    The consultant will be requested to review the available materials, develop a 10-month mentorship, including the needed content such as webinars and training materials for mentors and mentees.

    The Proposed Mentorship Programme Key Activities Will Include

    Organize consultations with key regional stakeholders to agree on the mentorship programme
    Designing the mentorship program, tools (including M&E tools) and implementation plan
    Launching the programme widely in the Region to identify mentors and mentees
    Develop a training module introducing the mentors to their role.
    Design introductory and closing out webinars with mentors and mentees on the programme.
    Matching of mentors and mentees within the region
    Monthly check-in sessions with all the mentors and mentees to facilitate interactive mentorship sessions, feedback, and adjustments where necessary
    Support enhancement of the mentorship program for the year 2024 including facilitation of Needs Assessment for the coaching, selection of coaches for the mentors and co-facilitate coaching sessions.
    Design mid-program review of the on-going programme.
    Develop end of program evaluation report and recommendations.

    Human Resources Development Committee will coordinate, and beneficiaries would be staff in the region.
    Work Assignment And Expected Deliverables
    The selected consultant will develop a 10 months-long mentorship program to start in February 2024. The mentor pre-program training will be delivered virtually by the consultant jointly with UNICEF staff.
    Preparation for launch of mentorship program for the year 2024.

    The consultant will draft communication and campaign material to share among all staff in the region, highlighting the program, expected commitment, benefits and the final objective. The consultant will also support in matching process of mentors and mentees and where required, outreach for identification of qualified mentors.
    The consultant will also design and deliver orientation sessions for mentees and mentors to effectively onboard them. Both sessions will not be less than one hour long.

    Management of Monthly Activities

    The consultant will schedule monthly sessions and will share outlook invites with the selected participants. S/he will, in consultation with the supervisor, identify monthly topics for the session, prepare PowerPoint Presentations and will co-deliver the monthly sessions in coordination and collaboration with the ESAR-RHR team. The consultant will also maintain AGORA Page (UNICEF’s Learning Hub) for the Mentorship Program and will troubleshoot where necessary.

    Closure of Mentorship Programme

    The consultant will bring the mentorship program to a closure through final presentation for the mentors and mentees, at the end of the program and will present guidance on how to close off the relationship in a healthy way. (The content should complement the final webinar content to be delivered to both mentees and mentors). The consultant will also conduct required survey among the participants, prepare Final Report and will submit it for approval of the supervisor before 15th of December 2024.

    Weekly summaries and monthly consolidated reports based on the required deliverables and scope of work.

    How will the consultant consult and deliver work and when will reporting be done:

    Expected number of days for the consultancy is 105 days.
    The Consultant will be based in their home location and will provide monthly deliverables based on an agreed workplan and delivery schedule. There is no expectation of travel.
    The consultant will, on a regular basis, produce a workplan for the month to be submitted the first of the month in consultation with the supervisor where the key deliverables will be outlined based on the terms of reference which will be signed by the consultant and the supervisor. Where amendments arise during the month, a formal email will be shared and attached to the monthly report.

    Performance indicators for evaluation of results
    The performance of work will be evaluated based on the following indicators:

    Completion of tasks specified in TOR
    Compliance with the established deadlines for submission of deliverables
    Quality of work
    Demonstration of high standards in cooperation and communication with the mentorship participants
    Submission of reports

    Payment schedule

    All payments, without exception, will be made upon certification from the supervisor of the contract, of the satisfactory and quality completion of deliverables and upon receipt of the respective and approved invoice.
    Once monthly reports are approved and signed by the supervisor, the consultant will issue a receipt for payment against the approved monthly report.

