    PURPOSE
    Under the guidance and supervision of the Chief of Planning, Monitoring & Evaluation the incumbent Planning Monitoring and Evaluation (PME) Specialist P3 will provide support to and facilitate the planning, monitoring, evaluation, and reporting functions for the country programme. This will be done in close collaboration with other members of the PM&E section – Partnerships Specialist, PM&E Officers in Field Offices, and programme officers and specialists across the different offices in Somalia and the UNICEF Somalia Support Centre (Nairobi) and others under operations for HACT and Budget.
    MAIN RESPONSIBILITIES AND TASKS
    Situation Monitoring and Assessment

    Provide technical support to UNICEF Programme staff and partners to develop and regularly update the Situation Monitoring and Assessment system on Programme issues. This is to help ensure the availability of timely, accurate and disaggregated (where possible) measurement of change in the conditions or region, including monitoring of socio-economic trends to facilitate wider planning and to draw conclusions about the impact of the programme or policies. Help ensure systems are in place so that the Country and Field Offices, national and regional partners have timely and accurate measurements of change in conditions of children, women, and their families in the country or state. Put in place systems to help ensure this information is available to facilitate planning and measure Programme results and impact.
    In coordination with UNICEF Programme and relevant staff at national and regional level and other key partners (both government and civil society and NGO), support partners in the establishment or strengthening and management of Programme related national and regional routine administrative data collection systems to collect regular data to track changes in the Programme situation and also to facilitate reporting against relevant indicators in the Sustainable Development Goals (SDGs) and other key social development indicators (through MICS or other surveys) to improve national planning related to Programme.
    Support partners in the strengthening or establishment and management of national and regional routine administrative data, including data collection, use and reporting; helping ensure that key indicators are readily accessible, have appropriate data protection mechanisms and are used by key stakeholders to inform planning and programming investments and to help facilitate UNICEF’s own internal and regular monitoring.
    In humanitarian response situations, provide technical support for rapid and other Programme assessments (inter-agency or independently if necessary) to be carried out within the first 48-72 hours (as required), and working in close collaboration with the relevant humanitarian clusters partners at federal and regional level.

    Programme Planning and Development

    Support the development of programme guidance to assist in development of annual/ rolling workplans aligned with relevant programme theories of change, UNICEF guidance and RBM principles. In the same light, support the quality assurance of draft Programme workplans at national and subnational levels for adherence/ consistency with UNICEF and partners’ guidelines.
    Provide technical expertise to programme reviews and annual reviews with government and other counterparts to assess progress and to engage stakeholders to take required action/interventions to achieve results.

    Programme Performance Monitoring and Reporting

    Ensure that technical support is provided to help ensure that the Programme has quality information to assess progress towards expected results established in annual work plans. This will help ensure that a quality set of programme performance indicators and means of verification are identified and adjusted as necessary, aligned with an evidence-based theory of change, national and global indicators to facilitate SDG reporting where/as appropriate. These are to be developed with the inputs of all concerned partners in the context of the multi-year and annual IMEPs, the Annual Management Plan and Annual Work Plans, indicator definitions and guidance provided by UNCEF Headquarters, RBM principles and as outlined in the Programme Policy and Procedures Manual and UNICEF Programme Planning, Monitoring and Evaluation Resource Pack.
    Coordinate with UNICEF Programme staff and partners to help ensure that programme monitoring systems are properly designed, aligned with the relevant theories of change and national and global indicators. Coordinate with UNICEF Programme staff and partners to help ensure that data collection efforts and analysis from programmatic and field visits are coordinated and standardized across programmes to feed into regular programme performance monitoring, with special attention to humanitarian response. This includes through development of appropriate programme monitoring guidance for each of the UNICEF Programme result areas.
    In collaboration with UNICEF Programme staff at national and regional level, plan, and/or collaborate with monitoring, reporting and evaluation initiatives to establish benchmarks, performance indicators and other UNICEF/ UN system indicators, to assess/ strengthen performance accountability, coherence, and delivery of concrete and sustainable results for the Programme.

