    Job Summary
    The Regional Humanitarian Advisor (RHA) is responsible for operationalizing UNFPA’s corporate humanitarian vision in the East and Southern African region. You will provide high level policy and programme planning support in matters related to humanitarian and fragile contexts in the ESA region; undertake risk analysis, provide country offices with technical advice and coordination support on contingency planning and emergency response efforts, quality assurance and evaluation support for UNFPA’s humanitarian portfolio in the region with particular focus on the most vulnerable groups such as refugee and displaced communities especially women, girls and young people.

    To develop Strategy on how quality assurance mechanisms, pertaining to maps production, enumeration, and data processing will be achieved so as enhance the 2019 credibility.
    Scope of work
    Description of services, activities or outputs:

    Familiarize and make adequate reference to the United Nations Principles and Recommendations for census undertaking, especially for the 2020 round of censuses.
    Review the 2009 Census processes and identify all encountered loopholes that need to be sealed.
    Consult widely with key 2019 KPHC stakeholders with a view to identify gaps in the census process and advice on how best to address the same.
    Provide guidance on how to make leaders, whether political or administrative, accept and feel part of the census process.
    Provide guidance on how to curb/ minimize falsification of data, either by enumerator or the respondent during and after enumeration
    Work with KNBS ICT team and provide technical guidance on how to address technologically related issues, e.g. possibility, if any, of hacking into the data system, security of the collected data during transfer to the central server, security of the IT gadgets, security of data in the IT gadget in case of lost
    Provide guidance on how to collect credible census data in light of the prevailing insecurity in various parts of the country

    Duration and working schedule:
    The assignment is for 25 working days, spread over a period of two months (July –August 2019). The consultants will be guided by the working schedule that is outlined below with tentative number of days allocated for each activity and the tentative delivery days.

    Background Information
    Young people are considered to be a particularly vulnerable group to sexually transmitted infections including HIV (STI/HIV) as well as to high risk behaviors. They have limited access to adequate youth-friendly sexual reproductive health (RH) services and/or they are faced with resistance and/or unfriendly attitudes exhibited by service providers. Very often they rely on their peers and/or the internet for learning about the changes they go through, the answers to their health problems or advice for engaging in a relationship, among other information. In many cases, they end up being recipients of incorrect and inadequate information from inaccurate sources without any guidance. A research conducted by the International Organization for Migration (IOM) in Somalia in 2012 showed a significant level of misconceptions among young people with respect to transmission of HIV.
    Significant numbers of young adolescent girls, who survived incidents of Gender based Violence (GBV), particularly sexual violence, face significant risk of contracting HIV and other sexually transmitted diseases because of lack of knowledge about the infection and available GBV-related services. All of these challenges require understanding of young people’s attitudes and perceptions about their health-seeking behaviors. This information is fundamental for better responding to their needs and aspirations.
    The existing data on the Somali HIV epidemic points towards a likely concentrated epidemic in high-risk populations that has neither been properly identified or addressed programmatically in the national response. The draft 2016 antenatal clinic (ANC) data showed HIV prevalence of 0.07% in the South-Central part of the country, 0.29% in Puntland, and 0.48% (in Somaliland). The HIV prevalence among women aged 15-24 was 0.24% across the country, breaking down as 0.70% in Somaliland, 0.12% in Puntland, and 0.10% in the South Central part of Somalia.
    STI prevalence is surprisingly high for a low-prevalence country, indicating that high-risk behaviours are taking place. Anecdotal accounts and the completion of two research studies integrated biological and behavioural survey (IBBS) and size estimation by IOM and partners point towards existence of certain populations at higher risk of HIV, including women engaged in transactional sex, their clients, transport workers (truck drivers and port workers), and other groups at increased risk of HIV.
    The 2012 Youth Behavioural Survey identified very low rates of knowledge among young women and men. Only 8.7% of the young men and 13.4% of the young women surveyed were able to correctly identify ways of preventing sexual transmission of HIV and rejected major misconceptions. Overall, 9.2% of young women and 21.2% of young men considered themselves at risk of being living with HIV. Of those surveyed, 0% of young women had ever had sex, and 10.8% of young men had had sex. Of the young men who had had sex, 1.3% had done so prior to the age of 15 and 2.6% had more than one partner. Approximately 35% of these had used a condom during their last intercourse.
    The Strategic Framework for the Somali AIDS Response (2018-2020) is focused on achieving two primary goals:

    Goal 1: Reduce the rate of new infections by 2020.
    Goal 2: Reduce HIV-related mortality and morbidity for Somali women, men and children by 2020.

    UNFPA has been working in the field of HIV/AIDS prevention among young people in Somalia since 2007, with a pool of peer educators doing health education in schools and outreach at community level for out-of-school youth.
    Purpose of the assignment
    You will be responsible for conceptually developing, conducting and analysing the results of a community-based survey that will assess and measure the knowledge, attitudes, behaviors and practices of young people at higher risk of HIV and those in schools.
    All respondents will be young people aged 15 to 24 years. Geographically the survey will cover a representative sample of various parts of the country. This will be done through random selection of representative target areas.
    The study will also look at changing patterns among young people and sex groups, of different regions, to establish levels of sexual experience (age of first sex, forced sex and coercion), characteristics of sexual activity (partners, condom usage, alcohol and drug use, and transactional sex), educational level, HIV knowledge, communication and perceived risk, testing and exposure to interventions.
    The study will also assess young peoples’ preferred channels and sources of information towards planning and tailoring effective communication and advocacy interventions with maximum reach and impact. The outcome of this assignment should result in

    filling critical information gaps and ascertaining trends with respect to knowledge, attitudes, behaviors and practices in relation to HIV;
    identifying factors that act as barriers and enablers to HIV prevention and seeking care;
    identifying the existing channels and sources of information; and
    assessing and recommending appropriate communication channels and sources of information while focusing on message design and its delivery according to the needs of the target groups.

    Objectives of the Assignment

    Working under the overall supervision of Head of Programmes at UNFPA Somalia and the direct supervision of the UNFPA Youth Programme Officer for Somalia based in Nairobi, in close collaboration with the UNFPA sub-offices in Mogadishu, Somaliland and Puntland, you will manage the task of the formative research activity as follows:Obtaining Ethical approval of the research from the Government.
    Conducting a thorough review of available and relevant literature at the national, regional, and global levels in connection with the objectives of the study. In consultation with pertinent entities, preparing a concept note outlining the survey methodology and implementation timelines.
    Based on the approved research and sampling design, prepare appropriate data collection instruments, select and train interviewers, develop a quality assurance system, facilitate testing of questionnaires and undertake field-work and data collection.
    Developing the survey questionnaire.
    Training enumerators on the survey tools and data collection procedures.
    Collate, clean and subset the data for analysis and reporting.
    Preparing a draft analytical report to be reviewed by UNFPA and the Joint UN team on AIDS (JUNTA) team and finalize report based on inputs and comments received.
    Participating in one meeting with the Joint team on AIDS to present and discuss findings/recommendations of the assignment with pertinent stakeholders.
    A Somali-speaking research assistant will be hired by UNFPA Somalia to work under the researcher.

    Expected Outputs
    The following deliverables are expected to be provided by the consultant by the end of the assignment, in English:

    Ethical approval
    Action plan with timelines for the activity.
    A comprehensive descriptive report including detailed description of the methodologies used, discussion and analysis of the results, recommendations based on above scope, and annexes presenting the tools, instruments, documented results of the survey and interviews. The report structure to be discussed with UNFPA upon initiation of the consultancy.
    An executive summary of the above report and a Power point presentation (not to exceed 20 slides) with major findings and recommendations to be presented to key stakeholders.

