    How can you make a difference?
    The Health Officer (Reproductive Health) reports to the Health Specialist (Maternal and Newborn Health), NOC for supervision. The Officer provides professional technical, operational, and administrative assistance throughout the programming process for the Health programme within the Country Programme with a focus on reproductive health, from development planning to delivery of results, preparing, executing, managing, and implementing a variety of technical and administrative program tasks to facilitate programme development, implementation, programme progress monitoring, evaluating and reporting of results. 
    Support to reproductive health programme development and planning 

    Conduct/update situation analysis for the programme sector/s for development, design, and management of reproductive health-related programmes/projects. Research and report on development trends (e.g. political social, economic, reproductive health) for higher management use to enhance programme development planning, management, efficacy, and delivery of results. 
    Contribute to the development/establishment of sectoral programme goals, objectives, and strategies and results-based planning through analysis of reproductive health needs and areas for intervention and submission of recommendations for priority and goal setting.  
    Provide technical and operational support throughout all stages of reproductive health programming processes by executing/administering a variety of technical programme transactions, preparing materials/documentation, and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM), and monitoring and evaluating results. 
    Prepare required reproductive health documentation/materials to facilitate the programme review and approval process. 

    Reproductive health programme implementation, monitoring and delivery of results 

    Work closely and collaboratively with internal and external colleagues and partners to discuss reproductive health operational and implementation issues, provide solutions, and recommendations, and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision. Keep a record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned. 
    Participate in reproductive health monitoring and evaluation exercises, programme reviews, and annual reviews with government and other counterparts to assess programmes/projects and to report on required action/interventions at the higher level of programme management.  
    Monitor and report on the use of sectoral reproductive health programme resources (financial, administrative, and other assets), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability, and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.  
    Prepare regular/mandated reproductive health programme/project reports for management, donors, and partners to keep them informed of programme progress.  

    Technical and operational support to reproductive health programme implementation 

    Conduct regular programme field visits and surveys and/or exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve issues, and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks, and potential problems for timely action to achieve results. 
    Provide technical and operational support to government counterparts, NGO partners, UN system partners, and other country office partners/donors at national and sub-national levels (with a focus on the NE ASAL) on the application and understanding of UNICEF policies, strategies, processes and best practices on reproductive health-related issues to support reproductive health programme implementation, operations and delivery of results.

    Networking and partnership building 

    Build and sustain effective close working partnerships with relevant reproductive health government counterparts and stakeholders at national and sub-national levels (with a focus on the NE ASAL) through active sharing of information and knowledge to facilitate reproductive health programme implementation and build the capacity of stakeholders to achieve programme goals. 
    Draft communication and information materials for CO programme advocacy to promote awareness, establish partnerships/alliances and enhance resource mobilization for UNICEF reproductive health programmes/projects.

    Innovation, knowledge management, and capacity building 

    Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders. 
    Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable reproductive health programme results. 
    Research, benchmark, and report on best and cutting-edge practices for reproductive health development planning of knowledge products and systems.  
    Participate as a resource person in reproductive health capacity-building initiatives to enhance the competencies of clients/stakeholders. 

    To qualify as an advocate for every child you will have…

    A University Degree in public health, pediatric health, family health, health research, global/international health, health policy and/or management, biostatistics, socio-medical, health education, epidemiology, or other health-related sciences is required. 
    A minimum of 2 years of relevant professional experience in reproductive health planning and management and/or in relevant areas of health care, health/emergency preparedness at the international level, and/or in a developing country is required.   
    Demonstrable experience working with government (preferably at the national and/or county level), development partners, and other stakeholders. Relevant experience in a UN system agency or organization is considered as an asset. x`

    Task description
    Under the direct supervision of SBC Specialist supporting HIV unit and the Child protection section the UN Volunteer will undertake the following tasks:

    Provide technical support on stakeholder coordination in the national campaign initiative to end teenage pregnancy, promote Adolescent wellbeing and Child protection (TAC). In liaison with the TAC secretariat guided by the technical lead on the President’s advisor on women rights, facilitate appropriate engagement of stakeholders to achieve specified outcomes. Support the secretariat coordination of steering committee, and technical committee/s and or working groups to support the coordination and implementation of the TAC campaign goal. Work with the technical advisor’s office to enhance stakeholder collaboration in support of the a ‘one-government’ approach. Support the Office of the President’s advisor on Women rights in mapping of the players and identifying/ categorizing the key contributions and interests of various players supporting the campaign initiative.
    Participate in the development of Communication strategy on ending teenage pregnancy, promoting adolescent wellbeing and Child Protection (TAC) in Kenya, including offering technical support to the creative agency, to produce campaign concepts, monitoring and reporting of communication intervention results.
    Provide logistics support for the TAC campaign. In consultation with and with the advice of the Technical Lead at the Office of the Adviser to the President on Women’s Rights, organize stake-holder strategic meetings, including budget preparations, and workshop logistic support. Support identification of critical meetings, support development of meetings/workshop agendas, identification of venues and related logistics support.
    Support execution of the national social behavior change campaign to end teenage pregnancy, promote adolescent wellbeing and child protection (TAC); In consultation with the Technical Lead at the Office of the Adviser to the President on Women’s Rights, and the TAC campaign secretariat, support development and implementation of a campaign media plan. Support identification of the campaign locations/venues, audience segmentation, and provision of context specific Information Education and Communication (IEC) materials at national and select Counties. Facilitate TAC campaign roll out in the multimedia platforms, including digital/social media, TV and radio executions.
    Provide technical support in community engagement on TAC for select counties in the regions. Work with the Office of the Adviser to the President on Women’s Rights, and the Council of Governors’ Office (COG) to identify, plan and roll out the counties and community activation of the TAC campaigns. Lead identification and support of children and adolescent participation and engagement, in the inclusion of their perspectives/voices in the campaign dialogue, messaging and articulation of child/youth friendly strategies and actions.
    Provide technical support in the documentation of the campaign initiatives, critical moments of change, and in report writing. Support monitoring, evaluation and recording of the campaign key milestones.
    Any other task assigned by the Manager Social Behavior Change or the Social Behavior Change Specialist.

The purpose of this activity is to ensure that all property, plant, and equipment owned by the offices are physically verified and that the details of the PPE are accurately updated in the ERP system. This includes information regarding the user, location, serial number, asset condition, and heritage items. The process will be thorough and will guarantee accuracy and completeness in the records of all assets owned by both offices

    Scope Of Work

    Assist with data reconciliation of the physical verification exercise between various databases, ERP (VISION), and tracking files like Microsoft Excel spreadsheets.
    Liaise with clients and staff members to physically verify property away from offices using online measures such as dated photographs, filling of online forms, and video correspondence.
    Upload physical verification data in ERP (VISION) and other legacy systems and databases to monitor progress.
    Maintain accurate electronic and manual records of physical verification documentation for audit purposes, management, and clients.
    Perform an impairment review exercise for all assets based on the physical verification outcome.
    Monitor movement of property out of the UN premises based on authorized gate passes; Receive and verify gate pass requests through the portal.
    Update equipment movement details in the ERP (VISION) upon receipt of hand-over vouchers for the movement of equipment between staff members and to different locations.
    Perform ad hoc queries on the ERP(VISION) using BI (Business Intelligence) periodically and generate management reports or statistics as needed.
    Assist in preparing periodic performance reports in line with the Global Asset Management Policy requirements, review, and ensure the accuracy of data.

    Programme (Health) management, monitoring, and delivery of results

    Work closely and collaboratively with colleagues and partners to discuss Health programme operational and implementation issues in Garissa ZO, provide solutions, and recommendations, and/or alert appropriate officials and stakeholders for higher-level intervention and decisions.
    Participate in Health programme monitoring and evaluation exercises, programme reviews, and annual sectoral reviews with county government and other counterparts to assess programmes and to report on required action/interventions at the higher level of programme management.
    Monitor and report on the use of Health programme resources (financial, administrative, and other assets), and verify compliance with approved allocation and goals, organizational rules, regulations, and procedures, as well as donor commitments, standards of accountability, and integrity. Report on issues identified to ensure timely resolution by management and stakeholders. Follow up on unresolved issues to ensure resolution.
    Prepare regular and mandated Health programme/project reports for management, donors, and partners to keep them informed of programme progress.

    Technical and operational support to Health programme implementation 

    Conduct regular programme field visits and surveys and share information with partners and stakeholders to assess progress and provide technical support and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks, and potential problems for timely action to achieve results.
    Provide technical and operational support to county government counterparts, NGO partners, UN system partners, and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes, and best practices on health-related issues to support programme implementation, operations, and delivery of results.

