    Under the overall direction of the UNGEI Communications and Advocacy Manager, the Advocacy and Communications Specialist will provide technical expertise and management support to deliver UNGEI’s Advocacy strategy and support UNGEI’s cross-issue Communications to push forward UNGEI’s mandate to advance gender equality in and through education.

    How can you make a difference?
    Deliver UNGEI’s Advocacy Strategy

    Input into and review UNGEI’s Advocacy strategy / calendar, advising on potential targets and opportunities (for example key influencers and moments) to raise UNGEI’s visibility and push forward UNGEI’s Agenda, in particular in relation to the broader post-2030 Agenda
    Lead on or support the delivery of high-quality advocacy outputs linked to the UNGEI’s programmes, including policy briefs, donor notes, reports and other products, in particular related to gender equality in and through education, gender-responsive education sector planning, school-related gender-based violence, feminist and youth leadership and other relevant programmatic and issue-based priorities.
    Lead and participate in strategic discussions, working groups, reference groups, advisory bodies, etc. to support policy and agenda setting for girls’ education and gender equality in education related to UNGEI’s programmes and priorities.
    Work closely with the UNGEI Youth Engagement Lead to ensure meaningful participation of young feminists in Gender at the Centre Initiative (GCI) programming and advocacy, including through the convening of National Youth Coalitions for Gender-Transformative Education in GCI countries
    Lead the follow-up of the high-level political commitment of the Freetown Manifesto, developing a monitoring mechanism, liaising with UNICEF country offices in the 14 signatory countries to monitor implementation of the commitments, linking with the Global Platform for Gender-Transformative Education, inviting new countries to sign on to the manifesto.
    Liaise with UNGEI members, donors and partners and their respective communications focal points, including GCI Alliance members and key partners and develop joint advocacy actions.
    Support the development of research / knowledge management innovations and tools as needed to support our Advocacy aims, for example for the Ending Gender Stereotypes Programme, SRGBV Programme, Feminist School Gender-Transformative Leadership, community-based research on harmful gender norms, for example by reviewing and co-drafting reports, advising on dissemination and amplification
    Identify and cultivate key influencers within and external to the UNGEI partnership to strengthen UNGEI’s outreach and visibility.
    Keep abreast of best practice in the area of gender equality in education, and related topics and share knowledge with colleagues and stakeholders.

    Support UNGEI’s Communications

    Support consultants / other members of the UNGEI team / partners in the development of compelling communications products, which may include supporting to draft, review or proofread documents or assets
    Input into the development of UNGEI’s annual communications strategy, sharing innovative ideas for engaging new and strategic audiences
    Support the UNGEI team in the development of key communications assets, for example the Gender at the Centre Initiative Newsletter, UNGEI Annual Reportcard or global public goods
    Coordinate with IIEP-UNESCO on a joint GCI communications strategy, including co-development of GCI newsletters and annual reports.
    Contribute to the development of Social Behaviour Change Communication activities at country level to transform harmful gender norms, including through the GCI program in West and Central Africa.
    Writing blog articles on UNGEI achievements and events, co-developing articles with GCI partners.
    In collaboration with UNGEI program managers, contribute to the monitoring of UNGEI activities by compiling data on numbers of people reached, number of webinars, etc. to use in reports and other communications outputs.
    Represent UNGEI in meetings, events, workshops and trainings as required
    Deputise for the Communications & Advocacy Manager as required

    Support the implementation of UNGEI’s events

    Support the planning and implementation of UNGEI digital and online events and meetings, including Feminist Network for GTE, Gender at the Centre Initiative Board meetings, workshops and trainings, other symposia and events, including but not limited to CSW, CIES, AWID, Women Deliver
    Coordinate learning and knowledge management for the GCI initiative, organizing learning webinars for CSOs, collecting lessons learnt and good practices.

    To qualify as an advocate for every child you will have…

    An advanced university degree (Master’s or higher) in education, gender or women’s studies, international relations, international development, political science, sociology, psychology, social sciences or other social science field is required.
    A minimum of 5 (eight) years of relevant professional experience in advocacy and/or communications in international development / social impact is required. Within this experience, the following are also required:
    At least three years of experience related to education and gender equality.
    Professional work experience in at least one global majority country.
    Relevant experience in a UN system agency or organization is considered as an asset.
    Fluency in English and functional proficiency in French (oral and written). Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.

