    Under the supervision of the WASH Specialist (Emergencies) and in close coordination with other members of the Regional Office, the WASH Specialist (Public Health Emergencies(PHE)) with be responsible to provide selected ESAR countries affected by Public Health Emergencies with quality assurance, programme strategies, technical support and strengthening outbreak response systems. The primary focus will be on Cholera prevention & control, prevention of drought-induced WASH diseases in WASH programming, and prevention of diarrheal diseases (DD) and other WASH diseases. 
    The WASH Specialist (PHEs) will:  

    Collect, review and use the data on current WASH related diseases in the ESAR and assess to which extent these data are used in WASH programs for supporting the development, planning, implementation, monitoring and evaluation of UNICEF’s preparedness and response to cholera and other WASH diseases in the concerned countries.  
    Analyze and provide guidance to improve the current Public Health response strategies for which WASH sector has a critical role   
    Cholera prevention & control: implementation of the cholera case-area targeted intervention (CATI approach) and cluster case targeted intervention (CLUSTI approach) supporting district health authorities to deploy the rapid response teams or cholera outbreak response teams (CORT).  
    Lead on the prevention of Diarrheal diseases (DD) and Acute Respiratory Infections (ARI) in poor and displaced people settings. 
    Support Ebola response through the Ring approach.  
    Lead on the prevention of drought-induced WASH diseases: the WASH Specialist (Public Health Emergencies) will analyze the health data and review the response and provide technical advice to the UNICEF programme to better integrate elements of diseases prevention and risk reduction.   
    Update periodically (each quarter) the list of cross-border PHE focal points and organize ad-hoc cross-border online meetings when diseases transmission risks are increasing on one side of the border.
    Support UNICEF Country Offices to ensuring overall efficiency, effectiveness and delivery of PHE response in accordance with UNICEF’s Core Commitment for Children Emergencies (CCCs), WHO Health guidelines and national humanitarian standards.  
    Support to the RO/WASH section in analyzing the epidemiological trends of WASH diseases in the region and advise on how to correct the course of ongoing projects/programmes.   
    Provide capacity development to WASH and Health staff and partners related PHE strategies and disease response systems that work.

    Advance degree in Public Health, or Water/Sanitation/Hygiene or equivalent. 
    A first University Degree in a relevant field combined with two additional years of professional experience may be accepted in lieu of an Advanced University Degree. 
    At least eight years’ experience developing and implementing public health and WASH emergency response programme in several countries at local, national, and cross-border level. 
    Development or participation in development of reference materials on public health emergency WASH response, manuals, guides, national plans, or strategies is highly desirable.

    How can you make a difference?
    The position is based in the UNICEF Eastern and Southern Africa Regional Office (ESARO), with the aim of supporting the COs scale up the delivery of inclusive results for children and women in both humanitarian and non-humanitarian contexts. The position is supervised by the Regional Advisor, Education, who provides the position with broad strategic guidance, and uses his/her position’s role in the programme coordination within the ESARO to ensure the disability agenda is embedded in  all sections and well-coordinated.  
    The purpose of the position is to ensure disability inclusion is mainstreamed as an integral part of UNICEF’s programming and operations across all sectors at both regional and country level in the region. The position is accountable for implementing UNICEF’s Disability Inclusion Policy and Strategy (DIPAS) 2022-2030 through a regional action plan.
    Under the broad strategic guidance of the Deputy Regional Director of the ESARO, and immediate supervision by Regional Advisor, Education, the Programme Specialist on Children with Disabilities will support the regional roll out and implementation  of the UNICEF Disabiliy Inclusion Policy and Strategy (DIPAS). The Specialist will provide technical guidance and assistance on disability inclusive programming across the region, strengthening the inclusion of children with disabilities in country programme planning and programming. The position also collaborates closely with the HQ to contribute to UNICEF’s global discourse on mainstreaming disability in policies, practice and programming. In addition, the specialist will be responsible for developing and monitoring key partnerships with the aim to drive the advocacy agenda around children with disabilities through strengthening relationships, synergies and coordination with external partner organizations.
    Main responsabilities  :

    UNICEF DIPAS roll out and implementation: manage and lead the implementation of DIPAS in ESAR by developing regional strategy and action plan Technical guidance on inclusive programming :  Provide expert advice in ESARO to improve the disability inclusive programming in the region, integrating the rights of children with disabilities into programme and policy advocacy and formulation in all UNICEF Strategic Plan’s outcome areas, including in emergency contexts.
    Cross sectoral partnerships in support of children with disabilities :  Liaise with disability related CSOs, donors, UN agencies and other strategic partner organizations to enhance coordination on inclusive programming at the country, sub-regional and regional level.
    Disability data and research on the situation of children with disabilities in UNICEF supported programming :  Work closely with ESARO data specialists in Programme Planning and Monitoring Section, HQ Data and Analytics section, and HQ Disability Section to strengthen the understanding, generation and utilization of data and analysis around children with disabilities.
    Capacity building :  Identify and/or develop training opportunities to support increased knowledge and understanding on inclusive programming with an emphasis on children with disabilities at the regional and country level. 

