    Duties and Responsibilities
    The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. A consultant’s assistance is needed to provide technical oversight to the Green Climate Fund (GCF) portfolio of Climate Change Mitigation related projects, both on-going and potential new readiness projects and upcoming mitigation projects (including Approval Processes Projects (SAP)). This will involve providing technical guidance to project development and implementation in the areas of climate finance, energy efficiency, renewable energy, electric mobility, and other mitigation areas.
    The work includes revising GCF project documents that will be submitted to UNEP project review committees and GCF Secretariat and addressing comments from review processes until approval. During implementation, the work entails providing technical guidance in the implementation of projects when relevant, coordinating the Interim Progress Reports twice per year and reviewing completion reports. The assignment also includes , liaising with the GCF-Coordination Office and project teams, preparing and updating project management tracking tool for the overall UNEP’s GCF Mitigation portfolio (on-going and potential projects), as well as the Readiness info notes when required. This consultancy will be home-based.
    The consultant will report to the GCF Portfolio Manager, Climate Change Mitigation Unit.
    The Specific tasks and responsibilities for the consultant are:

    Prepare project management tracking tool for the overall UNEP’s GCF Mitigation portfolio
    Continuously update project management tracking tool
    Upload useful documentation on UNEP’s sharepoint
    Prepare “Readiness info notes” for the UNEP’s teams if required
    Review incoming Readiness proposals and preparing GCF concept note revise committee checklists, thus ensuring its alignment to the GCF’s and UNEP’s Coordination Office requirements;
    Prepare Review Committee checklists for incoming Readiness proposals
    Liaise with the GCF Coordination Office staff and participate in coordination calls if required
    Ensure continuous communication with UNEP’s project teams during the internal review process
    Review incoming interim progress/completion reports
    Make all the necessary preparations for the upcoming January GCF’s mandatory reporting deadline
    Liaise with teams, communicate the guidelines for the reporting
    Update the reporting tab of the Readiness project management tool
    Review and revise interim progress/completion reports as per GCF and UNEP’s requirements
    Attend the virtual meetings with the GCF-Coordination Office at UNEP
    Participate to coordination meetings with the GCF-Coordination Office

    Qualifications/special skills
    Academic Qualifications

    Advanced university degree in one of the following fields is required: Engineering, Environmental Sciences, Economic, Environmental Policy or in a related field.

    Experience

    Three (3) years of experience in working with managing and developing international environmental projects, focused on Climate Change Mitigation is required.
    Ability to organizing processes, reviewing documents and providing comments consistent with organisation’s rules/requirements including attention to detail is required.
    Ability to review critically project design and revision/drafting of project concepts and documents, and project progress reports; work plans and budgets is required.
    Experience in managing submission process and reviewing documents for the Green Climate Fund or a similar fund is required.
    Experience in working with developing countries and/or international organizations is desired.
    Knowledge of GHG emissions calculations is desired.

    Language

    English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is a requirement. Fluency in oral and written Spanish and/or French is desirable

    Organisation, Setting and Reporting
    This position is located in the Operations and Advocacy Division, Office for the Coordination of Humanitarian Affairs (OCHA), which is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies.     The Senior Humanitarian Affairs Officer will report to the Deputy Director for Eastern & Southern Africa in the Operations & Advocacy Division.
    Responsibilities
    Within delegated authority, the Senior Humanitarian Affairs Officer will be responsible for the following duties:

    Provides authoritative technical and policy advice to senior management in OCHA and other agencies in the UN system, Member State officials, international and regional organizations on programmes, projects and issues of significant impact on humanitarian, emergency relief and disaster response/management efforts.
    Monitors the performance of the institution’s humanitarian mandate; influences the development and evolution of the UN approach to humanitarian affairs; designs and implements significant policy and programme changes to address country, regional, global humanitarian affairs issues, including gender considerations; conceptualizes the linkages with the political and peacekeeping functions in the Secretariat.

