    Role
    Under the guidance and direct supervision of the Senior Advisor, Child Nutrition and Development in Humanitarian Action, the Nutrition in Emergency Specialist will work collaboratively with colleagues across UNICEF and external partners, to strengthen UNICEF’s leadership in preparedness and response to humanitarian crisis. Specifically, the role will support:

    The position involves frequent travels to emergency affected or fragile contexts (30- 40%). This means the incumbent will be exposed to difficult working conditions, limited infrastructure, stressful situations and long working hours while deployed.

    This role will support countries, in complex humanitarian crises to meet their commitments under the CCCs, and their responsibility as the Cluster Lead Agency for nutrition.
    In close collaboration with EMOPS and the GNC, this role will focus on building internal systems, tools and processes, to strengthen UNICEF’s technical and programmatic leadership on child nutrition and development in humanitarian action. The role will reinforce the provision of technical and programmatic assistance to Regional and Country Offices preparing and/or responding to humanitarian crisis. The role will also support UNICEF engagement with key inter-agency partners and initiatives to better anticipate and respond to large scale, humanitarian crisis (including but not limited to the Emergency Procedure relating to Famine Action Mechanism (FAM). Apart from physical and remote ERT deployments, the role will support HQ engagements with Emergency Operations, Regional and Country offices and key UN and NGO partners. This structural support at HQ will help improve program tools, guidance and capacity to deliver quality, timely nutrition support to COs preparing for or responding to a crisis.

    How can you make a difference?
    Support UNICEF Regional and Country Offices to prepare for and respond to the nutritional needs of children living in humanitarian contexts.

    In coordination with EMOPs Division, Regional Offices and the Global Nutrition Cluster, monitor the nutrition situation in emergency countries, and provide guidance on priority actions to be taken for preparedness, response and recovery. This includes but is not limited to supporting the development of emergency preparedness and response plans and reviewing strategic response documents (Strategic Response Plans, Humanitarian Needs Overviews, Humanitarian Action for Children appeals) to contribute to effective and efficient emergency preparedness and response.
    Support Regional and Country Offices during complex emergencies and/or Level 3 (L3) emergencies. This is expected to include supporting the development and/or revision of nutrition response plans, supporting resource mobilization efforts and identifying strategic opportunities to protect and respond to the nutritional needs of children living in these contexts.
    Lead Human resource and financial needs assessment and support countries in meeting identified needs: In close collaboration with CO, RO and HQ, and with Global Nutrition Cluster, identify, advise and support identification of staffing (levels and skills) necessary to meet UNICEF’s accountability as cluster lead agency. In close collaboration with SD, support immediate and ongoing supply needs for program delivery, and also support financing needs.

    Lead UNICEF’s technical engagement with internal and inter-agency preparedness and response mechanisms for nutrition in humanitarian contexts

    Provide leadership in the nutrition sections internal engagement in relation to technical support provided to ROs as well as L3 and L2 COs. This will include tracking and documenting HQ support provided to ROs and L3/L2 COs existing and emerging thematic areas.
    In coordination with EMOPs Division and the Emergency Nutrition Unit, lead UNICEFs technical engagement on behalf of Nutrition section, with key early warning and early action mechanisms. This is expected to include (but not be limited to) periodic representation of Nutrition-PG in Global Nutrition Cluster (GNC) partner meetings, scheduled Emergency Management Team (EMT/R-EMT) and RO/CO calls.
    Ensure that Nutrition humanitarian responses are climate sensitive, taking into account climate risks, and actions for preparedness, and response can mitigate and adapt to climate shocks

    Participate in child nutrition and development in humanitarian action capacity building efforts

    In coordination with the Nutrition Section, support the assessment and determination of capacity gaps in preparedness, response and transitioning of child nutrition and development crises.
    Provide technical support in the development, revision and rollout of child nutrition and development training modules and capacity strengthening workshops.
    Support the roll-out of UNICEF’s Core Commitments to Children (CCC). This includes reviewing existing national preparedness and response plans, capacity building of nutrition staff and global reporting on progress made in humanitarian contexts towards CCC nutrition indicators and milestones.
    In coordination with the Nutrition Section, support the identification of programmatic and technical recommendations and actions based on emerging trends and support Regional and Country Offices in implementing appropriate measures to sustain and/or improve the quality and research of services for maternal and child nutrition in humanitarian contexts.
    Support countries to take understand climate risks, and strategies that can ensure that services and practices can be adapted, and investments made to mitigate the impact on child nutrition as part of humanitarian response.