    Data and Statistics

    Systematic collection of qualitative data for the sound and up-to-date assessment of the situation of children and women to provide the baselines for result-based decisions on interventions and evaluations. This will include mining data from primary and secondary sources and reorganizing such data in formats that can be easily read and used.
     Establish a data repository whereby staff can access all the latest information, research, surveys, data about children and women in Somalia
    Corroborate various data from different tools and sources to facilitate identification of the situation of children and women, programme performance and results, and opportunities for process improvements and strategic reflections.
    Preparing periodic reports for program managers on both humanitarian and development interventions that effectively communicate trends, patterns, and predictions using relevant data. Such reports will include creation of engaging interactive data visualizations including interactive charts, maps and dashboards based on UNICEF’s data work and contribute to publications and media reports.
    Provide technical leadership to support Field Offices and where necessary Partners in the areas of capacity development for responsible data work: data collection, data analysis and data use.
    Establish and nurture a series of opportunities which assist the Country Office to build capacity in Government to identify issues susceptible to being solved using data, and to build the partnerships necessary to access the data, avail of expertise and computing power, and apply the insights for results for children.
    Establish and maintain good working relationships with partners including UN agencies, multilateral and bilateral donors, foundations, private sector organizations, academia, civil society organizations and professional associations.
    Ensure the establishment and delivery of technologies, tools, approaches, and methodologies to unlock the value in UNICEF data, including guiding data use and structures to remove data silos, and ensure responsible cross-fertilization of data across the organization especially between humanitarian and development.

    Coordination and Networking

    technical support to help ensure that the Programme is linked to wider UNICEF P&M developments (including in Programme P&M such as the network of UNICEF Programme Analysis, Planning and Monitoring Specialists) in in way that both contributes to and benefits from organizational learning on effective P&M and Results Based management.
    Collaborate with Regional Chief of Programmes and P&M and consultants, the UNICEF HQ Programme Section, and the UNICEF Network of Programme Analysis, Monitoring and Planning Specialists for overall coordination of priority programme analysis, research, monitoring and evaluation activities, including those of regional scope requiring the coordinated effort of multiple countries.
    Participate in relevant UNICEF Country Office task forces, including the Monitoring and HACT Committee, and the Research and Evaluation Committee and represent the Programme section.
    Undertake reviews of evaluations and lessons-learned on successful and unsuccessful Programme P&M practices and experiences at the national and regional level, and ensure they are shared as appropriate. Similarly, engage in P&M knowledge networks to identify innovations and lessons learned that may be relevant for the Country Office and partners to improve their P&M function.

    Capacity Building for Planning and Monitoring

    Support capacity building of UNICEF Programme staff and partners in Programme P&M and to integrate results-based management into programme planning, implementation, and monitoring. Provide technical support to help ensure that the planning and monitoring capacities of the Programme and national and state level partners – government and civil society – are strengthened, enabling them to increasingly engage in and lead programme monitoring and evaluation processes.
    Promote the awareness and understanding of the shared responsibility of the P&M function among all UNICEF Programme staff members through communication, training, learning and development activities organization wide.
    Collaborate to implement capacity building strategies as a joint commitment with other developmental partners. Utilize a range of appropriate skills building strategies including self-learning, webinars, seminars and workshops and practical experience in order that UNICEF and UN staff have the basic knowledge and skills in understanding and applying new P&M policies, tools, methods to fulfil their responsibilities (i.e., the Programme Planning and Monitoring Resource Pack and latest RBM guidance). Similarly, design and implement strategies suited to the skills needs of national partners.

    An advanced university degree (Master’s or higher) in international development, statistics, economics, or another relevant field.
    A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
    A minimum of 5 years of practical and analytical work experience in planning, monitoring, data, and statistics including humanitarian settings.
    Relevant experience in a UN system agency or organization is considered an asset.
    Developing country work experience and/or familiarity with emergency is considered an asset.

    Activities and Tasks:
    Support countries in the development and appropriate use of qualitative and quantitative research on social and behavioral drivers to inform the development and monitoring of SBC health promotion interventions

    In collaboration with the SBC data analysis consultant, support COs in data collection efforts, including selection of survey questions, sampling, selection of data collection methods, and data analysis to inform programming.
    Ensure that a mapping of ongoing data collection initiatives, both from UNICEF and key partners and stakeholders, is available and updated.
    Develop cross-country analysis to identify trends and suggest overarching key programmatic recommendations.

