    Protection Associate (SGBV) Senior Administrative Assistant Livelihoods Associate

    The Protection Associate (SGBV) is part of the SGBV Unit in the Operation, which is an integral part of the Protection team. The incumbent reports directly to the UNHCR SGBV Officer and the Senior Protection Coordinator. The Protection Associate (SGBV) is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern, identify and assess SGBV cases. S/he also represents the Office externally on protection meetings and policy as guided by the supervisor.
    The incumbent will support inter-sectorial linkages with education, child protection, community-based protection, livelihoods and health, among others. Additionally, the Protection Associate will focus in strengthening SGBV data and information as well as follow up on individual case management and provision of counselling related to SGBV and to general refugee protection through regular assignment to UNHCR field posts at the camp.
    S/he also ensures that persons of concern are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

    The Age, Gender and Diversity (AGD) approach is applied in all aspects of protection and solutions work on behalf of persons of concern.
    Partner’s capacity to effectively implement SGBV prevention and response activities is enhanced.

    Coordination among relevant protection actors including through the effective management of the monthly interagency SGBV Coordination meetings which is currently co-chaired by UNHCR is enhanced.

    Responsibility (process and functions undertaken to achieve results)

    Assist the SGBV Officer in planning, coordinating, supervising and building technical capacity of partners and providing technical guidance to SGBV actors and monitoring implementation of SGBV activities.
    Assist in reviewing SGBV case management protocols/SOPs and adopting/revising to address identified gaps.
    Support the development /revision of the multi-year SGBV strategy.
    Assist with the profiling of PSN in the camps with a view of assessing their needs and analysing protection risks and capacities.
    In collaboration with the other field staff, undertake regular need assessments with beneficiaries to assess gaps and needs in SGBV prevention and response activities for appropriate action in accordance with guidelines.
    Liaise with relevant units/agencies (protection, field units and IP/OP) to ensure that the necessary services targeting women, children, the elderly and PLWD are reaching them and that SGBV prevention and response address their specific protection risks.
    Maintain regular contact with SGBV actors; local authorities, operational and implementing partners in the community at all levels as required.
    Assist in building capacity for the community-based protection and establish systems for community mobilization and participation in planning and implementing SGBV prevention and response activities.
    Work with implementing and operational partners to develop community-owned activities to address negative cultural practices that promote SGBV and support prevention and response activities in an AGDM sensitive manner.
    Provide technical advice and guidance to partners and government counterparts on SGBV Comprehensive Strategy as well as the UNHCR policy and guidelines on Prevention and Protection of Sexual Violence.
    Contribute to the preparation of status progress report and the unit’s periodic reports by collecting relevant data pertaining to the refugee’s activities and maintain up-to-date computerized records.
    Perform other related duties as required.

    Contribute to the enforcement of participatory AGD sensitive analysis as an essential basis for all of UNHCR’s work.
    Initiate AGD sensitive interventions at the appropriate level on community-based protection issues and to respond to protection concerns and incidents within the office, with external interlocutors, groups and individuals based on agreed parameters.
    Identify and select individuals or groups most at risk of SGBV and prioritize for interventions as per established guidelines.
    Mobilize stakeholders to plan and design and implement SGBV interventions.
    Identify training needs and support implementation for improvement of SGBV activities.

    Essential Minimum Qualifications and Experience

    Completion of Secondary education with training/certificate in social work, community development or other related fields.
    Minimum 6 years of previous relevant job experience in Community Development, Social Works, SGBV/Child protection program or related fields.
    Computer skills (MS office applications).
    Fluency in English and Kiswahili.

