    Creating and innovating

    Support the implementation of the office-wide innovation strategy to accompany the Country Programme in close coordination with programme sections and national partners.
    Proactively scout for new innovative ideas and opportunities that promote and enhance the effectiveness and efficiency of UNICEF Kenya’s program objectives. Creative projects and ideas may include concrete action regarding climate change, young people, mental health, digitalization, and operational efficiencies.
    Advice sections on conceptualization, design, development, adaptation implementations, monitoring, and evaluations of innovations, including steps to take promising initiatives to scale and fostering the use of creative problem-solving approaches such as design thinking.
    Train UNICEF staff, partner staff, government counterparts, and other end-users in the country to use innovative products and processes. Ensure the country office incorporates human-centered design in conceptualizing innovation initiatives to achieve UNICEF priorities.
    Contribute to the mapping/catalogue of the country’s innovation landscape, including the country office innovation portfolio, focusing on those relevant to UNICEF priorities for children and ensuring relevant sections are informed of initiatives of interest.
    Research, evidence generation and development of business cases
    Support high-quality evidence generation from innovations for advocacy to strengthen systems at national and county levels in close consultation with Government and relevant stakeholders.
    Support the development of feasibility studies and plans, develop related business cases and scale-up plans for innovations to influence government investments in priority areas for children and young people, including learning, protection, and automation.
    Developing and nurturing partnerships and networks
    Develop and nurture strong partnerships with key government partners and other stakeholders to galvanize support for scaling innovations for children and young people. 
    Identify opportunities for resource mobilization and new partnerships, including contributing to proposal and partnership development efforts that tap into innovation as a change strategy.

    An advanced university degree in one of the following fields: Social Sciences, International Relations, Public Policy, Social Policy, Information Technology, Business Administration or other related disciplines. 
    A first-level university degree in a relevant field combined with five years of professional experience may be accepted in lieu of an advanced university degree.
    A minimum of five years of professional experience in the implementation of Innovation and large-scale development initiatives in international development/humanitarian agency, resource mobilization or communication field handling development issues.

    Background

    Eastern and Southern Africa (ESA) is the region carrying the largest share of the global burden of HIV and remains the epicenter of the epidemic. In the last decade, much progress has been made, but the gains are still fragile, and HIV continues to have a tremendous impact on the lives of children, adolescents, and their families. In 2021 an estimated 1.74 million children and adolescents aged 0-19 years, in ESA were living with HIV. Approximately 57,000 children and adolescents died of an AIDS-related cause in the same year. Although declining, the number of new infections in children, at 78,000, remains far too high. Testing and treatment coverage as well as rates of viral suppression among children and adolescents living with HIV significantly lag those for adults in this region. While antiretroviral therapy (ART) coverage for adults stood at 79% in 2021, only 56% of children were accessing lifesaving treatment in that same year.
    In the face of these grave inequities, global partners led by UNAIDS, UNICEF, and WHO together with networks of people living with HIV, PEPFAR, and The Global Fund launched the Global Alliance to end AIDS in children by 2030 (hereto referred to as the Global Alliance) at the International AIDS Conference in Montreal, Canada July 2022. The Global Alliance emphasizes the importance of a ground-up approach with local, national, and regional stakeholders taking ownership of the initiative, and engagement of a broad set of partners. The Global Alliance has four populations of focus: Children and adolescents (0–19 years) living with HIV, children exposed to HIV, pregnant and breastfeeding girls and women who are living with HIV, and pregnant and breastfeeding girls and women who are HIV-negative. There are four pillars of action for the Global Alliance as follows: 1) early testing and optimized comprehensive, high-quality treatment and care for infants, children, and adolescents living with HIV to achieve universal coverage of ART and viral suppression; 2) closing the treatment gap for pregnant and breastfeeding women living with HIV and optimizing continuity of treatment towards the goal of elimination of vertical transmission; 3) preventing new HIV infections among pregnant and breastfeeding adolescents and women and; 4) addressing rights, gender equality, social/structural barriers that hinder access.
    Eight of the twelve inaugural Global Alliance partner countries are in Eastern and Southern Africa. They include Angola, Kenya, Mozambique, South Africa, Tanzania, Uganda, Zambia, and Zimbabwe. All eight have developed high-level action plans endorsed by their Ministers of Health. Accountabilities for the Regional Office in the Global Alliance include technical support to participating countries to operationalize national action plans, liaising between the Global team and Country teams, collaboration with UNAIDS and WHO regional offices, including in co-convening a regional hub for the Global Alliance, knowledge management and resource leveraging in support of the Global Alliance. While ESARO has a dedicated capacity for the elimination of vertical transmission and adolescent HIV, the ESARO team is limited in dedicated expertise on pediatric and adolescent HIV lacks expertise. It is to support key regional accountabilities in the Global Alliance through additional expertise that ESARO is seeking to recruit a senior consultant with a particular focus on closing the treatment gap for children and adolescents.

