    Background and Justification
    UNICEF Kenya seeks to increase the competency of key staff members in conducting media interviews in their area of expertise. Media requests often come to UNICEF Kenya for comment on complex subjects involving layers of cultural and political sensitivities. UNICEF staff need to be prepared to deal with these, so that we do not miss opportunities to raise the profile of UNICEF work and children’s issues.
    The free flow of news and information is more essential than ever. As a trusted media source on matters that affect children and women, UNICEF Kenya plays an important role in bringing in credible experts, showing empathy with those affected, using appropriate language, and thoroughly and carefully explaining terminology to explain how children’s issues affects these vulnerable groups.
    The vast knowledge and expertise of UNICEF Kenya staff is a resource that can be more actively shared with the media and the public. Media training should build the confidence of selected staff so that UNICEF Kenya is better able to deliver on interview requests and build the profile of UNICEF’s work in Kenya.
    Purpose and Objective
    UNICEF Kenya plans to organize and media training for key staff. This will be organized and led by the Communication team, but we need an experienced journalist to assist with this, especially to conduct mock interviews for the trainees.
    This assignment therefore will support the preparation and conducting of one workshop-style training session on working with the media for selected UNICEF staff, so they can deliver clear and compelling answers that best represent UNICEF’s work for children.
    Key outcomes of the training sessions include:

    Recognition of the importance of media interviews for the organization
    Understanding of the media interview preparation process with the Communication team, including short timelines and responsiveness
    Increased comfort of UNICEF staff with media interviews, including on sensitive issues
    Ability to develop key messages or a given subject and deliver these messages in a short-format interview, without using technical jargon
    Ability to deflect or avoid difficult/controversial questions.
    The Consultant will be supervised by the Communication Specialist in collaboration with the Media Relations Consultant. The training session will be conducted between September and November 2023 in Nairobi, Kenya, with in-person training at a date agreed with the selected consultant.

    Scope of work
    The training sessions can be structured according to the suggestions of the selected consultant, but a detailed agenda should deliver all the specific outcomes outlined in this document. This includes:

    Handling live radio and TV interviews
    Hand=ling print & digital media interviews
    Tips for online interviews (lighting & framing)
    Interviews during emergencies or breaking news
    Handling complex, sensitive issues and reputational risks
    Persuading and influencing with impact and authority.

    The training should be highly interactive with lots of opportunities to practice. Activities should include mock interviews with recordings for analysis and feedback.
    Qualifications and Specialized Knowledge/experience required.

    Significant and proven media experience
    Track record for media training
    Knowledge of African context and media
    Crisis communication and emergency experience.
    Demonstrated proficiency in training staff to deliver advocacy outcomes in media

    Role

    An advanced university degree (Master’s or higher) in climate change, environmental science, engineering, disaster management, International Development, International Relations, Government, Public Administration, Public Policy, Social Policy or other relevant disciplines is required.
    A minimum of 10 of relevant professional experience in areas related to sustainability, international development, disaster management, environmental issues, public policy, social policy, and children’s health and wellbeing is required.
    Specific experience in policy/advocacy/programming, implementation, monitoring, review and evaluation related to climate change, environment or disaster risk reduction is required preferably in a developing country context.
    In-depth knowledge on climate, environment, and DRR (CEED) impacts, assessments, and adaptation solutions required as well as at least one of the Global technical specialist sectors listed above (Climate Finance; Environmental Finance; Monitoring and Evaluation; Renewable Energy; Data and Evidence generation).

    Responsible for development and overall management of research projects at the international, regional, and country levels.
    Guides development of methodologies and new approaches for improving research projects. Develops and participates in research workshops and consultations at regional and country levels to exchange knowledge, ideas, and approaches.
    Coordinates preparations for funding proposals related to implementation research, monitors the overall planning and disbursement of implementation research funds, and monitors utilization of funds.

    Development and operationalization of implementation research strategy

    Supports Senior Manager and acts as focal point to guide development and operationalization of UNICEF implementation research strategy to produce evidence and influence policy towards achievement of health-related SDGs, with a focus on implementation strategies and community-based approaches for maternal and child survival activities.

    Supports Senior Manager in fundraising for implementation research and in leading key partnerships with other global institutions leading on implementation research.

Recommendations are made regarding policy and the implementation of UNICEF’s health programmes and data worldwide.
    Recommendations include contributions to policy development, programme design and other technical and organisational advice. Recommendations are also made on programme/project activity feasibility and implementation, linkages with other aspects of UNICEF intervention, reprogramming and rescheduling of activities, and external technical assistance and requirements. These recommendations impact directly on the effectiveness of UNICEF’s programmes and the image of the organization.