    Organizational Setting and Work Relationships
    Under the direct supervision of the Director of the Bureau/Division, or delegated staff member, and with the functional oversight of UNHCR’s Controller, the Regional Controller is responsible and accountable for guiding, monitoring, advising on, and supporting the comprehensive financial and administrative management of the offices in the region. The incumbent typically represents the Bureau/Division in all management discussions regarding financial resources.As per delegation from the Director of the Bureau/Division, the Regional Controller, as part of the Bureau’s multi-functional team, analyses, advises and makes recommendations, or decisions – based on delegation – on content, prioritization, and presentation of programme, administrative, and staff budgets and on the financial and administrative operation; in full compliance with UN/UNHCR rules and regulations and in consideration of funding or donors¿ requirements. S/he will provide analysis and advice on all resource allocation and reallocation processes in particular during the annual planning and mid-term review and programme implementation.The incumbent also supervises budget, finance and project control staff, and interacts with several parts of the Organization to coordinate, monitor, guide, and assist on financial and resource management aspects based on predetermined policies, instructions, and guidelines, in coordination with UNHCR’s Controller and other services and sections in the Division of Financial and Administrative Management (DFAM).     Duties

    Participate in the development and implementation of regional financial management objectives aligned with UNHCR’s strategy.
    Monitor, guide, and support the management of all financial resources in the region – including position management and project control – throughout the Programme Management Cycle; following-up as required to ensure the application of policies, instructions, and best practices; the cost-effective use of resources; and the prevention, mitigation, and solution of problems and challenges.

    Organisational context

    This consultancy is in support of a new Partnership between the Government of the Netherlands, IFC, ILO, UNHCR, UNICEF, and the World Bank. Eight countries and the respective UNHCR Country Operations are included in the Partnership agreement: Egypt, Iraq, Jordan, Lebanon, Ethiopia, Kenya, Sudan and Uganda.
    The Partnership aims to develop a new paradigm in responding to forced displacement crises through the involvement of development actors in a results-based and country-led approach. The Partnership provides a platform for demonstrating the benefits of innovative approaches that can enhance impact on the ground – including, but not limited to, by fostering synergies and strategic coordination across the partnering organizations on three thematic focuses: protection, education, and employment.
    In preparation for the multi-year partnership and funding cycle, the Government of the Netherlands has made seed funding available to each partner agency for the preparation of activities and collaborations to be adopted during the multi-year partnership.
    The Partnership encourages the participating institutions to create, test, and scale innovative approaches to forced displacement and leverage their respective comparative advantages to pilot new ways of working, develop enhanced financing modalities, and use cutting-edge technologies.
    The allocation of the seed funding will ensure the timely and relevant preparation, research, and set-up of programmatic strategies and capacities for the design, implementation, and scaling of the multi-agency and multi-year Partnership.
    Under the Dutch Seed Funding, the Division of International Protection (DIP) has committed to provide technical, policy and human resource support to its operations to ensure the full capacity of UNHCR to prepare for its engagement. The seed funding is allocated with the specific objective to support the Age, Gender and Diversity (AGD) Policy roll out to the operations targeted by the Partnership.