    According to ESAR ROMP (Regional Office Management Plan), all programming and operations efforts of the RO will ensure disability inclusion as an explicit organizational commitment and a key normative agenda, acknowledging need to enhance coordination of cross-cutting interventions to address deprivations for children with disabilities. The C4C in its turn ensures that inclusion of children with disabilities is mainstreamed across ESARO’s Regional Flagships and Focus Areas.
    The incumbent will enhance the reach of more children in the region left out due to their disabilities and will contribute to the achievement of the leave no one behind agenda. This will also be a concrete step towards realizing the commitments of UNICEF ESARO in implementing DIPAS.

    How can you make a difference?
    The Nutrition Specialist (Governance & Systems) supports the development and preparation of governance and system-strengthening components of the nutrition programme and is responsible for managing, implementing, monitoring, evaluating, and reporting the programme progress of the same within Kenya country programme.     Background and purpose
    The Social & Behavior Change Officer, emergencies reports to the S&BC manager for supervision and guidance. The Officer provides technical and operational support to the S&BC Specialist and internal colleagues by administering, implementing, monitoring and/or evaluating a variety of S&BC initiatives and activities to promote community engagement and participation, and measureable behavioral and social change/mobilization, requiring the application of technical and theoretical skills and thorough knowledge of organizational goals, rules, regulations, policies and procedures to complete tasks.
    The primary purpose of the position is to support S&BC emergency preparedness and response, including the disease outbreaks and Accountability to Affected Populations.
    Justification
    Kenya is experiencing the worst drought in 40 years with five consecutive failed rainy seasons. This water and nutrition crisis is also undermining capacity of the community to maintain adequate hygine and sanitation and increasing migration across and within the borders, leading to multiple disease outbreaks of measles, polio and cholera among others. UNICEF declared Level 3 corporate emergency in September 2023 to strengthen the humanitarian response. Accordingly, S&BC needs a dedicated human resource to provide timely and systematic response to alleviate the suffering of affected communities, including the underserved population.
    Scope of Work

    Support to strategy design and development of S&BC activities for emergency preparedness and responses

    Expected Deliverables

    Research and/or participate in conducting comprehensive S&BC situation analysis of social, communication, cultural, economic and political issues in the country/region. Collect and synthesize qualitative and quantitative information and data to support the establishment of comprehensive and evidence-based information for developing and planning the S&BC component of the Country Programme of Cooperation (and UNDAF).
    Collect, synthesize, draft and/or organize materials and related documentations for evidence-based S&BC strategies and plans (as a component of the CO and/or UNDAF Programmes) to ensure optimum impact, scale and sustainability of achievements/results.

    Follow up and monitor the production of S&BC materials to ensure technical quality, consistency and relevancy of communications materials that are developed, produced and disseminated to target audience (e.g. individuals, communities, government officials, partners, media etc).
    Collect, assess and organize information for budget planning and management of programme funds and prepare documentations and related materials for financial planning for S&BC initiatives.     Major Duties and Responsibilities :
    Implementation of social protection in emergencies in Horn of Africa COs
    The Social Protection in Emergencies Specialist will support COs with the planning, preparedness and implementation of context-appropriate social protection responses, including HCT. Services will be provided on a demand-driven basis (both remote and in-person), responding to specific technical requests from COs. These may include:
    HCT related needs assessment

    Advises and supports the CO on minimum preparedness requirements related to HCT programming.
    Conducts humanitarian needs assessment at the household level to inform the design of programmes addressing barriers to meet humanitarian needs.
    Analyse rapid market assessments data to inform the assessment of feasibility of HCT interventions.
    Provides technical inputs on the CO’s strategic positioning on cash in emergencies.