    Monitoring, evaluation and reporting on Emergency Response

    In cooperation with the Emergency response team, CO, RO and HQ, participate in the monitoring and evaluation of the nutrition component of the emergency response, and ensure that agency commitments under the CCC are met.
    Lead documentation of response lessons learned, best practices and ensure that donors are appraised of innovations, changes needs and areas for new investments.

    To qualify as an advocate for every child you will have…

    An advanced university degree (Master’s or higher) in nutrition, nutritional epidemiology, public health, global/international health and nutrition, health/nutrition research, policy international development, or other health related social science field is required.
    Minimum eight (8) years of progressively responsible professional work related to public health nutrition, public health, humanitarian assistance and development, health/nutrition research, policy and/or management, or other health related social science field is required.
    Prior experience in nutrition in humanitarian contexts preparedness and response is required.
    Prior experience in nutrition program/project development and management in any UN system agency or organization is an asset.
    Previous experience in the identification, evidencing and roll-out of technical improvements in nutrition policy and practice is an asset.
    Demonstrated analytical and persuasive writing skills experience as well as editing skills, including ability to convey complex information in a clear manner to a diverse audience

    An advanced university degree (Master’s or higher) in climate change, environmental science, engineering, disaster management, International Development, International Relations, Government, Public Administration, Public Policy, Social Policy or other relevant disciplines is required.
    A minimum of 10 of relevant professional experience in areas related to sustainability, international development, disaster management, environmental issues, public policy, social policy, and children’s health and wellbeing is required.
    Specific experience in policy/advocacy/programming, implementation, monitoring, review and evaluation related to climate change, environment or disaster risk reduction is required preferably in a developing country context.
    In-depth knowledge on climate, environment, and DRR (CEED) impacts, assessments, and adaptation solutions required as well as at least one of the Global technical specialist sectors listed above (Climate Finance; Environmental Finance; Monitoring and Evaluation; Renewable Energy; Data and Evidence generation).

    How can you make a difference?

    Under the overall supervision of the Regional Advisor (RA) Nutrition, the position will be responsible for technical support and strategic direction on Maternal, Infant and Young Child Nutrition (MIYCN), including micronutrient supplementation, first foods and food fortification. The work of the Specialist is guided by the UNICEF global nutrition strategy and its regional contextualization, notably the multi-system approach. The Nutrition Specialist provides substantive support to the RA for the work of the Nutrition Section, in terms of authoritative technical assistance, oversight on implementation of multi-country grants and initiatives and quality assurance to the MIYCN aspect of nutrition programs in countries, contribution to the regional aspects of the nutrition section’s work on MIYCN, including development of tools and guidance, innovation, evidence generation and knowledge development and exchange. The position oversees partnerships with regional economic communities (RECs) in the region, as well as with other stakeholders including UN agencies, NGOs, donors, academia and others on MIYCN.

    Management and advisory support to the Regional Adviser

    Provide advice to the RA in establishing, implementing and monitoring the MIYCN components of the annual work plan.
    Ensure results for MIYCN are achieved according to schedule and performance standards, and report to RA critical issues for timely action.
    Provide technical assistance and advice to colleagues in the section on the MIYCN aspects of programming and implementation to enable them to achieve results.

    Programme development and planning

    Provide technical support and guidance on the preparation, design and updating of regional and country situation analyses on MIYCN, to inform the regional and country agendas.
    Provide technical and strategic assistance to country offices to formulate, design and prepare the MIYCN components of nutrition programmes across multiple systems and develop implementation plans.
    Provide support for country offices to develop the MIYCN components of humanitarian response plans, HACs, appeals, proposals and other relevant emergency documents, as well as resilience strategies.