    The position
    The position is needed to support and strengthen the implementation of UNHCR’s Accountability to Affected People (AAP) framework in East Africa, with special focus on four operations (Ethiopia, Uganda, Kenya and Sudan). The regional Accountability to Affected People (AAP) consultant will be based in Nairobi, Kenya and will provide direct support and undertake field missions within Kenya and to Ethiopia, Sudan and Uganda.
    The position will focus on strengthening the durable solutions and social protection measures in the region and within country operations. It will seek to align strongly with regional and national initiatives in East Africa since the adoption of the New York Declaration. This will include the IGAD supported Nairobi Declaration and Plan of Action on durable solutions for Somali refugees and reintegration of returnees in Somalia (IGAD, March 2017); the Djibouti Declaration and Action Plan on education of refugees, returnees and members of host communities in the IGAD region (IGAD December 2017); the Kampala Declaration and Action Plan on jobs, livelihoods and self-reliance of refugees, returnees and host communities (IGAD March 2019. At the national level, the position will support and align with national plans that have been developed to support the implementation of the CRRF in Ethiopia such as the CRRF Road Map for the implementation of the Federal Democratic Republic of Ethiopia Government Pledges and the practical application of the CRRF, and the 2018 Refugee Proclamation. In Uganda, the position will support the Roadmap for the implementation of the CRRF in Uganda 2018 – 2020. In Kenya, the position will support the “Kalobeyei integrated socio-economic development programme. Phase one: 2018-2022 Comprehensive refugee and host community plan in Turkana West”.
    The position will focus on the four core actions on AAP as emphasized in UNHCR’s Policy on Age, gender and Diversity (AGD Policy, 2018) and strengthening linkages in between gender equality and AAP related work, including through its integration into proposals that will be submitted for the next funding cycle of the Partnership July 2020-June 2021 (submission in October 2019).
    The focus of UNHCR’s AGD Policy is to put the people we serve first. The updated policy consolidates the existing commitment to an AGD approach, AAP, and commitments to women and girls. More specifically, it includes four specific areas of engagement on AAP 1) participation and inclusion, 2) communication and transparency 3) feedback and response mechanisms, and 4) learning and adaptation.
    The consultant is needed to strengthen and support operational level AAP targeted actions across sectors and in activities emerging from the partnership with IFC, ILO, WB and UNICEF.
    Specifically, the regional consultant will support the engagement of the operation in delivering on the AAP component of the AGD policy. S/he will work in collaboration with the regional gender equality consultant to strengthen linkages between the two inter-linked areas of work.Duties and responsibilities
    UNHCR has embarked on a process of bringing cohesion to existing Accountability to Affected People (AAP) initiatives and related policies. The focus has been the consistent implementation of our AAP (and PSEA) commitments through standardization, programmatic tools, capacity strengthening, and ongoing technical AAP support in operational contexts. To do this in the context of the Partnership, UNHCR will engage a regional AAP consultant to provide support to the 4 operations in: capacity-development and programme and monitoring support; information and analysis; and coordination and advocacy on AAP in accordance with UNHCR’s AAP framework, existing global standards, and the evolving humanitarian environments we work in.
    Activities include but are not limited to:

    Capacity Development
    Capacity development to UNHCR operations and partner agencies, local NGOs and CSOs working on AAP with PoC and host communities through targeted support and workshops. This will include:
    Basic foundational training for UNHCR staff and key partners on AAP concepts and its translation into humanitarian action

    Learning through exchange and cross-fertilisation with government and local stakeholders on context-specific AAP mechanisms related to: Participation and inclusion, communication and transparency; inter-agency feedback and response mechanisms, and organisational learning and adaptation of programmes
    technical guidance and capacity building support for the establishment and promotion of feedback and response systems, including for confidential complaints
    Linkages between gender equality and AAP

    Develop tools for learning that can also be used by other operations to ensure progress on the implementation of the AAP core actions included in the 2018 AGD Policy.
    Consolidate a set of good practice sources and examples that staff and partners can use for the operationalization of AAP
    Support capacity development requirements on AAP as required under the regional and national frameworks on CRRF.

