    Purpose Of The Job

    Reporting to the health senior advisor outposted to Geneve and leading Centre for Health Emergency Strategy & Partnerships (CHESP), the technical specialist will support the division efforts to prepare for- and respond to- public health emergencies (PHEs) – striving for equitable access to affordable, acceptable and geographically accessible and quality medical countermeasures. The Technical specialist will be outposted to Nairobi to support the key structural shift in the 2022-25 Supply Division OMP and deliver on the localization agenda through providing technical expertise and coordination including product technical support aiming to overall strengthening of Health Emergency Preparedness and Response in the region and in support to key UNICEF regional initiatives (Africa CDC MOU, Pandemic Pool, and Global Health Initiative (GHI)).

    Summary Of Key Functions/accountabilities

    Coordinate Supply Division public health emergency multisectoral response and preparedness in East Africa.
    Develop surge PHE technical support for ESR.
    Develop and review technical supply specifications and requirements to ensure completeness and appropriateness and support local sourcing. Advises requesting offices on technical matters relating to the commodities for public health emergency supplies to support country response. Clarifies inadequate specifications with requesting office, proposing substitute or alternative as necessary.
    Develop ad hoc country communications materials given evolving public health emergency and related supply stock situations.
    Collaborate with Programme Group and/or other UN agencies in promotion and improvement in use, availability and appropriateness of product and service.
    Coordinate the supply function for PHE in field offices by assisting in monitoring and evaluation of supply inputs to UNICEF PHE preparedness and response.
    Conduct periodical review of the emergency supply list to inform the strategic role for SD PHE team.
    Develop internal and external partner network around operational supply across all sectors for public health emergencies in the ESAR.
    Develop strategic data compilation on products needed across all sectors for public health emergency response and preparedness and its supply operations in the region.
    Conduct market research, provide analyses, background information, recommendations for improving the suitability and range of products within specialized area, resulting in more appropriate equipment, better delivery, and lower costs. Investigate world markets, maintain resource files on a global basis, recommending new areas of purchase.
    Conduct research, evaluation, and promotion of the development of new technologies when appropriate, to improve response to public health emergencies.

    Education: An advanced university degree in health sciences, nursing, pediatrics, public health or relevant discipline. A completed 1st University Degree (Bachelor’s Degree) health sciences, nursing, pediatrics, public health or relevant discipline along with 10 years of relevant experience, may be accepted in lieu of an advanced degree.
    Studies in maternal, new-born and child health will be an asset.
    Experience: Minimum eight years of progressively responsible professional experience in a technical field of health and/or medical device programming or procurement.
    At least three years of progressively responsible professional experience in a technical field of health and/or medical device procurement at the international level.
    Knowledge of medical devices including standards, regulatory requirement and/or essential medical devices in integrated child health services.
    Knowledge of medical devices systems and products, worldwide sources, suppliers and markets.

    How can you make a difference?

    Under the overall supervision of the Regional Health Adviser (RHA), the incumbent is responsible for leading the technical support and strategic direction on public health and health in humanitarian emergencies.

    Key function, accountabilities, and related duties/tasks
    Management and advisory support to the Regional Adviser

    Provide timely and pertinent advice to the Regional Adviser (RA) in establishing the public health emergency components of the annual work plan, determining priorities, targets and performance measurements. Coordinate work progress, monitoring and ensure results for public health emergency are achieved. according to schedule and performance standards, and report to the RA critical issues for timely action. Provide technical assistance and advice to colleagues in the section on programming and implementation and lead the technical work of the cross sectoral team on public health emergencies to enable UNICEF to achieve its performance objectives.

    Programme development and planning

    Provide technical support and guidance for the preparation, design and updating of the public health emergency related elements of regional and country situation analysis to ensure comprehensive and current data informs and guides the development, design, and management of programmes. Provide support to country offices for the development of health components of humanitarian response plans, outbreak preparedness and response plans, HACs, other appeals, proposals and other emergency related documents.

    Programme management, monitoring and delivery of results

    Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators, and other UNICEF/UN system indicators and measurements to assess and strengthen performance accountability, coherence, and delivery of concrete and sustainable results for the assigned sector in health programmes. Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results. Prepare and assess monitoring and evaluation reports to identify gaps, strengths and/or weaknesses in programme management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals. Prepare regular and mandated programme/project reports for management, donors, and partners to keep them informed of programme progress.

    Advisory services and technical support

    Collaborate and consult with key government officials, NGO partners, UN agencies and other country office partners/donors on policies, strategies, best practices, and approaches on public health emergency-related issues to support programme development planning, management, implementation, and delivery of results. Participate in strategic programme discussions and planning to provide technical advice and contribute to policy discussions and agenda setting to promote health in the areas of emergency preparedness, response, and resilience. Prepare policy papers, briefs and other strategic programme materials on public health emergency prevention, preparedness and response for management use, information and/or consideration. Participate in emergency preparedness initiatives, contingency planning, and emergency response in country (surge) or where designated, including by monitoring and assessing emerging and ongoing public health threats. Coordinate and provide technical assistance to the 21 ESA region countries, identifying and addressing support needs, including in long term.

