    Position Summary: Under the supervision of Senior Technical Advisor, Clinical Improvement Specialist will offer technical support to the PACT TIMIZA supported health facilities in expanded high quality integrated HIV care and treatment.
    Duties and Responsibilities

    Co-ordinate the planning, conducting, analyzing and disseminating results of site capacity assessments (using the TQA tool) at supported facilities.
    Ensure achievement of program’s annual service delivery targets for the region and develop remedial plans where the targets fall short.
    Ensure synergy with the sub county technical team in site level supervision.
    Responsible for outlining mechanisms and a feedback loop for all activities in the work plan, when and how they were accomplished outlining pending issues.
    Collect and analyze monthly Quality of service indicator (QOS) reports from health facilities and provides guidance and recommendations related to tracked indicators and outcomes.
    Support facility teams to build local capacity for quality improvement activities by establishing work improvement teams (WITs) at different departments that identify gaps subsequently prioritizing, analyzing, and implementing QI projects.
    Maintain thorough documentation of activities and tracks deliverables.
    Coordinate dashboard reviews of project clinical outcomes and utilize project data to prioritize interventions.
    Take lead in compilation of the monthly activity reports and quarterly project performance report.
    Provide representation as delegated in critical stakeholder meetings and activities.
    Maintain current knowledge of medical practice standards and developments.

    Required Qualifications

    M.B.Ch.B, MD or MBBS required with significant field experience in clinical and/or community-based care of persons living with HIV/AIDS.
    Registered Clinical officer with over five years’ experience in HIV/ AIDS program implementation may be considered.
    Experience in Health Care programming at the field level and providing technical assistance to partner organizations knowledge and experience of ART programmatic and technical issues highly desired.
    Program management experience and experience in a supervisory role is a plus.
    Ability to work both in a team and independently and ability to transfer knowledge through formal and informal training.
    Experience with, and a demonstrated commitment to, community-based approach to development.
    Knowledge and experience with Kenya HIV Quality Improvement Framework.
    Experience with US government reporting and grant management and implementation environment is a plus.
    Experience with participatory planning and evaluation methods preferred.
    Experience working with government institutions, counties and local partners.

    Job Description
    The role of the Grants Manager will be to organize, coordinate and provide grants management support to sub-recipient partners in Nairobi County and to ensure consistent adherence to UMB/Funder policies and procedures as well as GoK rules and regulations for clear functioning of the Finance and Administration Department.
    ESSENTIAL DUTIES:

    Ensure grants comply with Rules and Regulations governing the funding and reporting procedures employed in the creation of Sub-awards and UMB policies.
    Ensure that Sub-awardees are compliant in terms of reporting requirements as laid out in the Sub-award Agreement. This may involve hands-on assistance and training;
    Prepare the Certified monthly, Quarterly Expenditure Reports and Advance Requests as required by the Sub-award Agreement;

    Prepare periodic updates on the Sub-awards for UMB management. The dates for such reports shall be provided by program management;
    Where necessary, assist with the setting up of an accounting and reporting system for the Sub-awardees, and the training of Sub-awardees personnel;
    Supervise the grants accountants
    To ensure consistent adherence to UMB/Funder policies and procedures as well as GoK rules and regulations for clear functioning of the Sub award management.
    Ensure that UMB assets are managed and used according to CDC /UMB regulations.
    Perform other duties as assigned by the Director of Finance & Administration and Program Director.

    QUALIFICATIONS:

    Advanced degree in Finance, Accounting or related field and CPA, ACCA.

    Job Summary
    Under the supervision of the respective laboratory managers/supervisors, the laboratory technologists will support molecular and immunology work related to HIV including routine laboratory maintenance duties.
    PRIMARY RESPONSIBILITIES:
    · Perform all aspects of HIV viral load/EID laboratory testing work necessary to support diagnosis and Patient monitoring on Roche CAP/CTM; Abbott M2000 and Roche C8800       platforms
    · Perform all aspects of CD4 T-Lymphocyte cell count of HIV infected individuals blood using the BD FACS Calibur platform
    · Ensure adequate stock of reagents and other consumables are available and track usage
    · Maintain laboratory QC/QA in the performance of assigned duties
    · Record test results obtained in an organized and timely manner and write summary reports