    Support processes for the collection and analysis of sex, age, and disability disaggregated data.
    Support operations in analysing AAP measures included in the projects submitted under the Partnership
    Identify AAP related challenges included in the inter-agency country proposals for each of the 4 operations (already submitted in May 2019) and provide actionable recommendations and support to address these challenges.
    Review inter-agency country proposals and make recommendation on (inter-agency) feedback and response mechanisms to be put in place (including PSEA)
    Support operations in developing AAP responsiveness of programmes and activities through analysis of (RBM) indicators in order to identify areas of progress and existing gaps.
    Programme and Monitoring Support
    Support UNHCR operations and partner agencies under this initiative with the development of a Monitoring and Evaluation plan to enable measurement of the impact of AAP mechanisms and systems from the onset up to 4 years of implementation of the multi-year projects under the Partnership. This includes suggesting and agreeing on inter-agency AAP indicators.
    Strengthen linkages between gender equality and AAP, and strengthen implementation of the four core actions on AAP within the Policy on Age, Gender and Diversity (2018).
    Promote the use of contextualised AAP-related tools and other resources in the planning, design, implementation, monitoring and evaluation of projects.
    Conduct missions to each country under this project to assess and support AAP sensitivity and inclusiveness of project implementation and support field operations with the development of an AAP action plan building on the Self-Assessment Tool already developed for the roll-out of the AGD Policy.
    Support country operations to develop proposals for a new cycle of the Partnership to start in July 2020 (July 2020-June 2021 cycle with submission of proposals in October 2019).
    Enable and support the localisation agenda and sustainability of the initiative by including and supporting NGO’s/CSO’s working at the local level on AAP.
    Coordination and Advocacy
    Provide technical support and advice to UNHCR and partner agencies, NGOs and CSOs working on AAP in humanitarian preparedness and response, including through assessments of projects and activities, identification of gaps, recommendations and capacity development efforts.
    Identify opportunities to promote the issues, concerns, and ideas raised by displaced and local communities of diverse ages and backgrounds; including through activities and events by partner agencies under this Partnership.
    Identify strategic alliances with partner agencies and other key actors to strengthen advocacy on AAP and support operations to put in place efforts that ensure continuity of advocacy efforts.
    The consultant will produce the following key deliverables:
    Liaise with operations to develop an AAP baseline through applying the Self-Assessment Tool on the implementation of the AAP components of the Policy on Age, Gender and Diversity (2018).
    Support field operations with the development of AAP action plans.
    Develop a mapping of existing data with the purpose of strengthening AAP related data collection and analysis where required.
    Develop a mapping of operational level AAP actions in the four operations, in order to identify progress and gaps and provide support on AAP inclusive implementation.
    Support AAP in the implementation of activities developed and funded under the project.
    Strengthen linkages between gender equality and AAP areas of work, including through integration in activities.
    In order to support localisation and sustainability, gather information on existing NGO’s CSO’s working on AAP mechanisms with persons of concern and host communities.
    Support AAP inclusiveness of inter-agency project proposals. Extend technical support to other key stakeholders including the Government and identified NGO’s/CSO’s working on AAP with persons of concern and host communities
    Monitoring and Evaluation plan to enable measurement of the impact of AAP mechanisms and systems from the onset up to 4 years of implementation of the multi-year projects under the Partnership, including inter-agency AAP indicators.
    Conduct brief workshops for all staff at the operational level aimed at providing clarity on AAP concepts.
    Collaborate with the Gender Equality consultant to conduct one regional capacity development workshop for UNHCR operations and partner agencies (UNICEF, WB, IFC and ILO).
    Develop four brief country level analysis reports for each operation, which will include highlights on the following:
    Overview of progress and gaps on AAP, including in information analysis and identification of existing promising practices.

    Potential actionable opportunities for work on AAP related to the AGD policy 2018’s core actions, including its linkages to gender equality.
    Identification of relevant AAP stakeholders (including government agencies, NGOs, community based organizations, and women’s associations or groups).
    Specific entry points for strengthened AAP integration in activities planned under the Partnership.

    ORGANIZATIONAL CONTEXT
    The Cash-Based Interventions (CBIs) Officer will ensure that cash and vouchers are routinely considered as a response option in both emergency and protracted situations within the area of responsibility (AoR), are complementary of other types of assistance and are planned, implemented and monitored in line with best practice and organizational guidance. The incumbent plays a role in programme coordination, planning, monitoring and evaluation as well as promoting capacity-building of UNHCR personnel and partners, and advocacy, information and communication on cash and voucher-related issues.
    S/he will liaise with Sub/Field offices within the AoR, DPSM/Cash-Based Interventions Section, and the Regional Bureau/Desk. S/he supports and, where applicable, provides guidance to the growing network of UNHCR CBIs focal points and officers as well as to Implementing and Operational Partners, National Governments, line ministries and UN agencies, particularly WFP.
    S/he will provide policy and guidance on CBIs, provide information on specific technical guidelines, briefings, trainings, provide input on evaluation documents, carry out assessments, facilitate contact with WFP, other partners and financial institutions, advise on local agreements, review reports, consult on technical protocols and standard operating procedures, advise on specific cash-based interventions, , contribute to advocacy and support fundraising.