    Payment Schedule

    You will serve as a Research Assistant for the Youth behavioral survey in Somalia. Under the overall supervision of UNFPA Youth officer and the direct supervision of the lead consultant, you will carry out the following tasks:
    Support the survey exercise which will entail use of questionnaire to administer a structured, face-to-face household survey in selected community units in the country, while capturing the basic household demographic information. The Research Assistant will be required to maintain confidentiality and security of data gathered.
    Support training on data collection methods and review the data collection forms.
    Perform field data collection and management activities, following approved protocol, including permission and consent processes.
    Review completed data before proceeding with the next stages of the survey.
    Meet deadlines, including conducting assigned interviews in a timely manner.
    Report to the immediate supervisor as required (e.g. discuss field experiences and challenges).
    Support in drafting the analytical report to be reviewed by UNFPA and the Joint UN team on AIDS (JUNTA) and participate in finalization of the report based on input and comments received.
    Participate in meetings to present and discuss findings and recommendations of the assignment with pertinent stakeholders.
    Execute any other reasonable duties, as assigned by the supervisor.

    The M&E Specialist will be responsible for the monitoring of progress of all UNFPA’s programmes in the areas of Reproductive Health, Population and Development, Gender and Youth implemented in Somalia.

    In collaboration with Government counterparts, NGOs, sister UN agencies and other partners, the M&E Specialist supports the formulation and design of the country programme and its component projects in line with Government priorities and according to UNFPA programme policies and procedures using a results-based management approach with clearly defined measurable outputs and outcomes. Oversees achievement of programme results by ensuring appropriate policies and procedures are applied by programme team, and appropriate monitoring and oversight mechanisms and systems are established and implemented.
    Reviews the political, social and economic environment relevant to Population and Development, Reproductive Health, Youth and Gender, and pursues opportunities for UNFPA assistance and intervention. Assesses implications of new policy developments and strategies on programme execution and ensures appropriate implementation.
    Oversees project implementation, establishing collaborative partnerships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs, and addressing training needs of project personnel.
    Assist UNFPA CO team in designing data collection formats as and when the need arises, e.g. formats to be used for the health facility-based reproductive health needs assessments, youth situation analysis, reproductive health needs in internally displaced camps, etc.
    Ensures the creation and documentation of knowledge about current and emerging population development trends, RH and gender issues, by the programme team through the analysis of programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and uses this knowledge for information sharing and planning future strategies.
    Participates in advocacy and resource mobilization efforts of Country Office by ensuring preparation of relevant documentation, including results frameworks through the use of an appropriate theory of change.
    Work with other program colleagues to develop project summaries, conference papers, speeches, donor profiles, and participate in related donor meetings and public information events as proposed by Senior Management.
    Assist the CO in sourcing and identifying information that would help in initiating evidence-based advocacy and policy dialogue with relevant Somali authorities, line ministries and pertinent institutions and agencies and advance UNFPA’s policy-oriented agenda, including inclusion of issues relating to Population and Development, Reproductive Health, Adolescent
    Reproductive Health (ARH) HIV/AIDS, Youth and Gender.
    Provide technical and substantive support to M&E Analysts in UNFPA sub-offices in Somalia and the M&E and relevant personnel of implementing partners/executing agencies, in particular the Ministries of Planning, Health, Gender and Youth.
    Participate in the UN M&E Working Group and other such data/statistics relevant inter-agency groups, and maintain a solid working relationship and regularly share information with UN partners.
    Contribute towards the preparation of the UNFPA Country Office reports to donors and other reports through availing information and assisting in quality review of draft reports.
    Organize and participate in UNFPA programme review meetings (mid-term review, annual review, and other relevant meetings).
    Analyze and evaluate data to ensure achievement of objectives and recommend corrective actions, when necessary.
    Keep abreast of relevant surveys and assessment reports and advise UNFPA Country Office on the relevance of these reports to UNFPA programmes.
    Assist Somali authorities to plan and organize monitoring and evaluation training programmes; identify training needs for the purpose of capacity building in monitoring and evaluation both internally in the Country Office and externally with Implementing Partners.
    Keep a working relationship and maintain close collaboration with the Regional M&E Adviser of the Arab States Regional Office in Cairo
    Ensure that UNFPA-generated statistics are uploaded in data base system of Somalia to monitor progress towards achieving the Millennium Development Goals, among others;
    Represent UNFPA within the data base-Somalia Taskforces that has been set up to

