    The Senior Programme Assessment and Analysis Officer may work in a field operation or as part of a Regional Bureau or in a division. The incumbent typically reports to the Assistant or Deputy Representative or the Representative or the Senior Programme Coordinator of the Bureau or other senior staff.
    The role of the Senior Programme Assessment and Analysis Officer is to ensure that assessment informs programme design and resource allocation, and that it is always conducted in a participatory manner in line with the Age, Gender and Diversity (AGD) and the accountability to Affected Populations (APP).
    S/he will provide advice and guidance to ensure that the results of an assessment, both findings and the consequent programming decisions are fed back to the population of concern.
    The incumbent will have contact with a wide variety of internal and external audiences ranging from staff in the region and staff from other UN and regional organizations with the overall objective of staying abreast of assessment findings and programmatic approaches. Also, the incumbent must ensure a close collaboration and involvement of the relevant technical specialists.
    S/he will coordinate with the other sections/units within the Bureau and/or offices across the country/region to ensure harmonized Assessment & Analysis approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management overall is approached as per UNHCR¿s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs.
    The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

    Duties

    Ensure that assessment informs programme design and resource allocation, and that it is always conducted in a participatory manner in line with the Age, Gender and Diversity (AGD, accountability to Affected Populations (APP) and protection principles, including data protection.
    Ensure that a situational analysis is undertaken to inform multi-year and annual planning, including stakeholder analysis, context analysis, assessments of needs, risks and capacities of persons of concern and host communities.
    Coordinate the identification of critical assessment and analysis needs in support of UNHCRs advocacy objectives and operational priorities.
    Coordinate the assessment and analysis plan, in close cooperation with IM staff ensuring consistency, efficiency and effectiveness of assessments, balance assessment needs against available technical resources, and identify gaps, overlaps and assessment fatigue.
    Coordinate the application and coherence of analytical frameworks, including legal and socio-economic dimensions to guide analytical processes and deliverables, in close cooperation with IM staff.
    Ensure the utility assessments for programming and the use of assessment information in planning and programming and advise on streamlining processes on assessments and analysis.
    Ensure that assessment and analysis findings systematically inform planning and monitoring processes as well other relevant decision-making bodies in a timely manner.
    Work with Information Management staff to ensure that assessments and analysis are adequately planned and resourced, harmonized, and conducted in line with UNCHRs principles.
    Work with Information Management, Registration and other data staff on development of severity models, population estimates and profiles, needs analysis, secondary data reviews, vulnerability and targeting models. Coordinate the development and implementation of targeting approaches and models, in cooperation with other relevant functions.
    Work with relevant colleagues in communicating assessment and analysis findings to maximise utility of assessment and analysis results.
    Where relevant lead assessments exercise and support all assessments through the MFT approach, stay abreast of the results of all assessments to ensure their linking with program design.
    Collaborate with relevant partners, incl. inter-agency on joint assessments, UN country analysis and scan assessment and analysis environment to create synergies with other assessments and avoid assessment gaps.
    Coordinate the strengthening of capacities on assessment and analysis and identify good practices and lessons learned.
    Perform other related duties as required.

