    How can you make a difference?

    Under the guidance and general supervision of the Chief, Education. The Specialist supports the development and preparation of the Education (or a sector of) programmes and is responsible for managing, implementing, monitoring, evaluating and reporting the progress of education programmes/projects within the country programme. The Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education programmes/projects to improve learning outcomes and equitable and inclusive education, especially for children who are marginalized, disadvantaged and excluded in society.
    The Specialist contributes to achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework as follows:

    Support to programme development and planning

    Support the preparation, design and updating of the situation analysis for the education programmes to ensure that current and comprehensive data on education issues is available to guide UNICEF’s strategic policy, advocacy, intervention and development efforts on education programmes.
    Help supervisor set priorities, strategies, design and implementation plans. Keep abreast of development trends to enhance programme management, efficiency and delivery.
    Participate in strategic programme discussion on the planning of education programmes. Formulate, design and prepare programme proposals for the sector, ensuring alignment with UNICEF’s Strategic Plans and Country Programme and coherence/integration with the UN Sustainable Development Cooperation Framework (UNSDCF), regional strategies and national priorities, plans and competencies.
    Establish specific goals, objectives, strategies and implementation plans for the sector using results-based planning terminology and methodology (RBM). Prepare required documentations for programme review and approval.
    Work closely and collaboratively with internal colleagues and partners to discuss strategies and methodologies, and to determine national priorities to ensure the achievement of concrete and sustainable results.
    Provide technical and operational support throughout all stages of programming processes and to ensure integration, coherence and harmonization of programmes/projects with other UNICEF sectors and achievement of results as planned and allocated.

    Programme management, monitoring and delivery of results

    Plan and collaborate with internal colleagues and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector on education programmes.
    Participate in monitoring and evaluation exercises, programme reviews and annual reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results.
    Prepare and assess monitoring and evaluation reports to identify gaps, strengths and weaknesses in programme management.
    Identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
    Actively monitor programmes/projects through field visits and surveys, and exchange information with stakeholders to assess progress, identify bottlenecks and potential problems, and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
    Monitor and verify the optimum and appropriate use of sectoral programme resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources.
    Prepare regular and mandated programme reports for management, donors and partners to keep them informed of programme progress.

    Technical and operational support to programme implementation

    Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and country office partners and donors on interpretation, application and understanding of UNICEF policies, strategies, processes and best practices and approaches on education and related issues to support programme management, implementation and delivery of results.
    Arrange/coordinate availability of technical experts with Regional Office/HQ to ensure timely and appropriate support throughout the programming process.
    Participate in education programme meetings including programme development and contingency planning to provide technical and operational information, advice and support.
    Draft policy papers, briefs and other strategic programme materials for management use.

    Networking and Partnership Building

    Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders, global partners, donors, and academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results on education programmes.
    Prepare communication and information materials for CO programme advocacy to promote awareness, establish partnerships and support fund raising for education programmes.
    Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions on education and related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of programmes/projects ensuring organizational position, interests and priorities are fully considered and integrated in the UNSDCF process in development planning and agenda setting.

    Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable programme results.
    Keep abreast, research, benchmark, and implement best practices in education management. Assess, institutionalize and share best practices and knowledge learned.
    Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes and projects.
    Organize and implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on education and related programmes/projects.

    To qualify as an advocate for every child you will have…

    An advanced university degree in one of the following fields is required: education, economics, psychology, sociology, or another relevant technical field.
    A minimum of five years of professional experience in programme planning, management, and/or research in education is required.
    Experience working in a developing country is considered as an asset.
    Relevant experience in a UN system agency or organization is considered as an asset.
    Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

    Technical competencies must be demonstrated in the following areas

    How can you make a difference?

    Under the overall supervision of the Regional Education Adviser (REA), the position will support the implementation of the education flagship of the Regional Collaboration for Children agenda and will be responsible for technical support and strategic direction on education system strengthening across the 21 country offices of ESAR.  The Education specialist will provide authoritative technical guidance/operational support to facilitate the management and delivery of results on strengthening national education systems (with a focus on evidence, data and financing) to improve learning outcomes and to promote universal access to and equitable and inclusive primary/early childhood education especially for the most vulnerable children.     The Communications Specialist will be responsible for UNICEF’s DH&IS external communication and advocacy work.
    In coordination with the PG Health Partnership and Communication leads, the incumbent will be responsible for implementing and continuously updating the DH&IS’s communications and advocacy strategy. This includes increasing visibility and strategic positioning of UNICEF’s digital health and information system priorities and contributions within the global health discourse, ensuring UNICEF’s work is well documented and amplified to internal and external stakeholders, and supporting the transition of the DICE partnership out of COVID19 response activities. A wide range of communication assets and materials will be produced to support public advocacy and awareness raising and distributed via various communication platforms including traditional and social media.