    Work Experience

    At least 5 years of prior experience in instructional design including work samples that demonstrate both online and virtual development experience. (25%)

    Language

    Fluency in English both excellent written and verbal skills are required. Knowledge of another UN working language is an asset. (10%)

    More Precisely, The Incumbent Will

    Initiate and prepare detailed situation and risk analyses of trends and possible emergencies in the Eastern and Southern African Region.     In conjunction with the other Regional Advisers, participate in reviews and evaluations of UNICEF emergency-related responses in the region. Support and encourage emergency-related monitoring and evaluations. Implement emergency activities-related monitoring and evaluations, including development, field testing, and application of new tools and methodologies. Participate UNICEF emergencies After Action reviews and evaluations in the region, as well as regional and global policy reviews of such responses.
    Manage the Humanitarian Action Resilience and Peacebuilding Section within the Regional Office.     Administrative Issues

    Some travel may be required on the African continent and for partner meetings elsewhere as needed.
    All travel (in case of any) will be by most economical fare and reimbursement will be as per UNICEF policy.
    The consultant is expected to be home (or Nairobi) based with potential travel depending on COVID- 19 travel restrictions for which the UNICEF office would cover subsistence allowances and travel costs. If the consultant is required to quarantine while traveling, UNICEF will pay for the quarantine if not organized by the host country.
    Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid- 19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.     Goal And Objective
    Under the supervision of the ESARO Programme Specialist (Climate), the consultant will:

    Assess the inclusiveness or lack thereof of UNICEF’s climate action programming in ESAR, including relevant frameworks and guidelines, capacity and practices.
    Map lessons learned from other UN agencies, INGOs and CSOs that UNICEF can use to inform its climate action programming
    Provide recommendations to ensure UNICEF’s climate action programming in ESAR is inclusive of children and young persons with disabilities.

    Provide Details/reference To AWP Areas Covered

    The AWP activity “BMZ/KFW MULTI-SECTORAL CLIMATE RESILIENT HUB” is one of the key areas of implementation for the Climate Resilience Hub. At the same time disability inclusion is highly prioritized and this consultancy will strengthen the programming in that regard.

    Activities And Tasks

    The primary task of the consultant is to review UNICEF’s climate action programming in ESAR for its disability inclusiveness, and map lessons learned from other UN agencies, INGOs and CSOs that UNICEF can use to inform its climate action programming. The end goal of the assignment is to produce a technical guidance document for disability inclusive climate action programming in ESAR strengthening capacity of Country offices to plan, implement and monitor disability inclusive climate action programming.

    The Methodology Should Include The Following Steps

    Step 1. Desk review. The consultant will review relevant evidence and data on the impact of climate change on youth with disabilities, data (where available), and policy and programme documents provided by country offices.
    Step 2. Data collection and analysis. The consultant will develop a tool to collect feedback from UNICEF country offices, other UN agencies, relevant government counterparts, relevant international development agencies and organizations of persons with disabilities in the countries. The tool will be used to compile feedback from each country to document past and ongoing initiatives, approaches used, opportunities and challenges faced at the country level. The analysis should aim to identify the future climate action needs and areas where support is needed, including how to make them inclusive of and accessible to children and young persons with disabilities.
    Step 3. Good practices and lessons learned. The consultant will identify good/promising practices and lessons learned, if any, as well as the use of innovative approaches and develop case studies to document them.
    Step 4. Present the findings. After sharing the draft report with UNICEF and receiving feedback from the RO, the consultant will develop a PowerPoint presentation, which will be presented to relevant UNICEF colleagues via webinars.

    Step 5. Report. The Consultant Will Prepare An ESAR Report Of Maximum 20 Pages, With At Least The Following Sections Included

    Executive summary (2-3 pages)
    Impact of climate change on children and young persons with disabilities in the region and review of the level of progress of countries
    Recommendations to improve policies and frameworks to support child- and disability inclusive climate action programming
    Mapping of UNICEF programmes in climate action and the inclusiveness of children and young persons with disabilities in the region or lack thereof
    Good practice and lessons learned from other organizations
    Successes, challenges and gaps in climate action programming at the country level in view of disability inclusion, in selected countries where children are most at risk according to the Children Climate Risk Index (CCR 2021)

    Work Relationships

    The consultant will report to the Programme Specialist (Climate) at ESARO with regular virtual meetings with relevant colleagues including the Disability Inclusion team at ESARO. The consultant will engage also directly with COs, government counterparts, international development agencies and OPDs when collecting country information.