    Duties

    Access to clean, affordable and reliable energy services is integral part of the humanitarian response and an essential factor in creating sustainable economic development. Sustainable energy services are essential for basic human protection and aim to enable refugees, IDPs, host communities and other persons of concern to meet their energy needs in a safe, sustainable and affordable way, recognizing the critical importance of access to sustainable energy to ensure basic needs, improve human protection and well-being, and foster communities¿ inclusiveness.
    Energy services provide cooking, lighting, heating and clean water, and underpin all but the most rudimentary income-earning activities. Energy poverty leads to insecurity, increased risk of sexual and gender-based violence (SGBV), reduced development opportunities, health problems and environmental degradation.
    In line with the 2030 Agenda for Sustainable Development Goals (SDGs), access to clean energy could vastly improve the health and well-being of millions of persons.
    The Energy Officer will provide technical support to the Organisation to meet the increasing demands of operations for access of persons of concern (PoCs) to sustainable energy as well as reducing costs and carbon footprint.     Background:
    Across the globe, forcibly displaced persons face barriers to digital inclusion, which often hampers their ability to be self-reliant and build a better future for themselves and their families. The challenge of digital access is fundamentally a matter of rights, inclusion and self-reliance. In order to realise the Global Compact on Refugees, steps that help enhance self-reliance and humanitarian protection are vital. Having the right to be digitally included is an increasingly important component of this as it is often people’s gateway to accessing information, communicating, educating themselves towards a productive livelihood and as a gateway to the broader world. To strengthen the realization of these rights, UNHCR – with support from the Grand Duchy of Luxembourg – continues to expand activities under the Connectivity for Refugees initiative.
    Through improved access to connectivity and digital technology, there is also greater potential for UNHCR to diversify approaches and adopt new channels to engage with refugees; this provides additional means for UNHCR to better engage with the communities it aims to serve, ensuring their voices are heard and ultimately that humanitarian programming is more accountable. In March 2018, UNHCR updated the organization’s Age, Gender and Diversity policy with a renewed commitment to strengthening its Accountability to Affected People (AAP). This policy update detailed new mandatory core actions for UNHCR’s operations, including the establishment of feedback and complaints response mechanisms. A notable new addition was the inclusion of social media as a recognized form of communication with refugees, and a potential channel for establishing feedback and complaints response mechanisms.
    To date, UNHCR’s communication with communities has largely been through traditional forms of communication, including the Participatory Assessment and Community Based Protection (CBP) approaches through face-to-face interactions. However, and unsurprisingly, it has been well documented that refugees’ communication preferences have significantly diversified – with traditional channels being adopted in different contexts throughout the region (including radio and face-to-face individual, Focus Group Discussions and community outreaches). There has also been an increasing uptake of digital platforms and social media. As UNHCR’s operations adapt to refugees’ changing communication preferences, new communications approaches are being adopted. Following an internal 2018 Accountability Survey, UNHCR operations strongly called for support to diversify channels of communication to further increase access for different population groups. In-line with this, UNHCR recognizes it needs to evolve and scale its communication approaches if it is to continue to appropriately engage with refugees across the diversity of their preferred communication channels.
    Organizational Context:
    UNHCR’s Innovation Service has been building a team in Nairobi since 2015 supporting across a number of initiatives including education, Communication with Communities, Predictive Analytics, and Information Management. In 2019, additional resources were mobilised at a regional level to support AAP and Gender Equality across 4 countries (Ethiopia, Kenya, Sudan and Uganda) under the Dutch MFA funded PROSPECTS partnerships. This work aims to strengthen existing accountability mechanisms, including UNHCR call centres in both Kenya and Uganda.
    The Connectivity for Refugees initiative has a solid footprint in East Africa. This includes substantial engagement with Mobile Network Operators in a number of operations, research into key connectivity challenges, and Community Connectivity Fund projects.
    At a regional level, UNHCR’s Accountability to Affected People is driven by the Protection Service. The Associate Innovation Office (Digital Inclusion & Participation) will work closely with the Community Based Protection unit, (in the Protection Service) to strengthen UNHCR’s digital inclusion and online participation, with guidance from Regional Public Information colleagues to ensure alignment of supported initiatives.
    This position will play a key regional role in the Connectivity for Refugees initiative, based in Nairobi with the Innovation Service, and in close collaboration with the Community Based Protection in the Regional Bureau for East and Horn of Africa and Great Lakes. While the Regional Bureau covers 11 country operations, this role will/can support to the Regional Bureaux in Southern and West Africa as requested.

    Coordination

    Ensure that Connectivity for Refugees planning/processes align with regional and CfR Initiative priorities
    Act as a regional focal point for knowledge and information sharing on communicating with communities approaches, with a specific focus on the safe and appropriate use of digital platforms;
    Work with operations to identify and broker innovative partnerships to strengthen communication with communities;