    FUNCTIONAL STATEMENTAccountability

    Responsibility

    Contribute to Strengthening of the organization¿s role as the country reference agency for CBIs in displacement settings by developing and implementing a practicable strategy to institutionalise and scale up the use of CBIs throughout UNHCR country operation.

    The vast majority of refugees in Kenya are from Somalia, followed by refugees from South Sudan, Ethiopia, Sudan and the Democratic Republic of Congo. The Republic of Kenya has acceded to the 1951 Convention relating to the status of Refugees and its 1967 Protocol as well as the 1969 OAU Convention, and has ratified various other international instruments protecting human rights. In December 2006, Kenya enacted its first refugee legislation, the Refugees Act of 2006. Although the 1951 Convention holds a contracting State responsible for according to refugees, lawfully staying on its territory, the right to choose their place of residence and to move freely within its territory, Kenya has since the early 1990s practiced a policy of encampment which obliges the majority of refugees to remain within the confines of UNHCR-administered refugee camps. Although the Act does not indicate specifically whether refugees shall be required to reside in these designated areas, it provides for legal sanctions against those who contravene the Act by residing, without authority, outside camps in urban areas. Between 2012 and 2014 the Kenya authorities implemented the encampment policy very strictly through implementation of two ‘Relocation Directives’ as well as part of the Usalama Security Operation.
    Refugees in Kenya mainly receive UNHCR protection and assistance at the Sub-Office levels in either Kakuma or Dadaab refugee camps. Kakuma refugee camp and Kalobeyei Settlement are host to over 185,000 refugees of various nationalities. In September 2017, the Protection Unit in Kakuma was restructured paving way for the establishment of a Solutions Unit which consists of Resettlement, Voluntary Repatriation and Complementary Pathways. The limited access refugees have to local and national economic activities, combined with a very poor resource base constitute serious constraints for refugees to attain any level of self-sufficiency, let alone local integration. The psychological effects of surviving trauma, have contributed to a protracted refugee population that is highly vulnerable. Resettlement therefore remains a viable solution for many vulnerable refugees in Kakuma refugee camp and Kalobeyei settlement.
    Sub-Office Kakuma Resettlement Activities
    A significant number of resettlement referrals/submissions are expected during 2019; a total of 3500 are expected to be submitted from Sub-Office Kakuma, with the likelihood of an increase to this number. This position is required in order to assist the Office to meet the current resettlement targets
    Purpose and Scope of Assignment
    Refugees in Kenya are primarily identified for resettlement due to protection needs in line with the resettlement criteria in the Resettlement Handbook. In Kakuma, refugees are identified for resettlement through a new tool known as the Application for Integrated Management (AIM) for Protection and Durable Solutions. The United States receives the largest percentage of resettlement submissions; over 90%. Canada and Australia also receive cases from the Kenya operation. In 2018, selection missions from various countries are planned. The consultant will work under the direct supervision of the Senior Protection Coordinator and SGBV Officer at the UNHCR Sub-Office Kakuma.
    Duties and Responsibilities
    Under the supervision of the Senior Protection Coordinator, the incumbent will perform the following duties:

    Interview refugees, undertake necessary action / assessments to finalize the resettlement assessment, including, refugee status determinations and complete RRFs for cases deemed by the office to meet the resettlement criteria;
    Interview and assess sensitive cases with SGBV concerns under the supervision of SGBV Officer;
    Complete Resettlement Referral Forms (RRFs) to meet agreed targets in Kakuma. The consultant is expected to complete target RRFs per week in consultation with the supervisor or a NFF in lieu of an RRF when and if the case interviewed is recommended for closure;
    Liaise with other functional units, primarily the SGBV unit and partner agencies, to ensure immediate intervention and response to sensitive individuals concerns, and assessments made to finalize documentation on resettlement submissions;
    Attend the field post coverage as a member of Protection Team
    Fulfill other SGBV related duties as directed by the supervisor.