    Outputs/Deliverables

    The Inception Report will describe the strategic directions of the work, the methodology to be followed, the different steps to deliver the expected results, potential limitations, the framework/tools for information collection and analysis, and the detailed timetable that the consultant will use to deliver the main results of the study.
    The main findings of the survey/interviews with COs, government counterparts and stakeholders on the level of progress of climate action programming and initiatives at national levels according to the analysis grid used and the good practices identified.
    The report, the final deliverable, will consist of all the sections listed above. The consultant will present this work at a regional webinar to be scheduled.

    Responsibilities
    The incumbent will be a member of the Planning and Evidence Building Team, a cross cutting service-oriented unit within the UNICEF Child Protection Programme Team. Reporting directly to the Primero Lead, he/she will be a key advocate and voice for children and responsible and effective data systems within UNICEF and externally. He/she will be focal point for Country Offices, Regional Office, partners and governments in the assessment, planning, implementation, and support of the Primero system. This includes:

    Provide direct technical support to UNICEF country offices, government partners, and other implementing partners to bring Primero to global scale as a digital public good.
    Improve and standardize processes to make Primero deployments more streamlined, secure, cost-effective, and responsive.
    Provide business analysis and technical implementation services to help partners understand how to align Primero with their programming objectives to improve efficiency, data security and programme coherence.
    Support Primero extensions by distilling and documenting requirements and new use cases and ensuring alignment with the Primero Roadmap and extensibility criteria.
    Oversee software vendors and third parties in defining specifications, developing user stories and coordinate quality assurance and user acceptance testing and ensuring the quality of Primero product development.
    Effectively translate technical information and requirements into language that can be understood by non-technical counterparts with the goal of reducing the dependency on ICT colleagues and third-party software vendors. This will involve regular engagement with Technical Teams from CPIMS+, GBVIMS+ and MRMIMS+ as well as UNICEF ICTD, and other key stakeholders.
    Act as the technical lead for Primero implementations globally, providing supervision and quality assurance support to Primero regional and country offices focal points and technology for development staff.
    Act as the technical lead for Primero integrations and interoperability with other digital systems across child protection and other sectors, including government data platforms, data visualization tools, and provide guidance and leadership on integration scale, governance and sustainability.
    Coordinate releases and gather feedback from Primero stakeholders, including CPIMS+, GBVIMS+ and MRMIMS+ partners, to ensure continuous delivery of the Primero Software as a service offering
    Gather lessons learned and best practices into a body of knowledge and evidence-base for improved programming for child protection and case management.

    Coordinate and Provide Technical Field Support

    Based on the UNICEF Strategic Plan and the new 2021-2030 CP Strategy[1] supporting country offices in the strengthening of data management and case management through the configuration, deployment, and adoption of Primero as the CP sector IM platform in humanitarian and development contexts.

    Coordinate Programme Development

    Providing global front-line Primero support, including but not limited to capacity building (IMS and data protection practices), deployment, interoperability services, and adoption.
    Working together with UNICEF country offices and Steering Committees and Technical Reference Group (CPIMS SC, GBVIMS SC, MRMIMS TRG) providing support to country deployments for training and uptake. Regularly interfacing and managing communication between software vendors and CPIMS+, GBVIMS+ and MRMIMS+ Technical Teams on timelines/scheduling.
    Providing technical oversight and support to Technical Leads in Country Office/Regional Offices.

    Engage in Communication, Partnerships and Advocacy

    To qualify as an advocate for every child you will have…

    An advanced university degree (Master’s or higher) in Information technology, Social Sciences, International Humanitarian Law, Development Studies, Community Development, Public Health, Education and/or related field is required.
    A minimum of five (5) years of relevant progressively responsible professional experience at the national or international levels in Technology for Development (T4D) and/or information systems development and management, including mobile and web-based applications, with manifested capacity to manage programmes involving many stakeholders is required.
    Experience with digital information management systems for child protection case management as an administrator or deployment lead is a requirement.
    Specific experience with Primero is a requirement.
    Experience with supporting country offices in developing formal child protection case management and referral systems which are integrated through national case management information systems
    Proven business analysis experience including process modelling, requirements gathering, technical documentation writing, and Agile development practices is required.
    Prior experience in both development and humanitarian contexts is an added advantage.
    Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

    Goal And Objective
    Under the supervision of the ESARO Programme Specialist (Climate), the consultant will:

    Assess the inclusiveness or lack thereof of UNICEF’s climate action programming in ESAR, including relevant frameworks and guidelines, capacity and practices.
    Map lessons learned from other UN agencies, INGOs and CSOs that UNICEF can use to inform its climate action programming
    Provide recommendations to ensure UNICEF’s climate action programming in ESAR is inclusive of children and young persons with disabilities.

    Provide Details/reference To AWP Areas Covered

    The AWP activity “BMZ/KFW MULTI-SECTORAL CLIMATE RESILIENT HUB” is one of the key areas of implementation for the Climate Resilience Hub. At the same time disability inclusion is highly prioritized and this consultancy will strengthen the programming in that regard.

    Activities And Tasks

    The primary task of the consultant is to review UNICEF’s climate action programming in ESAR for its disability inclusiveness, and map lessons learned from other UN agencies, INGOs and CSOs that UNICEF can use to inform its climate action programming. The end goal of the assignment is to produce a technical guidance document for disability inclusive climate action programming in ESAR strengthening capacity of Country offices to plan, implement and monitor disability inclusive climate action programming.

    The Methodology Should Include The Following Steps

    Step 1. Desk review. The consultant will review relevant evidence and data on the impact of climate change on youth with disabilities, data (where available), and policy and programme documents provided by country offices.
    Step 2. Data collection and analysis. The consultant will develop a tool to collect feedback from UNICEF country offices, other UN agencies, relevant government counterparts, relevant international development agencies and organizations of persons with disabilities in the countries. The tool will be used to compile feedback from each country to document past and ongoing initiatives, approaches used, opportunities and challenges faced at the country level. The analysis should aim to identify the future climate action needs and areas where support is needed, including how to make them inclusive of and accessible to children and young persons with disabilities.
    Step 3. Good practices and lessons learned. The consultant will identify good/promising practices and lessons learned, if any, as well as the use of innovative approaches and develop case studies to document them.
    Step 4. Present the findings. After sharing the draft report with UNICEF and receiving feedback from the RO, the consultant will develop a PowerPoint presentation, which will be presented to relevant UNICEF colleagues via webinars.

    Step 5. Report. The Consultant Will Prepare An ESAR Report Of Maximum 20 Pages, With At Least The Following Sections Included

    Executive summary (2-3 pages)
    Impact of climate change on children and young persons with disabilities in the region and review of the level of progress of countries
    Recommendations to improve policies and frameworks to support child- and disability inclusive climate action programming
    Mapping of UNICEF programmes in climate action and the inclusiveness of children and young persons with disabilities in the region or lack thereof
    Good practice and lessons learned from other organizations
    Successes, challenges and gaps in climate action programming at the country level in view of disability inclusion, in selected countries where children are most at risk according to the Children Climate Risk Index (CCR 2021)
    Recommendations on how to make UNICEF ESAR climate action programming inclusive of children and young persons with disabilities

    Work Relationships

    The consultant will report to the Programme Specialist (Climate) at ESARO with regular virtual meetings with relevant colleagues including the Disability Inclusion team at ESARO. The consultant will engage also directly with COs, government counterparts, international development agencies and OPDs when collecting country information.

