    How can you make a difference?
    Provide guidance, tools technical assistance and capacity building to regional offices and priority countries in planning and implementing malaria vaccine introduction as part of the other malaria control interventions.

    Support regions to ensure countries develop high quality Gavi applications, and revise National Immunization Strategies (NIS) and National Malaria Control Strategies (NMCP) to introduce malaria vaccines.
    Provide targeted technical assistance to integrate existing immunization equity data and assessments in vaccine introduction plans to ensure countries reach zero-dose and high-risk communities with high coverage.
    Support regions to mobilize multi-sectoral capacity to facilitate countries utilize the opportunity of malaria vaccine introduction to integrate other PHC interventions.

    Develop and disseminate programmatic guidance for UNICEF regional and country offices to mobilize multi-sectoral approaches to provide integrated programme support to roll-out malaria vaccine as part of other child health and malaria control interventions, and leverage the opportunity to identify and reach zero-dose communities with multiple PHC interventions and to address immunity gaps due to the Covid-19 pandemic.

    Develop internal programmatic guidance on multi-sectoral approaches under the guidance of Coverage & Equity team with inputs from the ROs, other teams, sections and programmes (Nutrition, WASH, etc).
    Develop a dissemination plan to introduce the multi-sectoral guidance to the UNICEF regions, countries and external partners.
    Assist with the dissemination of the guidance through regional coordination platforms and other mechanisms.

    Support regional and country coordination and decision making for malaria vaccine introduction through regional coordination mechanisms (Regional Working Groups (RWG), Regional Immunization Technical Advisory Groups (RITAG), national immunization programme managers meetings, and similar events).

    Participate in regional coordination mechanisms and provide guidance and technical assistance to facilitate country decision making.
    Facilitate the organization of dedicated sessions to discuss malaria vaccine, malaria control and available UNICEF support.
    Identify remaining data and evidence gaps and needs on vaccine introduction, reaching high coverage and integration with other interventions.

     Support establishing consultant rosters and similar tools as needed to assist regions and countries in timely identifying and deploying the suitable capacity to meet the technical assistance needs for malaria vaccine introduction.

    Identify technical assistance needs of regional and country offices regarding malaria vaccine introduction as part of malaria control.
    Support HQ in advertising and establishing a consultant roster as needed for the utilization of regions and countries.

    Document regional and country experiences in introducing and scaling up malaria vaccine as part of the other malaria interventions, and disseminate good practices and lessons learned in appropriate global and regional fora (Malaria Vaccine Coordination Team (MVCT), Regional Working Groups, Regional Immunization Technical Advisory Groups, EPI managers meetings, webinars, etc.)

    Support countries to document lessons learned and good practices to roll-out the malaria vaccine.
    Facilitate knowledge management across countries including the documentation and dissemination of promising practices including building on global and regional fora.
    Assist with planning and implementation of knowledge sharing events to share lessons and good practices to facilitate south-south cooperation and cross-country learning

    Conduct periodic monitoring of country progress and report UNICEF data to joint monitoring databases and tools of Gavi partners

    Collect monthly updates from Country Offices regarding progress against activities planned in their TCA proposals, progress of country programmes towards malaria vaccine introduction, challenges faced and needs for support.
    Regularly provide UNICEF updates to the joint monitoring tools of Gavi Alliance partners.
    Participate in the periodic calls of the Malaria Vaccine Coordination Team and its sub-teams and provide UNICEF perspective and inputs.

     Any other cross-cutting tasks to support the routine immunization coverage and equity team on new vaccine introduction.

    This includes contributing to milestone and grant reporting, maintaining a repository of knowledge materials and periodic reports and presentations as needed.