    Support countries in the development of equitable and gender responsive routine immunization, new vaccine introduction and RMNCAH plans and related interventions for child survival, with emphasis on reaching zero-dose children.

    Provide inputs to evidence-based demand promotion plans and strategies, ensuring that targeted, human-centered, pro-equity, gender-responsive interventions are included.
    Support country effort to ensure adequate mainstreaming of Covid-19 vaccines into routine immunization systems.
    Support the selection of indicators to effectively measure social and behavioural change interventions

    Knowledge Management and Documentation

    Support country offices in the development of abstracts to be submitted to scientific journals for publication.
    Produce a final consultancy report and 15 slides max PPT on key achievement.

     Work relationships: 
    The consultant will be supporting the whole ESARO SBC team and will be in regular contact with ESAR COs SBC focal points. In addition, collaboration with ESARO Health section will be required in a regular basis.  
    Desired Competencies, technical background and experience
    Education

    Masters degree or its equivalent is required in any of the following areas:
    Behavioral Health Sciences, Psychology, Sociology, Health Education and Promotion, Social Sciences, Public Health or another related field. 

    Work experience:

    A minimum of 8 years’ experience in SBC, demand for immunization, risk communication and community engagement
    Solid experience in Results-Based Measurement and in social and behavior change monitoring and evaluation 
    Solid experience in multi-partner coordination

    Technical knowledge:

    Proven skills in communication, networking, and tools development.
    Proven skills in monitoring and evaluation of social and behavior change interventions
    Proven skills in social and behavioural data collection and analysis
    Proven skill in stakeholders’ coordination

With input from various units and sections within Health, WASH, Nutrition, Child Protection, Social Policy programmes as well as regional counterparts, identifies priority strategic implementation research projects of interest to fill the gaps and improve implementation strategies and community-based interventions aimed at reducing child mortality. Supports Senior Manager in fundraising for implementation research and in leading key partnerships with other global institutions leading on implementation research.

Recommendations are made regarding policy and the implementation of UNICEF’s health programmes and data worldwide.     Provide details/reference to AWP areas covered: Social listening insights are required to better understand and engage with priority groups in the region (including caregivers, adolescents and young people) on key issues including the climate crisis, education, sexual and reproductive health, HIV and violence against children, nutrition, vaccine demand and maternal and child health.
    Activities and Tasks:
    Expand and implement the UNICEF ESARO Social Media Monitoring and Rumour Management Strategy to reflect programmatic priorities under the C4C.

    Update the social listening strategy and related action plan for 2023-2025, taking into consideration all initiatives undertaken by UNICEF and partners in the region.
    Review and update COVID-19 social listening monitoring tools (e.g., monitoring topics, dashboards, automatic alerts and reporting) and make decisions regarding which tools to keep, update or pause based on regional and country level feedback.

    Provide updates with analysis of digital insights and recommendations on key C4C priority areas: 1) climate crisis, 2) learning/education, 3) SRH, HIV and VAC and 4) maternal and child health and nutrition.
    Conduct longitudinal analysis of digital data on online conversations in triangulation with other data sources, such as community feedback and surveys, to capture key trends and re-emerging subtopics and misinformation.
    Participate in and contribute to the community feedback sub working group of the regional RCCE coordination mechanism by providing monthly inputs on key trends in digital social listening.
    Represent UNICEF ESARO in the Africa Infodemic Response Alliance and provide technical contributions to the monthly joint reporting. 
    Document the lessons learnt and best practices in social listening undertaken in ESAR countries to respond to key programmatic needs.

    Technical support to UNICEF ESAR Country Offices (COs)

    Provide technical assistance to design and implement high quality digital social listening plans around key priorities as identified by country offices requesting support.
    Support COs to establish appropriate strategies and mechanisms to manage rumours and effectively respond to misinformation and disinformation.
    Undertake a daily review of the regional tracking tools to identify trends and liaise with respective country offices to address them.
    Consolidate and integrate data from countries in a systematic and regular manner into the regional monitoring.
    Identify country-specific online influencers for potential engagement to amplify correct information around key topics.
    Keep an updated mapping of digital social listening tools available to support country offices.
    Support the preparation of fundraising proposals; identify/follow up on the country specific resource mobilization needs.