    Outputs/Deliverables

    The Inception Report will describe the strategic directions of the work, the methodology to be followed, the different steps to deliver the expected results, potential limitations, the framework/tools for information collection and analysis, and the detailed timetable that the consultant will use to deliver the main results of the study.
    The main findings of the survey/interviews with COs, government counterparts and stakeholders on the level of progress of climate action programming and initiatives at national levels according to the analysis grid used and the good practices identified.
    The report, the final deliverable, will consist of all the sections listed above. The consultant will present this work at a regional webinar to be scheduled.

    Advanced degree in environmental, earth science or related discipline.
    Minimum 8 years relevant professional experience, experience working in issues relating to climate action, disability, social inclusion and/or related fields in developing country contexts.
    Strong experience in research, program management, monitoring and reporting.
    Excellent interpersonal skills and previous experience communicating with partners at different levels.
    Demonstrated ability in work planning and report preparation.
    Demonstrated skills in professional high-quality writing in English.
    Experience working in the Eastern and Southern Africa region highly desirable.
    Previous experience working with UNICEF is an asset.

    Under the supervision of the Education in Emergencies (EiE) Specialist, the Education Officer will implement a variety of technical and programme tasks to demonstrate UNICEF’s global role in EiE with key stakeholders.     Contribute to identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and promote good practice to support the implementation and delivery of concrete and sustainable programme results.
    Research and report on best and cutting-edge practices for development planning of knowledge products and systems.
    Participate/support capacity building initiatives to enhance the competencies of clients/stakeholders.

    How can you make a difference?

    The Child Protection Specialist Emergency Response Team (ERT) PSEA deploys to L3 and L2 humanitarian crises, or other situations as agreed, to support UNICEF to implement its commitments to protect crisis-affected populations from sexual exploitation and abuse by humanitarian or development workers or other UN personnel.

    Purpose for the job:

    As a lead agency in addressing Protection from Sexual Exploitation and Abuse (PSEA), UNICEF has scaled up its programming on PSEA with a focus on integration of PSEA from the outset of all humanitarian response operations. UNICEF’s Core Commitments for Children outline key priorities for the organization on PSEA, and the recently updated Emergency Procedures outline the steps needed to deliver on PSEA from the outset of UNICEF’s emergency response. PSEA is embedded as an organization-wide accountability and the UNICEF’s Strategic Plan 2022-2025 includes core commitments on PSEA with core indicators used to actively monitor organization’s progress towards its PSEA commitments and priority areas. At the inter-agency level, UNICEF is playing a key role in supporting the IASC in delivering field support to Humanitarian Coordinators and Humanitarian Country Teams on PSEA. IASC and UNICEF’s PSEA priority areas are outlined in the IASC Plan to Accelerate PSEA in Humanitarian Response at Country-Level, which was delivered as part of UNICEF Executive Director’s 2018 IASC PSEA Championship and endorsed by IASC Principals, and in the IASC’s 2022-2026 Strategy and Vision on Protection from Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) that prioritizes the acceleration of results against a core set of PSEA priorities. UNICEF continues to advance the PSEA work as a key contributor to the IASC Acceleration Plan and the IASC PSEAH Strategy and Vision. UNICEF has rolled out a PSEA Results Monitoring Framework to support PSEA programming, based on the approach Championed under the IASC.
    The Child Protection Specialist ERT-PSEA will support the development, implementation, monitoring and evaluation of UNICEF’s PSEA-related emergency preparedness and response, ensuring overall efficiency, effectiveness and delivery of results in accordance with the UNICEF Core Commitments for Children in Humanitarian Action and national and international humanitarian standards. The primary focus of work will be in Level 2 and 3 emergencies. When deployed for emergency response, the ERT-PSEA will support the country team by providing guidance and direction on emergency PSEA issues and ensuring implementation of high-impact PSEA interventions in acute and chronic emergencies as outlined in UNICEF’s Emergency Procedures on PSEA, the PSEA Results Monitoring Framework, and related technical guidelines. The ERT-PSEA will also contribute support to HCs/HCTs on PSEA through the establishment or strengthening of inter-agency PSEA networks and their deliver on IASC PSEA priority results, as part of the humanitarian response.

