    The Procurement Assistant will work under direct supervision of the Procurement Associate and overall direction of the International Operations Manager. The Procurement Assistant will provide support in procurement and contracting processes at the Kenya Country Office.
    The Procurement Assistant delivers quality services in procurement to internal and external clients; mastering all relevant rules, guidelines, processes, and procedures. He/She takes a client-oriented, results-focused approach to interpreting the rules, procedures, and guidelines in service of the country program; providing support and guidance to the Country Office and UNFPA-supported programs.
    The Procurement Assistant ensures proper and effective use of UNFPA’s and external partners’ resources. The Procurement Assistant works in close collaboration with the Operations teams in the country office, government counterparts and other resident and non-resident agencies to exchange information and ensure consistent and timely service delivery.

    Duties And Responsibilities

    Prepare and updates the Procurement Planning Tool.
    Review procurement requests and initiate procurement procedures in a transparent and cost-effective manner.
    Provide regular updates on procurement timelines and ensures regular communication within UNFPA and external partners on the expected delivery dates and confirms arrival and inspection of procured goods
    Maintains and updates the vendor roster.
    Maintains up-to-date and complete records, documentation, and filing of all procurement processes.
    Develops sound working relationships with suppliers and third-party procurement customers.
    Establishes and maintains working relationships with procurement/technical colleagues in other UN agencies.
    Alternate Procurement Focal Point for the Kenya Country Office.
    Any other related duties as may be assigned by the supervisor.

    Qualifications And Experience

    Completion of secondary school/High school diploma or equivalent is required. Training in Business Administration, procurement and logistics, or related area is required.
    First level university degree in Business Administration, procurement and logistics or any other related fields is an added advantage.
    At least 5 years of experience in administration, procurement, and logistics is a requirement.
    Experience with UN procurement is an added advantage.
    Excellent working knowledge in computer applications (applications related to database and data analysis) is a requirement.
    Fluency in English is required

    You Would Be Responsible To

    Undertake an in-depth assessment to identify missing elements of SRHR in UHC initiatives in particular UHC benefit packages, financing and financial risk protection arrangements by using the WHO’s UHC Compendium and UNFPA ESARO’s draft SRHR across the life-course matrix. If needed carry out key informant virtual interviews;
    Prepare a report on the status of comprehensive SRHR within UHC; and,
    Prepare a policy brief and PowerPoint presentation, in consultation with UNFPA, with evidence-informed actions to progressively situate comprehensive SRHR into UHC.

    Methodology
    This In-depth Assessment Could Include Four Steps

    Step 1: Based on the country-specific SRHR in UHC rapid assessment reports and other available evidence, identification of critical policies, and financing, delivery, financial risk protection systems pertaining to UHC;
    Step 2: In-depth review of the identified policies, and financing, delivery, financial risk protection systems pertaining to UHC to identify missing elements of SRHR services in these policies and programmes by using the ‘WHO’s UHC Compendium’ and ‘UNFPA ESARO’s draft SRHR across life-course matrix’;
    Step 3: Preparation of a report on the status of comprehensive SRHR within UHC;
    Step 4: Preparation of a policy brief and PowerPoint presentation to progressively situate comprehensive SRHR into UHC (benefit packages, financing and financial risk protection mechanisms).

    Deliverables

    An inception report with a complete list of critical policies, and financing, delivery, financial risk protection systems pertaining to UHC to be reviewed, and key informants to be interviewed (if any);
    A report on the status of comprehensive SRHR within UHC (not more than 20 pages);
    A policy brief with evidence informed actions to progressively situate comprehensive SRHR into UHC (not more than five pages); and,
    PowerPoint Presentation that captures the main findings.

    The duration of the assignment will be up to 25 days.

    Qualifications And Experience

    Seven years of experience with UHC policies and programmes including in supporting UHC benefit packages, and in UHC financing, delivery and financial risk protection.
    Relevant educational backgrounds such as public health, health economics, public policy, epidemiology, medicine, international development, economics and demography.
    Have significant knowledge and/or past experience in sexual and reproductive health and rights.
    Previous experience in undertaking secondary reviews and developing policy briefs.
    Knowledge and experience of SRHR landscape in Kenya.
    Experience with the UN and/or UNFPA on similar assignments.
    The consultant should be able to provide samples of past relevant assignments

    Job Purpose 

    To develop a comprehensive and secure online humanitarian database, with a corresponding dashboard that is interoperable with other existing databases and is readily available to organizations involved in disaster management at both levels of government and partners in Kenya.
    The consultants will work closely with the UNFPA and NCPD technical team  under the direct supervision of Population Data Specialist UNFPA.