    Operational Support in-line with regional community based protection strategies

    Duties and Qualifications
    ORGANIZATIONAL CONTEXT
    Kenya hosts the third largest refugee population in Africa. As of 31 December 2018, the total number of registered refugees and asylum seekers with UNHCR in Kenya stood at 471,724. The vast majority, 257,318 persons, are from Somalia followed by refugees from South Sudan (115,286), the Democratic Republic of Congo (41,305), Ethiopia (27,701) and other nationalities. Out of the 471,724 refugees and asylum seekers present in Kenya, 75,742 lives in Nairobi and the rest live in the camp.
    The Republic of Kenya has acceded to the 1951 Convention relating to the status of Refugees and its 1967 Protocol as well as the 1969 OAU Convention, and has ratified various other international instruments protecting human rights. In December 2006, Kenya enacted its first refugee legislation, the Refugees Act of 2006. Although the 1951 Convention holds a contracting State responsible for according to refugees, lawfully staying on its territory, the right to choose their place of residence and to move freely within its territory, Kenya has since the early 1990s practiced a policy of encampment which obliges the majority of refugees to remain within the confines of refugee camps. Although the Act does not indicate specifically whether refugees shall be required to reside in these designated areas, it provides for legal sanctions against those who contravene the Act by residing, without authority, outside camps in urban areas. Between 2012 and 2015 the Kenya authorities have implemented the encampment policy very strictly through implementation of two Relocation Directives¿ as well as part of the Usalama Security Operation.
    Refugees residing in urban centres, as a rule, do not receive material assistance with the exception of extremely vulnerable cases and those with protection concerns. Refugees in Kenya mainly receive UNHCR protection and assistance at the Sub-Office level in the Dadaab and Kakuma camps. The limited access refugees have to local and national economic activities, combined with a very poor resource base constitute serious constraints for refugees to attain any level of self-sufficiency, let alone local integration. The psychological effects of surviving trauma, have contributed to a protracted refugee population that is highly vulnerable. Furthermore, refugees living in urban areas are subject to arbitrary arrest and detention as their refugee certificates are not always recognized by the Kenyan authorities. On 19 December 2014 the President of Kenya signed a new Security Law, including limiting the number of refugees and asylum-seekers to 150,000, while those applying for refugee status would not be allowed to leave the camps. However, on 2 January 2015 the High Court suspended 8 key sections of the new Law, including the one related to refugees.
    The working environment in Nairobi is particularly challenging, and requires a dynamic attitude combining both sound knowledge and hands-on approach. Working hours tend to be long, and the issues dealt with are often challenging. The working environment has been further exacerbated by the government directives in December 2012 and March 2014 requiring urban refugees and asylum seekers to relocate to one of the refugee camps.The candidate of choice will need to be a professional with the ability to function under pressure and to work within an international and highly dynamic team in harmony and good spirit.

    Organizational Setting and Work Relationships
    Framed by the Global Compact for Refugees (GCR) and UNHCR¿s mission to find solutions to refugee situations, strengthened cooperation with development and private sector partners is essential. The increasing number of refugees and internally displaced persons in protracted displacement situations, together with the increasing scale of irregular migration, large-scale refugee movements, and costs of responding to humanitarian situations, have placed forced displacement high on the global agenda. These elements have further driven the realization that humanitarian support must be complemented by development and private sector actors to lift displaced populations out of poverty, enable solutions, and encourage an area based approach to poverty reduction.
    Within UNHCR, the Division of Resilience and Solutions (DRS) was formed to address these challenges, in part by broadening strategic partnerships with key actors in these areas, including importantly the World Bank and other multilateral development banks and in so doing aligning approaches by Government. To support investments by development actors in area based approaches including both forcibly displaced and their hosts, requires better data and standardized information about refugees and host community households, particularly in relation to their socio-economic status or multidimensional poverty status. Accurate data on welfare conditions is also needed UNHCR and partner operational needs including cash, livelihoods, and education programming, welfare targeting and monitoring of the Sustainable Development Goals. Finally, comparable information for both refugees and host community member is a pre-requisite for measuring changes in welfare required to inform medium-term programming with development partners and national governments. DRS together with the World Bank Poverty Global Practice supported by the UNHCR World Bank Joint Data Center manage the partnership and play the global coordination role for the institution in working with National Statistics Offices to include forcibly displaced into National Poverty Assessments.
    The Economist will contribute to the Global Compact for Refugees (GCR) objectives 1 and 2- Ease the pressures on host countries and Enhance refugee self-reliance. Concretely the Economist will contribute to the indicators measuring the success of the Global Compact for Refugees and particularly the Proportion of refugees living below the national poverty line in the host country. Depending on where the Economist is based the reporting lines will differ. If the Economist is based in Headquarters it will map to the DRS Partnership Analytics Research and Knowledge (PARK) section.     Project Management

    Lead the design and implementation of assessments and other data-driven products related to the socio-economic welfare of refugees, forcibly displaced persons and host communities, wherever possible through coordination with the National Bureau of Statistics and World Bank Country Economist in inclusion of forcibly displaced into National Poverty Assessment.

