    Advocacy

    Manage every element of the regional advocacy strategy process, in consultation with relevant stakeholders, from defining advocacy outcomes, power analysis, and developing a clear theory of change to win the support of decision makers and mobilize key constituencies.
    Drive and support the implementation of advocacy plans in focus countries across the region, working across teams to ensure all strands of the strategy are progressed and mutually reinforcing, for example: data, policy, influencer research and engagement, media, public mobilization, events, and partnerships. Supervise the development of cogent and compelling advocacy and campaign narratives, and the delivery of creative campaign tactics.

    Communication Strategy

    Design effective communication plans that will deliver the aims of key advocacy strategies and help to mobilize public and private support to eradicate polio and boost immunization in the region.
    Supervise the implementation of these plans, ensuring they are delivering against agreed outcomes and always in keeping with UNICEF’s mandate.
    In line with objectives, and with the support of the ESARO social media lead, develop appropriate digital strategies, including budgeting, planning, coordination, execution and digital content creation, as well as the monitoring and evaluation of digital initiatives and integrated advocacy campaigns for key audiences.

    Capacity Building

    Work with key country offices (Somalia, Madagascar and any other country identified as high risk for polio transmission) on advocacy strategy building.
    Contribute to building internal (RO/CO) UNICEF capacities in advocacy and communication, through coaching, training and sharing of expertise, at management and programme team level at the RO and COs.

    Advocacy And Communication M&E

    Facilitate the development of a clear advocacy and communication M&E framework: setting baselines against which results are regularly monitored; conducting analysis to continuously improve the effectiveness of the strategy, approach and activities; and overseeing the production and dissemination of M&E results.
    With support of the team programme associate, track and monitor budget and other resources.

    Stakeholder Engagement

    Build and maintain strong relationships with key stakeholders in the region, including media, to build awareness and support of UNICEF’s collaborative efforts to eradicate polio and boost immunization rates.
    Partners will include key internal stakeholders, other UN entities, influencers, youth ambassadors, goodwill ambassadors, academics, business leaders and other public and private sector partners.
    Ensure that effective advocacy and communication strategies and plans are co-created with partners, to leverage their power to contribute to UNICEF’s polio eradication and immunization goals.
    Ensure that feedback from key stakeholders is incorporated into strategy design, implementation and team learning.

    Others

    Support the wider capacity building efforts on advocacy strategy and implementation across the ESA region, and in the RO/programme teams.
    Assist the wider tasks of the ESARO communication & advocacy team, as guided by supervisor.

    The overall purpose of this position is to provide thought leadership, quality analytical input, oversight, quality assurance and technical support to the Public Financing for Children (PF4C) analysis and advocacy carried out by UNICEF Country Offices, the regional office, and globally. It aims to support efforts to leverage greater, more effective, and equitable domestic public investments in children and ensure results for multidimensional child wellbeing.     This position is under the supervision of the Regional Adviser for Social Policy. The post routinely liaises with social policy and sectoral staff in country offices and globally, as well as networking with subject experts externally (e.g., the World Bank, donors, and think tanks).

    Key Function, Accountabilities, And Related Duties/tasks

    Provide technical leadership for the scaling up of UNICEF’s public finance work in the region in line with the strategic direction of the regional Social Policy programme. Provide specific technical support, quality assurance and oversight to assure high quality in activities conducted by Country Offices and the Regional Office. This includes the provision of guidance to COs on the development of analysis as well as advocacy plans to bring about positive change.
    Serve as regional focal point of technical expertise in the area of PF4C.     Review and deliver a regional programme/support to develop the capacity of key counterpart staff, as well as UNICEF Regional and Country Office staff, in the area of PF4C.
    Lead UNICEF’s regional technical external role and voice on public finance, by forging internal and external partnerships and through representation in regional/national fora with partners and stakeholders.
    Develop innovative strategies for advocacy and increasing social accountability for national budgets across the region for greater investments in children.

    Scope of Work
    Objectives

    Monitoring of digital food marketing:

    To situate digital marketing of food and non-alcoholic beverages at national, regional and international level, drawing on policies, laws and regulatory frameworks
    In Zimbabwe, Tanzania, and Uganda, analyze:

    Adolescent device use, platform preference and digital marketing prevalence;
    Popular foods and non-alcoholic beverages;
    Digital marketing strategies and adolescent exposure.