    How can you make a difference?

    The Local Security Assistant (LSA) reports to the Security Associate for supervision. The Security Assistant provides technical, operational, and administrative assistance to the CSM in support of their role as it relates to ensuring the safety and security of personnel and their eligible family members as well as the safeguarding of UNICEF premises, assets, and resources at the duty station.     Security Planning

    With strong support and guidance from supervisor, develop and conduct country level training sessions for drivers to familiarize them with the specific actions to take when entering a security related situation when driving.
    Assist the supervisor in the management of online platforms (SharePoint, Planner; TRIP; Vehicle tracking; AIMS…etc.) and ensure that all related UNICEF personnel information is adequately and timely captured in the applications systems.

    How can you make a difference?

    The Education Specialist supports the development and preparation of the Education (or a sector of) programmes and is responsible for managing, implementing, monitoring, evaluating and reporting the progress of education programmes/projects within the country programme. The Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education programmes/projects to improve learning outcomes and equitable and inclusive education, especially for children who are marginalized, disadvantaged, and excluded in society.
    The Education Specialist contributes to the achievement of results according to plans, allocation, results-based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework.

    Key Functions And Accountabilities
    Support to “access to education and inclusion” programme development and planning

    Support the preparation, design, and updating of the situation analysis for the education programmes to ensure that current and comprehensive data on education issues is available to guide UNICEF’s strategic policy, advocacy, intervention, and development efforts on education programmes.
    Help the supervisor set priorities, strategies, design, and implementation plans. Keep abreast of development trends to enhance programme management, efficiency, and delivery.

    Plan and collaborate with internal colleagues and external partners to establish monitoring benchmarks, performance indicators, and other UNICEF/UN system indicators to assess/strengthen performance accountability, coherence, and delivery of concrete and sustainable results for the assigned sector on education programmes.
    Participate in monitoring and evaluation exercises, programme reviews, and annual reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results.
    Prepare and assess monitoring and evaluation reports to identify gaps, strengths, and weaknesses in programme management.
    Identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
    Actively monitor programmes/projects through field visits and surveys, and exchange information with stakeholders to assess progress, identify bottlenecks and potential problems, and make timely decisions to resolve issues and/or refer to relevant officials for timely resolution.

    Technical and operational support to “access to education and inclusion” programme implementation

    Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and country office partners and donors on interpretation, application, and understanding of UNICEF policies, strategies, processes, and best practices and approaches on education and related issues to support programme management, implementation and delivery of results.
    Arrange/coordinate the availability of technical experts with the Regional Office/HQ to ensure timely and appropriate support throughout the programming process.
    Participate in education programme meetings including programme development and contingency planning to provide technical and operational information, advice, and support.
    Draft policy papers, briefs, and other strategic programme materials for management use.

    Networking and partnership building

    Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders, global partners, donors, and academia through active networking, advocacy, and effective communication to build capacity, exchange knowledge/expertise, and reinforce cooperation to achieve sustainable and broad results on education programmes.

    Experience working in a developing country is considered an asset.
    Experience working in education programme particularly focusing on access to education and inclusion portfolio is a must.

    Technical Competencies
    Technical Competencies Must Be Demonstrated In The Following Areas

    To this end, the Senior Adviser Child Protection (Prevention of Harmful Practices) will work in close collaboration with UN agencies, including the UNFPA, WHO, UN Women, and UNICEF programme and policy sections, particularly the Gender Section but also Social Policy, Education and Health; all the targeted countries and regional offices for the Joint Programmes; donors (particularly in the steering committees); and partner advisory groups.     Provide supervision and guidance to the Team, setting individual and team objectives and establishing clear individual performance objectives, goals and timelines. Provide regular and timely direction and guidance to all staff on the Team to enable them to perform their duties responsibly, effectively and efficiently.
    Provide timely guidance to enable the Programme Support Unit to perform its duties responsibly, effectively and efficiently; and plan and ensure timely performance management and assessment of the Core Joint Programme Coordination Unit.
    Manage funds allocated to the work around prevention of harmful practices (with a focus on child marriage and FGM/C) by prioritizing activities to be funded, in line with the annual work plan, and ensuring efficient and timely use of funds vis-à-vis grant expiration dates.
    Establish the Child Protection Section’s annual work plan in the area of prevention of harmful practices (with a focus on child marriage and FGM/C) as well as the Joint Programme’s annual work plan. This involves setting priorities, targets and performance measurement indicators and monitoring progress and results achieved according to performance standards. This is done in close collaboration with the Gender Section.
    Draft policy briefs and communicate the essential elements for realizing the strategic vision and programmatic results for UNICEF management and key stakeholders/participants in the Joint Programmes, including governments, senior managers, programme staff and other partners.