    Job Description
    Reporting to the Policy Advisor – Women’s Economic Empowerment within the ESARO office and working closely with the WEE Analyst/Team Lead at the Kenya Country Office, the National consultant is responsible for implementing the programme “Engendering Fiscal Stimulus Packages and Recovery Efforts” which includes coordinating relationships with national partners and stakeholders, monitoring and reporting, and managing the finances. He/she will work under the overall guidance and support of the Regional Programme Coordinator, Gender and Economics in the Regional Office.
    Duties and Responsibilities
    Objectives of the assignment:

    Conduct a gender-responsive assessment of the fiscal and economic stimulus package adopted in response to COVID-19 in Kenya;
    Coordinate the advocacy campaign through engagement with decision-makers, CSO, academia and social media work on the gender-responsive implementation of COVID-19 fiscal stimulus and social protection packages;
    Coordinate the establishment of a reference team that will provide technical backstopping and oversight.

    Management of Kenya based Project:

    Act as a focal point for the program “Engendering Fiscal Stimulus Packages and Recovery Efforts Adopted in response to the COVID-19 Health and Economic crises” in Kenya;
    In collaboration with Regional Program Coordinator and other national focal points, contribute to the development of a workplan to operationalize the project;
    Lead the implementation of work plan activities in Kenya; 
    Monitor the project progress in Kenya according to the work plan and draft Kenya focused inputs to regional monitoring and donor reports;
    Coordinate the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
    Design and implement country advocacy strategy to influence agenda of key national institutions to engender fiscal stimulus packages;
    Establish a reference group of eminent professionals that will provide technical backstopping to the process.

    Technical assistance and advice on engendering fiscal stimulus packages:

    Apply and implement the applied policy guidance tool developed by UN Women to undertake an assessment of fiscal stimulus packages implemented at the country level from a gender perspective;
    To provide ongoing technical assistance and support to Government counterparts in Kenya in implementing those strategies including, conducting gender analysis of fiscal stimulus packages, organizing events to discuss and disseminate results and recommendations, support different stakeholders in the implementation of policy dialogues and advocacy strategies to promote recommendations to engender fiscal stimulus packages, and other technical support and advice as needed;
    To design, under the oversight of the regional, strategies to integrate gender in Kenya national fiscal stimulus package and recovery policies;
    To foster partnership and ongoing liaison with women-owned businesses in Kenya and facilitate dialogue and consultations between women-owned businesses and government counterparts;
    Provide technical assistance and support to Government counterparts in the process of piloting, implementing and adapting existing Gender responsive budgeting initiatives to integrate gender priorities in post-COVID19 recovery strategies.

    Capacity Building Initiatives for partners and other stakeholders:
    Support the Regional Programme Coordinator in adapting existing tools and developing new ones to support Governments in analysing gender impact of stimulus packages and integrating gender priorities in economic recovery plans in Kenya;
    Facilitate tailored capacity-building sessions for leaders of women’s networks to facilitate their advocacy and monitoring interventions aimed at enhancing gender-responsiveness of stimulus packages;
    Design and deliver, in collaboration with the Programme Coordinator, capacity building activities for UN Women’s Kenya CO staff, Government and other key national stakeholders to enhance capacity to engender economic policies;
    Support the Regional Programme Coordinator in the delivery of one regional capacity building event for UN Women staff and Government counterparts on key economic reforms to integrate women’s needs in post-COVID19 recovery in 2021.
    Deliverables:

    Inception report detailing work plan and proposed approach to implementation of the project;
    Monthly monitoring reports on different project activities and results;
    Deliverables linked to specific project activities including national advocacy strategies, implementation of the policy guidance tool, concept notes, power point presentations, training modules, and other as necessary to support development of capacity building and policy dialogue activities;
    Delivery of training and capacity building activities;
    Final project report.