    Market sizing:

    To size market in retail value for i) total packaged food categories, ii) sugar-sweetened beverages (SSBs), and iii) chained fast food outlets latest year[1];
    To identify the priority five to six packaged food categories by retail sales;
    To provide a historic growth rate for total packaged food and priority food categories/SSBs, to assess and compare how these products have performed over time;
    To rank leading manufacturers (in 2.a.i-iii) based on retail sales for latest year.

    Expected results

    The assignment will fill a significant gap in understanding some of the key drivers of the increasing consumption of unhealthy products among children and adolescents, and consequent obesity burden in ESAR. Resulting recommendations will support stakeholders involved in the design, implementation, and evaluation of public policies that regulate the exposure and power of unhealthy food and beverage products.

    Activities And Tasks
    MONITORING OF DIGITAL FOOD MARKETING (COMPONENT A)

    To guide the monitoring and restriction of digital marketing of unhealthy foods and beverages aimed at children and adolescents the proposed methodology will include the WHO CLICK monitoring framework[2], specifically, the first two steps of the CLICK framework where C stands for “Comprehend the digital ecosystem” and L represents “Landscape of campaigns”. For the latter, proposed methods include the WHO Protocols and Templates[3] for monitoring marketing of unhealthy products to children and adolescents in social media. The consultant will be required to undertake a critical analysis and write up of campaigns in Zimbabwe, Tanzania and Uganda of food and beverage brands through nutrient profiling and power analysis and influence of the identified campaigns on social media platforms.

    MARKET SIZING (Zimbabwe and Tanzania only) (COMPONENT B)

    Following standard market analysis procedures, this component entails three parts. Firstly, it involves combining desk research, data collection, and analysis. This includes secondary data analysis encompassing import/export statistics, investment reports, company reports of major players, academic papers, NGO reports, and press articles. Secondly, it includes analyzing local data such as UNICEF partner data and conducting store audits in formal and informal retail outlets to identify market trends. Thirdly, stakeholder consultations with various industry experts and authorities are conducted to gauge market size and value. The consultant should ensure that data from these diverse sources are triangulated for a comprehensive analysis, incorporating desk research, available data, and stakeholder insights.
    The consultant will provide detailed guidance document on the application of study methods, and hold a stakeholder event to build capacity in ESAR COs and institutions for digital marketing analysis and food and beverage market sizing.

    The consultant should have experience in market research, digital ecosystem, knowledge of regulatory and cultural framework in ESAR region, childhood overweight prevention, excellent documentation and report writing skills (in English) and able to work in a multicultural environment. Experience working in ESAR Region, for the food industry and for UN agencies (especially UNICEF) will be considered an asset.

    Specific Requirements For The Consultant

    Essential: experience of minimum 10 years in quantitative and qualitative research; releasing studies on behavioral change, food marketing directed to children, digital marketing, digital ecosystem, etc.

    Purpose of the role

    Under the guidance and general supervision of the Chief of Education (P4), the Education Specialist, (P3) supports the development and preparation of the Education programmes and is responsible for managing, implementing, monitoring, evaluating and reporting the progress of education programmes/projects within the country programme. The Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education programmes/projects to improve learning outcomes and equitable and inclusive education, especially for children who are marginalized, refugee, disadvantaged and excluded in society. This will be done in close collaboration with other UNICEF programme sections in UNICEF Kenya Country Office (including Innovation, Child Protection, WASH and Social Policy), respective field offices and involved partners.

    The TA Education Specialist will also ensure the quality coordination of UNICEF’s multi-sectoral/ integrated interventions related to education in collaboration with the Education technical leads and Innovation Manager, focusing on refugee education, digital learning, skills development and the overall agenda of “learning to earning”.

    The incumbent will coordinate the timely implementation of the activities in line with the approved proposals together with programme sections and field offices and adhering to a Results Based Management (RBM) approach and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance and accountability framework.

    Main Responsibilities and Tasks

    Support to programme development and planning

    Support the preparation, design and updating of the situation analysis for the education programmes to ensure that current and comprehensive data on education issues is available to guide UNICEF’s strategic policy, advocacy, intervention and development efforts on education programmes.
    Help supervisor set priorities, strategies, design and implementation plans. Keep abreast of development trends to enhance programme management, efficiency and delivery.
    Participate in strategic programme discussion on the planning of education programmes. Formulate, design and prepare programme proposals for the sector, ensuring alignment with UNICEF’s Strategic Plans and Country Programme and coherence/integration with the UN Sustainable Development Cooperation Framework (UNSDCF), regional strategies and national priorities, plans and competencies.
    Establish specific goals, objectives, strategies and implementation plans for the sector using results-based planning terminology and methodology (RBM). Prepare required documentations for programme review and approval.
    Work closely and collaboratively with internal colleagues and partners to discuss strategies and methodologies, and to determine national priorities to ensure the achievement of concrete and sustainable results.
    Provide technical and operational support throughout all stages of programming processes and to ensure integration, coherence and harmonization of programmes/projects with other UNICEF sectors and achievement of results as planned and allocated.