    Under the supervision of the Senior Adviser, Child Rights and Business, the Programme Specialist will support UNICEF National Committees, Regional, and Country Offices to engage industry, policy makers, and other stakeholders on the government duty to protect and business responsibility to respect children’s rights in the context of workplaces and global supply chains. Jointly with relevant PG teams (e.g., CP, SP, ECD, Gender, Nutrition), the role will have a dedicated focus on promoting child rights responses to child labour, as well as lead on business responsibility in the context of family-friendly policies and wider care and support systems.     Deliver on existing CRB commitments and advance new opportunities.

    Lead delivery of CRB components and deliverables in existing donor grants and commitments, including bilateral CRB support on family-friendly policies and technical CRB support for an EU-funded programme on child labour. Among other activities, this includes providing technical support and develop guidance on inclusive family-friendly policies; and the development and dissemination of updated material on child rights approaches to child labour. Responsibilities also include advancing partnership opportunities with investors, businesses, and industry standards, where strategic.

    Strengthen advocacy messaging on child rights in GSC in the context of HRDD.

    Develop key messaging, update content, and provide guidance for UNICEF offices on the implementation of meaningful child rights approaches in the context of emerging mandatory human rights due diligence requirements in global supply chains. This requires liaising and working closely with programme teams in HQ, ROs, and COs to embed programmatic expertise, evidence and guidance in CRB approaches to ensure mandatory HRDD delivers for children. The role will also lead on content leadership and technical input to influence strategic external frameworks and initiatives, such as reporting, benchmarking and wider ESG and sustainability frameworks (linked to workplace impacts and GSC).

    Lead on consolidating learnings from existing GSC work and pilots and related experiences, and advance concepts to strengthen CRB and programme integration. This includes further conceptualizing the role of business in relation to internal agendas (e.g., care and support systems strengthening) and external topics (e.g. landscape approaches). The role will also provide substantive content support on emerging (and critical) CRB-wide themes such as climate, environment and just transition (e.g., recycling value chains).
    Support resource mobilization and strengthen UNICEF’s external positioning with private and public donors.
    Drive content development, proposal writing and donor engagement (incl. follow-up) to support resource mobilization in support of CRB and programmatic work at CO-level. This requires working closely with relevant Natcom and HQ, ROs, and COs to develop tailored and targeted proposals, and engaging with relevant UNICEF parts before and during donor engagement.

    Facilitate internal capacity building and knowledge exchange.

    The need for this consultancy arises from the challenges in effectively monitoring and managing vaccines in general and specifically COVAX vaccine supplies in the ESA region, continuous efforts are underway to manage COVAX supplies and reduce wastage as COVID-19 vaccination continues, integrated into Primary Health Care services, the consultant will collect, in coordination with country offices (COs) and the World Health Organization (WHO) data to report on the implementation of vaccines waste management project and as well as implementation of Stock Management Tools (SMT).
    Finally, the consultancy will collect data for regional office monitoring of vaccine management for integration of COVID -19 vaccines into routine vaccination. The consultancy is required because the functions assigned to the consultant require intensive follow up with countries that is labor intensive and there is not enough capacity at the regional office. In addition, these tasks require specialized knowledge and skills to optimize the monitoring and technical support.

    Scope of Work
    Goal and objective:

    Under the supervision of the Regional Chief of Supply and Procurement, Supply Section and the Immunization Supply Chain Specialist the COnsultant will collect data for regional office on current vaccines delivery situations for 2023, on ESA countries 2024 forecasting of routine and covid-19 vaccines, on implementation of integration of COVID-19 into routine immunization programs and finally, assessment of waste management project in the ESA countries.

    Activities and Tasks:

    Assess COs planning and forecasting of vaccines general for 2024.
    Undertake the review of current vaccines delivery situation against the allocations and 2023 forecast.
    Provide technical assistance to COs to strengthen vaccine stock data management and reporting on the allocations, receipts, consumptions as well as support the Regional Health/Immunization on forecasting and monitoring of vaccine(s) procured. This includes among others, keeping track of technical support requirements raised by countries in the region to facilitate comprehensive response and feedback in a timely manner.
    Build COs capacity on the available dashboards (SD and WHO Dashboards) ensuring efficient use for effective stock monitoring/management of vaccines.
    Coordinate with country offices (COs) and world Health Organization (WHO) on the implementation of vaccines waste management project and provide regular update.
    Assess, monitor, and provide support to COs for their effort in integration of COVID -19 vaccines into routine vaccination.
    Participate in global and regional vaccines and COVAX working groups meetings, webinars and share appropriate information with ESAR Supply Community to promote knowledge sharing, documentation of best practices and lessons learnt.