    How can you make a difference? 

    The overall goal of this consultancy is to support the Global Alliance in Eastern and Southern Africa to accelerate action and progress on closing the treatment gap for children and adolescents and ending AIDS by 2030. The specific objectives for this consultancy are to:
    provide expert advice and guidance to at least eight countries (through UNICEF country offices and joint UN teams) to operationalize the Global Alliance action plans, with a particular focus on closing the treatment gap for children and adolescents,
    lend expertise to the Regional Office in operationalizing the Global Alliance regional hub and liaising with global and regional partners for smooth information flow and timely implementation
    inform action through knowledge management, including the development of knowledge products, south-to-south learning, and support for monitoring the implementation of the Global Alliance in Eastern and Southern Africa
    to provide technical expertise for resource mobilization and leveraging for operationalizing the Global Alliance and closing the treatment gap for children and adolescents.

    Activities and Tasks
    Expert technical advice to Country Offices

    Provide remote expert technical guidance to the eight inaugural Global Alliance partner countries on closing the treatment gap and other aspects.
    Lend technical expertise to other countries in the region on closing the treatment gap to ensure alignment and continued progress across the region

     Support for the regional hub

    Provide relevant technical expertise in support of the Global Alliance regional hub and global partnership on behalf of UNICEF ESARO
    Provide technical advice and guidance to support the translation of Global Alliance policies and initiatives to the ESAR context, especially on closing the treatment gap.

     Knowledge Management

    Develop, revise and technically edit regional documentation products of UNICEF efforts/activities on closing the treatment gap, including through PHC integration.
    Provide remote expert technical reviews of country documents related to the Global Alliance. closing
    Develop evidence and programme summaries on key HIV programme areas to support the Global Alliance, especially on closing the treatment gap.
    The specific products will be determined in consultation with the regional team, country offices, and partners as part of the work planning process and in line with developments over time and are likely to include summaries of national action plans, input to the 2023 SADC Health Ministers meeting, and documentation of promising practices and learning from the operationalization of the Global Alliance.

    Resource mobilization and leveraging

    Assess the programming and partner context and make recommendations on promising concepts and initiatives for resource mobilization.
    In consultation with the Regional HIV and PPP teams, provide expert technical inputs on concept notes and proposals.

    Education: Advanced university degree (Master’s or higher) in public health, social sciences, or related field.
    Work experience: A minimum of ten years of professional experience at the international level, including field experience with expertise in HIV programming.
    Prior working experience in Eastern and Southern Africa on HIV programming with a specific focus on treatment and viral suppression is an added advantage.
    Ability to analyze complex technical information and present it to non-technical audiences.
    Accurate, creative, and versatile writing skills
    Experience in resource mobilization and partner relations
    Prior experience working with UNICEF is highly desirable.
    Language: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset.