    To qualify as an advocate for every child you will have…

    An advanced university degree (Master’s or higher) in public health, pediatric health, family health, global/international health, health policy and/or management, health education, epidemiology or other health related sciences is required.
    A minimum of 8 years of relevant professional work experience, especially in planning, implementing, monitoring and evaluating immunization programmes is required.
    Knowledge and experience in supporting new vaccine introduction preferably in low-and middle-income country context, and familiarity with Gavi Alliance and its country support mechanisms is required.
    Knowledge and experience with malaria control programmes and strategies preferably in a malaria-endemic country context is an asset.
    Relevant working experience in a UN organization and familiarity with global immunization partners is considered as an asset.
    Ability to work in a multi-cultural environment
    Ability to travel for regional/country support and to attend meetings and events.

    Nutrition Specialist, P-4 (Nutrition in Emergencies/Wasting) Technology for Development Consultant (Community Manager), ICTD Digital Center of Excellence

    The position will support the scale up of early detection and treatment of wasting in all countries of the region, including roll out of the UN Global Action Plan (GAP) on Wasting, with focused support to the first adopter countries in maximising national-level efforts to scale-up prevention and treatment services to address wasting. The position will also contribute to the prevention of wasting, in close collaboration with other colleagues in the section, and will serve as focal point for nutrition and resilience and climate change. Further the incumbent will support the roll out of global partnerships with UN agencies, including the research agenda in documenting evidence on prevention of wasting and scale up of treatment. The nutrition specialist will facilitate the creation and/or strengthening of other strategic partnerships with key stakeholders at regional level on wasting and emergency nutrition.
    The successful individual will be responsible for the following key accountabilities:
    Management and advisory support to the Regional Adviser

    Provide advice to the RA in establishing, implementing and monitoring the wasting and NiE components of the annual work plan.
    Ensure results for NiE and wasting are achieved according to schedule and performance standards, and report to RA critical issues for timely action.
    Provide technical assistance and advice to colleagues in the section on the wasting and NiE aspects of programming and implementation to enable them to achieve results.

    Programme development and planning

    Provide technical support and guidance on the preparation, design and updating of regional and country situation analyses on wasting and nutrition in emergencies, to inform the regional and country agendas.
    Provide technical and strategic assistance to country offices to formulate, design and prepare the wasting and NiE components of nutrition programmes and develop implementation plans.
    Provide support for country offices to develop the nutrition components of humanitarian response plans, HACs, appeals, proposals and other relevant emergency documents.
    Work closely and collaboratively with colleagues in other UNICEF sectors, particularly Health, Emergency, SBC, ECD, WASH, Social Policy, Supply and Communications and with HQ.
    Provide authoritative technical and operational support on wasting and NiE throughout all stages of programming processes.

    Programme management, monitoring and delivery of results

    Collaborate with internal and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators and measurements to assess and strengthen performance accountability and results for wasting and NiE.
    Provide quality assurance and review of country office annual reports, NutriDash, RAM, CSIs and results related to wasting and NiE and review of RO to CO compacts.
    Contribute to the design of evaluations and research related to wasting and NiE and review reports. Identify lessons learned and disseminate and use knowledge.

    Advisory services and technical support

    Provide advice to key government officials, NGO partners, UN system partners, and other country office partners/donors on policies, strategies, best practices and approaches on wasting and NiE-related issues.
    Participate in strategic programme discussions and planning to provide technical advice, contribute to policy discussions, and promote appropriate wasting and NiE interventions.
    Prepare policy papers, briefs and other strategic programme materials on wasting and NiE for management use, information and/or consideration.
    Participate in emergency preparedness initiatives in countries, assessments and response to emergencies in country (surge). Coordinate and provide assistance to the 21 Country Offices in identifying where support is required.