    Communications and Advocacy

    Implement the PG Health DH&IS communications and advocacy strategy, supports UNICEF’s strategic goals and elevates the efforts of UNICEF and its key partners, including donors, to a wider audience.
    Support integration of DH&IS priorities and outputs within PG Health’s communications and advocacy strategy
    Engage with external partners, including WHO, GAVI, Global Fund, USAID and the World Bank, to align communications and advocacy strategies, and position UNICEF priorities within their communications efforts.
    Provide overall design support to create standardized templates for DH&IS presentations. Review and compile existing content, and create generic decks based on priorities identified at HQ and Regional Level.

    Content Creation

    Oversee the production of compelling high-quality policy advocacy and communications materials based on complex themes for print and digital platforms.
    Support UNICEF Regional and Country Teams, including building capacity and awareness of UNICEF’s Approach to Digital Health, to produce relevant content, including original audio, video, written and visual content.
    Support the production of advocacy and communications content by UNICEF partners; quality assure all content to maintain strong visual and editorial identity, and reputation.
    Operationalize a comprehensive media strategy including in the preparation of news articles, press releases, media pitches, and op-eds etc.

    Risk Management

    Provide risk and strategic guidance to the DH&IS team on potential issues that may emerge, especially those that may pose a reputational risk

    Communications Channels and Social Media Sites

    Manage DH&IS internal / external websites and social media channels, coordinating regular updates of content.
    Track outreach benchmarks and KPIs to measure content effectiveness and optimize digital communications content, campaigns, community features and function.
    Oversee the monitoring and analysis of social media and web content metrics and use this for course correction to ensure effective communication strategies, planning and advocacy.

    Events

    Lead the planning, set up and promotion of digital and in person events organised by DH&IS
    Partnerships and Resource Mobilization
    Develop compelling value propositions and proposals for DH&IS
    Develop and maintain strong relationships with key media partners.

    For every child, efficient Health systems

    Health systems strengthening is one of three overarching approaches of the UNICEF Health Strategy which link UNICEF’s actions to its dual goals of ending preventable maternal, newborn and child deaths and promoting the health and development of all children (the other two are addressing inequities in health outcomes and promoting integrated, multi‐ sectoral policies and programs). These approaches are necessary to increase focus and coherence across health programs and underpin all of UNICEF’s programming and engagement in the health sector. In this strategic context, stronger health systems are necessary to reach the most marginalized children and women, to sustain the progress achieved and to increase the resilience of both delivery systems and communities to absorb and recover from external shocks, including public health emergencies and outbreaks.
    UNICEF’s HSS strategy targets national, sub-national and community levels of the health system with inter- related systems strengthening interventions: 1) national-level: support MoH to develop equity-focused health policies, strategies and plans, 2) district-level: improve management capacity for evidence-based planning and monitoring, 3) community-level: strengthen community platforms and ensure they are well integrated into sub-national health systems. In response to identified bottlenecks to the effective performance of health systems and in line with UNICEF’s areas of expertise, UNICEF also supports MoH to strengthen information systems; procurement and supply chains; social protection and welfare; engagement of the private sector, human resources for health, and quality of care at community and facility-levels.
    Central to UNICEF’s HSS approach is contributing to the social protection system and plan for financing Universal Health Coverage (UHC) through primary health case (PHC) costing, development of investment cases, financial and fiscal space analysis and leveraging of resources (e.g., promoting insurance schemes focusing on the most vulnerable and prioritizing primary health care), budgeting and design of financing mechanisms to benefit children and women. Given the focus on a comprehensive and coordinated approach, linkages with social welfare services, early child development and adolescent engagement are also promoted.
    Under the supervision of the UNICEF ESARO HSS Specialist, and in close collaboration with System Strengthening Specialists in Health, HIV, Nutrition and Supply, Social Policy and other relevant sections, and the Sr Immun. Specialist (Health Economics) outposted from HQ, the incumbent will support countries in ESA region of UNICEF in direct guidance and technical oversight on Health Financing (including Primary Health Care costing) and other areas of Primary Health Care System Strengthening Technical Assistance to UNICEF Country Offices in the ESA region. The incumbent will through regional level Health Harmonization for Africa (HHA) HSS partners, including WHO, align and coordinate on technical assistance to countries in follow up actions from the Regional HSS Health Finance Forum in 2023 and to document and disseminate lessons learned from health financing reforms and related advocacy efforts. The incumbent will also work closely with our colleagues in UNICEF WCARO and other regions working on similar PHC strengthening efforts, to align and produce regional level toolkits and public goods.