    Administrative issues

    The consultant can work remotely but would need to follow the working hours of Nairobi, Kenya and occasionally may be asked to work out of office hours due to the nature of breaking news or emergencies.
    Schedule for progress meetings throughout the contract duration will be required.
    All travel (in case of any) will be by most economical fare and reimbursement will be as per UNICEF policy.
    The consultant/contractor is expected to work remotely but should there be travel, depending on COVID-19 travel restrictions, the UNICEF office would cover subsistence allowances and travel costs. If the consultant/contractor is required to quarantine while traveling, UNICEF will pay for the quarantine if not organized by the host country.
    Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.     Scope of Work

    Goal and objective:

    The overarching goal of the consultancy is to strengthen gender and immunization programming at both the RO and CO level. The consultant will provide critical support in evidence generation and analysis, stakeholder advocacy, documentation of regional learnings, and technical support to gender activities under different grants (i.e., CanGive, GAC, GAVI, 7% set aside fund for HPV+ programming).

    Provide details/reference to AWP areas covered:

    This assignment will contribute to strengthen technical assistance to COs as per AWP 240R/A0/11/880/009/012 as well as ensure regional cross-sectoral coordination and engagement centering gender equality in health-related gender initiatives AWP PCR/IR 240R/A0/11/880/008/011.

    Activities and Tasks:

    Analytical review and mapping of gender integration in community health policies across 21 countries in ESAR.
    Conduct a gender review of national community health policies across ESAR countries, including identifying gaps and opportunities for the integration of gender responsive/transformative approaches, as well as specific consideration related to needs of adolescent girls.
    Carry out both desk review and key-informant interviews with recommended countries and partners to identify promising practices associated with the gaps identified in the mapping.
    Consolidate recommendations to address the identified gaps, targeting policymakers and practitioners.
    Sub-deliverables include an inception report (including workplan, methodology, and assessment framework), draft report, final report, and a validation workshop with relevant colleagues and stakeholders.

    Stakeholder engagement and advocacy

    Based on the scoping review and synthesized evidence (including some led by other sections and HQ), the consultant will lead and design stakeholder engagements and advocacy efforts on gender-transformative community health. This includes coordinating a “South to South” learning event convening governmental focal points with other stakeholders from community level (CSOs, Women and Girls Organizations) and from regional-continental level (e.g., AU, Africa CDC, Gavi).
    The learning event will be completed through a study tour/ field visit on gender and community health model in the country identified to host the learning event (potentially Ethiopia or Kenya)

    Regional learning documentation

    Document best practices, lessons learned, and challenges related to gender integration in immunization and community health within the region.
    Lead on webinars and/or knowledge sharing sessions to facilitate the sharing of gender-responsive approaches across countries.

    Provide technical support on gender in immunization and community health.

    Serve as a technical ‘helpdesk’ for COs on gender activities in immunization, including providing expertise in integrating gender considerations into the planning, implementation, and monitoring of immunization and community health programs.
    Support inter-sectoral coordination with COs on the HPV+ agenda.

    Work relationships

    The consultant will work primarily with the ESARO Gender and ADAP Section, while engaging other RO colleagues from other sections especially Health/Immunization, HIV-SRHR and SBC. The consultant will also have regular engagements with gender and immunization colleagues at COs and with relevant colleagues at HQ and in WCARO. Finally, the consultant will engage externally with stakeholders on gender in immunization and community health.

    Desired Competencies, Technical Background And Experience

    At least a master’s degree in the following or related fields: global health, public health, health policy and management, with demonstrated competency on gender.
    At least 8 years of proven experience in integrating gender-transformative considerations into health programmes, preferably in the context of immunization and community health.
    Strong experience in writing reports, documentation to convey programming efforts, conducting key informant interviews, facilitating workshops/discussions and documenting case studies in an international development context.