    Capacity strengthening

    Organize webinars to reinforce the capacity of SBC COs colleagues on digital monitoring and engagement.
    Organize webinars and online training for the UNICEF SBC ESARO partners.
    Support COs with ad hoc remote capacity building sessions on social listening tools, insight generation and content development.
    Support COs with ad hoc remote capacity building sessions on how to employ social listening interventions as part of risk communication crisis response.

    Knowledge Management and Documentation

    Produce a “Key lessons learnt, and good practices report for ESAR” describing digital social listening and engagement initiatives implemented by UNICEF and partners, including recommendations to reinforce social listening and digital engagement in ESA region.
    Produce a final consultancy report and 15 slides max PPT on key achievement.

    Work relationships: The consultant will be supporting the whole ESARO SBC team and will be in regular contact with ESAR COs SBC focal points. In addition, collaboration with WHO AIRA staff will be required in a regular basis.  
    Outputs/Deliverables:
    The consultant will be required to produce the outputs for the assignment as will be communicated by the supervisor.

    Desired Competencies, technical background and experience

    Advanced university degree or equivalent experience in Digital Communications, Digital Marketing, Data Science, Behavioral Science or related field.
    *A first-level university degree in a relevant field combined with seven years of professional experience may be accepted in lieu of an advanced university degree.
    At least 5 years of proven experience in social media and digital monitoring, social media management, or digital data analysis.
    Solid experience in the design and implementation of interventions on misinformation management and prevention.
    Excellent writing skills, planning and coordination skills, with proven ability to work independently. 
    Previous work with UNICEF (HQ or ROs) is an added advantage.

    Advocacy, Leadership and Representation

    Advocate for the rights of children at the regional level and create new opportunities to improve the situation of children and women through relationships and networks with regional partners.
    Represent UNICEF in the region and establish and maintain highest level of contacts and effective relationships with regional partners, including those of the UN and national partners, intergovernmental organizations, international financial institutions, NGOs and civil society.
    Direct and provide leadership and guidance to influence regional initiatives and policies to improve the wellbeing of women and children through regional declarations, public policy decisions, and resource allocations in support of children.

    Strategic Planning and Policy Development

    Oversee and strengthen the strategic management process and activities in the region which includes Representatives’ meetings, strategy meetings, country programme previews and reviews, annual report and regional budget review.
    Participate in regular senior management meetings with the Executive Director and share responsibility for the formulation of organization’s global policy, strategy and overall direction of management and operations, consistent with UNICEF’s mandate and mission.
    Define and prioritize regional strategies and plans in functional areas, in the light of organizational global policies, priorities and strategies in harmony with the rights- and results-based approach.
    Provide regional vision and leadership to advance achievement of programme goals and objectives within the region. Provide timely and critical contributions to global policy development based on regional experience and interpret global policies in the regional context.
    Oversee to develop and implement regional communication, information and advocacy strategies.
    Contribute to the organization’s knowledge base and global strategic planning based on an analysis of regional data and experience, prepare regional advocacy materials, and facilitate the exchange of information and experience within the region.

    Country Programme Support

    Ensure the formulation of effective regional work plans to support country offices in the preparation of new country programmes, and monitor programme and management performance and the effective and efficient use of resources.
    Ensure the availability of technical staff within the regional office for consultation and support to country offices as required.
    Assess regional resource requirements and funding opportunities, develop regional fundraising strategies, in collaboration with the RMT. Identify and maximize opportunities for fundraising in the region, including negotiations with the private sector.
    As Chairperson of the region’s Programme and Budget Review meetings, coordinate the regional budget review process to ensure planning and implementation of organizational and global goals and strategy to be integrated and translated into regional and country programmes, financial resource allocation, organization structure, human resources planning and capacity building to meet current and future challenges and requirements of the organization in the region.

    Emergency Preparedness and Response

    Define and prioritize regional strategies and plans for emergency situations with the support of the Regional Emergency Advisers.
    Ensure appropriate guidance to emergency programmes.
    Monitor the progress, effectiveness and relevance of UNICEF emergency response, including use of UNICEF emergency procedures.
    Facilitate the short-term deployment of staff to meet needs and assist in the redeployment of staff in emergency situations.

    Monitoring, Evaluation and Reporting

    Monitor progress, effectiveness and relevance of UNICEF country programmes within the region with a view to improving country programme performance.