    Programme development, planning and management

    Develop programme proposals and take other actions to leverage funds for the areas of responsibility, reflecting priorities on the prevention of harmful practices (with a focus on child marriage and FGM/C).
    Align global child protection programmes with the UNICEF Strategic Plan, UNICEF Gender Action Plan, international standards and mechanisms, donor development policies, and UN-wide interventions and initiatives.
    Participate in major monitoring and evaluation exercises to assess progress globally and to engage stakeholders to take required actions to achieve results, identify lessons learned and facilitate strategic use of knowledge gained.
    Prepare programme reports for UNICEF senior management, the Executive Board, donors and partners.

This will take place through strategizing with country and regional offices and partners to raise awareness of the guidelines, informed by a collected body of knowledge that can be shared and replicated across countries.
    Provide technical advice to senior management on issues related to prevention of harmful practices (with a focus on child marriage and FGM/C), resulting in strategic visibility and advocacy.
    Lead discussions on the formulation of global strategies and policies for both inter-agency and UNICEF-specific work on prevention of harmful practices (with a focus on child marriage and FGM/C).
    Improve programme and policy coherence and coordination across teams (units) in the Child Protection Section and other sections and divisions, and through engagement with other key actors.

    Advocacy, networking and partnership building

    Develop and maintain inter-agency relationships supporting the development of enhanced policy frameworks, guidance and tools around prevention of harmful practices (with a focus on child marriage and FGM/C).
    Proactively build and strengthen strategic partnerships through networking and advocacy with governments, UN system agency partners (particularly UNFPA, WHO, and UN Women), donors, internationally recognized institutions, NGOs, funding organizations, research institutes and the private sector, in order to leverage these partnerships to achieve greater results for children.
    Lead technical partnerships including the UNFPA-UNICEF Joint Programmes on ending child marriage and FGM/C by serving as an active member of the respective steering committees and partner advisory groups.
    Actively serve and take leadership roles where appropriate on relevant coordinating and policy bodies, ensuring close collaboration within Programme Division and with regional and country offices and partners.

    Enhance acquisition of programme knowledge through systematic collection of country programme experience (lessons learned, best practices, reviews, evaluations) in the area of prevention of harmful practices, including a focus on scalable interventions as well as measurement of changes in social norms.
    Promote critical thinking and innovative approaches for the prevention of harmful practices (with a focus on child marriage and FGM/C), keeping abreast of current research and introducing and implementing cutting-edge practices on child protection management information systems. Work to institutionalize and disseminate best practices and knowledge learned, including in post-emergency and fragile settings.
    Ensure research is applied to learning and practice in the field by disseminating and tracking relevant shifts in programme design and implementation.

    An advanced university degree in international development, human rights, psychology, sociology, international law or other social science field is required.
    At least 10 years of progressively responsible professional work experience at field level and national and international levels in programme planning, management, monitoring and evaluation in areas related to child protection is required.
    Experience on fostering collaboration with a broad range of partners, driving innovation and achieving measurable outcomes on prevention of harmful practices is required.
    Experience of strong advisory skills tailored to a diverse range of stakeholders, including the UN agencies, government bodies, non-profit organizations and private sector entities is required.

    How can you make a difference? 

    In its dual role as the chair of the ORPG and a key partner in the GPEI, the Polio Eradication Programme of UNICEF is currently seeking to recruit a reporting consultant. This consultant will collaborate with HQ, Regional, and Country Offices to assist in developing and maintaining a monthly outbreak response finance report conducted in close coordination with key GPEI partners, aiming to ensure the timely availability of the report for informed decision-making. The recruited consultant will work remotely under the supervision and guidance of the Programme Officer for Polio Outbreak Response (OBR). 