    Organizational Setting and Work Relationships
    Private Sector Partnerships (PSP) Africa is building up their digital fundraising in key markets within the region. After having established a strong regional advocacy and engagement campaign (LuQuLuQu), PSP Africa is now building up its digital fundraising and supporter-to-donor conversion activities, in order to meet ambitious long-term fundraising targets. PSP Africa will continue to test and optimize digital donor acquisition in key markets, test new multi-channel marketing approaches, and engage in remote market fundraising through digital channels. Each of these areas will require the oversight and direction of a strong digital marketer.This role of Associate Digital Fundraising Officer is to work with the digital fundraising team to effectively manage all activities related to digital acquisition, online fundraising and donor development. It exists to drive PSP Africa¿s digital marketing and fundraising campaigns and to oversee all aspects of digital engagement and supporter conversion in the region. The successful candidate will be responsible for ensuring regional digital fundraising targets and other digital engagement Key Performance Indicators (KPIs) such as long-term Return on Investment (ROI) and effective Certified Public Accountants (CPAs) are effectively met. The Associate Digital Fundraising Officer will work with the Digital Marketing Officer, to manage the regional digital media agency to ensure paid media targets are effectively met, and ensure that digital acquisition activities are tracked, measured and optimized, as required, to meet ambitious fundraising and ROI goals. S/he will also be required to work with the Digital Marketing Officer on the multi-channel marketing approach (including two-step conversion) and to work with suppliers as needed to ensure this is effectively executed. Finally, s/he will also work with the Digital Marketing Officer, to test and optimize remote digital marketing approaches in new markets and manage remote digital donor acquisition, cultivation and development activities.Together with the Digital Fundraising Officer, s/he will be responsible for ensuring that, the right digital marketing strategy, capacity and tools are in place to generate strong donor response online to increase income and engagement regionally. S/he is expected to have an excellent grasp of key digital marketing channels (including paid search, social media ads, programmatic, native etc.) and understand their value and role in engaging and converting leads and donors. S/he must also have a holistic grasp of all digital and mobile platforms and how to best optimize them for donor acquisition and fundraising development. Finally, s/he must understand digital¿s role in a multi-channel environment and be confident in effectively executing lead generation and conversion techniques for fundraising.S/he is expected to liaise with core stakeholders including the Regional Management team, HQ digital support units, and PSP and communications colleagues in the region, as well as external suppliers including digital media agencies and digital development teams.
    Duties

    Manage PSP Africa¿s digital fundraising and donor development programs. This includes overseeing and optimizing all aspects of digital, fundraising and marketing including paid media approaches, lead generation and conversion campaigns, and digital supporter retention and development activities (including email and SMS marketing). It also involves monitoring and reporting on key digital KPIs and developing new testing strategies and optimization mechanisms to ensure effective growth and ROI from digital fundraising activities.
    Contribute to the development of the strategy and execution of digital marketing in key regions. Coordinate the set-up of digital marketing tests (including set up of infrastructure and tagging), manage and optimize paid media activities, monitor fundraising results and optimize paid marketing activities, and develop follow up donor journeys and e-appeals.
    Support the development and implementation of the multi-channel lead generation and conversion strategies to convert non-financial supporters into donors. Use paid digital media, mobile money, SMS, email and other digital channels and techniques effectively to convert and retain new donors.
    Ensure digital fundraising opportunities are effectively capitalized during emergencies and key media moments.
    Support the Digital Fundraising Officer in the region to manage the relationship with the regional digital media agency and feedback on digital media plans and campaign reports to ensure that digital acquisition targets are being effectively met.
    Support with the development and coordination of regional digital campaigns and initiatives for lead generation and donor acquisition.
    Follow and identify digital trends and tools that can impact UNHCR’s digital engagement approach in Africa.