    Coordinate and provide technical support to COs for Health Financing

    Oversee regional office technical support to UNICEF Country Offices (COs) for the costing of their PHC packages and advocacy to increase domestic funding for PHC
    Support UNICEF COs to prepare, present and summarize PHC financing findings for advocacy and use at country, regional and global levels.
    Support technically UNICEF COs in the region to develop the relevant economic analyses aligning with their national context, including focus on equity and decentralized financial flows and absorption
    Provide technical guidance on Public Financial Management for Health
    Follow up and provide support to countries in operationalizing action plans that emerged from the Regional Health Finance Forum 2023 for improvement in policies or reforms for increased PHC Financing

    Strengthen health financing partnerships at regional level

    Engage actively with existing mechanisms (such as HHA), regional level UN entities, public and private sector partners, to advance health financing best practices
    Advocate, during strategic discussions with Ministries of Finance and Health and other key decision makers and stakeholders, including UNICEF COs, to influence agenda setting in favor of health and wellbeing of children, women and young people
    Collaborate with WHO, BMGF, World Bank/GFF, USAID and other UN agencies and implementing partners to support country-level technical assistance on public financing: costing, financial and fiscal space analysis, budgeting and design of financing mechanisms to benefit children and women.
    Collaborate with systems strengthening experts in Health, HIV, Supply, Nutrition, ECD and other sections to ensure an optimal integration and alignment of the PHC Health Finance work with other ongoing initiatives.

    Contribute to health systems’ strengthening agenda within UNICEF Regional Office

    Provide technical assistance to countries in the region on PHC integration of services and delivery, including Kenya (BMFG Joint Investment Mechanism Grant). Oversee grant reporting, budgeting, and provide technical oversight from regional office.
    Participate in regular weekly HSS meetings, Health section quarterly reviews, and region wide activities (e.g. country office annual reviews and regional office planning).

    Purpose for the job:

    Scope of Work
    Goal and Objective:  Under the supervision of the Child Protection specialist the consultant will carry out a mapping exercise

    The main objective for the assignment is to conduct a mapping of the existing violence against children and harmful practices (child marriage and Female Genital Mutilation) communication and visibility materials. Conduct a secondary data analysis of the type of communication materials have reached the intended their intended audiences, key communication assets have been re-disseminated in the digital space creating a multiple effect, key messages/campaign tags are recalled by audiences are effective, outline the gaps and draft a roadmap with clear areas that need to be improved. The road map will be used to develop a Communication and visibility strategy for the ESA Region. The purpose is to define the scope of work and requirements for conducting a mapping of communication and visibility materials on violence against children and women, child marriage, and female genital mutilation (FGM) in East and Southern Africa.

    The objectives of this assignment are to:

    Identify existing communication and visibility materials on violence against children and women, child marriage, and FGM in East and Southern Africa (with a focus on the BNLES+ C countries) and beyond (especially is there are notable campaigns with strongly documented evaluation and successes).
    Assess the tactics and tools used for the roll out of the communication materials including quality and relevance of the materials in relation to the cultural and linguistic context of the region.
    Conduct an analysis of partner / NGO campaigns
    Assess the typology of champions mobilized for communication outreach and in case evaluations are available by organizations/agencies the content creators, assess their effectiveness in terms of engagement produced and conversations generated.
    Identify gaps and opportunities for the development of new communication materials focusing on de-normalizing violence, promote reporting and galvanize support of regional and in-country champions that can better address the communication and visibility needs related to the targeted issues.
    Identify missed opportunities in terms of influencers not championed to date with the aim of providing recommendation for future regional and in-country communication and visibility strategies.  

     Activities and Tasks:

    Conduct a thorough review of existing communication and visibility materials related to violence against children and women, child marriage, and FGM in East and Southern Africa.
    Develop a matrix to capture the key features of the identified materials, including their quality, relevance, and target audience.
    Analyze the gaps and opportunities for the development of new communication and visibility materials that are culturally and linguistically appropriate to the region.
    Provide recommendations for the development of new advocacy and behavior change campaigns including the most appropriate format and channels for dissemination.
    Work relationships:   Under the supervision of the child protection specialist, the consultant will be expected to engage with the country offices, Regional CSO partners and other Regional Office sections (such as Health, Education and Social Protection etc) for consultation purposes to inform the mapping exercise and report generation.

    Desired competencies, technical background, and experience:
    Academic qualifications:

    Advanced University degree in Communications, Journalism, Public Relations, Management or equivalent professional work experience in the communication area, combined with a university degree in a related field

    Experience:
