    The Office of Internal Audit and Investigations (OIAI) is an independent office reporting to UNICEF’s Executive Director and the Executive Board. The Investigations Service investigates reports of possible violations of UNICEF’s legal framework. The position is located in Nairobi, Kenya. Under the supervision of the Investigations Manager, the incumbent will report to the Chief Field Operations Section of OIAI’s Investigations Service.

    How can you make a difference?

    Under the general guidance of the Investigations Manager, the incumbent leads, assists and/or supports the supervisor in planning and conducting investigations into allegations including fraud, corruption, sexual exploitation and abuse, sexual harassment, and/or retaliatory actions in or affecting UNICEF. The Investigations Officer will also be responsible for providing support to the day to day operational and specialized activities related to the investigation function, to enhance the smooth running of the supervisor’s day-to day actions, as well as his/her section. This post is based in Nairobi with travel to UNICEF locations, often in difficult duty stations.

    In this capacity, the incumbent’s key responsibilities will be to:

    Participate in a team of investigators and assist with the planning, organizing and conduct of investigations of cases of alleged violations of United Nations Regulations and Rules and pertinent administrative issuances, including cases of fraud, corruption, sexual Exploitation and abuse (SEA), sexual harassment and retaliation;
    Search for, gather, record and preserve evidence, including in electronic format, ensuring that all necessary evidence chains are established and maintained;
    Conduct interviews, obtain statements and analyze information/evidence;
    Assist in determining whether matters warrant referral to national authorities;
    Conduct research on assigned issues using investigation files and alternative sources to verify facts, identify citations, precedents and draft statements of findings and respondent replies;
    Participate in field missions for the purpose of conducting investigations;
    Prepare complete and concise investigation reports, together with findings and recommendations for related disciplinary and/or jurisdictional actions, and conduct post-investigation tasks;
    Processes, draft, edit, proofread and finalize for signature/approval a variety of correspondence and other communications;
    Perform other duties as required.

A first-level degree (Bachelor’s or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

    How can you make a difference?

    Under the overall supervision of the Regional Nutrition Advisor, the Nutrition Specialist TA position will be responsible for technical support and strategic direction on food systems transformation for children, overweight prevention and school age and adolescent nutrition (abbreviated as “FS/OW/SACA-N”), across all the country offices of ESAR. The food systems aspect links closely to various other areas of work in the Nutrition Section, including maternal and early childhood nutrition and the prevention of wasting.
    The Nutrition Specialist provides substantive support to the Adviser for the work of the Nutrition Section, in terms of authoritative technical assistance and advocacy, oversight on implementation of multi-country grants and quality assurance to the FS/OW/SACA-N aspects of nutrition programs in countries, contribution to the regional aspects of the nutrition section’s work on FS/OW/SACA-N, including development of tools and guidance, innovation, evidence generation, analysis and knowledge development, exchange and thought leadership. The position contributes to partnerships with regional economic commissions (RECs) in the region, as well as with other stakeholders including UN agencies, NGOs, donors, academia, technical institutions and others on FS/OW/SACA-N. The Specialist provides authoritative technical guidance and management support throughout the regional and country programming processes to facilitate the achievement of concrete and sustainable results in FS/OW/SACA-N programs/projects according to plans, allocation, results based-management (RBM) approaches and methodology and UNICEF’s Strategic Plans, standards of performance and accountability framework.

    Duties and responsibilities include the following:

    Data, evidence, and knowledge products:

    Provide oversight to the institutional contract on assessment and analysis of packaged foods
    Contribute to the oversight of the contract undertaking scoping of opportunities for improved foods for children and the knowledge products arising from this.
    Provide technical support to countries to identify gaps in current data and generate evidence on topics related to child overweight prevalence, its determinants, the landscape of existing policies and programmes.
    Provide support to countries to advocate for and generate data on overall nutrition status of primary school age children and adolescents.
    Provide support to countries to undertake landscape analyses of food environments and policies, programmes on overweight prevention and SACA-N
    Provide technical assistance to countries to design and implement formative research and qualitative investigation, including profiles of children’s lived experience of food environments, related to nutrition of school age children and adolescents and child overweight
    Contribute to the design and coordinate and support the implementation of assessments of commercial determinants of child diets.
    Produce quality thought leadership/knowledge products of various types – peer reviewed articles, UNICEF reports, policy briefs, case studies, advocacy pieces, multi-media materials, presentations (including on the findings from the landscape analyses and other assessments and documented experiences from various countries on introducing and implementing legislative measures, policies and programmes).
    Analyze country office annual reporting and NutriDash data on FS/OW/SACA-N and prepare updates and reports on progress. Contribute to a scorecard on food systems work in countries.

    Regional resources and tools:

    Produce technical briefs and frameworks on policy measures and strategies for food systems, overweight prevention and packages for nutrition of school age children and adolescents, to contribute to increasing UNICEF knowledge and confidence and build capacity of UNICEF offices to work on these domains.
    Support the development/review of SADC resources: i) toolkit on nutrition of school age children; ii) strategy for prevention of overweight and obesity, iii) capacity building on overweight prevention; iv) food systems for children concept note with SADC agriculture section; and contribute to concept notes and advocacy for SADC standards for sugar taxes, food marketing restrictions and front of pack labelling.
    Collaborate with Education Section and WFP to develop guidance and tools on school based health and nutrition and school meals
    Contribute to dissemination of guidance and tools to UNICEF staff through webinars, network meeting and other means.

    Technical assistance to country offices

    Provide technical assistance to UNICEF country offices to develop recommendations for policy change, strategies and programmes on food systems for children, overweight prevention and nutrition of SAC/adolescents, based on evidence generated.
    Provide technical assistance for policy advocacy and dialogue related to food policies and financing, overweight prevention and nutrition of school age children and adolescents.
    Contribute to development of country office funding proposals.

    Advocacy and partnership on legislative measures, policies and strategies:

    Produce briefing notes and advocacy materials on FS/OW/SACA-N
    Engage with RO and HQ Supply colleagues on improved foods for children
    Engage with partnership and fundraising colleagues in ESARO on the investment case for food systems for children including improved foods
    Identify and pursue collaboration with WFP and FAO and other key food systems partners on food policies and improved foods for children
    Working together with WHO and others, support country advocacy efforts to address child overweight through creating improved regulatory and legislative environments, including on food and beverage marketing, front of pack warning system labels, fiscal measures and school food environment and nutrition policies.
    Provide technical assistance to the design, implementation and monitoring of school nutrition programmes in the UNICEF-WFP HOA partnership focus countries (Ethiopia, Somalia and South Sudan) and coordinate with WFP’s regional bureau in Nairobi on this aspect of the partnership. Coordinate with the WFP regional bureau in Johannesburg on school-based programmes in the southern Africa sub-region.
    Help establish a regional network of experts on food systems, overweight in children and nutrition of school age children and adolescents.

    Double duty actions in existing health, ECD, SBCC and school platforms:

    Provide technical assistance to countries to integrate child overweight prevention into existing systems and platforms, including IYCF counseling in the health system and communities, social and behavior change (SBC), parenting programmes and ECD centers, and pre-schools, including to model and document effective “double duty” actions.
    Contribute to updating country IYCF counseling packages with overweight prevention content.
    Contribute overweight prevention content for ECD, and parenting materials and resources as required.
    Provide technical assistance to countries on design or improvement of school nutrition curricula, school nutrition education, weekly iron folate supplementation and deworming interventions, physical activity, healthy school canteens and restrictions on marketing and selling of unhealthy foods through primary and secondary schools.
    Contribute to design and content of SBC strategies on child overweight and nutrition of school age children and adolescents.
    Contribute nutrition content of multi-sectoral materials related to adolescents as required.

    Food systems and nutrition of school age children and adolescents in humanitarian contexts:

    Work with Supply and Nutrition in Emergencies colleagues to position local solutions for nutrient-dense foods to prevent malnutrition in young children and women as part of the response and procurement plans in emergencies
    In collaboration with ESARO Nutrition in Emergencies colleagues and UNICEF HQ, develop/adapt guidance, and tools on delivering on UNICEF Nutrition CCC #4 on nutrition of school age children and adolescents in emergencies
    Contribute to the provision of technical assistance to countries on Nutrition CCC#4
    To qualify as an advocate for every child you will have…

    Education:

     Advanced university degree in Public Health or Nutrition (preferably with specialized training in one or more of the following: public health and nutrition planning, health and nutrition education, health care system management, or epidemiology, food systems, food policy, food technology, overweight and NCD prevention), Social Policy, Social Development, Community Development, Food Policy, or other relevant disciplines.

    Experience:

     At least eight years of professional work experience at the national and international levels in planning, programming, implementation, research, monitoring and evaluation of nutrition programmes. Professional work experience in a managerial/leadership position, or a technical expert position in nutrition.
     Developing country work experience.
     Relevant experience in nutrition program/project development and management in any UN system agency or organization is an asset.

    Language Requirements:

    TERMS OF REFERENCE

    BACKGROUND AND JUSTIFICATION

    UNICEF produces a variety of topical documentation for a diverse spectrum of audiences—including UNICEF personnel, governments, policy makers, development partners, NGOs, universities, schools, children and the public at large—to inform, mobilize and advocate for the rights of children in the Eastern and Southern Africa region.
    Ensuring the quality of this documentation requires specialized skills in editing, copy editing and proofreading (hereafter generally only referred to as editing) and writing and the ability to align with UNICEF style and guidelines. The demand for these specialized skills fluctuates based on ESAR needs; when needs arise, the support required exceeds the capacity and scope of the existing ESAR resources.

    PURPOSE OF ASSIGNMENT

    The purpose of the consultancy is to provide ESAR with long-term editing and writing support from qualified individual consultants. Establishing several such consultancies would contribute towards achievement of results for children by improving the quality of regional evidence available to support child rights advocacy.

    PROGRAMME AREA AND SPECIFIC PROJECT AREA

    The work relates to the ESARO PPM rolling workplan’s development effectiveness output (country offices have increased capacity for quality planning, programme monitoring, data generation and use, and knowledge management) under the key intervention on knowledge management.

    OBJECTIVES

    The purpose is for the consultant(s) to assist UNICEF ESAR in the editing and writing of internal and external documents in accordance with UNICEF style guidelines. On an as-needed basis, the consultant(s) will be called upon to support ESAR with key internal and external documents, assuring the highest quality as per UNICEF guidelines.
    This includes reviewing for grammar, spelling, redundancy, formatting and consistency, as well as
    revising content and reorganizing material, including occasional re-writing or writing. The documents edited by the consultant(s) will result in the production of information packaged and adapted for various audiences, both internal and external, covering studies, research papers, donor reports and key internal meeting reports.

    MAJOR TASKS FOR BE ACCOMPLISHED

    For each assignment, ESAR and the consultant will agree on the scope and timeline for the relevant editing and/or writing assignment. The consultant will work independently and will be home-based. The interaction between ESAR and the consultant will be by email, other virtual means or phone calls, as appropriate. The availability and willingness to take up an assignment on short notice is important.

    Responsibilities of the Consultant:
    Perform high-quality and timely substantive editing and/or writing, including:

    Review specific documents and ensure consistent style of writing and tone throughout documents.
    Restructure, consolidate and/or re-write sections of documents to ensure logical flow and clarity in messages when appropriate.
    Correct spelling, punctuation, grammar and syntax mistakes, eliminating repetition and ensuring concise writing.
    Ensure any graphics such as tables or figures are clear.
    Check tables of content against the respective document.
    Check the acronym list against the acronyms used in the document.
    Edit footnotes, references and bibliographies for completeness and consistency of style.
    Consolidate and produce a write-up based on content inputs and data provided by ESAR when required.
    Provide high-quality and timely rapporteur support at key regional events, including:
    Ensure accurate notetaking, including capturing of discussions and action points.
    Produce timely summary reports of events.
    For invoicing purposes, the following role descriptions should be considered:

    Editor

    An editor edits or rewrites all copy for continuity, logical arrangement, readability, clarity of expression, internal consistency and impact, keeping the audience in mind. Conceptualizes themes and approaches, ensuring consistency with internal guidelines; solicits and evaluates materials from different sources.

    Copy editor

    A copy editor checks the accuracy, internal consistency and logical flow. This includes ensuring grammatical accuracy, and consistency in capitalization, spelling, abbreviations, numbers, calculations, endnotes or footnotes, bibliographies and reference lists, tables of contents, cross references, titles and other sequences, graphs, figures and tables. A copy editor ensures that the text is clearly written. They must watch out for repetitions, clichés and incorrect verb tenses. The copy editor also verifies that all elements of a publication, including the front and back matter, are included and correct. The copy editor ensures that house style is maintained throughout the work.

    Proofreader

    The proofreader’s primary function is to compare the master copy with the proof. This means that the proofreader compares the first proof (i.e., the layout or design copy in PDF) against the final manuscript (i.e., the document in Microsoft Word) to ensure that all the text in the Word document has been accurately reproduced. They mark any corrections or changes directly onto the page proof and check subsequent versions of the document to ensure that the revisions have been accurately reflected and that no new errors have been introduced. Like a copy editor, a proofreader should have a keen eye for details and sound knowledge of the relevant language. The proofreader should have some knowledge of basic graphic design principles, so that they are able to spot any design issues that are of concern, or that do not correspond to organizational branding guidelines.

    Responsibilities of UNICEF:

    Provide the necessary guidance required to support success, including due supporting documentation (e.g., latest iteration of the UNICEF Style Book).
    Respond to follow-up questions and requests for clarification in a timely manner to enable the consultant to meet requested deadlines.

    Estimated duration of LTA

    The duration of the LTA is 24 months.

    Scope  

    The Public and Private Partnerships (PPP) Section of the Eastern and Southern Africa Regional Office (ESARO) provides guidance and technical support to 21 Country Offices and Regional Office Technical Sections on engagement with public and private partners.  
    In addition to developing and stewarding regional/multicounty partnerships and regional-level relationships, the Section also ensures that high quality proposals and reports are developed and supports regional and country offices in critical periods of the year in this regard. In addition, there is a need to enhance knowledge management system for the growing and complex resource mobilization needs in the region, which is building on the existing knowledge management efforts and takes into consideration the lessons learnt so far to share information and knowledge efficiently and effectively in a growing ecosystem of partners in the region.  
    In this context, ESARO PPP section is seeking the services of an inter to support proposal and reporting development, including for the key emergency contexts as well as to strengthen knowledge management and information sharing with country offices in the partnership ecosystem. The Intern will also be able to provide more focused support to the prioritized country offices with resource mobilization needs.  

    Main tasks and responsibilities 

    Support knowledge management activities relevant to public and private sector engagement, ensure timely collection and dissemination of partner intelligence and mapping on a continuous basis to guide resource mobilization and partnership priorities and discussions with relevant partners.  
    Co-authoring of donor communications content such as newsletters, articles, and social media channels.   
    In coordination with PPP and regional teams, provide technical support to prioritized Country Offices in the development of resource mobilisation documents, and provide support with quality donor reporting, recognition and visibility, etc. as needed.  
    Conduct surveys with the respective regional country offices and regional colleagues on the needs and gaps when it comes to partnerships.  
    Support the organization of the Regional Partnerships Network Meeting in Q4 2023.  
    Prepare briefings, one-pagers and presentation materials as needed.

    Purpose for the job:

    Under the guidance and general supervision of the Chief of Planning, Monitoring and Evaluation Section, the Planning and Monitoring Specialist provides support to country office and county-based colleagues and internal and external partners and stakeholders throughout the programming processes. These encompasses technical, administrative, and operational support to ensure that Decentralized Governance; and Resilience Building including the Development-Emergency Nexus are mainstreamed within the country programme. It is important that the planning and monitoring processes are integrated in UNICEF’s advocacy, policies, programmes, and humanitarian work.
    The Specialist contributes to achievement of concrete and sustainable results on Decentralization and Resilience building including Development-Emergency Nexus related programmes/projects according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework.

    Support to programmes development and planning

    Update the situation analysis by conducting assessments to establish evidence-based data for devolution across the counties in Kenya to promote decentralization and participation of the counties for Planning and monitoring results within the programmes/projects.
    Provide technical support in the pr ocess of CO programme formulation, planning, and preparation by providing input, advice and operational support on integration of decentralization policies and frameworks ensuring crosscutting issues such as gender, disabilities, the rights of minority and marginalized groups are considered within the country and county level programmes and projects.
    Coordinate in establishing specific goals, objectives, strategies, and implementation plans for the development-emergency nexus programmes/projects using results-based planning terminology and methodology (RBM). Prepare relevant documentations for programme review and approval.
    Work closely and collaboratively with colleagues and partners to discuss methodologies and to assess national priorities/competencies to ensure the achievement of concrete and sustainable results.

    Programme management, monitoring, and delivery of results

    Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators and measurements to assess and strengthen performance accountability, coherence, and delivery of sustainable results on decentralization and resilience building.
    Participate in monitoring and evaluation exercises, programme reviews and annual reviews with government and other counterparts to assess progress and to determine required action/interventions to achieve results.
    Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in programme and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
    Actively monitor devolution, resilience building and development-emergency nexus programmes/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks, and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
    Monitor and verify the optimum/appropriate use of programme resources (financial, administrative, and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability, integrity and ensuring timely reporting and liquidation of resources.
    Prepare regular/mandated programme/project reports for management, donors, and partners to keep them informed of programme progress.

    Technical and operational support to programme implementation

    Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and country office partners/donors on policies, practices and methodologies on devolution, resilience building and development-emergency nexus to support programme management, implementation, and delivery of results.
    Participate in programme meetings including programme development and contingency planning to provide technical and operational information, advice, and support.
    Draft relevant policy papers, briefs and other strategic programme materials for management use, information and/or consideration
    Networking and partnership building
    Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders, and global partners/allies/donors/academia both at national and county level through active networking, advocacy, and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results on devolution, resilience building including development-emergency nexus and participation initiatives.
    Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on devolution and resilience related issues to collaborate with inter-agency partners/colleagues on UNSDCF planning and preparation of programmes/projects ensuring organizational position, interests and priorities are fully considered and integrated in development planning and agenda setting including emergency preparedness.

    Capacity building, innovation, and knowledge management

    Organize and implement capacity building initiatives to enhance the competencies of office colleagues (both KCO and County offices), clients/stakeholders to promote sustainable results on;
    Devolution,
    Resilience building and development-emergency nexus, and
    Planning, Monitoring, and Evaluation/ RBM especially at county or sub-national level.
    Apply/introduce innovative approaches and good practices on Devolution, Resilience building and development-emergency nexus to build the capacity of Kenya country office including the county level colleagues, partners, and stakeholders and to support the implementation and delivery of concrete and sustainable programme results.
    Keep abreast, research, benchmark and implement best practices on Devolution, Resilience building including development-emergency nexus. Assess, institutionalize, and share best practices and knowledge learned.
    Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes and projects.

    To qualify as an advocate for every child you will have:

    An advanced university degree in one of the following fields is required: anthropology, psychology, sociology, public administration, education, or another relevant technical field.
    A minimum of 5 years of professional experience in local government planning, monitoring and evaluation systems strengthening, mainstreaming of child rights in decentralized systems and resilience building related areas including development-emergency nexus is required.
    Experience working in a developing country and emergency is considered as an asset.
    Relevant experience in a UN system agency or organization is considered as an asset.
    Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

    Technical knowledge:

    Knowledge and familiarity with UNICEF work.

    How can you make a difference?

    The position makes decisions on the objective, scope and methodology for audit. It also makes decisions regarding the quality of evidence and actions to address risks identified by assurance and advisory activities. These decisions are critical in assessing UNICEF governance, risk management and controls and strengthening delivery of results for children.

    Leadership of Unit: 

    Provide leadership of the unit including oversight of the unit’s overall portfolio of work (audit and advisory engagements). Manage and provide strategic direction to individual staff assigned to the unit and to engagements in the Chief’s portfolio. Ensure audit and advisory engagements are conducted in accordance with applicable standards and other requirements as well as the OIAI Charter and are based on approved engagement plans. Ensure outputs of the unit are of the highest quality and effectively communicate audit and advisory results. This entails using best practices and methodologies including an agile approach and ensuring audits conducted by the unit are risk-based, efficient, and focused on achieving maximum value and impact for UNICEF.     Thematic Focus:

    Leadership of OIAI and the Audit Section:

    Participate in and contribute to the management of the Internal Audit Section and as a member of the OIAI leadership team. This includes providing senior level contribution to the Section’s risk-based work planning activities, identifying and responding to emerging risks, and ensuring the preparation and updating of the Section’s Work Plan. This also includes serving as a thought leader, both inside UNICEF and externally, on the evolving role of internal audit within similarly situated organizations, and keeping abreast of innovations, developments and best practices in internal auditing to facilitate continuous learning and improvements in the work of OIAI. This also includes contributing to and leading the Section’s development and implementation of standard operating procedures, as well as the application of the International Standards for the Professional Practice of Internal Auditing and their implication for oversight in the United Nations System. Professional accreditation (e.g. CPA, CA, ACCA, CIA, or CISA) from a recognized professional body is preferred. A first-level university degree (Bachelor’s or equivalent) in the specified fields with  12 years’ experience in auditing, may be accepted in lieu of the advanced university degree.
    At least ten (10) years’ experience in auditing (e.g. financial and performance, and/or operational) is required. Extensive experience in a directly related field may also be acceptable.
    At least five (five) years’ experience in managing teams and complex assignments in multi-cultural environment, government and recognized international organizations will be an advantage.

    Currently across Eastern and Southern Africa (ESA) young people are facing unprecedented times around learning and employment, with the rapidly changing nature of technologies, migration, labour markets, the environment, political contexts and the aftermath of the COVID-19 pandemic. Key stakeholders are increasingly exploring new ways to support young people with learning, engaging, connecting, and working. Viable, scalable and evidence-based solutions and innovations are required to reduce the impact of extended interruptions and on-going challenges to education and livelihoods faced by young people. Within the over-arching framework of ESA’s regional priorities and education flagship programme, there is an important and growing need to strengthen results and investments in opportunities for and with all young people, contributing to learning, skilling and school- to-work transitions.
    Under the overall guidance and direction of the Regional Education Specialist, Adolescent Skills & Employability, the main purpose of this role is to provide coordination and backstopping for robust operational research, thought leadership and knowledge management to accelerate this new and growing agenda in the region. This role will enhance guidance and evidence-based programming to country teams and HQ/Regional Office counterparts and respond to interests and investments of partners.
    The Programme Officer will support the multiple demands and requests for programming information and support within the Skills & Employability portfolio by developing and maintaining robust knowledge management and rolling-out operational research of relevant areas of work om the region. He/She will provide coordination/administrative support, quality assurance and knowledge generation/management and technical assistance to strengthen and expand the Skills & Employability agenda across ESAR.

    The successful individual will be responsible for the following key accountabilities:

    Coordination of large-scale operational research on skills & employability in the region

    Oversee all related administrative, roll-out and reporting processes for the operational research (including for the ADA and PROSPECTS research initiatives).
    Ensure high quality research inputs from partners and compilations of inputs for various required reports to donors and within UNICEF, as required.
    Manage the day-to-day research contracts and activities, with partners (including academia and service providers) and within UNICEF.
    Facilitate the upcoming dialogues and events for thought-leadership and ‘South-South Learnings,’ including promotion of research findings, evidence and products to a wide-range of stakeholders. 
    Stay up-to-date on relevant research topics (e.g. the ‘circular economy,’ green skilling and jobs, digital learning-to-earning).   

    Coordination and support for strategic learning, evidence generation and Knowledge Management

    Support the Regional Office with the development of evidence-based ‘learning to earning pathways’ and ‘Multiple Flexible Pathways’ aligned with C4C priorities, GenU priorities, Yoma vision, with Country Offices and new partners; this will include identifying and developing required guidance materials and products on high potential areas, such as the ‘circular economy,’ green skilling and jobs, digital learning-to-earning.
    Support the Regional Office in identifying, designing and monitoring evidence generation for advocacy, programme development and resource mobilization.
    Prepare and support global and regional events, forums, consultations in ESA on adolescent skills & employability.
    Lead the processes of documenting lessons learned, good practices and innovations of relevant programming areas of skills & employability (remotely and in the field).

    Support with technical assistance to Country Offices and Partners

     Map, update and monitor country and regional results on skills & employability (including contributions to the Regional Priorities/Education Flagship programme).  
    Identify and support the CO technical requests/plans; specifically, develop strategic KM activities and plans based on these requests.

    Lead and/or support the evidence-based programme planning on gender and PSEA including during emergencies, incorporating robust measurement and evaluation of results – especially in the event of the Country Programme development and Mid-Term Review.
    Provide technical leadership on integration of gender into country programming phases, including strategic planning, strategic moments of reflection, CPDs, CPMPs, mid-term reviews, extended annual reviews, programme component strategy notes and in the programmatic assessment and institutional strengthening components of gender reviews
    Undertake and follow up the recommendations of Gender Programmatic Review as well as Gender audit during emergencies;
    In collaboration with sectoral colleagues, identify the areas of focus for gender programming with the greatest potential for impact and scale, in alignment with the GAP and the country/regional priorities.
    Work with sectoral counterparts to incorporate sound gender indicators and measures in programme and policy initiatives, proposals, and advocacy efforts and assist in developing gender-sensitive and transformative theories of change models for sector and cross-sectoral programming.

    Program management, monitoring and delivery of results (including emergency contexts)

    Provide technical support in indicator identification, measurement and performance tracking as it relates to gender mainstreaming and the Targeted PSEA Gender Priorities, in collaboration with Planning, M&E and planning section and sectoral teams.
    Lead cross-sectoral collaboration and coordination on key programmatic results on PSEA, gender, ensuring coherence, maximization of synergies and efficiency in utilization of resources and delivery of results
    Support the strengthening of data systems and collection, as well as accountability mechanisms to monitor and evaluate progress on gender results.
    Support high quality reporting on PSEA and gender results, and a biannual performance review of GAP specified results.
    Work closely with evaluation colleagues to effectively integrate data collection, tracking, analysis and reporting on the indicators for the GAP into programme results and gender performance benchmarks into M&E systems.
    Support and strengthen the quality of research and evidence building on gender related programming, bringing in the latest learning and insights from the field of gender and development, and putting in place a coherent, well-prioritized research agenda in alignment with the GAP.
    Oversee the planning and implementation of the gender reviews and make sure that the recommendations that come out of the gender review are integrated into the Country Programme strategy and action plans and humanitarian strategies and action plans in emergency contexts.
    Actively represent UNICEF in relevant coordination bodies at the inter-agency level (gender theme group or other networks, GBV cluster if relevant), participate as a member of steering committees, and provide close oversight of inter-agency joint programmes
    Ensure the office fully implements PSEA action plan in accordance with the UN-wide system PSEA network action plan on awareness raising, prevention, community-based complaints mechanisms, and victims’ assistance.

    Advisory services and technical support

    Provide technical support and guidance to national government, NGOs, UN Agencies and other country-level and local-level partners on aspects of gender programming and to ensure incorporation of gender indicators and measures in programmes/projects, policy initiatives, proposals, and M&E systems.
    Coordinate the PSEA actions for UNICEF, including provision of technical support and guidance to sectoral PSEA focal points and alternates at national and field level, provide continuous support for the improvement of partners capacity in preventing and responding to SEA and support implementation of the PSEA country action plan
    Provide technical support and advocacy to reporting and follow-up on international and regional gender equality commitments made by the countries
    Support the development of adequate emergency preparedness measures, updating of contingency plans and establishment of early warning mechanisms that reflect gender needs.
    Support the development and of sex-disaggregated databases on information crucial for the planning and implementation of emergency plans.
    Support the development and deployment of emergency training that incorporates gender issues and relevant strategies.
    Lead and/or participate in needs assessment missions on gender, and in the event of an emergency, be deployed as a member of the Emergency Response Team.
    Identify implementing/operational partners and establish implementing arrangements in order to ensure an effective, gender-inclusive emergency response.

    Advocacy, networking and partnership building

    Liaise and consult with sections, government and other external partners (civil society, NGOs, UN Agencies, private sector) to identify areas for convergence, and develop and reinforce partnerships on PSEA and in gender programming.
    Forge and support internal and external partnerships and networks in the development of harmonized, gender-transformative programme interventions.
    Build strategic alliances for gender equality with various partners, including institutional links with UN agencies and other relevant entities.
    Collaborate with other UN agencies and partners to enhance robust gender results in sectoral programmes at the country level. If necessary, represent UNICEF in external meetings on gender integration into sectoral and cross-sectoral results, including UN Country Team meetings and UNDAF/UNAF preparations.
    Lead mapping of potential new partnerships and leverage existing partnerships to accelerate GAP implementation at the country level in determined priority areas.

    Innovation, knowledge management and capacity building

    Initiate documentation and sharing of the country-level experience in PSEA and gender programming and lessons learned, which will be shared with internal network and external partners and utilized for South-South cooperation.
    Represent the gender section at sectoral, country-level and regional-level network meetings, and ensure best practices on gender programming according to 5 GAP principles are highlighted in these forums
    Bring best practices in PSEA and gender programming and measurement to the attention of senior management and sectoral colleagues, as well as Regional Gender Advisor and gender section staff at HQ
    Support and conduct innovative research on gender at the country-level
    Support Regional Gender Advisor in advancing the technical and research capacity of country-level staff, offices and programs on gender to continue to build evidence base for programming and to ensure continuous capacity in gender at Country Office level.
    Support management and HR in the development of systems, tools and processes that enable staff members and external partners to enhance their understanding and adoption of gender sensitive behaviors and to support implementation of the GAP.

    Advanced university degree (Masters or higher) in human rights, gender studies or any other social sciences (i.e. sociology, demography, psychology, political science, social policy or economics).

    Minimum eight years of progressively responsible professional experience and demonstrated track record of having undertaken and led substantive programming and research on gender and development in key issue areas that are the focus of PSEA and UNICEF’s Gender Action Plan.
    Experience in designing, implementing, managing, and delivering results-based programmes on gender and development or any other cross cutting programme, especially at country/field level, experience in emergency response is an asset.
    Experience in emergency context, in particular in Gender-Based Violence in Emergency (GViE).
    Fluency in English and Swahili is required. Knowledge of another local language is an asset.

    Technical Knowledge:

    Strong substantive, technical, programmatic and research skills in gender along with sectoral expertise in at least one of the following sectors: Health, Education, WASH, HIV/AIDS, Protection, Social Policy, C4D, ECD, or combined expertise in Adolescents.
    Substantive knowledge on human rights agenda, with particular attention to the right to protection from exploitation, abuse and all types of violence;
    Experience and knowledge in Gender Based Violence, including during emergencies (GBViE).
    Proven ability to work on sensitive gender and PSEA issues in a variety of organizations or contexts.
    Proven ability to connect sectoral issues and programmatic approaches on gender; experience with this in emergency contexts an asset.
    Substantive knowledge and experience integrating gender into humanitarian responses and programming, including needs assessment, programme implementation and monitoring, an asset.
    Proven rigor in analytical, conceptual and programme design skills relevant to gender and development with an understanding of theories of change and path from intervention to results.
    Demonstrated experience in conducting rigorous research and analysis on gender, including quantitative research methodologies, and monitoring and evaluation.
    Wide knowledge and understanding of country/regional/global gender equality issues, specifically relating to children and women, and the current trends, methods and approaches. Familiarity and work experience in the country/region of preferred placement also an asset.
    Demonstrated success in developing proposals and securing resources for programme and research initiatives with a strong gender component.
    Ability to contextualize and be able to translate the approaches into practicable programme design in complex environments where gender issues are often sensitive to raise within certain national contexts
    Excellent written and oral communication skills, including an ability to write succinctly and clearly and speak in public forums compellingly and with confidence.
    High level of initiative and independence in ability to undertake complex tasks while proactively seeking relevant input, cooperation, and guidance from key constituents.
    Experience and demonstrated ability to motivate others and create and encourage a climate of teamwork and collaboration across sectors and in a multi-cultural environment.
    Ability to make effective use of political processes to influence and persuade others inside and outside UNICEF and negotiate a desired direction and/or outcome
    Ability to think outside the box, generate new ideas, approaches, or insights and develop innovative ways to undertake projects and initiatives, shape solutions to problems.
    Strategic thinker who can pull disparate ideas into a cohesive vision, strategy, plan that is positive and compelling for other to join, collaborate, and implement.
    Proven ability to build rapport with individuals and groups and maintain an effective network of individuals across organizational departments as well externally