    Key tasks and responsibilities include the following:

    Scope of Work:  Under the supervision of the Programme Officer in OBR, the consultant is responsible for:

    Finalization of monthly global polio outbreaks response and preparedness finance report format and design: In coordination with UNICEF and WHO teams, review the data inputs for both agencies, objectives of the report, and users to design and finalize a formatted report in relevant format (i.e., Excel, PowerPoint, and PowerBI, etc.). The report should include 

    The total OB budget ceiling, allocations, expenditure, encumbrances/commitments, and balances at country, region, and global level disaggregated by country and implementing agency (UNICEF, WHO)
    A 4–6-month Supplementary Immunization Activity (SIA) schedule that notes vaccine type and campaign delays/postponements/cancelations.
    Explanation for delays or underspending in Surge and SIA budgets. 
    Surge human resource positions approved, filled, and vacant.

    Finalization of monthly global polio outbreaks response and preparedness group finance report timelines, coordination, and work plan: In close coordination with ORPG Finance Team:

    Set a reporting schedule to collect, collate, analyze, and report to relevant groups.
    Set up a coordination mechanism to ensure timely collection, analysis, and distribution of the report, maintain a list of contacts and systems providing report data, such as ORPG SIA calendar (Regional Outbreak Response Group (RORG) and Incident Management Support Team (IMST)), SIA and surge approval, allocation, and implementation status (ORPG finance team, Finance Management Group (FMG), and RORG/IMST), GPEI quarterly outbreak financial report (FMG)
    Participation in biweekly finance team meetings.

    Develop and maintain a monthly outbreak response finance and activity report that includes information on the GPEI-approved budget for outbreaks, allocations, and current utilization status per the set timeline.
    Identify areas of concern or underspend in the report and summarize them in a PowerPoint or agreed format for OPRG leadership.
    Compile and share the report within the decided timelines with relevant groups.
    Ensure the report facilitates timely decision-making and presents a consistent narrative on outbreak implementation across all levels in an agreed format.

    Review and Improvement Process: In consultation with ORPG and other relevant groups, after three months of reporting, assess the effectiveness of the reporting. Including solicit feedback from users on the report’s usefulness and ways to enhance it, synthesize feedback and make suggestions for improvements, document and update the report template based on the review process.

    Education
    In collaboration with UNICEF Angola, UNICEF ESARO is supporting the Angolan Ministry of Education (MoE) to strengthen its use of education data under the umbrella of the Data Must Speak (DMS) initiative. Established in 2014, the goals of DMS are to improve equity and learning in education through:

    Improved management of education system through strengthening the use of data to inform planning and policy,
    Enhanced social accountability in education through greater citizen involvement, transparency and accountability to communities, and
    Improved global knowledge about what works (or doesn’t) for community engagement, in what context, and how to use data to improve equity and learning outcomes.

    Scope of Work

    Goal and objective: Under the supervision of the Education Specialist – Data and Research / Education Section, the consultant will build on the existing partly-completed Excel profile builder to finalize a Profile Builder Template that automates production of school, community, municipality, province, and national profiles. The consultant will also develop materials and deliver training to build the capacity of UNICEF ESARO and Angola to support the MoE in Angola in effectively utilizing the Profile Builder.
    Provide details/reference to AWP areas covered: This assignment contributes to the advancement of ongoing DMS technical support to countries, an activity identified under Key Intervention 5.4 in the ESARO Education 2023 workplan, which is to “support strengthening education information systems development (including EMIS and learning assessment systems) and utilization in the region (DMS, Positive Deviant component).”
    Activities and Tasks: The consultant will be responsible for the following activities:
    Finalise programming of primary school profile and primary community profile based on MoE clarifications and requests
    Program the secondary school profile, secondary community profile, municipality, provincial, and national profiles
    Complete testing of profile builder and profile outputs
    Draft high-level user manual and prepare and deliver an initial training session on file use
    Adjust the profile builder (Excel and VBA) for new data shapes from 2024 EMIS data collection onwards
    Update and draft the full content of the user manual, documenting the programming completed, how it works, and how to update it when making future changes to the profiles
    Prepare and deliver a remote training on use of the updated file to UNICEF and MoE staff to build their capacity on the advanced Excel programming utilized for the profiles
    Ongoing: time to be allocated to meetings for updates, brainstorming, trouble-shooting etc
    Work relationships: The Education Specialist – Research & Data will oversee the assignment and provide guidance. Some consultation with colleagues from UNICEF Angola and the Angolan MoE may also occur.
