through provision of technical input to documents focusing on nutrition challenges in the context of climate change; and providing technical expertise for meetings, briefs and similar deliverables.
    Specific objectives include:

    Undertake evidence generation/analysis: on how climate change has been impacting on food security and malnutrition outcomes; livelihoods, choice of diets and feeding habits; assess climate risks to food security and maternal and child malnutrition services provided, access to healthcare services, and how this impact would evolve in near and long-term future in the ESA region; document the impact of climate change on women’s workload, and child-caring practices resulting in repeated humanitarian disasters.
    In consultation with regional and country teams, develop a climate change – and nutrition program framework and strategy for ESAR, including development of conceptual linkage between the broader nutrition resilience and climate sensitive nutrition programming, and climate risk-informed nutrition indicators.
    Frame nutrition as a core element to be included within the strategies, plans and proposals to be funded with climate financing – e.g. Green Climate Fund, funding commitments arising from the COP-27 conference to support low income countries address the impacts of climate change, and identify opportunities for country offices to include nutrition
    In consultation with regional and country teams, further refine Surge Approach and other shock-responsiveness approaches that aim at improving the elasticity of systems to absorb climate induced nutrition shocks.
    Support country offices to integrate climate sensitive nutrition within their program documents, AWP/RWPs, donor proposals, and PCAs with partners
    Contribute to the UNICEF climate and resilience agenda through engaging on multi-sectoral climate change programming with relevant sections (WASH, Health, Social Protection).
    Provide surge support to countries in a major climate-related emergency in consultation with Nutrition Manager for wasting/emergency and the ESARO nutrition advisor.

    Responsibilities and Tasks
    Under the direction of the Nutrition Advisor, and in close coordination with other members and technical specialists of the Nutrition Team and other sections as appropriate, responsible for / support the development, planning, implementation, monitoring and evaluation of climate change and nutrition programming, the expert will:

    Support to country Office activities focused on resilience of nutrition services to children in the context of climate change, and environment and natural resource degradation. These might include technical assistance to field level staff for the implementation of specific activities.
    Develop capacity within ESARO and country offices to analyse and interpret the relation between nutrition and climate change. This will include developing risk assessment methodology, and training materials and toolkits.
    Provide technical nutrition input to documents focusing on resilience in the context of climate change
    Support the development of innovative approaches to improve elasticity of health systems for surge response during climate induced nutrition emergency like drought, cyclones and floods.
    Provide technical review for nutrition components to diverse documents on resilience and climate change mitigation and adaptation.

    Desired Competencies. technical background and experience

    An advanced degree or higher qualification in Nutrition, Public Health, climate change adaptation, disaster risk reduction, earth and environmental sciences, geography, or a related field. Degree in human nutrition is an asset.
    At least eight years of relevant experience in programme and/or policy support in the area of nutrition and climate change or natural resource management or humanitarian response.
    A professional work experience in the UN or other international organizations, national governments or the private sector is an asset.
    Knowledge and proven analytical skills and experience in experience in public health nutrition and/or emergency nutrition project development, drafting, implementation, monitoring, reporting and verification.
    Knowledge and experience in climate change risk analysis, adaptation and mitigation, and climate financing.