    Scope of Work
    The consultant is expected to:

    Design a central database with a data functionality system that ensures seamless integration of new database to the existing data.
    Work with humanitarian and government data contributors and data consumers to identify areas of opportunities for data integration. 
    Familiarize with existing databases and systems; Check that data and metadata produced and provided by different agencies meet accuracy, consistency, and comparability requirements.
    The consultant/firm shall make timely presentations of the database to the technical working group during the development process so that the final product is acceptable to technical working group
    The consultant shall install the database and provide training with demonstration on the functionality of the database to the technical working group for final approval.

    Job Purpose
    Consultants to develop data reports on demographic, health, socioeconomic and environmental thematic areas for the Frontier Counties Development Council (FCDC).

    The region under the Frontier Counties Development Council (FCDC) remains relatively under-developed because policies implemented in the past to promote economic growth in the region did not result to the intended impact. Additionally, resources were thinly spread across many economic activities, and there was no effective community participation in the development process. To promote the economic growth in this region, the FCDC has initiated various development strategies and programmes. These include: The Common Programme Framework for Livestock Disease Control (CPF-LDC) in the FCDC region; Livestock Fodder and Pasture Strategy for the FCDC Region (2019-2028); The Socioeconomic Blueprint for the Frontier Counties Development Council: Towards a Regional and Territorial Approach for Local Development; and Transforming the Environment through Nexus; Building Resilience to Climate Change for Enhance Food, Nutrition and Water Security in the ASALs; among others Over the last decade, since the introduction of the devolved system of governance, great efforts have been directed towards promoting economic and social development of the region. However, these efforts are far from achieving their objectives. It is estimated that about 19 percent of Kenya’s poor live in the region and on average about 68 percent of the population live below the poverty line compared to a national average of 36.1 percent. Similarly, the region experiences low literacy rates and poor access to health, water and sanitation, energy and ICT services. Moreover, the region is isolated from the rest of the country due to poor roads and other infrastructure. The challenges encountered in this region can be lessened by evidence-based decision making through policies and programming based on the evidence generated in the region and lessons learned from similar communities in various countries that share the same environmental, social and economic situations. However, while the country has wealth of data and information collected on these counties, the data is scattered in various ministries, Government departments, Research institutions, CSOs and in the private sectors institutions. Some of these data has not been analyzed to generate evidence required by these counties for their planning and policy formulation. These may have been caused by inadequate capacity to analyze the data or conduct research to generate required evidence. These factors make the data for decision making unavailable and inaccessible to planners and policy makers from these counties. This ultimately may lead to the country not achieving the ICPD25 commitment number six “Enhance the capacity of relevant Government institutions to increase availability and accessibility to high quality, timely and reliable population and related data at national, county, and subcounty levels, disaggregated by income, gender, age, ethnicity, migratory status, disability and geographic location by 2030”. To achieve the required socioeconomic development of the FCDC region, it is paramount to ensure that high quality data is available and accessible to planners and policy makers. This will ensure programming and interventions initiated by the FCDC are focused and are of high impact. To increase the availability and accessibility of timely evidence to inform policy formulation, implementation, monitoring and evaluation of programmes in the FCDC counties, UNFPA is in the process of recruiting two national experts to support development of data reports on demographic, health, socioeconomic and environmental thematic areas for the FCDC counties.

    You Would Be Responsible For
    The two consultants will work as a team to carry out the following tasks:

    Conduct literature review on the development performance of the counties under FCDC and develop a list of indicators key to the development of the counties.
    Facilitate County consultations and dialogue processes on prioritization of the indicators.
    Conduct mining, collation and analysis of data for the agreed indicators.
    Draft the county reports in consultation with FCDC and UNFPA.
    Facilitate County validation of the collated and analyzed data and the draft reports.
    Develop final county reports.
    Develop a Popular version and power point presentation for high level dissemination.

    The Expected Outcome Of The Consultancy Will Include

    Population & Development – Geographical Information Systems [GIS] Specialist

    Job Purpose: 

    Evidence-based policymaking decisions are consistent with transparent and accountable governance. Data is central to this. Since its independence in 1960, only two censuses have been carried out in Somalia; the first in 1974 and the second in 1986. However, only the results for the first census were ever released. Since then, efforts have been made to bridge this gap. Notably, the 2014 Population Estimation Survey (PESS) and the 2018/2019 Somali Health and Demographic Survey (SHDS) yielded invaluable data on population, demographic, health and other characteristics of the Somali population. 

