    Org. Setting and Reporting
    This position is located in the Nairobi office of the Appeals and Accountability Section of the Administrative Law Division (ALD), Office of Human Resources in the Department of Management Strategy, Policy and Compliance.
    The Division is in charge of the implementation of the United Nations (UN) standards of conduct for all categories of personnel across the UN Secretariat. ALD provides strategic and legal advice on internal justice matters and represent the Secretary-General before the United Nations Dispute Tribunal. ALD handles disciplinary matters relating to Secretariat staff members, oversees and coordinates efforts and actions to prevent and respond to unsatisfactory conduct, and works to empower and support UN Secretariat managers in the exercise of their responsibilities to address conduct and discipline matters.
    The incumbent reports to the P-4 team lead in the Nairobi office.
    Responsibilities

    Under the overall supervision of the Chief of Section, the Legal Officer represents the Secretary-General in written and oral proceedings before the United Nations Dispute Tribunal (UNDT) and may be responsible for the following duties:
    Handles a range of issues related to international, public, private and administrative law, including the interpretation and application of constitutive, legislative and other instruments governing United Nations activities and operations.
    Conducts extensive legal research and analysis and prepare studies, comparative studies, briefs, reports and correspondence.
    Undertakes basic or extensive review of legal documents, instruments, or other material; identifies important issues, similarities, and inconsistencies, etc.
    Prepares or assists in the preparation of drafts of background papers, studies, reports, legislative texts and commentaries on those texts.
    Prepares or assists in the preparation of legal opinions/advice on a wide range of international public or private law issues, including the United Nations Charter, General Assembly resolutions and decisions involving constitutional and administrative law of the Organization.
    Prepares or assists in the preparation of agreements and the negotiation and settlement of claims and disputes in the context of the administration of justice matters.
    Assesses evidence for relevance and admissibility.
    Prepares and assesses briefs of evidence.
    Provides legal advice on human resources matters; reviews administrative matters.

    Education
    An advanced university degree (Master’s degree or equivalent) in law is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
    Work Experience

    A minimum of five years of progressively responsible legal experience is required.
    Of these five years, two years must be in litigation at the national or international level and must include first-hand experience in appearing and leading the evidence of witnesses before a court or tribunal or equivalent administrative board and bodies.
    Experience at the national or international level in administrative and employment or labour law is desirable.
    Experience with staff regulations and rules, policies, procedures and operations of the United Nations or a similar international organization is desirable.

    Languages
    English and French are the working languages of the United Nations. For this post, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
    Assessment

    The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 38 Counter-Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

    The United Nations Office of Counter-Terrorism (UNOCT)/the United Nations Counter-Terrorism Centre (UNCCT) Global Preventing and Countering Violent Extremism (PCVE) Programme provides integrated capacity building packages, institutional development and technical assistance to requesting Member States, civil society and the UN system to strengthen individual, community and national resilience to violent extremism and reduced threat of terrorism. The Programme engages in nine substantive and mutually reinforcing portfolios: policy assistance, strategic communications, youth engagement, education, mental health, new frontiers, gender, human rights and coordination.
    Responsibilities

    Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
    Maintains up-to-date knowledge of events relating to Counter-Terrorism and Prevention of Violent Extremism issues, in general, and in particular as they affect the countries and thematic mandates of the branch.
    Keeps abreast of latest trends and developments in the area of assignment and provides inputs on issues to senior officials and colleagues in the office and elsewhere in the Secretariat.
    Monitors national and regional level political developments and provides advice to the Chief of Branch and other colleagues .
    Provides technical and substantive back up in the implementation of mandates of the office and the branch, and supports the Chief of Branch in administrative and human resources matters.
    Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
    Maintains contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters.
    Monitors actions taken by intergovernmental groups, UN organisations, government and non-governmental organizations.

    This position is in the Office of the Special Envoy of The Secretary-General for the Great Lakes in Nairobi.

    Nairobi is classified as a “B” hardship duty station and a family duty station.

    The incumbent reports directly to a designation Supervisor – OSESG-GL Nairobi.

    The duration of this Job Opening will be six (6) months only.

    In February 2013, 11 nations signed the Peace, Security and Cooperation (PSC) Framework for the Democratic Republic of the Congo (DRC) and the region, in a renewed drive to end the recurring cycles of devastating conflict in eastern DRC which impacts stability and development in the Great Lakes area of Africa. On 31 January 2014, two more countries, Kenya and Sudan, became signatories of the PSC Framework. The framework aims to help “address the root causes of conflict and put an end to recurring cycles of violence” in eastern DRC and the Great Lakes Region. In its Resolution 2098 (2013), the Security Council welcomed the signing of the PSC Framework. It called on the Special Envoy, in coordination with the Special Representative for the DRC to “lead, coordinate and assess the implementation of national and regional commitments under the PSC Framework, including through the establishment of benchmarks and appropriate follow-up measures”.

    The Security Council further encouraged the Special Envoy to “lead a comprehensive political process that includes all relevant stakeholders to address the underlying root causes of the
    conflict”.

    Responsibilities

    Under the overall guidance of the designated Supervisor, the Intern will:

    Conduct research on various issues, including political and security developments, human rights, economic and social developments, humanitarian issues in the Great Lakes region;
    Contribute to the preparation of concept notes, project proposals, weekly reports, background papers, briefing notes, Talking Points and other relevant documents;
    Provide support in the coordination and substantive servicing of meetings, including coordinating participation of key stakeholders, contributing to the preparation of relevant documents and undertaking other related tasks;
    Support the preparation of presentations and other visual materials;
    Assist in the development of databases and other office management tools;
    Support the production of web stories and updating of social media; and

Participates in the planning, development and implementation of communication and advocacy campaigns at the regional level; where appropriate, works with partners in the regions, including UN departments, funds and agencies to develop ways to implement campaigns system-wide and to incorporate the campaign message and themes into all relevant events and products. Contributes, when appropriate, to UNDRR press releases, newsletters, periodicals, reports and publications. Builds information networks at the regional level; Contributes to publications programme; participates in the production of materials for print/electronic/voice/visual media.
    Provides substantive inputs for the development of strategic partnerships with key constituencies at the regional level to solicit support for and maximize impact of communication and advocacy objectives; Upon delegation from the Chief of the Regional Office, serves as a liaison to media organizations, governmental bodies, national groups, private sector organizations, educational organizations, international organizations, as required.
    Upon request from the Chief or the Deputy Chief of the Regional Office, represents UNDRR at inter-agency meetings, seminars, etc. on resource mobilization and related partnership initiatives/issues, fulfills speaking engagements and makes presentations to groups on UNDRR activities and advocate issues of concern: organizes media coverage and arranges for media contacts, briefings, and interviews; organizes seminars, lectures, conferences, public events on major issues and events concerning the organization.
    May perform other duties as required.

    Education
    Advanced university degree (Master’s degree or equivalent degree) in communication, journalism, international relations, public administration or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
    Work Experience
    A minimum of five years of progressively responsible experience in resource mobilization, partnerships building, public information, communication, advocacy campaigns or related area is required.
    Experience in fundraising is required.
    A minimum of two years of experience in fundraising is desirable.
    Experience in social media is desirable.
    Experience in advocacy campaigns within the United Nations System is desirable, preferably for at least two years.
    Experience in managing the communication element of major international events/conferences is desirable.
    Languages
    English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required; knowledge of another UN official language is desirable.
    Assessment
    Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