    achieve uploading of data from all major UN and other sources 
    ensure public access to uploaded information 
    train staff of Somali government units in the utilization of the DevInfo data relevant to reconstruction and development of a wide range of sectors in Somalia;

    Coordinate with all relevant units in the Country Office the timely quarterly submission of the on-line Strategic Information System (SIS) platform data, as well as the annual submission of the Country Office Annual Report.
    Perform other functions as may be requested by the UNFPA Representative and Deputy Representative.

    Education:
    Advanced university degree in health, population, demography and/or other related social science field.
    Knowledge and Experience:

    A minimum of five years of relevant and increasingly responsible professional experience in evaluation of development, health and/or social programmes;
    Recognized expertise in monitoring and evaluation;
    Track record in managing evaluations and proven ability to produce demonstrable results;
    Experience in project design, management, and monitoring;
    Familiarity with UN development programmes and working procedures, especially UNFPA policies and programming procedures, an asset;

    Background Information
    Young people are considered to be a particularly vulnerable group to sexually transmitted infections including HIV (STI/HIV) as well as to high risk behaviors. They have limited access to adequate youth-friendly sexual reproductive health (RH) services and/or they are faced with resistance and/or unfriendly attitudes exhibited by service providers. Very often they rely on their peers and/or the internet for learning about the changes they go through, the answers to their health problems or advice for engaging in a relationship, among other information. In many cases, they end up being recipients of incorrect and inadequate information from inaccurate sources without any guidance. A research conducted by the International Organization for Migration (IOM) in Somalia in 2012 showed a significant level of misconceptions among young people with respect to transmission of HIV.
    Significant numbers of young adolescent girls, who survived incidents of Gender based Violence (GBV), particularly sexual violence, face significant risk of contracting HIV and other sexually transmitted diseases because of lack of knowledge about the infection and available GBV-related services. All of these challenges require understanding of young people’s attitudes and perceptions about their health-seeking behaviors. This information is fundamental for better responding to their needs and aspirations.
    The existing data on the Somali HIV epidemic points towards a likely concentrated epidemic in high-risk populations that has neither been properly identified or addressed programmatically in the national response. The draft 2016 antenatal clinic (ANC) data showed HIV prevalence of 0.07% in the South-Central part of the country, 0.29% in Puntland, and 0.48% (in Somaliland). The HIV prevalence among women aged 15-24 was 0.24% across the country, breaking down as 0.70% in Somaliland, 0.12% in Puntland, and 0.10% in the South Central part of Somalia.
    STI prevalence is surprisingly high for a low-prevalence country, indicating that high-risk behaviours are taking place. Anecdotal accounts and the completion of two research studies integrated biological and behavioural survey (IBBS) and size estimation by IOM and partners point towards existence of certain populations at higher risk of HIV, including women engaged in transactional sex, their clients, transport workers (truck drivers and port workers), and other groups at increased risk of HIV.
    The 2012 Youth Behavioural Survey identified very low rates of knowledge among young women and men. Only 8.7% of the young men and 13.4% of the young women surveyed were able to correctly identify ways of preventing sexual transmission of HIV and rejected major misconceptions. Overall, 9.2% of young women and 21.2% of young men considered themselves at risk of being living with HIV. Of those surveyed, 0% of young women had ever had sex, and 10.8% of young men had had sex. Of the young men who had had sex, 1.3% had done so prior to the age of 15 and 2.6% had more than one partner. Approximately 35% of these had used a condom during their last intercourse.
    The Strategic Framework for the Somali AIDS Response (2018-2020) is focused on achieving two primary goals:

    Goal 1: Reduce the rate of new infections by 2020.
    Goal 2: Reduce HIV-related mortality and morbidity for Somali women, men and children by 2020.