    Recognizing the need for census data, the Government of Somalia is preparing to hold its first census in decades; the Somalia Population and Housing Census (SPHC) 2024/25. The SPHC is expected to provide relevant, reliable, and timely baseline data for development planning, policy formulation, and service delivery. It will count all persons living in Somalia and determine their socio-economic and demographic characteristics, including information on population dynamics such as migration, fertility, and mortality. The census will also generate a sampling frame for future household surveys. 

    Census mapping is the foundation of any census. Maps have been an instrumental part of censuses for a long time. Historically they have been used in the census during the enumeration phase and assist in guiding enumerators to dwellings and other places where people are likely to be during the enumeration period. They also ensure full and unduplicated coverage of geographic areas during the census. Maps have also been used to present aggregated census results in cartographic form. Technological developments in Geographic Information Systems (GIS) have led to increased availability of spatial data and reduced costs of geospatial tools. This has broadened the scope of census cartography to include the use of high-resolution imagery for EA delineation and updating, spatial analysis, modeling, and data dissemination through web mapping platforms. 

    UNFPA is providing technical and financial support to the SPHC to ensure that the proposed census is of high quality, upholds international principles and standards, and produces data that are widely disseminated and utilized for development. 

    In addition to supporting the SPHC, UNFPA Somalia supports humanitarian responses and recovery efforts. It also works with health services to reduce maternal mortality, among the highest rates in the world, by strengthening community midwifery and the supply of commodities. Further efforts have focused on conducting nationwide population estimation surveys. Engaging with the government and civil society to provide services for vulnerable youth, UNFPA promotes reproductive rights and the elimination of harmful practices such as female genital mutilation/cutting. 

    You will provide geospatial support to the UNFPA Somalia Country Office as it implements its different activities. 

    You would be responsible for: 

    Leading and overseeing the technical aspects of geospatial information tools and resources, and development of new products to respond to organizational needs. 
    Developing and implementing geospatial databases, geospatial data collection systems, geospatial data analytics and other strategies that optimize statistical efficiency and quality. 
    Acquiring and cleaning geospatial data from primary or secondary sources and maintaining databases/data systems.
    Translating organizational needs into analytics and reporting requirements to support decisions, strategies and workflows with geospatial data and information.

    Implementing and documenting processes, best practices, tools, and quality assurances so that geospatial information assets are managed in a secure and efficient way, promoted, and used by all potential stakeholders. 
    Formulating and directing geospatial information and technology strategies, policies, and plans. 
    Providing technical inputs for the development of methodologies for geospatial information analysis, baseline data collection, definition of mapping products and geospatial information and technology services to support end users. 
    Providing operational, technical, and analytical expertise to projects and colleagues across departments by understanding how to apply the principles, practices and added value of geospatial information. 
    Tracking trends and developments in spatial analysis best practices, tools, etc. 
    Providing technical guidance and support on the cartographic planning of the census including reviewing existing census mapping technologies and methods, and development of a census mapping strategy 
    Identifying geospatial knowledge gaps within the statistical offices and making recommendations on training. 
    Provide technical guidance and support to the GIS consultants and personnel from NSOs in the preparation of relevant training plans on GIS and census mapping and provide geospatial training to statistical offices 
    Providing technical guidance and support in the development of data collection tools, ensuring GIS international requirements contextualized to Somalia are met 
    Developing guidelines for undertaking data cleaning and analysis of GIS and related data including technically guiding teams undertaking data cleaning 
    Leading GIS teams in the production and updating of high-quality map products and online map services (e.g. dashboards, story maps) for UNFPA activities, particularly on the humanitarian response. 
    Overseeing the preparation of documentation required for the GIS implementation and ensuring its compliance with the current standards, regulatory acts, and recent international developments in GIS; 
    Providing expert advice and information support, including writing guidelines, instructions, and on-site training of respective staff units of states responsible for the Census preparation and implementation; 
    Assessing various GIS technologies (software, hardware, and satellite imagery) for data capture based on international experience from developing countries and advising on the choice of appropriate technologies and their acquisition. 
    Advising on geo-database design and quality control measures to ensure the databases conform to defined accuracy standards. 