    Design of HCT interventions

    Develops a risk register for HCT programming, jointly with emergency and security colleagues in country, including monitoring and updating as required for the duration of the intervention.
    Provide technical inputs/lead the programmatic design of  HCT programmes: targeting, level of benefit, frequency of payments etc.
    Develop the operational model of HCT programmes, this includes selection of payment mechanism in close collaboration with the operations team, use of data management system (advise on data collection, registration, use of data system, data protection etc.).
    Advise COs on coordination, partnerships, communication strategy, and accountability approaches.
    Provide technical inputs to the development of Monitoring and Evaluation (M&E) framework, which may include Post Distribution Monitoring (PDM) data collection and analysis, use of third-party monitoring and CO programmatic monitoring and compliance with HACT and Quality Assurance standards.
    In close collaboration with the Operations team, identifies or sets up reliable and digitalized payment systems to increase the efficiency, accountability and transparency of HCTs.
    Act as a focal point/super-user of HOPE (Humanitarian Cash Operation and Programme Ecosystem), and liaise regularly with HQ HOPE team, where relevant. Provide feedback to HQ HOPE team on operational effectiveness of the HOPE system and follow up resolution of system bottlenecks and issues when needed.
    Develop or update the CO risk management approach, including identifying best practices across countries to develop predictable and standardised approaches for the use of risk mitigation measures.
    Helps build infrastructure and capacity that enables linkages of cash transfer programmes with other social protection and social sector interventions, especially nutrition and child protection.
    Collaborate with sectoral and cross sectoral programme staffs to ensure that HCT programmes are aligned with UNICEF Core Commitments for Children in Emergencies (CCCs) are met.
    Works to ensure sustainability and to avoid fragmentation through the integration of cash transfer programmes into existing social protection and/or HCT systems, where possible.
    Participates in inter-agency, cash working groups and other relevant fora and identifies opportunities for programme alignment, operational collaboration, information sharing and coordination, while strengthening UNICEF’s standing as a key HCT actor nationally and subnationally.

    Oversight and quality assurance of HCT implementation

    Conducts analysis of cash transfer programmes, including registration, payment, verification exercises, etc., to identify implementation bottlenecks and areas of poor performance and identify solutions.
    Liaises regularly with key organizational stakeholders (internal and external) through the established coordination mechanisms to ensure follow-up actions at the respective levels are taken.
    Disseminates UNICEF’s HCT-related guidance and tools as well as, where appropriate, inter-agency strategies and operational guidelines.

    HCT monitoring and evaluation

    Coordinates and supports payment verification and other elements of programme monitoring according to the established monitoring frameworks and schedules.
    Documents field experiences, including new implementation models and programmatic approaches, coordination mechanisms, joint programme delivery, etc.

    HCT reporting, knowledge management and capacity building

    Ensures that all programme documentation is in place and that all required reports are prepared and submitted according to the schedule or on demand.
    Produces knowledge management products for cash transfer programmes documenting good practices and lessons learned.
    Delivers bespoke or larger group capacity building on cash transfers, both internally and externally.

    Cross-cutting social policy areas

    Supports the correct and compelling use of data and evidence in support of the HCT programme, the social policy programme and the country programme overall.
    Assesses the contribution of the HCT programme into the national shock responsive social protection system, identifying potential entry points for engagement with governments and other partners to utilize lessons learned in future responses.
    Works towards gender-responsive-transformative, disability-inclusive and migrant-inclusive systems by integrating the inclusion lens into HCT programmes.
    In close collaboration with the SBC team, develops HCT specific communications and cash plus approaches to identify social and behavioral change needs and undertakes interventions for the meaningful accountability to affected populations and community engagement.
    Monitors current technological trends, new modalities of working applicable to HCTs versus current and emerging needs to assess their role and match their potential applicability for enhanced outcomes for children.

    B) Support regional oversight and coordination

    Review CO emergency response plans and reports to ensure that social protection in emergencies is adequately reflected and that information is accurate.
    Review and provide inputs into regional emergency appeals, Humanitarian Action for Children (HAC) appeals and situation reports (SitReps).
    Support humanitarian response monitoring at the Regional Office, including the development of an HCT/shock-responsive social protection dashboard to track CO cash responses and facilitate reporting.
    Act as a focal point for the HCT team in HQ to ensure proper dissemination of HCT guidance and tools. This includes developing and/or updating a summary of UNICEF process flows for various components of HCT (contracting of payment service providers, roll out of MIS (Management Information System) /HOPE, post-distribution monitoring, etc.), standard operating procedures (SoPs), operational planning processes, risk assessment and monitoring, and operational and distribution monitoring.
    Produce knowledge management products for social protection in emergency responses. This may include compilation of lessons learned, specific operational guidance notes, summary reports for HQ and summary snapshots of UNICEF responses in the region with a focus on integrating HCT approaches into shock-responsive social protection systems strengthening.
    Support the development and implementation of country-level cash strategies for COs, working specifically with social protection, emergency and other sectoral colleagues to ensure coordination of all cash responses at country level.