    UNFPA has been working in the field of HIV/AIDS prevention among young people in Somalia since 2007, with a pool of peer educators doing health education in schools and outreach at community level for out-of-school youth.
    Purpose of the assignment
    You will be responsible for conceptually developing, conducting and analysing the results of a community-based survey that will assess and measure the knowledge, attitudes, behaviors and practices of young people at higher risk of HIV and those in schools.
    All respondents will be young people aged 15 to 24 years. Geographically the survey will cover a representative sample of various parts of the country. This will be done through random selection of representative target areas.
    The study will also look at changing patterns among young people and sex groups, of different regions, to establish levels of sexual experience (age of first sex, forced sex and coercion), characteristics of sexual activity (partners, condom usage, alcohol and drug use, and transactional sex), educational level, HIV knowledge, communication and perceived risk, testing and exposure to interventions.
    The study will also assess young peoples’ preferred channels and sources of information towards planning and tailoring effective communication and advocacy interventions with maximum reach and impact. The outcome of this assignment should result in

    filling critical information gaps and ascertaining trends with respect to knowledge, attitudes, behaviors and practices in relation to HIV;
    identifying factors that act as barriers and enablers to HIV prevention and seeking care;
    identifying the existing channels and sources of information; and
    assessing and recommending appropriate communication channels and sources of information while focusing on message design and its delivery according to the needs of the target groups.

    Objectives of the Assignment

    Working under the overall supervision of Head of Programmes at UNFPA Somalia and the direct supervision of the UNFPA Youth Programme Officer for Somalia based in Nairobi, in close collaboration with the UNFPA sub-offices in Mogadishu, Somaliland and Puntland, you will manage the task of the formative research activity as follows:Obtaining Ethical approval of the research from the Government.
    Conducting a thorough review of available and relevant literature at the national, regional, and global levels in connection with the objectives of the study. In consultation with pertinent entities, preparing a concept note outlining the survey methodology and implementation timelines.
    Based on the approved research and sampling design, prepare appropriate data collection instruments, select and train interviewers, develop a quality assurance system, facilitate testing of questionnaires and undertake field-work and data collection.
    Developing the survey questionnaire.
    Training enumerators on the survey tools and data collection procedures.
    Collate, clean and subset the data for analysis and reporting.
    Preparing a draft analytical report to be reviewed by UNFPA and the Joint UN team on AIDS (JUNTA) team and finalize report based on inputs and comments received.
    Participating in one meeting with the Joint team on AIDS to present and discuss findings/recommendations of the assignment with pertinent stakeholders.
    A Somali-speaking research assistant will be hired by UNFPA Somalia to work under the researcher.

    Expected Outputs
    The following deliverables are expected to be provided by the consultant by the end of the assignment, in English:

    Ethical approval
    Action plan with timelines for the activity.
    A comprehensive descriptive report including detailed description of the methodologies used, discussion and analysis of the results, recommendations based on above scope, and annexes presenting the tools, instruments, documented results of the survey and interviews. The report structure to be discussed with UNFPA upon initiation of the consultancy.
    An executive summary of the above report and a Power point presentation (not to exceed 20 slides) with major findings and recommendations to be presented to key stakeholders.

    Payment Schedule

    First instalment: upon signing of contract and submission of inception report with methodology for the study and action plan: 25%.
    Second instalment: upon successful completion of data collection: 25%.
    Final instalment: upon submission of final satisfactory research report: 50%.

    Travel
    The assignment entails travel to Somalia. All travel expenses directly related to the consultancy to and within Somalia will be facilitated and paid for by UNFPA Somalia.
    Project Timeline
    Final report delivered by 31 October 2018.