    Qualifications and Experience 

    Education: 

    Advanced university degree (Master’s degree or equivalent) in GIS and Remote Sensing or related discipline with Five (5) years of relevant experience. 

    Knowledge and Experience: 

    A minimum of five years of progressively responsible experience in geospatial information management, applied spatial analytics, earth observations, mapping, data visualization, stakeholder management or related area is required. 
    Proven experience in using spatial data and information to guide decisions, develop strategic direction and oversee execution is required. 
    Proven experience in teamwork, especially in the field of census mapping, implementation of field mapping logistics, and technical capacity building/training in a complex multicultural environment is essential. 
    Proven experience in geospatial information and technologies management such as database management, spatial analysis, mapping, programming languages, enterprise management, development of spatial methodologies, and/or quality control is required. 
    Comprehensive working knowledge of ArcGIS, Quantum GIS and Remote Sensing software and experience in the utilization of high and medium-resolution satellite imagery for the purposes of feature extraction and digitization. 
    Knowledge of integrating statistical and geospatial information. 
    Knowledge and experience with mobile data collection technologies like ODK, Kobo and Survey123. 
    Basic knowledge of at least one statistical database and its interface with GIS databases

    The Position:

    Individual Consultancy to conduct an In-depth analysis of Maternal and Newborn Health data in Kenya and develop advocacy materials will  conduct a comprehensive analysis of available data on key MNH indicators and develop impactful advocacy materials on MNH for advocacy targeting key stakeholders, including the private sector.
    The consultant will work under direct supervision of UNFPA SRH/Youth Technical Advisor and in consultation with the Ministry of Health and the National Council for Population and Development (NCPD). The consultant will also work with other members of UNFPA such as the M&E Officer and Population and Data Specialist.

    Consultancy Background

    Kenya has made significant investments in Maternal and Newborn health (MNH) that has seen the country achieve commendable access and uptake of maternal and newborn health services.  According to the KDHS (2022), the ANC coverage stands at 98% for the first visit and 66% for 4 visits and above; the proportion of skilled birth attendance increased from 41% in 2003 to 89% in 2022; and post-natal care coverage increased from 31% in 2008/09 to 78% in 2022..
    The country rolled out the “‘Linda mama”’ social health insurance, which accorded all pregnant women full health insurance coverage during pregnancy and the postnatal period thus removing financial barriers to access to care. At county level, the majority of county governments have increased access to maternal health services through establishment of maternity units in primary level facilities, strengthening community health services by employing community health promoters and setting up community health units and increasing deployment of human resources for maternal and newborn health.
    However, despite these investments, maternal and newborn health outcomes in the country are lagging behind with the MMR standing at 355/100,000 live births (2019 Kenya Population and Housing Census), stillbirth rate of 18/1,000 live births and newborn mortality rate of 21/1,000 live births (according to the KDHS 2022 respectively). The national average nonetheless masks inequities in access, which continue to persist in geographical locations such as arid and semi-arid areas and urban informal settlements. The heterogeneity of populations further exacerbates these gaps, with adolescents, young women, nomadic women and girls, poor rural women, and women and girls living with disability experiencing poorer maternal and newborn health (MNH) outcomes. Sub-optimal quality of care in many health facilities is a major concern, with the Confidential Enquiry into Maternal Deaths (2017) linking 93% of maternal deaths to inadequate care.
    Private sector contribution of maternal and newborn health outcomes cannot be overlooked. The private sector in Kenya plays a crucial role in maternal and newborn health by delivering a significant portion of services, including antenatal care, delivery, and postnatal care, especially in urban areas.  They contribute to financing through private insurance and out-of-pocket payments, and drive innovation in diagnostics, treatment, and prevention.  Private sector healthcare providers also make up a substantial part of the workforce, and some organizations engage in community outreach and education. However, ensuring quality of care across all private providers and equitable access for vulnerable populations remain key challenges. Effective coordination between the public and private sectors is essential to maximize their impact on improving maternal and newborn health outcomes in Kenya.

    Rationale for the Consultancy 

    To effectively address the challenges surrounding maternal and newborn health, it is crucial  to clearly map, synthesize and present evidence on factors contributing to poor maternal and newborn health outcomes (drivers) in a simplified format with appropriate data visuals to support advocacy efforts. Valuable data for assessing the current situation and guiding evidence-based interventions can be drawn from the Kenya Population and Housing Census (2019), the Kenya Demographic and Health Survey (2022), Kenya Health Information System (KHIS), the Kenya Health Facility Census (2023) and the Kenya Quality of Care Survey.