    Advocacy, networking and partnership building

    Build and strengthen strategic partnerships on wasting & NiE with relevant UN agencies, regional economic communities, government counterparts, NGOs, national stakeholders, global and regional partners, allies, donors, and academia.
    Build capacity, exchange knowledge and expertise, and/or promote cooperation and alliances to achieve programme goals on wasting and NiE.
    Participate and/or represent UNICEF in appropriate inter-agency discussions and planning on wasting and nutrition in emergencies -related issues.
    Contribute to design and implementation of strengthened resilience programming for nutrition.
    Contribute to building new partnerships on climate and nutrition, including mapping, analysis, research, recommendations, investment cases and advocacy for climate-sensitive nutrition actions, fundraising, technical assistance and documentation.

    To qualify as an advocate for every child you will have

    Advanced university degree in Public Health or Nutrition (preferably with specialized training in public health and nutrition planning, health and nutrition education, health care system management, or epidemiology), Child Development, Social Policy, Social Development, Community Development, or other relevant disciplines.
    Eight years of professional work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of nutrition programmes. Professional work experience in a managerial/leadership position, or a technical expert position in nutrition.
    Developing country work experience

    Task description

    Under the direct supervision of the Child Protection Specialist (Humanitarian Situations & MHPSS), the UN Volunteer will undertake the following tasks:

    Support programme planning, implementation, monitoring, evaluation, and reporting

    Contribute to the planning of child protection programmes including emergency pro-gramming, GBV, MHPSS, and Public Health emergencies components.
    Formulate, design, and prepare programme/project proposals, ensuring alignment with UNICEF’s overall Strategic Plans and the Country Programme, as well as coherence and integration with the UN Sustainable Development Cooperation Framework (UNSDCF), regional strategies, and national priorities, plans, and competencies.

    Provide technical and operational support for programme implementation

    Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners on child protection in emergencies and the understand-ing of UNICEF policies, strategies, processes, best practices, and approaches on child protection, GBV, MHPSS, and related issues to support delivery of results for children.
    Seek opportunities to bridge humanitarian and development work by linking UNICEF’s long-term child protection systems strengthening work with child protection in emergencies in order to promote more sustainable interventions and risk informed pro-grammes.
    Participate in child protection programme meetings, including programme development and contingency planning discussions on emergency preparedness in the country counties, to provide technical and operational information, advice, and support.
    Coordinate monitoring, evaluation, and reporting on programme results for the section and develop harmonized tools for data collection, consolidation, manipulation, and vis-ualization.     Support child protection capacity building including in emergencies

    Facilitate the designing of evidence-based, integrated programmes that enable UNICEF to be more community responsive at scale.

    Required experience

    Prior experience in child protection, GBV, community development, or social work in a developing country is an advantage.

    Coordinates and manages the PHC-HSS Unit’s work on equity-focused, evidence-based planning to ensure quality universal health coverage (UHC) through PHC strengthening for key reproductive, maternal, newborn, child and adolescent health (RMNCAH) interventions, using EQUIST, PHC oriented Implementation Research and PHC Operational framework, PHC measurement framework and indicators and other relevant tools and methods.     UNICEF Regional and Country Office Support

    Interpretation and roll-out of the UNICEF Strategy for Health 2016-2030 and accompanying HSS Approach at Regional and Country Office level. Focuses particularly on the development, costing, budgeting, implementation, monitoring and evaluation of equity-focused, evidence-based national and sub-national health policies and programs that aim for UHC of quality RMNCAH services.

     Collaborates with governments, SDG GAP, H6 and bilateral partners, foundations and other partners on the development, testing and validation of approaches and methods that facilitate the identification of bottlenecks and solutions for the achievement of quality UHC.
    Prepares for and represents UNICEF in meetings and policy fora on the promotion of equity and use of evidence in RMNCAH planning and priority-setting for UHC.

    Fund-raising and Management

    Supports the mobilization and use of financial resources for these duties, as well as issues related to human resources and contracts required for the attainment of the Unit’s objectives.

    National Consultancy- Media Relations Consultant

    Scope of Work: 
    Develop and implement partnerships with key media houses – Standard and Nation Media Group – and relationships with key journalists and editors, in order to secure stories on UNICEF’s work and children’s issues in Kenya. This includes visibility for key donors, projects and campaigns, public advocacy on six priority issues for children, and the drought response.
    Specific tasks include:

    Implement strategic partnerships with Standard Group and Nation Media Group to help promote priority issues for children. Negotiate a new partnership with a third media partner, based on the Communication, Advocacy and Partnerships Strategy analysis. Leverage these partnerships to provide visibility opportunities for specific donors as below.
    Support the Health and SBC sections in developing and implementing a media and content plan for the next phase of COVID-19 vaccination rollout (May to Dec 2023), including visibility for US Aid and partners.  This is a time-limited project funded by US Aid, ending on 31 December 2023. Support the SBC Section to raise visibility of the HPV vaccine during the period of the campaign (May to July 2023) through media stories from affected counties.
    Support the Education and Child Protection teams on implementing a media and content plan on ECD and pre-primary education, including for refugee and vulnerable host community children, with visibility for the US Fund and partners. This includes a time limited project funded by UNICEF USA, ending on 31 August 2023.
    Support the Education team on implementing a communication, media and content plan on the Out of School Children programme, including visibility for Qatar, Education Above All and Educate a Child. Coordinate with CAP colleagues on video and social media.  This includes a time limited project funded by Qatar/Education Above All, ending on 31 December 2023.
    Draft press releases, Q&As, fact sheets and other media materials for UNICEF events, reports launches and other media moments. Write stories for the media and social media on priority issues and donor funded projects. Given the unpredictable nature of media work, these tasks will be assigned on an “as needed” basis and charged according to the consultant’s day rate, not to exceed the overall budget of the consultancy.

    Scope of work

    Goal and objective: Under the supervision of the UNICEF ESARO Regional Chief of ICT, the consultant will conduct a 1-day orientation session about Business Relationship Management for the participants of the ESAR ICT Network Meeting.     Activities and Tasks: The consultant will be expected to undertake the following tasks/activities to complete this assignment:
    Plan and conduct online meetings with the ESARO ICT team prior to the 1-day orientation session to set expectations

    Administrative issues

    The consultant will be working remotely throughout the contract, except when required to travel and attend the ICT Network Meeting to conduct the orientation session in person. All travel will be by the most economical fare and reimbursement will be as per UNICEF policy.
    The consultant should be available for calls with the UNICEF ESARO ICT team between 10 am and 4 pm Nairobi time.
    The consultant/contractor is expected to be home-based with potential travel to Nairobi, Kenya depending on COVID-19 travel restrictions for which the UNICEF office would cover subsistence allowances and travel costs. If the consultant/contractor is required to quarantine while traveling, UNICEF will pay for the quarantine if not organized by the host country.

    Lead and/or support the evidence-based programme planning on gender and PSEA including during emergencies, incorporating robust measurement and evaluation of results – especially in the event of the Country Programme development and Mid-Term Review.
    Provide technical leadership on integration of gender into country programming phases, including strategic planning, strategic moments of reflection, CPDs, CPMPs, mid-term reviews, extended annual reviews, programme component strategy notes and in the programmatic assessment and institutional strengthening components of gender reviews
    Undertake and follow up the recommendations of Gender Programmatic Review as well as Gender audit during emergencies;

    Provide technical support in indicator identification, measurement and performance tracking as it relates to gender mainstreaming and the Targeted PSEA Gender Priorities, in collaboration with Planning, M&E and planning section and sectoral teams.

    Advisory services and technical support

    Provide technical support and guidance to national government, NGOs, UN Agencies and other country-level and local-level partners on aspects of gender programming and to ensure incorporation of gender indicators and measures in programmes/projects, policy initiatives, proposals, and M&E systems.
    Coordinate the PSEA actions for UNICEF, including provision of technical support and guidance to sectoral PSEA focal points and alternates at national and field level, provide continuous support for the improvement of partners capacity in preventing and responding to SEA and support implementation of the PSEA country action plan
    Provide technical support and advocacy to reporting and follow-up on international and regional gender equality commitments made by the countries
    Support the development of adequate emergency preparedness measures, updating of contingency plans and establishment of early warning mechanisms that reflect gender needs.
    Support the development and of sex-disaggregated databases on information crucial for the planning and implementation of emergency plans.
    Support the development and deployment of emergency training that incorporates gender issues and relevant strategies.