    Key Expected Results

    COs are implementing social protection in emergencies, including HCTs, in line with UNICEF standards, including with relevant measures that ensure accountability to affected populations, appropriate risk management and monitoring procedures in place, and with the required documentation, process flows and scale up plans.
    COs are supported with resource mobilization efforts, including ensuring that cash responses are considered and included (where relevant) in all emergency fundraising proposals.
    The Emergency Planning and Preparedness process for HCT is completed in each CO and supplemented by an office-wide Cash Strategy that clearly defines the CO-specific cash approach, roles and responsibilities of staff, and engagement with coordination bodies (cash working group, food security clusters, etc.).
    Regional Office reporting is up to date and accurately reflects all social protection in emergencies activities ongoing in COs, including resource needs, coverage, linkages with other sectors and scale up/down plans.

    To qualify as an advocate for every child you will have

    Advanced university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, Operations Management or another relevant field.
    At least 8 years of progressively responsible professional work experience at the national and international levels in all aspects of social protection in emergencies, including HCT and/or shock responsive social protection.
    Extensive programmatic and operational experience designing, implementing and managing cash transfer programmes in emergency and humanitarian contexts, with preference given to experience in sub-Saharan Africa.
    Experience in managing implementing partners, including financial service providers.
    Clearly demonstrated ability to conceptualize complex humanitarian-development issues and produce high quality advisory and guidance services, technical documents, analytical materials and/or guidelines.
    Proven ability to communicate and work in a multi-cultural environment.
    Familiarity with UNICEF’s programmes in emergency contexts is preferred, with priority given to candidates experienced in UNICEF HCT programming processes.
    Fluency in English is required. Knowledge of a second UN and/or local working language of the duty station an asset.

    Key activities & duties

    Monitor the trends and emerging evidence of child recruitment and use, and the response by Government, and analyze this information to advise on the child protection response. Contribute to the overall development of a child protection monitoring system, including violations of recruitment and use of children by armed forces or armed groups.  
    Review and analyze capacities of existing programmes and support services for identification, screening, verification and separation of CAAFAG; interim care, psychosocial support and rehabilitation; family tracing and reunification; and community reintegration with a view to their strengthening and scale-up. 
    Initiate and/or support dialogue with parties to armed conflict who recruit and use children with a view to developing an action plan with them to end the recruitment and use of children, and to set up a process for the screening and release of all associated children.  
    Advise on and provide technical assistance to the design, preparation, scale-up, implementation, monitoring and evaluation of a protection programme for the release and reintegration of CAAFAG, including appropriate systems for information management., supporting capacity-building initiatives, including training of partners.  
    Produce monthly summary reports (with data) on child recruitment and use in the affected areas, and programme progress (results) for CAAFAG.  
    Identify opportunities to work with other sectors to strengthen overall protections for CAAFAG by integrating protection activities within their emergency response programmes. 
    Advise on and enable opportunities for UNICEF and partners to engage in advocacy with parties to armed conflict on issues pertaining to child recruitment and use, including adherence to global standards. 
    Assist in the development of appropriate communication and information-sharing on issues pertaining to child recruitment and use as part of an overall communications and advocacy strategy for child protection.  
    Undertake field visits to monitor programmes on the release, interim care and reintegration of CAAFAG, and conduct periodic programme reviews with partners.  
    Support procurement and distribution of supplies to support CAAFAG. 
    Represent UNICEF CP in inter-agency working groups on child recruitment, release and reintegration and provide inputs in relevant inter-agency and government planning and reporting processes.

    Work Experience-

    Policy, procedures, and strategies

    As functional focal point, accountable for the correct and consistent application of policies and procedures in the assigned administrative functions through the provision of guidance and support to the country office or sub‑office where applicable.