    Networking and partnership building in Garissa ZO, with a focus on the Garissa ZO-supported counties.

    Build and sustain effective close working partnerships with health sector county government counterparts and county stakeholders/partners through active sharing of information and knowledge to enhance programme implementation and build the capacity of stakeholders to deliver concrete and sustainable results.
    Draft communication and information materials for CO and Garissa ZO programme advocacy to promote awareness, establish partnerships/alliances, and support fundraising for health programmes.
    Participate in appropriate technical and coordination working groups on health programmes to collaborate with partners/colleagues and preparation of health programmes/projects, and to integrate and harmonize UNICEF’s position and strategies for counties’ development and planning process.

    Innovation, knowledge management, and capacity building for Health programming

    Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.
    Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.
    Participate as a resource person in capacity-building initiatives to enhance the competencies of clients and stakeholders.

    To qualify as an advocate for every child you will have…

    A university degree in one of the following fields: public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, health education, epidemiology, or another relevant technical field.
    A minimum of two years of professional experience in one or more of the following areas is required: public health/nutrition planning and management, health policy, maternal and neonatal health care, primary health care and community health, and/or health emergency/humanitarian preparedness.
    Relevant experience in a UN system agency or organization is considered as an asset.

    Desired Competencies, Technical Background And Experience

    Administrative issues

    The consultant will work under the supervision of the ADDA/Yoma Innovation Manager.
    This is a remote position. As most of the Yoma team is working remotely, most meetings will be online with occasional in person meetings. The consultant will need to be available for calls between 10 am to 4 pm Nairobi time
    All travel (in case of any) will be by most economical fare and reimbursement will be as per UNICEF policy.
    The consultant is expected to be home based with potential travel depending on COVID-19 travel restrictions for which the UNICEF office would cover subsistence allowances and travel costs.     The overall purpose of this engagement is to trigger a sense of urgency amongst political leaders, policy makers, development partners, influencers, and communities to lead and ensure effective implementation of transformative actions to end learning poverty amongst school going children in SADC member states Africa. This partnership is in the spirit of Learning coalition (BMGF, FCDO, The World Bank, UNESCO, UNICEF, USAID) which was formed in 2022 with a shared commitment to improving foundational learning for all and a desire to work together towards reducing the alarmingly high rate of learning poverty globally. Further, UNICEF, SADC, PAL Network and BMGF have come together to support SADC member states to fast-track impactful actions to reverse learning poverty in the region. This critical partnership will:  The critical partnership will:

    elevate public awareness on foundational literacy – importance, status and actions needed for change
    expand the opportunities for sharing knowledge products, technical know-how and south -south cooperation

    Payment Schedule

    Professional Fee: Payment will be made based on the evidence of progress of deliverables or completed deliverables, which should be reflected in a short report accompanied by an invoice and a work plan for the next month. The estimated number of working days for each deliverable is indicative, actual time worked for each deliverable may vary.
    Travel fee: Travel costs funded by UNICEF are considered as part of the overall contract cost. This includes travel from SADC HQ to SADC member states (at least 5 travels). SADC may support the consultant if additional travel required)

    Required qualification and experiences:

    Advanced university degree or equivalent experience in Education, Psychology, Sociology or related field of social science. *A first-level university degree in a relevant field combined with seven years of professional experience may be accepted in lieu of an advanced university degree.
    At least 8 years of proven experience in the field of education, teacher training, pedagogical practices and designing scale up and implementation of foundational literacy and numeracy programmes.
    Solid experience in the design and implementation of education progarmme at scale.
    Excellent writing skills, planning and coordination skills, with proven ability to work independently. 
    Previous work with UNICEF, and Foundations and implementing partners, AU, SADC, IGADis an added advantage.
    Competencies: The consultant must have skill and competencies to adapt ESP and tailor-made the FLN approaches for countries in African continents, high quality documentation and presentation skills and coordination and negotiation skills with government and partners.
    Please indicate the languages needed: Fluency in English (verbal and written). Knowledge of French and Portuguese is an added advantage

    Administrative issues

    The Consultant will be office-based at SADC HQ (Botswana) and coordinate with SADC HQ and SADC member states in a day-to-day basis with missions to supporting countries (at least five during the tenure). SADC will provide office space for day-to-day official function and travel will be in economy class.
    As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
    The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