    Purpose of Activity/Assignment
    The impact of climate change manifests as a water crisis and disease outbreaks in Kenya. The changes in rainfall patterns are causing floods, droughts, and desertification. Climate-induced movement of people and mosquitoes is causing disease outbreaks.  The negative effects of climate change and disease outbreaks are most grave among young children from the most disadvantaged populations in ASAL counties. In order to protect people from the impact of climate shocks, UNICEF plans to harness the behaviour science in the following areas.
    One of the most vulnerable children exposed to the extreme weather and disease outbreaks are those children who are missing out on the health services. According to the DHIS2, Kenya reaches 83% of children under one year with routine immunization yet 2% of children remain without any protection from the vaccines. These children are exposed to the risk of vaccine-preventable diseases, especially Measles, Rubella and Polio with the most at-risk populations being the nomadic, cross-border, and slum dwellers populations across the country. In 2023, there has been increased reporting of circulating vaccine-derived polio virus cases from Garissa County indicating cross-border importation and active transmission at community level, underscoring the need for targeted community engagements informed by the behaviour science amongst the most vulnerable populations living in zero-dose immunization reporting areas along the Kenya-Somalia border. This is in line with the National Vaccine & Immunization Programme (NVIP) National Strategic Plan of the Ministry of Health, which prioritize improving the effectiveness and efficiency of routine and supplementary immunization delivery systems to achieve equity with a focus on under-immunized and zero dose populations. In collaboration with NVIP and Garissa County, UNICEF Kenya plans to expand its evidence-based community engagement with cross-border, nomadic and urban populations to increase the vaccine coverage among children below 5 years.  The intervention will be designed using the behavioural insights with technical support from UNICEF contracted behavioural research firm. The project will be implemented and assessed using a research framework using data at the health facility level, considering the county context.
    In 2023, Kenya detected and later confirmed polio outbreaks. The cases and community contact are all from Hagadera refugee camp, associated with frequent population movement with neighbouring Somalia. The Ministry of Health through the Division of Disease Surveillance and Response and the Public Health Emergency Operations Centre has activated a Technical Coordination Committee, to begin preparations for implementation of emergency outbreak response, as per internationally agreed outbreak response guidelines, including rapid implementation of large-scale supplementary immunization activities. Three rounds of polio immunization campaign were conducted to contain the spread of polio. Additional campaign might be conducted in 2024. It is important to support MOH in collecting and analysing data to provide timely advice to the preparation, implementation and monitoring the upcoming campaigns.
    The same children in ASAL counties are also at risk of regular waterborne-disease outbreaks, where UNICEF provides WASH emergency kits as key commodities in the emergency response. The delivery of the kit is a life-saving measure that provides children, mothers and other community members access safety, better health, dignity and a means to sustain livelihoods. However, the uptake and usage of the humanitarian commodities are not always optimal.  Standardized emergency kits may not  be effective in addressing specific challenges and conditions, if the kit assembly does not take into consideration the local context, including the human aspect. UNICEF Kenya is applying behavioural science to unpack the barriers and enablers for the uptake and appropriate usage of lifesaving commodities and using the Accountability to Affected Population (AAP) approach to intentionally design a meaningful participation of emergency kit beneficiaries in the design and composition of the kits. The purpose of the initiative is to 1) customize the kits that are tailored to people’s needs in emergencies, 2) source the supplies locally where possible, and 3) optimize the delivery of the commodities using technology.
    Justification
    The application of behaviour science and community engagement require an SBC expert who can speak the local language. It is essential to have a sound knowledge of qualitative and quantitative research, as well as pro-active engagement of the county health to bridge the needs of the communities and health services. Recognizing the need to intensify demand for health services and appropriate use of life-saving commodities, it is necessary to hire a full-time consultant based in the Garissa Zone Office.
    Scope of Work:
    Technical support to Vaccine Demand Intensification through Community Engagement

    Contribute to the behavioural insight design pitch and behavioural analysis
    Contribute to the finalization of the behavioural insight interventions tools
    Support the review and finalization of research plan and translation of the tools into local language