    Advocacy, networking, and partnership building

    Build and sustain strategic partnerships with health sector, UN agencies, government counterparts, national stakeholders, global and regional entities (Africa CDC, Regional Economic Communities) and partners, allies, donors, and academia focusing on public health emergency prevention, preparedness and response through active networking, advocacy, and effective communication. Prepare communication and information materials for programme advocacy to promote awareness, establish partnerships/alliances, and support fund raising for health programmes in the context of humanitarian emergencies or public health emergencies. Participate and/or represent UNICEF in appropriate inter-agency discussions and planning on health-related issues to collaborate with inter-agency partners/colleagues on planning and preparation of health programmes/projects, ensuring organizational position, interests and priorities are fully considered and integrated.

    Innovation, knowledge management and capacity building

    Keep abreast, research, benchmark, and implement best and cutting-edge practices in public health emergency and humanitarian health. Institutionalize, document, including through peer reviewed journals, and share best practices and knowledge learned. Contribute to the development of approaches, strategies, policies, and procedures and introduce innovation and best practices to ensure optimum efficiency and efficacy of health emergency programmes. Lead, plan and implement capacity building initiatives to enhance the competencies of public health and cross sectoral health emergency country office staff, government, and other stakeholders to promote and deliver results on public health and humanitarian emergency related actions and programmes. Maintain the public health emergency rosters ensuring inclusion of subsection for national staff and external consultants with relevant skills and experience. Periodically review and update, including by publishing an expression of interest as required.

    A minimum of eight years of relevant professional experience in public health and humanitarian emergency preparedness and response and other areas in health.
    Experience working in a developing country in the African Region is essential.
    Experience should include coordination and strategic partnerships, risk assessments, planning, programming, implementation, monitoring and evaluation of public health emergency programs within epidemiology and disease control, expertise mainly in: epidemic prone diarrhoeal diseases, viral haemorrhagic diseases; vaccine preventable diseases. Knowledge of the International Health Regulations (IHR) 2005 framework and its implementation in member states.
    Developing country work experience and/or familiarity with emergency is considered an asset.
    Experience working at the district level is an asset.
    Relevant experience in a UN system agency or organization is considered is an asset

    How can you make a difference?

    The Health Manager/Primary Health Care Coordinator (HSS) reports to the Regional Advisor Health. S/He provides technical guidance and operational support to countries in the region throughout the programming process to facilitate the achievement of concrete and sustainable results, according to plans, allocation, results based-management approaches and methodology (RBM), organizational Strategic Plans and goals, standards of performance, and accountability framework.     Programme development and planning

    Programme management, monitoring and delivering of results

    Establish monitoring benchmarks, performance indicators, and other UNICEF/UN system indicators and measurements to assess and strengthen performance accountability with internal and external partners. Actively monitor programmes/projects through field visits, surveys, and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks, and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution. Provide technical support and capacity building of country teams to monitor and evaluate the implementation of the strategic frameworks and operational plans and assist country offices in demonstrating and reporting on results on key indicators ensuring compliance with the commitments made by UNICEF; including progress towards SDGs and Core Standard Indicators (CSIs)

    Advisory services and technical support

    Collaborate and consult with key government officials, NGO partners, UN system partners, and other partners/donors on policies, strategies, best practices, and approaches on health-related issues to support programme development planning, management, implementation, and delivery of results. Ensure quality assurance of country offices programming, documentation – situation analysis, CPD, CPAP, MTR, thematic evaluations, etc. – and country programme implementation.

    Advocacy, networking and partnership building

    Build and sustain effective close working partnerships with health sector government counterparts, national stakeholders, UN inter-agencies partners, as well as global and regional partners, allies, donors, and academia. Promote awareness, establish partnerships/alliances, and support fund raising for health programmes (system strengthening and PHC maternal, neonatal and child survival and development). Develop proposals for additional resource mobilization and reporting to donors. In support of COs and RO and in coordination with HQ, organize monitoring visits, and produce documentation that can be used for fund-raising and advocacy purposes

    Purpose for the job:
    The Regional Adviser, Child Protection reports to the Deputy Regional Director for general guidance and direction. The Adviser serves as an authoritative and expert adviser to the Regional Director, Deputy Regional Director, the Regional Management Team, Country Offices and Government institutions/officials on strategies, policies, approaches, best practices and knowledge on child protection and related issues, including corporate priorities related to the Prevention of Sexual Exploitation and Abuse (PSEA) and Mental Health and Psychosocial Support (MHPSS). S/he has also a coordinating responsibility regarding Child Rights Agenda while being the main focal point on the CRC.     Drafting of vacancy announcements to attract the ideal candidates for the role

    Monitoring of learning and development taking place within the regional office including SDC planned trainings, individual learning requests, development assignments and completion of orientation programme.
    Management the office orientation programme and update of the orientation site.