    Background and Justification

    Education is recognized as a critical development priority by the Africa Union, while the Kigali Statement of Outcomes sets out equitable and inclusive access to education for all, skills and competencies among the regional priorities for sub-Saharan countries, as they move toward the Education 2030 goals. However, despite the substantial progress that has been made in terms of access, completion and quality of basic education, disparities persist within and between countries, and learning achievement remains low as 9 in 10 children aged 10 living in Sub-Saharan Africa were unable to read a simple text.
    Without urgent remedial action focused on foundational, social and emotional skills, this generation of students is robbed of the essential grounding for ongoing learning for life and work and of the chance to reach their full potential. In fact, it is estimated that this generation risks losing US$21 trillion in potential lifetime earnings, or the equivalent of 17 per cent of today’s global GDP.  To address the learning crisis, UNICEF in partnership with Bill Gate and Melinda Foundation is supporting 10 countries in ESARO region in mainstreaming and scaling up remedial and catch-up learning programme to ensure all children acquire basic foundational reading and numeracy skills.

    Scope of Work

    The scope of the assignment is to provide coordination support to 10 ESARO BMGF partnership countries, provide technical assistance, oversight implementation, consolidate updates from and disseminate with appropriate stakeholders and strengthen monitoring mechanism for the remedial programme and support countries in documenting, disseminating, and integrating remedial and catch learning programme into the national education system.

    Major tasks

    Coordinates with 10 BMGF partnership countries[1] in designing workplans and support in implementing remedial and catch-up learning activities
    Provides technical support to 10 countries in strengthening programme designing, development of appropriate learning resources and teacher training and mentoring and monitoring of the programme implementation
    Provides quality assurance and oversight support in development of scale up framework and large-scale demonstration of remedial learning programme
    Creates documentation of best practices, develop knowledge products on remedial learning, organize workshop, webinars, learning sessions and disseminate within UNICEF across stakeholders
    Participates in weekly, monthly and quarterly meetings and contribute to providing updates and share insights and reflections from country coordination and implementations

    Desired competencies, technical background and experience

    Advanced university degree or equivalent experience in Education, Psychology, Sociology or related field of social science.

    Maternal Nutrition/IYCF/ECD Counselling Review in ESA Region

    Goal and objective:
    To understand how maternal nutrition/IYCF/ECD counselling is integrated in the building blocks of health systems in selected countries of the region and is being delivered at both health facility and community levels. A comprehensive understanding of the health system bottlenecks and enablers to fully integrate and deliver quality maternal nutrition and IYCF/ECD counselling services at facility and community level will be obtained in order to identify and prioritize context specific barriers and enabling factors to inform the design of evidence-based policies and programmes to deliver skilled counselling support and nutrition and ECD education that is fully integrated within all building blocks of the health system. The findings will help to guide countries to better integrate maternal nutrition/IYCF/ECD counseling in the building blocks of the health system. A two-tier assessment is proposed: a multi-country scoping (in the 15 ESAR countries using the package), and a deep dive in four countries (to be decided in the inception phase of the consultancy).
    Desired Competencies, Technical Background And Experience

    Education: An Advanced University Degree in Public Health Nutrition, Nutritional Epidemiology, International Health and Nutrition, Maternal and Child Nutrition, or other Nutrition-related science field including Early Childhood Development is required. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

    Administrative issues

    The Consultant will be working remotely with potential travel to up to four countries (Kenya, Tanzania, Uganda and Mozambique) in the ESA region for which the UNICEF office would cover subsistence allowances and travel costs. The consultant is expected to complete the deeper dives within 10 days for each country.
    Consultant will need to make their own travel arrangements and will be reimbursed for travel costs and subsistence allowance in line with and limited to those payable by UNICEF.
    Monthly progress meetings will be scheduled throughout the contract duration.
    When requested, the Consultant should be available for scheduled meetings between 10 am to 4 pm Nairobi time.
    Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.