    Purpose of consultancy:         

    UNFPA is seeking the services of an individual consultant to conduct a comprehensive analysis of available data on key MNH indicators and develop impactful advocacy materials on MNH for advocacy targeting key stakeholders, including the private sector.

    Scope of work

    The consultant will:

    Analyze and Synthesize Data: Examine and integrate existing data on MNH, focusing on critical issues such as maternal and neonatal mortality, Basic and Comprehensive Emergency Obstetric and Newborn Care (BEmONC and CEmONC), Maternal and Perinatal Death Surveillance and Response (MPDSR), and human resources for health. 

    Develop high-quality knowledge products: 

    A comprehensive analytical report: Deliver a detailed report with findings, data visualizations, and actionable recommendations on the current state of maternal and newborn health in Kenya.
    A concise State of Maternal and Newborn Health in Kenya report: Create a brief report featuring relevant data visuals, gap analysis, and tailored recommendations for policymakers and programme managers.
    A PowerPoint presentation: Prepare an engaging presentation summarizing the status of maternal and newborn health in Kenya.

    Through these products, UNFPA aims to empower stakeholders with essential insights and practical tools to drive improvements in maternal and newborn health outcomes. The materials will effectively communicate the urgency of the challenges and support advocacy efforts for sustainable change. Each deliverable is designed to ensure that data-driven insights are accessible and actionable for policymakers, health professionals, and advocates in the field of maternal and newborn health, with a strong emphasis on addressing geographical disparities, age vulnerabilities, and the needs of marginalized populations.

    Deliverables

    The scope of work and expected deliverables include:

    This consultancy will include 3 phases, each with distinct deliverables:

    Inception Phase 

    Conduct a thorough desk review of relevant documents, including the Census report, KDHS, KHIS, the Health Facility Census and Quality of Care Survey reports, national MNH policies and guidelines.
    Delivery of draft inception report detailing methodology, timeline and the outline of each of the knowledge products

    Analysis Phase 

    The consultant will analyze and triangulate the data and produce a set of preliminary findings, complimented by tentative conclusions and preliminary actionable recommendations, including key investments required
    Presentation of the findings to UNFPA and key stakeholders for feedback.

    Reporting Phase:

    On the basis of the analysis, the consultant will deliver the following draft three knowledge products:

    A detailed draft report with findings, data visualizations, and actionable recommendations on the current state of maternal and newborn health in Kenya; 
    A concise overview of key findings, insights, and recommendations for quick reference; iii) A PowerPoint presentation on the status of maternal and newborn health in Kenya 

    The consultant will prepare final deliverables (3) taking into account the feedback received by UNFPA and key stakeholders. 

    Dissemination Plan: 

    The consultant and the UNFPA team with input from the UNFPA Communications Officer will prepare a dissemination plan using the recommendations contained in the final report

    This is a deliverable based consultancy and it is estimated to take place between 5th November 2024 and 13th December 2024
    Adherence to the total consultancy period is critical – no payment will be made for any incomplete quality result / task within the timeline provided.  Full payment will take place after the submission of the final deliverables upon satisfaction of UNFPA.
    Deliverables will be assessed for quality and to the extent they fulfill the requirements of the TOR. UNFPA in Kenya reserves the right to discontinue the contract if it feels that the consultant/team does not live up to the expectations or if the consultant/team acts in a way that is detrimental to UNFPA’s reputation and image.

    Place where services are to be delivered

    Nairobi, Kenya.  Travel is not expected, however, should the need arise, any related costs will be funded by UNFPA. 
    The consultant/team is expected to work remotely, utilizing their own office space, computer, internet, telephone and other equipment, as needed, to undertake this assignment.

    Conflict of Interest

    The Consultant will be asked to declare any potential conflict of interest before undertaking the work. The Consultant will discharge his/her functions exclusively as an adviser to UNFPA, the MOH and the NCPD.
    UNFPA will support the consultant/team to make the necessary contacts with government and relevant partners. UNFPA will facilitate all relevant documents related to this assignment and will be shared with the consultant/team once the assignment is awarded. UNFPA will facilitate the use of UNFPA virtual platforms or physical meetings where necessary, for presentation of results and stakeholder engagements.