    Provides overall technical support for the implementation of PSEA from the outset of UNICEF’s emergency response, including the establishment and strengthening of safe and accessible reporting channels for SEA; survivor-centered assistance; and accountability, including protection and assistance during investigations.
    Provide technical guidance and advice to the country representative and the country team on the development of appropriate PSEA-related policies, strategies and implementation frameworks to deliver a comprehensive package of PSEA programming, in collaboration with the country and regional offices and HQ.
    Provides support to HCs/HCTs for the establishment and strengthening of an inter-agency PSEA network or task force, with a focus on delivering IASC PSEA priority results and the implementation of UN protocols and procedures in a manner that is child and gender-sensitive.
    Support the country office to carry out a PSEA risk and situation analysis, and to integrate PSEA across UNICEF’s response.
    Provide training and capacity development for PSEA focal points and staff, including on how to report allegations of SEA and refer victims for assistance.
    Advise on the appropriate staffing (level and skills) required to deliver on UNICEF’s PSEA responsibilities for both programme and management from onset through transition from emergency (where relevant).
    Advise on immediate and ongoing supply needs and financial needs for the response, including liaison with Supply Division and contribution to resource mobilization documents (both internal and external).
    Advocacy, networking and partnership building
    Build and strengthen strategic partnerships through networking and advocacy with local/national governments, UN system agency partners, civil society, etc. to reinforce cooperation and/or pursue opportunities to promote goals, in line with CCCs and Country Office plans.
    Prepare communication strategies and implementation plans and activities for maximum communication impact and outreach to promote awareness, establish partnerships/alliances for sustainable results and support fund raising for UNICEF and Country Office child protection PSEA programmes and emergency interventions, in line with CCCs and Country Office plans.
    Participate and/or represent UNICEF in inter-agency (UNCT) discussions and planning on PSEA and related issues to ensure organizational position, interests and priorities are fully considered and integrated in interagency processes. Collaborate with inter-agency partners/colleagues on HRP planning and preparation of programmes/projects including emergency preparedness.
    Innovation, knowledge management and capacity building
    Enhance acquisition of programme knowledge through systematic collection of country programme experience (lessons learned, best practices, reviews, evaluations) in the area of emergency response.
    Direct the documentation of lessons learned from UNICEF PSEA programmes and activities and identify priority areas for consideration, analysis and research in emergency contexts.
    Design and conduct training for UNICEF staff/consultants and counterparts in emergency preparedness and response to improve the quality and consistency of emergency response activities, in collaboration with HQ and regional and country offices.
    Between deployments, support capacity building efforts at global level, such as training Standby Partners.

    Impact of Results

    The strategic and effective advocacy, planning and formulation of PSEA systems and coordination structures at the outset of any humanitarian response contributes to the prevention SEA and appropriate response. The protection of crisis-affected communities, including girls and boys, from SEA by humanitarian workers and others delivering assistance and protection is core to UNICEF’s mandate and essential for the effective delivery of humanitarian aid.

    An advanced university degree (Master or higher) in one of the following fields is required: international development, human rights, psychology, sociology, international law.
    A minimum of eight (8) years of professional experience in social development planning and management in child protection related areas, at the international level, is required.
    Experience working in humanitarian crises is considered essential and required.
    Relevant experience in programme development in child protection related areas in a UN system agency or organization or other international organization is required.
    Experience in both development and humanitarian contexts is an added advantage.
    This role involves travel to Country Offices, sometimes at short notice. The post holder must be able to travel for up to 70% level of effort.
    Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.

    Work relationships

The consultant will work in close collaboration with other members of the RWG in ESARO (Health and SBC sections) WHO, GAVI, and the chair of the West and Central Africa Regional Working Group.