    Programme management, monitoring and delivery of results

    Plan and collaborate with internal colleagues and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector on education programmes.
    Participate in monitoring and evaluation exercises, programme reviews and annual reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results.
    Prepare and assess monitoring and evaluation reports to identify gaps, strengths and weaknesses in programme management.
    Identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
    Actively monitor programmes/projects through field visits and surveys, and exchange information with stakeholders to assess progress, identify bottlenecks and potential problems, and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
    Monitor and verify the optimum and appropriate use of sectoral programme resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources.
    Prepare regular and mandated programme reports for management, donors and partners to keep them informed of programme progress.

    Technical and operational support to programme implementation

    Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and country office partners and donors on interpretation, application and understanding of UNICEF policies, strategies, processes and best practices and approaches on education and related issues to support programme management, implementation and delivery of results.
    Arrange/coordinate availability of technical experts with Regional Office/HQ to ensure timely and appropriate support throughout the programming process.
    Participate in education programme meetings including programme development and contingency planning to provide technical and operational information, advice and support.
    Draft policy papers, briefs and other strategic programme materials for management use.

    Networking and partnership building

    Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders, global partners, donors, and academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results on education programmes.
    Prepare communication and information materials for CO programme advocacy to promote awareness, establish partnerships and support fund raising for education programmes.
    Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions on education and related issues to collaborate with inter-agency partners/colleagues on UNSDCF planning and preparation of programmes/projects ensuring organizational position, interests and priorities are fully considered and integrated in the UNSDCF process in development planning and agenda.

    Advanced University Degree (Master’s required) degree in Business Administration, Social Science, Public Administration/Policy, International Development, or other related or relevant field. Additional 2 years of relevant experience and an undergraduate degree can be accepted in lieu of the advanced degree.

    This Multi-Country (MC) Evaluation Specialist post will, on the basis of efficiency and effectiveness considerations, be located in the Regional Office for Eastern and Southern Africa, ESARO. A matrix management approach will be applied in which the Regional Office and cooperating Country Offices contribute to the performance review of the MC Evaluation Specialist. The MC Evaluation Specialist reports to the Regional Evaluation Adviser (P-5) for evaluation oversight, and to the Representatives of the Country Offices that fall under his/her responsibilities for administrative oversight, including in matters related to evaluation sponsorship, planning, funding and use.

    How can you make a difference?

    Evaluation Leadership 

    Support the Country Offices under his/her responsibility and their national partners to develop and implement a plan of evaluation activities that will provide relevant and strategic information to manage Country Programmes and relevant national policies and programmes toward achieving results for children in both humanitarian and nonhumanitarian environments. 

    The Multi-Country Evaluation Specialist will work with assigned Country Offices to:

    Guide the offices and their partners to identify priority evaluation topics in accordance with the UNICEF Evaluation Policy, the UNICEF Strategic Plan, the Sustainable Development Goals, the Country Programme Document and national policies and programmes.
    Identify the Evaluation objectives, priorities, and activities required for effective Country Office and partner Emergency Preparedness and Response Plans. In humanitarian response situations, help the Country Office adjust the prevailing evaluation plan in UNICEF Evidence Information System Integration system (EISI), in accordance with guidance for emergency situations. Likewise, adjust the evaluation plans in EISI in accordance with the transition through the stages of transition and recovery.
    Identify gaps in knowledge and work with sector managers to ensure these are addressed. Facilitate cross-sectoral collaboration in the execution of these efforts.
    Provide technical support to ensure that a set of evaluation performance indicators is monitored and fed into decision-making processes in the context of the multi-year and annual evaluation plans in EISI, as well as associated office-wide management plans and work plans, ensuring close follow up on the implementation of planned evaluative activities.
    Consolidate evaluation plans within required systems and documentation, including the EISI planning platform and in the Costed Evaluation Plan that accompanies the Country Programme Document for consideration by the Executive Board. Ensure that evaluation findings and lessons learned are incorporated in country programme, Programme Strategy Notes and other planning, and reporting documents. Support the conceptualization of MTRs (where applicable) from an evaluation perspective.
    Monitor progress and support Country Management Teams (CMTs), Country office Annual Reports and, where applicable, Mid-term Reviews (MTR), as well as other review moments that lead to plan revisions. Provide input to management reports, including relevant sections of the Country Office Annual Report.