    PURPOSE
    Under the guidance and supervision of the Chief of Planning, Monitoring & Evaluation the incumbent Planning Monitoring and Evaluation (PME) Specialist P3 will provide support to and facilitate the planning, monitoring, evaluation, and reporting functions for the country programme. This will be done in close collaboration with other members of the PM&E section – Partnerships Specialist, PM&E Officers in Field Offices, and programme officers and specialists across the different offices in Somalia and the UNICEF Somalia Support Centre (Nairobi) and others under operations for HACT and Budget.
    MAIN RESPONSIBILITIES AND TASKS
    Situation Monitoring and Assessment

    Provide technical support to UNICEF Programme staff and partners to develop and regularly update the Situation Monitoring and Assessment system on Programme issues. This is to help ensure the availability of timely, accurate and disaggregated (where possible) measurement of change in the conditions or region, including monitoring of socio-economic trends to facilitate wider planning and to draw conclusions about the impact of the programme or policies. Help ensure systems are in place so that the Country and Field Offices, national and regional partners have timely and accurate measurements of change in conditions of children, women, and their families in the country or state. Put in place systems to help ensure this information is available to facilitate planning and measure Programme results and impact.
    In coordination with UNICEF Programme and relevant staff at national and regional level and other key partners (both government and civil society and NGO), support partners in the establishment or strengthening and management of Programme related national and regional routine administrative data collection systems to collect regular data to track changes in the Programme situation and also to facilitate reporting against relevant indicators in the Sustainable Development Goals (SDGs) and other key social development indicators (through MICS or other surveys) to improve national planning related to Programme.
    Support partners in the strengthening or establishment and management of national and regional routine administrative data, including data collection, use and reporting; helping ensure that key indicators are readily accessible, have appropriate data protection mechanisms and are used by key stakeholders to inform planning and programming investments and to help facilitate UNICEF’s own internal and regular monitoring.
    In humanitarian response situations, provide technical support for rapid and other Programme assessments (inter-agency or independently if necessary) to be carried out within the first 48-72 hours (as required), and working in close collaboration with the relevant humanitarian clusters partners at federal and regional level.

    Programme Planning and Development

    Support the development of programme guidance to assist in development of annual/ rolling workplans aligned with relevant programme theories of change, UNICEF guidance and RBM principles. In the same light, support the quality assurance of draft Programme workplans at national and subnational levels for adherence/ consistency with UNICEF and partners’ guidelines.
    Provide technical expertise to programme reviews and annual reviews with government and other counterparts to assess progress and to engage stakeholders to take required action/interventions to achieve results.

    Programme Performance Monitoring and Reporting

    Ensure that technical support is provided to help ensure that the Programme has quality information to assess progress towards expected results established in annual work plans. This will help ensure that a quality set of programme performance indicators and means of verification are identified and adjusted as necessary, aligned with an evidence-based theory of change, national and global indicators to facilitate SDG reporting where/as appropriate. These are to be developed with the inputs of all concerned partners in the context of the multi-year and annual IMEPs, the Annual Management Plan and Annual Work Plans, indicator definitions and guidance provided by UNCEF Headquarters, RBM principles and as outlined in the Programme Policy and Procedures Manual and UNICEF Programme Planning, Monitoring and Evaluation Resource Pack.
    Coordinate with UNICEF Programme staff and partners to help ensure that programme monitoring systems are properly designed, aligned with the relevant theories of change and national and global indicators. Coordinate with UNICEF Programme staff and partners to help ensure that data collection efforts and analysis from programmatic and field visits are coordinated and standardized across programmes to feed into regular programme performance monitoring, with special attention to humanitarian response. This includes through development of appropriate programme monitoring guidance for each of the UNICEF Programme result areas.
    In collaboration with UNICEF Programme staff at national and regional level, plan, and/or collaborate with monitoring, reporting and evaluation initiatives to establish benchmarks, performance indicators and other UNICEF/ UN system indicators, to assess/ strengthen performance accountability, coherence, and delivery of concrete and sustainable results for the Programme.

