Access to safe, effective, quality assured, and affordable essential products for children and their families through public health services is instrumental to improving the health of children and families, improving health coverage without incurring financial depredation and achieving meaningful change.

    The following minimum requirements:
    Education: 

    An advanced university degree (equivalent to a Master’s) from an accredited institution is required in Supply Chain Management, Logistics, Procurement, Business Administration, Management, Economics, Contract/Commercial Law, International Development, Health or related social science field.

    Work Experience: 

    At least 8 years of relevant work experience in (at the national and international levels, in supply, logistics, procurement, contracting, administration and/or other directly related technical fields is required.

    Advocacy and Partnerships on adolescents and youth in humanitarian and peacebuilding contexts

    Advocate at global level for stronger integration of and allocation of resources to addressing the needs and priorities of adolescents and youth in humanitarian action; disaster risk reduction strategies; emergency preparedness, response and recovery; and peacebuilding processes and programmes.
    Review and contribute to existing organizational plans, tools, policies and standards in the area of emergencies and peacebuilding to strengthen work with and for adolescents and youth; and ensures linkages between emergency, transition and development strategies.
    Participate and actively engage in the inter-agency Youth Compact, including in advocacy efforts, coordination on humanitarian efforts, and developing inter-agency guidance.
    Work closely with EMOPS, UNICEF Humanitarian Action focal points working group in PG and support to regional and country offices in ensuring appropriate attention to adolescents and youth within L2/L3 emergency situations and on-going efforts to harmonize responses to emergencies.
    Forge partnerships with IASC clusters, task forces and surge/stand by partners to position and strengthen efforts with and for adolescents and young people.
    Strengthen the inclusion of and collaboration with youth led/youth centered organizations in humanitarian and peacebuilding contexts.

    Knowledge Management and Documentation

    Participate in institutional assessments, evaluations and humanitarian reviews that help to identify opportunities and gaps in crises preparedness, response and recovery efforts that have implications for adolescents and young people.
    Support knowledge generation (e.g. case study documentation, learning series etc), dissemination, and sharing of experiences among UNICEF staff and partners on strategies and tools, lessons learned, case examples and innovations to prevent and mitigate the impact of emergencies.

    Contributions to ADAP HQ section operations and management

    Contribute to ADAP HQ’s resource mobilization and management efforts including planning, utilization and reporting.
    Work with and guide the work of support staff and/or external consultants/contractors such as on the roll out of the IASC Youth Guidelines, training and capacity development on the Adolescent Kit, coordinating inter-agency advocacy and training events at global, regional and country level.
    Synthesize and analyze progress and challenges and develop recommendations for relevant UN and UNICEF policy and strategy documents, annual and mid-term reviews, donor reports and inter-agency feedback.
    Contribute to ADAP Section’s key initiatives and multi-sectoral effortsas required.

    The Following Minimum Requirements

    An advanced degree in social sciences with a technical focus in the areas of education, humanitarian action, human rights, international development, psychology and/or related field is required.
    A minimum of eight (8) years of professional work experience at the national and international levels in adolescent and youth programmes, programme management, youth engagement, with emphasis on working for and with young people in humanitarian and peacebuilding contexts is required.
    Relevant experience in coordination, advocacy, developing global goods and guidance, partnerships in humanitarian situations, working with humanitarian partners (IASC, cluster mechanisms etc) is desirable.
    Strong knowledge of and experience working on gender equity, especially as pertaining to adolescents and young people will be an asset
    Relevant experience in a UN system agency or organization is considered as an asset.
    Demonstrated experience and expertise working on education programmes for adolescents and young people (Experience with Life Skills Education Programmes is a plus)
    Demonstrated track record in report writing, documentation and publication.

    Key Responsibilities And Tasks Include The Following

    Support digital ecosystem, social media, and digital technology platforms:
    Assist the Digital Communication Manager in providing technical support to UNICEF Country Offices (COs) for digital engagement interventions, including strategy development, planning, monitoring, and evaluation.
    Contribute to the implementation of UNICEF Polio Annual Work Plans in coordination with GPEI partners, ensuring digital and social media components of the Country polio SBC programs meet global excellence standards.
    Participate in technical working groups and translate policies and guidelines into operational frameworks for countries to support the development and implementation of global strategic direction, guidelines, and work plans for digital engagement.
    Support polio digital community engagement strategy:

    Collaborate with partners and stakeholders to ensure the integration and harmonization of polio social media activities with global communication and advocacy activities, as well as intra-UN system development activities and initiatives.
    Support the planning and implementation of social listening mechanisms to monitor and mitigate risks associated with misinformation, fake news, and an information vacuum about vaccination. Engage with various groups and influencers in the digital ecosystem to pre-emptively address and debunk myths about vaccines.
    Contribute to misinformation management capacity building and technical deployment:
    Support the design of evidence-based capacity-building strategies to manage polio and vaccine-related misinformation, both online and offline, in collaboration with internal and external partners.
    Assist in producing and testing training aids and materials for misinformation management events and learning activities, ensuring high levels of technical capacity to maintain community trust in vaccines and vaccination worldwide.
    Support the maintenance of active relationships with online media outlets, influencers, researchers, implementing organizations, and strategic partners to actively contain rumors, misinformation, and disinformation around the polio vaccine or vaccines in general.
    Coordinate and advance thinking around Digital Community Engagement:
    Support the development of UNICEF Polio Team’s global Digital Community Engagement approach, spearheading social listening, uInfluencer community engagagment, online ads management, risk anticipation, content design, and programmatic support to polio outbreak and endemic countries.
    Participate in organizational and inter-agency discussions and planning on digital and social media for polio SBC advocacy and resource mobilization initiatives, including outbreaks, in collaboration with the Division of Communication.
    Contribute to evidence generation and research initiatives for improved digital community engagement activities, influencing national and local policies and investments in SBC for generating sustainable results through online communication activities.
    Institutionalize and share best practices and knowledge learned with global and local partners and stakeholders to build capacity of practitioners, local networks, and government partners to actively mobilize online communities to further the goals of the polio program and generate demand for vaccination.