    Advocacy, networking and partnership building

    Liaise and consult with sections, government and other external partners (civil society, NGOs, UN Agencies, private sector) to identify areas for convergence, and develop and reinforce partnerships on PSEA and in gender programming.
    Forge and support internal and external partnerships and networks in the development of harmonized, gender-transformative programme interventions.
    Build strategic alliances for gender equality with various partners, including institutional links with UN agencies and other relevant entities.
    Collaborate with other UN agencies and partners to enhance robust gender results in sectoral programmes at the country level.     Support and conduct innovative research on gender at the country-level
    Support Regional Gender Advisor in advancing the technical and research capacity of country-level staff, offices and programs on gender to continue to build evidence base for programming and to ensure continuous capacity in gender at Country Office level.
    Support management and HR in the development of systems, tools and processes that enable staff members and external partners to enhance their understanding and adoption of gender sensitive behaviors and to support implementation of the GAP. 

    To qualify as an advocate for every child you will have

    Advanced university degree (Masters or higher) in human rights, gender studies or any other social sciences (i.e. sociology, demography, psychology, political science, social policy or economics).
    Academic credentials in gender are a strong asset.
    Minimum eight years of progressively responsible professional experience and demonstrated track record of having undertaken and led substantive programming and research on gender and development in key issue areas that are the focus of PSEA and UNICEF’s Gender Action Plan.
    Experience in designing, implementing, managing, and delivering results-based programmes on gender and development or any other cross cutting programme, especially at country/field level, experience in emergency response is an asset.

Explore possible supply sources from within the region to support sustainable procurement initiative.
    Ensure strong coordination between CO, RO, and SD and inter UN Agencies collaborations, including for the mobilization of human and financial resources.
    For L3 and L2 level emergencies, provide direct operational support to facilitate procurement of emergency supplies, regional and in-country logistics and manage sub-regional response where multi-CO efforts are required. Ensure response plans are aligned with the Core Commitments for Children in Humanitarian Action (CCC).
    Monitoring of supply and logistics response and providing oversight for at-scale delivery modalities. 
    Support COs to put in place private sector partnerships and CBO/CSO agreements in support of the emergency response.

    Support systems strengthening of national supply chain systems

    Provide technical assistance to country offices to support systems strengthening of the government supply chain systems.  
    Implement capacity-building initiatives in an efficient and effective supply chain for children, in close collaboration with programme sections. Support supply component of Health System & Nutrition Strengthening (HSS) and integration.
    Provide technical assistance and support for the humanitarian-development continuum.
    Liaise and work with all stakeholders especially WHO and donors to support/strengthen Government’s institutions such as the National Medicines and Control Authorities/NRAs etc in the region to ensure that children have timely access to quality and cost-effective life-saving supplies. Liaise with key stakeholders to advocate, promote and strengthen manufacturing base to facilitate local and regional procurement in contribution to the UNSDGs and UN Sustainability Strategy.
    Support COs to resolve complex supply operational issues in supply chain problem areas including construction projects, disability inclusion, ethical challenges etc. Promote knowledge of and compliance with supply procedures.

    Capacity building of supply community in the region

    In collaboration with Supply Division, develop training modules and guidelines for supply and logistics staff and as appropriate, facilitate country training courses for Country Offices, national counterparts, and UN, and NGO partners. Strengthen regional and inter-regional professional networks.
    Establish a strong regional supply community and build the capacity of COs supply capacity to implement the global supply function strategies and regulatory framework.