    Organizational Context & Project Description
    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UNEP’s Ecosystems Division is to support countries in conserving, restoring and sustainably managing their terrestrial, freshwater and marine ecosystems, the biodiversity they contain and the products and services they provide for human wellbeing and prosperity. It addresses the environmental causes and consequences of disasters and conflicts. It helps countries reduce pollution from land-based activities, increase resilience to climate change and reflect linkages between poverty and the environment in their development planning.
    The secretariat of the Nairobi Convention for the protection, management, and development of the coastal and marine environment of the Western Indian Ocean region is hosted and administered by UNEP within the Ecosystems Division. The secretariat is responsible for the coordination, development and implementation of the Nairobi Convention Programme of Work. The position is located in the Nairobi Convention Secretariat. The national UNV will provide technical support for monitoring and reporting on the implementation of Nairobi Convention, the Programme of Work, strategic action programme and related projects of the Convention.
    Sustainable Development Goals
    Task description
    Under the direct supervision of the Head, Nairobi Convention Secretariat, the national UNV will undertake the following tasks:

    Provide technical support to the Head of Nairobi Convention in tasks related to the implementation of the Nairobi Convention Programme of Work.
    Assist in the preparing terms of reference for consultancies assignments and other contracts, for implementation of the Nairobi Convention Programme of Work.
    Support preparation of the Nairobi Convention annual work plans and support their implementation, monitoring, and reporting in synergy with work plans of partners active in the Western Indian Ocean region.

    Education
    A first-level degree from a university or institution of equivalent status is required. Candidates for this position must have passed the relevant combined United Nations Language Competitive Examination for French Translators/Précis-writers, Editors, Verbatim Reporters and Copy Preparers/Proofreaders/Production Editors or relevant United Nations language competitive examinations held before 2017.
    Work Experience

    A minimum of ten (10) years of experience in translation, précis-writing, editing, self-revision, verbatim reporting, copy preparing, proofreading or production editing, of which at least eight (8) years working within a multilingual setting is required.
    Experience in the use of standard computer-assisted-translation (CAT) tools is required.
    Four (4) years of experience in revision is desirable.

    Languages
    English and French are the working languages of the United Nations Secretariat. For this position, fluency in French, which must be the candidate’s main language, is required. Applicants must also have knowledge of English and, preferably, of one other official United Nations language, as tested by the relevant United Nations competitive examination.
    Assessment

    Eligibility criteria
    Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.
    Description of task
    Under the direct supervision of the Kenya Country Programme of the United Nations Environment Programme (UNEP), this position is hosted by the Ministry of Devolution and the ASALs of Kenya. The UN Volunteer will undertake the following tasks:

    Establish a link and act as a liaison between the Ministries of Devolution & ASALs, Water and Irrigation and Environment, the county governments, the UN Country Team and other partners;
    In liaison with UNEP, the Cabinet Secretary (CS) and all partners establish the team’s work plans and set objectives & performance indicators for achievement of planned results;
    Promote teamwork and partnerships to facilitate harmonization, integration & linkages;
    Handle all correspondences under the program;
    Coordinate all the meetings workshops and travel arrangements for the technical teams;
    Coordinate personnel in all the counties targeted by the program;
    Continuously update the CSs, UN Kenya Country Team and other partners on the status progress and workplans of the program;
    Prepare reports as required and stipulated in the concept note on a rapid water resources assessment in the ASAL counties of Kenya;
    Provide first level technical assistance in the preparation and executing of the assessment, including support in data collection and data analysis on water resources and water resources management in ASAL counties;
    Prepare information, communication and outreach products resulting from the project;
    Facilitate meetings with governors of the targeted counties and follow up on public participation;
    Provide strategic advice to the UNRC, CS and UNCT and relevant partners on identification and establishment of innovative partnership modalities, exploring new partners (e.g., emerging donors, CSOs, academic institutions, private partnerships and fund mechanisms);
    Undertakes other tasks as may be requested by UNEP and CS as directly relates to the project.

    Work experience in managing government water infrastructure projects and conducting rapid assessment of water resources will be an advantage
