    Responsibilities

    Context
    UNICEF East and Southern Africa (ESReginal office have the oversight role and responsibility for 21 countries with multiple challenges and complexity levels. The complexities include the fact that the countries in region have different income levels from middle to low income countries, from sessional to chronic emergencies as well as from man-made emergency to natural disasters. In addition to level 3 emergency due to Global COVID-19 pandemic, countries in ESA region are also dealing with other level 2 emergency i.e Southern Madagascar due to drought and level 3 emergencies i.e Northern Ethiopia due to conflict. Countries in the various emergency levels require additional supports from the regional office. UNICEF ESA regional office has prioritized below key strategic intervention areas for 2022-2025 for the region:

    Supply the work of Governments of ESA countries to increase the COVAX roll out.
    Supply countries demand planning and forecasting to ensure effectiveness to avoid wastage; improve sourcing of PPEs, syringes to match the planning of COVID -19 vaccines.
    Support the strengthening of the Government capacity building efforts to improve the Governments supply systems for effectiveness.
    Undertaking capacity gap analysis of the bottlenecks to efficient distribution of COVID vaccines in the ESA countries.
    The Supply Section at UNICEF ESARO is seeking donor support for the funding of a volunteer position for 2022 to provide critical support for the accelerated implementation of the COVID-19 Vaccine roll out in the ESA countries. The volunteer will support the Supply Section’s ability to ensure positive results for children in the ESAR ensuring the procurement of quality critical supplies, logistics for both regular and emergency countries.

    Task description

    Under the direct supervision of the Regional Chief of Supply and Procurement, the VOLUNTEER will undertake among others the following tasks:
    Support country offices (COs) in COVID-19 vaccine procurement processes, including demand forecasting/planning and monitoring of vaccine(s) procured through the CO-VAX facility;
    In close collaboration with Health sections and other UN agencies, and based on the identified need, support COs to strengthen the supply and cold chain Management lo-gistics for the effective deployment of COVID-19 vaccines.
    Liaise with UNICEF Health section and Supply Division to support the vaccine logistics teams at COs and in Ministries of Healths (MOHs) to streamline Planning, ordering, ar-rival of vaccine, storage, distribution and consumables (e.g. reverse logistics supplies, AD syringes, safety boxes, finger markers etc.) through international or national pro-curement and shipment mechanisms.
    Support Governments MOHS to enhance capacity for proper storage and stock moni-toring/Management of vaccines and consumables.
    In collaboration with the COs, support the engagement with MoH to apply appropriate logistical strategies (e.g. pre-positioning) to ensure vaccines equity especially in hard to reach locations.
    Support UNICEF work in technical working groups on logistics and follow up on action points related to Supply and Logistics on Vaccines and cold chain Management
    Undertake travel to National, County and Sub County level EPI facilities to monitor vaccines as and when required.
    Provide frequent and regular updates/reports to the COVAX coordination team on all aspects of COVID-19 Vaccines Logistics and Supply and contribute updates for situa-tion reports.
    Support COVAX response review assessment teams with information pertaining to Supply and Logistics cold chain aspects of the response.
    Conduct Covid-19 supplies end user monitoring in collaboration with Governments MOHs; including monitoring and tracking the expiry of vaccines in countries to avoid wastage.

    This position is located in the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) Regional Office in Nairobi.     Responsibilities

    Under the general supervision of the Senior Women’s Protection Adviser, the incumbent will:
    Support the implementation of Security Council Resolutions 1820, 1888, 1960, 2106 and 2467 on Conflict-related Sexual Violence (CRSV)
    Work in close collaboration with relevant Mission components in order to ensure the reflection of sexual and gender-based violence conflict-related sexual violence perspectives in the work of all mission components, including in the coordination of training, development and delivery for military, police and civilian components.
    Coordinate the implementation of the Monitoring, Reporting and Analysis Arrangements (MARA) on conflict-related sexual violence,
    With the Human Rights Officers and field teams, coordinates data collection and the preparation of reports and other information products on violence against women, particularly CRSV related issues of concern to the Security Council, or other bodies; drafts notes, reports, background papers, talking points, speeches and other correspondence for senior UN officials
    Ensure the provision of advice and support on violence against women to government and non-governmental counterparts in collaboration with relevant mission and UN counterparts, and will foster close working partnerships with relevant UN stakeholders, civil society and donors
    Develop and coordinate initiatives to strengthen compliance by parties to the conflict with their obligations on violence against women, particularly CRSV prevention and response, including accountability measures
    Provide technical support to parties to the conflict in the implementation of command orders and action plans prohibiting CRSV