    Support in Organizational Design and Job Classification

    Provides support in the review of specific GS job descriptions (JDs), ensuring effective application of ICSC methodology.
    Submits JDs via job classification system to the Regional Chief of HR for review and approval.
    Monitors regional classification to ensure timely and efficient classification and to address any delays that may arise.
    Supports the review and classification of ESARO JDs by supporting HRBPs in the signature process and submission to GSSC via the job classification portal.
    Ensures all JDs are archived in SharePoint for monitoring and ease of access.

    Administration of Consultants

    Support sections in the processing of consultancies by providing guidance to sections and Programme Associate and through the review and approval of purchase requisitions.
    Guide staff on the information available on consultants via the Consultancy Standard Operating Procedure (SoP) and work with relevant HRBPs on Terms of References (ToRs).
    Support the other HR Associate in their absence with the creation of contracts and communication with recruited consultants and Kenya CO HR team for seamless processing of contacts. Support contract amendments and extensions of contracts as and when required.

    Administration

    Support the HR section in administrative activities including management of the section leave plan, travel, and office related activities such as office supplies and management of HR e-mail lists.

    Additional Support

    Provide support to the Regional Chief of HR or other staff in the HR section on ad-hoc activities as needed.

Formulate, design and prepare programs/projects proposal for the ending harmful practices, ensuring alignment with the overall UNICEF’s Strategic Plans Regional and Country Program and coherence/integration with UN Development Assistance Framework (UNDF), regional strategies and national priorities, plans and competencies.
    Establish specific goals, objectives and strategies and implementation plans for the ending harmful practices portfolio using on results-based planning terminology and methodology (RBM). Prepare required documentations for program review and approval.
    Work closely and collaboratively with internal and external colleagues and partners to discuss strategies and methodologies and to determine national priorities/competencies to ensure the achievement of concrete and sustainable results.
    Provide authoritative technical and operational support throughout all stages of programming processes to ensure integration, coherence and harmonization of programs/projects with other UNICEF sectors and achievement of results as planned and allocated.

    Programme management, monitoring and quality control of results

    Plan and/or collaborate with monitoring and evaluation initiatives to establish benchmarks, performance indicators and other UNICEF/UN system indicators, to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for the ending harmful practices portfolio.
    Provide technical expertise to monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts to assess progress and to engage stakeholders to take required action/interventions to achieve results.
    Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in program and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
     Monitor programs/projects to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
     Plan, monitor and control the use of program resources (financial, human, administrative and other assets) certifying/verifying compliance with organizational rules, regulations and procedures, donor commitments and standards of accountability and integrity. Ensure timely reporting and liquidation of resources.
    Submit/prepare program/project reports to donors and other partners to keep them informed on program progress and critical issues.

    Advisory services and technical support

    Provide technical advice to key regional bodies, INGO, UN system and other country office partners on policies, strategies, best practices and approaches on ending harmful practices and violence against boys, girls and women.
    Coordinate/ensure the availability of technical experts (with HQ and RO) to ensure timely support throughout all stages of programming/project processes and integration of the sectoral programme with other sectors.
    Participate in strategic discussions to influence policy and agenda setting for combating poverty and all forms of discrimination against adolescent girls / women / children by advising on and advocating strategies and approaches to promote/catalyze social changes for a protective environment for child survival, development and well-being in society.
    Prepare policy papers, briefs and other strategic program materials for management use, information and consideration.
    Participate in regional discussions on child protection emergency preparedness, programming and contingency planning to ensure proactive and appropriate response are in place to meet onset of emergencies regionally.

    Activities and Tasks:
    Under the guidance of the supervisor the consultant will be expected to implement the following activities:

    Prior to the workshop: Have consultations with HR Manager, HRDC GS Staff Champions and ESAR GS Staff Representatives Chairperson to gain insight on career development gaps/needs and office dynamics and focus training content/activities to address these.
    During the workshop: Facilitate discussions and lead activities among participants to create an enabling environment conducive for discussions that will yield a 2023 career development workplan and activities for ESAR GS Staff.

    How can you make a difference?
    Under the direct supervision of the ICT Manager (Programme Effectiveness), the T4D Specialist provides professional, technical, operational, and administrative support in the identification, assessment, and integration of technology into UNICEF programming. It provides recommendations on whether or not the project should proceed and outlines any potential risks or challenges that need to be addressed.
    Presentation to UNICEF is required to communicate the project’s progress and outcomes. This presentation should summarize the project’s findings and conclusions and provide an opportunity for stakeholders to provide feedback and input on the project’s future direction.