    Data and Statistics

    Systematic collection of qualitative data for the sound and up-to-date assessment of the situation of children and women to provide the baselines for result-based decisions on interventions and evaluations. This will include mining data from primary and secondary sources and reorganizing such data in formats that can be easily read and used.
    Establish a data repository whereby staff can access all the latest information, research, surveys, data about children and women in Somalia
    Corroborate various data from different tools and sources to facilitate identification of the situation of children and women, programme performance and results, and opportunities for process improvements and strategic reflections.
    Preparing periodic reports for program managers on both humanitarian and development interventions that effectively communicate trends, patterns, and predictions using relevant datSuch reports will include creation of engaging interactive data visualizations including interactive charts, maps and dashboards based on UNICEF’s data work and contribute to publications and media reports.
    Provide technical leadership to support Field Offices and where necessary Partners in the areas of capacity development for responsible data work: data collection, data analysis and data use.
    Establish and nurture a series of opportunities which assist the Country Office to build capacity in Government to identify issues susceptible to being solved using data, and to build the partnerships necessary to access the data, avail of expertise and computing power, and apply the insights for results for children.
    Establish and maintain good working relationships with partners including UN agencies, multilateral and bilateral donors, foundations, private sector organizations, academia, civil society organizations and professional associations.
    h. Ensure the establishment and delivery of technologies, tools, approaches, and methodologies to unlock the value in UNICEF data, including guiding data use and structures to remove data silos, and ensure responsible cross-fertilization of data across the organization especially between humanitarian and development.

    Coordination and Networking

    technical support to help ensure that the Programme is linked to wider UNICEF P&M developments (including in Programme P&M such as the network of UNICEF Programme Analysis, Planning and Monitoring Specialists) in in way that both contributes to and benefits from organizational learning on effective P&M and Results Based management.
    Collaborate with Regional Chief of Programmes and P&M and consultants, the UNICEF HQ Programme Section, and the UNICEF Network of Programme Analysis, Monitoring and Planning Specialists for overall coordination of priority programme analysis, research, monitoring and evaluation activities, including those of regional scope requiring the coordinated effort of multiple countries.
    Participate in relevant UNICEF Country Office task forces, including the Monitoring and HACT Committee, and the Research and Evaluation Committee and represent the Programme section.
    Undertake reviews of evaluations and lessons-learned on successful and unsuccessful Programme P&M practices and experiences at the national and regional level, and ensure they are shared as appropriate. Similarly, engage in P&M knowledge networks to identify innovations and lessons learned that may be relevant for the Country Office and partners to improve their P&M function.

    Capacity Building for Planning and Monitoring

    Support capacity building of UNICEF Programme staff and partners in Programme P&M and to integrate results-based management into programme planning, implementation, and monitoring. Provide technical support to help ensure that the planning and monitoring capacities of the Programme and national and state level partners – government and civil society – are strengthened, enabling them to increasingly engage in and lead programme monitoring and evaluation processes.
    Promote the awareness and understanding of the shared responsibility of the P&M function among all UNICEF Programme staff members through communication, training, learning and development activities organization wide.
    Collaborate to implement capacity building strategies as a joint commitment with other developmental partners. Utilize a range of appropriate skills building strategies including self-learning, webinars, seminars and workshops and practical experience in order that UNICEF and UN staff have the basic knowledge and skills in understanding and applying new P&M policies, tools, methods to fulfil their responsibilities (i.e., the Programme Planning and Monitoring Resource Pack and latest RBM guidance).     Provide quality assurance or contracts, Memorandum of Understandings (MoUs), letters, etc., before the Regional Director’s approval.

    Provide operational and administrative support to Operations and Supply Advisors in all logistical and administrative arrangements for meetings by sourcing and securing meeting venues, accommodation, background documents, and audio-visual equipment as required.
    Support the Local Focal Point (LFP) Finance Lead for the Regional Office with processing of invoices for payments and Change of Funding Source requests through Service Gateway for GSSC payment. 
    Support the Programme Specialist Harmonized Approach to Cash Transfers (HACT) in providing oversight to Country Offices in HACT, peer reviews and audit.
    Organize official travel for the Operations and Supply teams.