    Work Experience / Skills:

    A minimum of five (5) years of relevant professional experience in one or more of the following: social media management, digital marketing, or digital communication.
    Knowledge and experience in mobilizing social media, technological platforms, applications, and digital influencers to achieve strategic results.
    Strong written communication skills and the ability to convey complex information in a clear and concise manner.
    Proven track record in developing and executing successful digital communication campaigns, with an emphasis on audience engagement and content creation for various platforms.
    Ability to work effectively in cross-functional teams and to collaborate with internal and external partners in a diverse and multicultural environment.

    Under the guidance of the Senior Programme Manager (Outbreak Response) and the NYHQ Finance Manager, you will support the Polio Outbreak team, and closely collaborate with the Regional Outbreak Response Group (RORG), Incident Management Team (IMST) as well as UNICEF Regional (ROs) and Country Offices (COs), in leading on the management of polio resources. Responsibilities will include supporting the development of work plans, budgets and reports, and effectively and efficiently developing, monitoring and reporting on outbreak grant-specific budgets in line with program, UNICEF and donor requirements. The Programme Budget Specialist also provides key support to the RORG/IMST in outbreak budgetary monitoring, guidance to the ROs/COs on compliance with donor and internal UNICEF rules and regulations and other key functions as required. The incumbent will be deployed to polio outbreak countries as needed, to support monitoring polio resources, analyze reasons for under/over implementation and flag any issues encountered as per agreed workplan in line with Global Polio Eradication Initiative (GPEI) outbreak response Standard Operating Procedures (SOPs). The incumbent should also oversee the reporting of monitoring indicators to senior management groups, in particular ensuring that the SC have the necessary data to have informed discussions about the outbreak response strategy and budget.

    Key Functions And Accountabilities Include The Following

    Support to financial planning and management
    Lead on the financial management of outbreak response funding and ensure financial data are regularly updated and shared with the outbreak response technical team.
    Keep track of all approved and allocated funding to outbreak countries; Monitor and analyze outbreak budget implementation and determine/recommend reallocation/pullback of funds when necessary.
    Establish a cadence to:

    Review the ORPG smartsheet to ensure continuous quality assurance of data entries in the SMARTSHEET and monthly reconciliation between the SMARTSHEET and dynamic budgeting results.
    Perform spot checks of the internal surge recruitment tracker (including deployments) for outbreak countries; liaise with RORG/IMST Budget Specialists or focal points for a comprehensive review and required follow-up to address any bottlenecks and support (as necessary) with taking corrective action.
    Follow-up with the RRT/IMST/COs to ensure all outbreak finance and budget-related issues are promptly identified and resolved for the efficient functioning of polio outbreak funds.

    Liaise with RORG/IMST Budget Specialists or focal points to Identify and track in-country balances from previous allocation(s) for both SIA and surge to be accounted for in future allocations.
    Liaise with RORG/IMST/CO/HQ focal points on any outbreak financial related issues.
    Review and analyze outbreak budgets in coordination with RORG/IMST/HQ and ORPG finance team.
    Donor reporting
    Coordinate timely reviews and submission of high-quality donor proposals for outbreak response, reports and related documentation in coordination with RO/CO and HQ.
    Provide financial technical expertise
    Train country office Polio team on financial monitoring tools and GPEI budget templates.
    Represent UNICEF Outbreak team at the CO/RO level and with GPEI partners on financial related issues.
    In collaboration with the RORG/IMST, provide country support in terms of capacity building and filling gaps in finance, operations to ensure that the high investment of the Polio Programme in country offices is implemented as per the GPEI and organization expectations.
    Innovation, knowledge management and capacity building
    Lead on the development/update of SOPs for Polio Outbreak Response funds allocation and disbursement
    Collaborate with colleagues in WHO, RORG/IMST to develop user friendly tools on finance-related outbreak data
    Focal point/Lead/Manage the automation process of outbreak monitoring reports to ensure accuracy of finance data to be shared to different management groups.

    Work Experience

    In depth knowledge of UNICEF’s financial systems and policies including vision and insight required

    How can you make a difference?

    Under the overall supervision of the Regional Advisor (RA) Nutrition, the position will be responsible for technical support and strategic direction on Maternal, Infant and Young Child Nutrition (MIYCN), including micronutrient supplementation, first foods and food fortification. The work of the Specialist is guided by the UNICEF global nutrition strategy and its regional contextualization, notably the multi-system approach. The Nutrition Specialist provides substantive support to the RA for the work of the Nutrition Section, in terms of authoritative technical assistance, oversight on implementation of multi-country grants and initiatives and quality assurance to the MIYCN aspect of nutrition programs in countries, contribution to the regional aspects of the nutrition section’s work on MIYCN, including development of tools and guidance, innovation, evidence generation and knowledge development and exchange. The position oversees partnerships with regional economic communities (RECs) in the region, as well as with other stakeholders including UN agencies, NGOs, donors, academia and others on MIYCN.

    Management and advisory support to the Regional Adviser

    Provide advice to the RA in establishing, implementing and monitoring the MIYCN components of the annual work plan.

    Administrative issues

    The consultant can work remotely but would need to follow the working hours of Nairobi, Kenya and occasionally may be asked to work out of office hours due to the nature of breaking news or emergencies.

    All travel (in case of any) will be by most economical fare and reimbursement will be as per UNICEF policy.