    Budget management

    Strengthens pre-existing sectoral coordination by maintaining appropriate links and dialogue with national and local authorities, local civil society and other relevant actors, respecting their respective mandates and programme priorities. Taking reasonable measures to proactively engage with and support local NGOs to participate in cluster coordination and at each phase of the Humanitarian Programme Cycle. Participates in reviews of coordination mechanisms and their adaptation over time to reflect the evolving crisis and the capacities of local actors. Promotes/supports training and capacity building of nutrition sector personnel, of partners and national authorities 
    Contribute effectively to inter-cluster coordination forums and cooperate with other clusters, Government counterparts, and relevant authorities (as appropriate) in planning, coordination, and operational activities.  
    Coordinates the development of strategic response plan for the nutrition sector in consultation with government, cluster partners and donors. Establishes the setting up of Strategic Advisory Group. Leads the development of nutrition cluster strategic response plan for HRP and workplan. Facilitates the defining of key priorities for the cluster (programmatic, geographic and population, supports mapping of 4W matrix, and facilitates partner engagements to cover any gaps among the priorities. Develops advocacy strategy for the nutrition sector. 
    Ensures the timely planning and undertaking of needs assessments and analysis to inform appropriate and equitable response to minimize the risk and alleviate the impacts of disasters on affected population. Ensures the development and implementation of needs assessment plan. Facilitates agreement on standard assessment tools and methods for nutrition assessments. Ensures assessment results are analysed, synthesized and shared timely for effective response. Creates a system for cluster to vet and validate assessments, train partners on assessment skills and methods and maintain database of assessments. Ensures the nutrition sector is well represented in intersectoral needs assessments including Initial Needs Assessments. Ensure systems are in place for analysis and triangulation of data from multiple sources including administrative data, and data on key determinants of malnutrition that is collected by other sectors 
    Leads the nutrition cluster resource mobilization efforts, including through active collaboration with pooled fund mechanisms (HRF) where they exist, and regular engagement with UN agencies and donors. Ensures an agreed costing standards are adapted by cluster partners. Develops the nutrition cluster collective budget for a humanitarian response plan. Compile the overall funding levels and gaps and share with stakeholders. Ensures transparent selection process of selecting partners for pooled fund opportunities. Supports and cooperates with partners on common issues such as supply management, human resources, etc. 
    Advocates with HCT and other platforms for allocation of resources for nutrition preparedness, response and recovery actions. Represents the interests of the Nutrition Cluster in discussions with stakeholders on priorities, resource mobilization and advocacy. Taking additional steps to ensure that the resource mobilization and advocacy efforts fairly represents and benefits NGOs as well as the UN agencies in support of the agreed nutrition cluster strategy 
    Ensure appropriate mechanisms are in place to allow timely monitoring of the implementation of the humanitarian response actions, including accountability to affected population. Ensures the development of monitoring and evaluation framework. Ensures availability of the latest country specific technical guidance for the nutrition cluster members. Develops regular reporting system for nutrition cluster aligned with the national systems as well as the humanitarian reporting requirements 
    Ensuring adequate reporting and effective information sharing, reflecting the agreed minimum standards are in place and that all partners contribute on a regular basis to enable appropriate monitoring and evaluation and review the impact of the cluster activities and progress against the strategic Nutrition Cluster objectives 
    Ensure minimum preparedness actions are determined and appropriate plans and resources are in place for early response against anticipated humanitarian emergencies. 
    Ensure adequate contingency planning and preparedness for new emergencies and seasonal adaptation of responses that reflect the actual and potential to scale-up capacities of all partners (local and international) 
    Ensure protection, disability and early recovery are mainstreamed and awareness of the different needs and capacities of women, girls, boys and men of all ages, people with disabilities, and other diversity characteristics such as ethnicity and religion are informing what we do, how we do it and with whom to promote meaningful access, safety and dignity in all phases of the nutrition sector response 
    Coordinate and support operational peer reviews, evaluations, and real-time learning/evaluation actions for the nutrition sector.

    How can you make a difference?

    Under the supervision of the Regional Chief of Communication, UNICEF ESARO, the consultant will regularly liaise with colleagues in Country Offices and Headquarters on digital content, style, and storytelling. They will also support – and in some cases lead on – the creation and coordination of social media campaigns and packs, monitoring, analysis, and moderation of platforms.

    The consultant may also be called on to provide technical assistance to Country Offices and ESARO staff in producing their social media content and championing wider digital editorial processes.

    The consultant will be required to work with a variety of parties involved in the assignment and will need to develop positive working relationships with partners, stakeholders, and UNICEF staff.

    The Consultant Will

    Produce and amplify digital content on regional humanitarian emergencies and the two regional flagship areas of Climate Change and the Learning Crisis;
    Provide visibility for ECHO-funded projects; one on nutrition taking place across 9 countries in 3 regions and two on child migration via editing and amplifying digital content coming from country offices;
    Manage day-to-day activity on the UNICEF Africa social media channels and support ESAR in the amplification of global and regional advocacy moments and campaigns on UNICEF Africa social media channels including Facebook, Twitter, and Instagram;
    Support on the coordination and content creation for the Regional Director’s social media handle;