    Monitoring and Progress Controls
    Consultants will be required to enter appropriate events in ProGres for each case that will enable the manager to easily compute the number of RRFs drafted or reviews completed.
    Further, the consultant will be required to prepare reports following standard forms and deadlines:

    Biannual statistical and narrative reports
    A Final Report (at the end of the assignment or end of the year)
    A Performance Appraisal Report (PAR) as per Annex N (UNOPS)

    Living Conditions
    Kakuma is a security level 3 duty station, but it is relatively safe with very little criminality.
    Staff members live in accommodation provided within the Office compound. The climate for most of the year is characterized by dry and hot temperatures.
    There are limited medical facilities in Kakuma that are not fully equipped to deal with serious medical cases. Evacuation opportunities are limited. However, air ambulance evacuation can be organized for life threatening emergencies during day time. Candidates with conditions requiring regular treatment or medical supervision should be appropriately advised.
    There are good banking facilities in Lokichoggio and Lodwar towns which are located about 1hr and 2hrs away from Kakuma, respectively, and Equity Bank in Kakuma Town.

    General Background
    The incumbent is responsible for all technical support, coordination, policy development, monitoring and evaluation, and advocacy for the UNHCR Reproductive Health (RH) and HIV programmes in the East and Horn of Africa.
    The Regional RH Officer for East and Horn of Africa, will be a member of the regional team, will coordinate and provide technical support to a regional network of country level RH and HIV focal points, Health, Nutrition, Sexual and Gender-based Violence (SGBV), community-based protection staff as well as Protection and Programme Officers. The RRH Officer should ensure that UNHCR RH & HIV policies and programmes meet minimum UNHCR and international standards, to prevent infection and minimise reproductive health related mortality and morbidity among populations of concern in emergency as well as in stabilised situation. The incumbent plays a major role among the regional team in the region, supporting all issues related to RH with a focus on maternal and newborn health and family planning. He/ she should ensure the lessons learnt and tools from the Gates-funded maternal and newborn care and family planning projects are disseminated and systematized in UNHCR’s programmes in the region. The incumbent will be the focal point for Reproductive health, and HIV, including protection issues (e.g. HIV discrimination, stigma, mandatory testing) and Female Genital Mutilation (FGM) as well as the health response to SGBV. He/she will ensure that RH and HIV are integrated across protection, nutrition, food security, community services, gender and age, public health, water and sanitation, shelter, and the environment.
    Purpose and Scope of Assignment
    Reinforce coordination and implementation of quality and reproductive health and HIV activities, ensuring that the full minimum initial service package for reproductive health are provided in new refugee emergencies and that comprehensive quality reproductive health and HIV services are progressively integrated into primary health care and provided to the refugee population.
    Under the supervision of the Senior Regional Public Health Officer and working closely with the Public Health Officers and reproductive health/HIV staff at country level, the incumbent will be responsible for providing technical support, coordination, policy and planning, advocacy, monitoring and evaluation on reproductive health and HIV for refugees in the region.
    These include:

    Act as focal point for RH&HIV in the region, provide technical support to UNHCR country operations and partners to improve all aspects of reproductive health and HIV services to refugees based on countries specific needs and resource assessments.
    Liaise with national and regional authorities of the host country when planning and implementing RH activities in refugee camps and among the surrounding population, where appropriate.
    Liaise with other sectors (protection, community services, camp management, education, etc.) to ensure a multisectoral approach to reproductive health and HIV.
    Ensure the lessons learnt and tools from the Gates-funded maternal and newborn care and family planning projects are disseminated and systematized in UNHCR’s programmes in the region.
    Create/adapt and introduce standardised strategies for reproductive health and HIV which are fully integrated within PHC.
    Take measures to support the operationalisation of UNHCR’s guidance in maternal health, family planning and the adolescent reproductive health toolkit
    Introduce/enforce standardised protocols for selected areas (such as syndromic case management of STIs, referral of obstetric emergencies, clinical response to survivors of sexual violence, counselling and family planning services. etc.).
    Monitor all reproductive health and HIV indicators in the region and provide feedback to countries on improving quality of data collection as well as programming.
    Support the use of the Balanced Scorecard in monitoring the quality of RH services
    Support analysis of maternal death audits in the region along with the Public Health Epidemiologist identifying gaps in maternal health programming and making recommendations to address these gaps and supporting their implementation
    Monitoring and Progress Controls

    Undertake regular missions to refugee sites in order to analyse, monitor, evaluate and supervise the implementation of reproductive health and HIV services delivery.
    Write mission reports with main findings and actionable recommendations
    Organise the collection, analysis and distribution of epidemiological information regarding the reproductive health status of the refugees. This includes support for evaluations, surveys and studies.
    Maintain regular email and telephone contact with staff in the field including organising regular teleconferences on specific themes

    Qualifications and Experience
    Education
    University degree in medical studies (e.g. medical doctor, nursing,midwifery) essential with Masters of Public Health or similar qualification desirable.
    Consideration will be given to candidates without a clinical qualification if they have relevent social sciences, anthropology or related degree with substantial reproductive health related field experience and a Master Degree in Public health or related area
    Work Experience

    At least two years experience working in clinical practice or related work
    At least six years’ experience in Reproductive Health and HIV programming mostly in resource limited settings
    Experience working with refugees and/or in humanitarian settings highly desirable
    Experience in East Africa region is an added advantage
    Excellent writing and reporting English skills

    ORGANIZATIONAL CONTEXT Improving livelihoods through economic and financial inclusion is a key component of achieving protection and long-term solutions for the refugee situation. Economic inclusion contributes to the self-reliance and resilience of refugees and other forcibly displaced persons, empowering them to meet their needs in a safe, sustainable and dignified manner, avoid aid-dependency, contribute to their host economies, and prepare for their future whether they return home, integrate in their country of asylum, or resettle in a third country. Self-reliance is often contingent to the ability of forcibly displaced to have access to financial services such as loans and credit lines, savings accounts and payment services. Most forcibly displaced, in particular refugees, are today excluded from the formal financial sector, which means they lack a safe place to save and receive money, affordable ways to make payments, and access to loans to invest in a business activity or to smooth their consumption needs.
    Ongoing global processes such as the Comprehensive Refugee Response Framework (CRRF) and the focus on the humanitarian-development nexus show the need for and benefit of taking a holistic approach which requires the engagement of a broad range of stakeholders, leveraging the value-add and strategic positioning of each of them. In the area of financial inclusion, UNHCR engages with financial service providers (FSPs), specialized development agencies, and impact investors to facilitate the financial inclusion of refugees and other forcibly displaced. To make its planning and interventions effective in this area, UNHCR wishes to hire a Financial Inclusion Officer in Nairobi who will be working under the supervision of the Senior Financial Inclusion Coordinator based in HQ and in close collaboration with the Economic Inclusion Unit. S/he will have a broad range of tasks and responsibilities related to programs’ design, monitoring and evaluation, partnerships’ creation, and support of field operations.
    S/he will be responsible for support field operations with the screening and implementation of financial inclusion projects and partnerships; identify new areas of work for UNHCR to promote access to finance for forcibly displaced in Africa and neighbouring countries; establish key partnerships with financial inclusion actors – in particular investors, financial service providers and specialized development agencies. 2 S/he will promote awareness about the needs for access to finance for forcibly displaced and disseminate findings of UNHCR work in this area by planning and delivering on a research agenda and writing/editing relevant communication pieces and papers as needs arise. S/he will establish and maintain close and effective partnerships with the financial inclusion sector, in particular investors, donors and financial service providers. S/he will also ensure UNHCR representation in appropriate regional coordination mechanisms and networks.
    RESPONSIBILITIES