    Duties and Responsibilities
    Background of the assignment

    As the global guardian of the United Nations standards and norms in crime prevention and criminal justice, UNODC is mandated to support Member States in upholding the rule of law, promoting crime prevention and effective, fair, humane and accountable criminal justice systems. Within the framework of the UNODC Regional Programme for Eastern Africa (2016-2021), and in close cooperation with the Regional Section for Africa and the Middle East at UNODC headquarters, the Crime Prevention and Criminal Justice Programme of ROEA seeks to implement these objectives through support to major justice reforms processes undertaken by East African States.
    In line with this mandate the UNODC project ‘Strengthening the Administration of Justice and operationalising alternatives to imprisonment in Kenya’ aims to support the Government of Kenya to strengthen efficiency in delivery of judicial services, enhance coordination within the criminal justice sector and widen the use and application of alternatives to imprisonment. The project is designed to implement a part of the Programme for Legal Aid and Empowerment in Kenya (PLEAD). The Programme is funded by the European Union and targets the counties with the five largest urban centres of the country (Kisumu, Mombasa, Nairobi, Nakuru and Uasin Gishu) and seven counties of the most marginalised area within the country (Garissa, Isiolo, Lamu, Mandera, Marsabit, Tana River and Wajir).

    The PLEAD component implemented by UNODC targets support to the following institutions in the justice chain (national partners):

    The Judiciary;
    The Office of the Director of Public Prosecutions (ODPP);
    The Kenyan Probation and Aftercare Service (KPAS);
    The Witness Protection Agency (WPA);
    The National Council on the Administration of Justice (NCAJ).

    The importance of raising public awareness for the success of criminal justice reforms cannot be over emphasised. The 2018 PLEAD Baseline Study thus describes limited public awareness of alternatives to imprisonment, coupled with a low uptake of such sanctions by judicial officers, as having resulted in an over reliance on imprisonment.
    In consequence, PLEAD adopted a Communication and Visibility Strategy 2019-2020 (Communication Strategy) to ensure efficient and coherent communication on the Programme. The Strategy prescribes, inter alia, that all PLEAD partners should be visible and receive appropriate acknowledgement for their contribution. One of its objectives is also to raise awareness among all target groups of the positive impacts of the Programme’s interventions that are improving the delivery of justice and changing lives.
    Given varying access to information channels and literacy levels it is important to present information in both written and audio-visual form. PLEAD will thus support the generation of a large amount of written and electronic content, from policies, strategies and guidelines, to popular versions of formal documents, reports and Information, Education and Communication (IEC) materials. When necessary service providers will be engaged to support the implementation of the Communication Strategy, such as graphic design and layout, illustrations, translation, photography and video and audio production. Correspondingly, UNODC will maintain a UNODC publication master schedule over the life of the Programme to enable forward planning and thereby optimal impact of PLEAD communications.
    Graphic design and layout services will include the design and layout of formal publications, display products and IEC materials. It will also include UNODC material that will feature the approved PLEAD visual identity as well as materials for national partners that must feature their respective corporate identity.
    Purpose of the assignment

    The purpose of the assignment is to provide graphic design and layout services to support, on the one hand, the implementation of the Communication Strategy and, on the other hand, various publications and IEC materials for national partners supported by PLEAD.
    The approval processes of UNODC and the European Union must be followed throughout the assignment, as well as their respective logo guidelines and visibility requirements. The assignment also requires the preparation and delivery of final artwork to the printer and/or production company in line with instructions.

    Specific tasks to be performed by the consultant

    Under the overall supervision of the Regional Representative and direct supervision of the Head of the Crime Prevention and Criminal Justice Programme UNODC ROEA, and within the framework of the UNODC Regional Programme for Eastern Africa (2016-2021) the consultant will perform the following tasks in pursuance of the implementation of the Communication Strategy:
    Apply PLEAD visuals to various UNODC information and display products and social media graphics.
    Design and layout PLEAD newsletter and fact sheets.
    Design and layout formal documents, such as policies and guidelines, and IEC materials for PLEAD national partners, such as popular version of government policies or guidelines, training materials, display banners, brochures and posters.
    Collaborate with the PLEAD Communication Consultant to provide technical assistance to national partners regarding the development of their corporate identity, including their respective logos.

    Qualifications/special skills

    Academic Qualifications: An advanced university degree in graphic design, visual arts, illustration or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    Experience: – At least 7 years of professional graphic design experience, including the design and layout of a wide range of publications, IEC materials and infographics is required.;
    Experience in developing and applying visual identities for programmes and/or campaigns is desirable.