    Evaluation conduct and use

    Ensure that UNICEF-supported evaluations are designed and implemented to established UN quality standards, and the results are disseminated in a timely fashion and used by stakeholders in order to improve programme performance and contribute to wider learning.

    The Multi Country Evaluation Specialist will support Country Offices to:

    Assist Country Offices and their partners to formulate Terms of Reference and evaluation designs of high quality. The MC Evaluation Specialist is to sign off on the TORs before they can advance to recruitment of the evaluation team. Work with the country office evaluation specialist/focal point to manage the recruitment of appropriate and highly qualified consultants.  
    Closely monitor the implementation of the evaluation, quality review the deliverables and will indicate when the quality is high enough that it can be accepted.  As part of this role, she/he will help establish and manage the necessary governance bodies (Steering Committee; Reference Group) for their inputs into the quality assurance process.  
    Work closely with external evaluation consultants/teams to enable them to deliver results according to the agreed Terms of Reference. Exercise sufficient oversight that quality is assured, and any quality problems are detected soon enough that timely remedial action is possible.
    Manage select Country Programme Evaluations and multi-country evaluations, including conceptualization, design, contracting, and oversight of all evaluation phases, including management of the quality assurance processes. 
    Develop and implement a multi-method communication plan to disseminate the evaluation report to intended audiences via user-friendly methods. Fosters organizational accountability and learning based on the outcomes of the evaluations, working with other Evaluation Managers in the region. Promotes further dissemination and use of evaluation to internal and external audiences (including national government, development partners, CSOs and private sector partners. Regularly documents emerging good practices of evaluation use in the countries under her/his responsibility.
    Support stakeholders to prepare a formal management response that reflects their reaction/views on the evaluation recommendations. Assist the Country Offices to monitor and report on the implementation of agreed management response actions. At a larger scale, support the Country Offices to find means to engage partners around the value of the evaluation, with a consistent goal of increasing utilization and reach.  
    Support country-led evaluations of policies and programmes and the consideration of the results by partners.

    Evaluation capacity strengthening and partnership building

    Ensure that evaluation capacities of Country Office staff and national partners – including government and civil society – are strengthened, enabling them to increasingly engage in and lead evidence generating processes.  Ensure that the Country Office is effectively linked to wider UNICEF capacity building developments in a way that both contributes to and benefits from organizational learning.

    The Multi Country Evaluation Specialist will support Country Offices to:

    Build and strengthen strategic partnerships through networking and advocacy with local/national governments and sub-regional governmental bodies, UN system agency partners, donors, NGOs, funding organization, research institutes, including universities, and the private sector. Promotes joint Govt/UNICEF evaluations that rigorously assess national policies, programmes and innovative models.
    Ensure that sufficient systems and procedures are in place within the Country Offices under his/her responsibility [or connected to external experts] for appropriate ethics reviews of evidence activities as per the UNICEF Procedure for Ethical Standards in Research, Evaluation and Data Collection and Analysis.  

    Foster policy-level and academic partnerships to support national evaluation capacity development initiatives. Ensure that evaluation capacities of country office staff and national partners – government and civil society – are strengthened enabling relevant Government units to increasingly engage in and lead evaluation processes.

    To qualify as an advocate for every child you will have…

    An Advanced University Degree in the social sciences, economics, public policy, statistics, or in research methods is required. A degree or certification/accreditation in Evaluation is a significant advantage.
    A minimum of 8 years of relevant professional experience in the implementation of equity-focused evaluations and the management of the evaluation function at national and international level. Experience in development and/ or humanitarian settings is required.
    Experience with building staff and organizational capacities in Evaluation.
    Experience in supporting national evaluation capacity and working with professional evaluation associations is an advantage.
    Experience in evaluation design and in conducting evaluations as per UNICEF and UNEG norms and standards for Evaluation in the UN System.
    Familiarity with methods used in conducting both ‘up-stream’ evaluations (e.g. focusing on policies, strategies and systems), as well as ‘down-stream’ evaluations (e.g. focusing on delivery of programmes and projects) is an asset.