    Support UNHCR field operations to raise awareness about access to finance for forcibly displaced within the financial community and to establish partnerships with qualified financial service providers;
    Provide technical guidance to UNHCR field operations to expand their understanding of microfinance and financial inclusion and to forge sustainable partnerships with financial service providers;
    Train financial service providers and other key stakeholders in the industry about the financial needs of forcibly displaced by organizing workshops and focus groups with refugees in field operations in Africa and neighbouring regions;
    Identify and build solid partnerships with the financial sector, research institutes, competent technical agencies and others that can bring knowledge, know-how and networks in support of creating financial inclusion opportunities for forcibly displaced and hosting communities;
    Raise awareness about the needs of forcibly displaced in access to finance and on the work done by UNHCR in this area by writing/editing publications and presenting at key international events in the Africa region;
    Proactively seek new opportunities for effective shared value partnership building and resource mobilization amongst highly qualified financial institutions, as well as development actors and donors;
    Perform other related duties as required.

    MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

    Undergraduate degree (equivalent of a BA/BS) in Economics, Development Studies, Business Administration, Finance or any other related field;
    At least 6 years of relevant work experience in the area of Microfinance/Financial Inclusion;
    Proficiency in English and French;
    Solid experience with financial and social performance data analysis of microfinance institutions, international standards of the microfinance industry, benchmarks and market analysis;
    Experience with developing training materials and training microfinance institutions;

    The Staff Health and Welfare Service (SH&WS) and more specifically its Staff Welfare Section (SWS), are entrusted with addressing these challenges. The Staff Welfare team comprises the Staff Welfare Officers based in Geneva, Dakar, Kinshasa, Nairobi, Juba, Bangkok, Amman and Beirut. The team works together in designing staff welfare programmes under the leadership of the Chief, SWS.The SW function in Nairobi covers the UNHCR operations in East and Horn of Africa, the Great Lakes region (with the exception of DRC) and the Southern Africa Region and it is responsible for: Implementation of the existing global staff welfare projects including psychological preparation, end of assignment debriefings, critical incident response, training and coordination of the Peer Support Personnel Network and the implementation of the framework for staff support in high-risk environments.Provision of technical expertise related to programmes of psychological well-being of staff and their family members for each duty station within the operation (assessment of psychosocial needs, programme design, programme implementation and management, evaluation, training design and delivery).Provision of clinical work with colleagues and their family members (psychological assessment, individual/group counselling, crises interventions, referrals) when needed.
    Provision of expert advice and guidance to the Representatives of the operations covered by the function, the Snr. Staff Welfare Officer in RSC Nairobi and the Chief of the Staff Welfare Section/ Staff Health and Welfare Service (SH&WS) at the HQ.The position of the SWO is responsible for the francophone operations in the region as well as for the operations in the Southern Africa sub-region.
    ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

    Undergraduate degree (equivalent of a BA/BS) in in Clinical Psychology, Psychotherapy, Counselling or other mental health care profession plus minimum 6 years of previous job experience relevant to the function of which 2 years should be in an International capacity. Graduate degree (equivalent of a Masters) plus 5 years or Doctorate degree (equivalent of a PhD) plus 4 years of previous relevant work experience may also be accepted.
    Demonstrated clinical experience and counselling skills.
    Proven skill of supporting teams and groups.
    Proven training skills.
    Proficiency in English and French.
