    This position is located in the Disciplinary Team, Appeals and Accountability Section (AAS), Administrative Law Division (ALD)/OHR.
    The incumbent reports to the Chief, Disciplinary Team, Appeals and Accountability Section.
    Responsibilities
    Under the supervision of the Chief, Disciplinary Team, Appeals and Accountability Section (AAS), the Legal Officer is responsible for the following duties:
    Provides advice on the handling of disciplinary matters and prepares the related documentation. To this end, the incumbent conducts research and analysis of the UN Charter, General Assembly resolutions and decisions, judgments of the United Nations Administrative Tribunal, the United Nations Dispute Tribunal, the United Nations Appeals Tribunal and judgments of other international administrative tribunals, Staff Regulations and Rules, and administrative issuances.
    Represents the Secretary-General in written and oral proceedings before the United Nations Dispute Tribunal relating to disciplinary cases.Submissions before the Dispute Tribunal must meet procedural requirements of the Tribunal and must be consistent with the principles of administrative law applicable to the Organization.
    Prepares legal advice on human resources and administrative matters, with a view to facilitating early resolution of disputes.
    Provides legal advice on the interpretation and application of staff regulations and rules, including the review of administrative decisions; prepares draft amendments to the staff regulations and rules; prepares draft administrative issuances or amendments thereto and verifies their consistency with the existing staff regulation and rules; prepares analyses and evaluations of human resources policies and practices.
    Supervises the work of one or more junior legal officers and legal assistants. Also guides, develops and trains staff under his/her supervision
    Assists in ensuring the outputs produced under his/her supervision maintain high-quality standards and in fostering teamwork and communication among staff in the Unit.
    Assists in recruiting staff for the Unit.
    Maintains the Unit’s registers and electronic databases.
    Performs other duties as required.

    Education
    Advanced university degree (Master’s degree or equivalent) in law is required. A first level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
    Work Experience
    A minimum of seven years of progressively responsible legal experience is required.
    Of these seven years, two years must be in litigation at the national or international level, including experience appearing before a court or tribunal or in an arbitration or equivalent administrative boards or bodies.
    Experience in handling disciplinary matters in national or international entities is desirable.
    Experience with staff regulations and rules, policies, procedures and operations of the United Nations or other similar international organization is desirable.
    Languages
    English and French are the working languages of the United Nations. For the post advertised fluency in English is required. Knowledge of French is desirable. Knowledge of a another official UN language is an advantage.

    Responsibilities

    Human Resources Management

    Audit Response

    Monitor the implementation of audit oversight recommendations and guide offices on the action required to implement recommendations.

    This position is located in the Operations and Advocacy Division, Office for the Coordination of Humanitarian Affairs (OCHA), which is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies.     Monitors, analyzes and reports on humanitarian developments, disaster relief/management or emergency situations in assigned country/area.
    Organizes and prepares studies on humanitarian, emergency relief and related issues; organizes follow-up work, including inter-agency technical review meetings to support policy development work and decision-making on important issues.

    The position is located in the Capacity Development and Training Unit in the Programme Development Branch. The branch is located under the Global Solutions Division.
    The unit combines knowledge, research, tools, skill development and training into a coherent capacity development strategy. The capacity building activities focus on national and local government institutions, partners, training institutions and UN-Habitat staff, making use of the knowledge and information generated from across UN-Habitat in the production of learning and capacity building tools, manuals and course companions for global application.     Responsibilities

    Responsibilities
    The incumbent will be responsible for the following duties:

    Plan, organize, conduct and manage investigations of alleged sexual harassment, misconduct, malfeasance, mismanagement, fraud, corruption, waste of resources, sexual exploitation and abuse (SEA), and other gender-based issues, or alleged violations of United Nations Regulations, Rules and pertinent administrative issuances
    Lead and supervise a team of investigators and coordinate the investigative activities of team members; define the parameters and timetable of an investigation

    Assesses training needs, identifies, designs and delivers training programmes to staff and managers with security responsibilities at all levels throughout the United Nations Security Management System.
    Assists in preparing policy papers, position papers and briefing notes for DSS senior management, the Security Training Working Group, the Inter-Agency Security Management Network and other stakeholders on issues related to security training and examinations and tests, and collects and maintains related data sources.

    Responsibilities
    Within delegated authority, the Finance and Budget Assistant will be responsible for the following duties:
    BUDGET:

    Assists in the preparation of supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff
    requirements.
    Supports the Administrative Officer in extracting information and generating expenditure reports from computerized information system databases; assists in preliminary analyses of
    the extracted information and the reports generated, and highlights areas of concern for the attention of the Administrative Officer.
    Assists in the development of resource requirements for budget submissions and in the preparation of budget performance submissions.
    Researches/compiles data and other information required by the Administrative Officer in the review and analysis of relevant proposals.
    Assists the Administrative Officer in the preparation/finalization of budget performance reports, performing preliminary analysis of variances between approved budgets and actual
    expenditures.
    Prepares fund commitment documents in Umoja and reviews them to ensure that funds are available and the correct account has been used.
    Assists in the financial reporting of trust funds, including monitoring the status of voluntary contributions, generating expenditure reports from Umoja and monitoring reporting
    requirements by donors.
    Assists the Administrative Officer in the issuance of allotments and related staffing table authorizations.
    Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.

    FINANCE:

    Records and reconciles more complex accounting transactions.
    Assists in the processing of payments to partners and vendors for good and services. This includes, among other things, calculating, inputting, and checking payments for correctness
    and communicating discrepancies to supervisors.
    Drafts/prepares memoranda and/or faxes to various offices, departments and Headquarters.
    Responds to queries and requests for information from staff members and administrative counterparts.
    Supports other UMOJA master data tasks as required.
    Drafts or prepares correspondence responding to inquiries with respect to relevant financial matters.
    Process VAT payment by liaising with the Host Country Services Unit.