    Develop and implement a capacity-building and systems-strengthening plan for HTS, continuity of care, patient retention, and adherence support, in close collaboration with key partners

    Key Populations Improvement Specialist

    REPORTS TO : Senior Technical Advisor
    The Key Populations Improvement Specialist will provide overall strategy and technical assistance in consultation with the STA for HIV prevention activities amongst key populations within integrated supported sites in Kisii County.
    Responsibilities:

    Provide strategy for the provision of HIV prevention messaging and counselling services to key populations including HIV testing services as per the national guidelines
    Lead the design of structural interventions to prevent HIV among key populations, including those that address gender inequalities, stigma and discrimination and the legal rights and status of key populations, and economic barriers
    Support the development and rollout of new and emerging approaches to HIV case finding including HIV self-testing, testing for partners and family members of index-patients, partner notification services, social networking strategy for key populations, and other novel approaches as they emerge
    Lead the formulation of approaches for scale up of integrated HIV prevention services, including PrEP scale up within public health services for key and vulnerable populations
    Coordinate assessments, site strengthening, follow-up and supervision of integrated HIV prevention and treatment services for key, priority and other at-risk populations
    Provide high quality clinical patient care including leading clinical effectiveness efforts, ensuring implementation of recommended clinical protocols and national guidelines;
    Support clinical team in implementation of harm reduction strategies including management of HIV and related diseases

    REPORTS TO : PROGRAM DIRECTOR
    The VMMC Advisor works with clinical team leaders and sub awardee to ensure the highest quality VMMC service provision that adheres to international and national standards/protocols. This position provides overall strategic leadership and direction in the region to ensure achievement of VMMC program objectives and targets.
    Responsibilities:

    Provide technical assistance and supportive supervision to the sub awardee.
    Promote quality assurance and monitor adherence to international and national VMMC guidelines.
    Reports any region-wide issues to the VMMC services team. Refers serious site-level issues to VMMC services team during weekly meetings, as appropriate, for management and resolution.
    Monitors service delivery statistics within that region. Suggests revisions to site scheduling and placement strategy, as needed.
    Promotes adherence to national QA standards at each site—participates in, and responds to, QA visits within the region.
    · Assists with the follow-through of site-level performance improvement plans, where necessary Ensures project documents (to include client files, registers, project reports, and SOPs) are complete, current, and stored appropriately at respective sites within.
    Ensures that sites comply with the infection control standards to minimize occupational exposure of all clients and staff.
    Holds weekly regional meetings with site coordinators. Keeps sites well informed of any changes within the program.

    Provide technical guidance and coordination for expansion of VMMC programmes, including both adult and neonatal circumcision.

    JOB SUMMARY
    The primary function for this position is to provide both clinical leadership and patient management in a Medically Assisted Therapy (MAT Clinic).
    ROLES AND RESPONSIBILITIES

    Provide high quality clinical assessment of all new clients for suitability for induction into MAT according to national guidelines including leading clinical effectiveness efforts, ensuring implementation of recommended clinical protocols, national guidelines.
    Ensure that the MAT patient care is provided according to agreed basic care standards as defined by national guidelines and agreed performance measures.
    Establish and implement treatment and care plans for all new clients enrolled into MAT.
    Induct new clients into methadone once they are found to be suitable and thereafter follow them up appropriately.
    Participate the evaluation and continued improvement of medical practice ( CQI Committee)
    Conduct scheduled and emergency review of all MAT clients.
    Manage all co-occurring disorders including HIV,TB, Hepatitis and Psychiatric disorders in consultation with other senior clinicians in the MAT clinic.
    Establish and implement referral systems to other relevant service points.
    Support infection control measures at the health facility.
    Utilize MAT site data to inform delivery of services at the MAT facility.
    Perform any reasonable work related duties as may be assigned from time to time
    Prepare MAT clinic monthly reports.

    Qualifications:

    Diploma in Clinical Medicine and Surgery
    Registration with the Clinical Officers Council
    NASCOP Certification in Provision of both adult and pediatric ART, and PMCT preferred

    Experience & Skills:

    2 years’ experience, 1 year of which should be within a busy HIV Comprehensive Care Centre.
    Demonstrable knowledge of HIV/ART management, diagnosis and treatment procedures of conditions associated with HIV and Adherence support.
    Experience working in a MAT clinic is an added advantage
