    JOB PURPOSE
    Under the guidance and supervision of the Regional Coordinator, the job holder will be responsible for supporting implementation of TI-Kenya projects in the Western Region in collaboration with partners and stakeholders in the region.
    DUTIES AND RESPONSIBILITIES
    More specifically, the project officer shall perform the below tasks;
    Leadership

    Provide effective leadership to the staff within the region including mentorship, coaching, team building, on-the-job training to enhance employee performance and other leadership interventions**.**

    Programme Management & Reporting

    Coordinate, manage and promote TI-Kenya programmes/projects in the Western Region;
    Design and implement outreach initiatives on good governance and corruption prevention in the Western Region;
    Develop and implement strategies for community mobilization and empowerment to enable community groups to promote transparent and accountable institutions locally and nationally;
    Build linkages with county government institutions within the region, national government agencies, independent commissions, and other relevant stakeholders in implementing ALAC, institutional strengthening, policy & legislative advocacy interventions and other TI-Kenya activities;
    Ensure timely adherence to donor reporting requirements;
    Ensure timely submission of project reports, both narrative and financial for both internal and external stakeholders.

    Strategy Development

    Liaise with the Regional coordinator in defining institutional and programmatic priorities and objectives advised by the regional dynamics;
    Support effective implementation of the TI-Kenya Strategic Plan by implementing plans for the region and reporting accordingly;
    Provide effective support and contribution to national advocacy work, particularly Public Interest Litigation (PIL) work**.**

    Coordination, Networking and External Relationships

    Raise awareness on the interventions of the Western Regional Office and TI-Kenya in general to the public and stakeholders in the region;
    Build sustainable partnerships with community groups, county authorities and other development actors in order to ensure that transparency and accountability issues are mainstreamed into local and national social-economic and development programmes;
    Support the coordination of CSOs (good governance coalitions) within the region.

    Good Practices & Institutional Learning

    Support the development of learning, networking, and knowledge/content management platforms for Western Region for communication and shared learning;
    Develop effective local community organization resources and learning materials and effective strategies to be used in advocacy work;
    Provide technical support for the development of structured opportunities of institutional learning including project monitoring and evaluation, highlighting success stories and lessons learnt and development of good practices.

    Resource Mobilization & Budget Management

    Support mapping of the resource requirements for the regional office and mobilize resources targeting development partners whose criteria match the needs of the region and TI-Kenya;
    Develop proposals and/or concepts for financial support and sustainability of the anti-corruption initiatives in the region. This includes maintaining a well-managed proposal tracking matrix;
    Develop strategies in liaison with the Resource Mobilization coordinating team, for sustainable funding for the regional office and the organization;
    Develop budgets, and monitor project expenditure for the regional office;
    Develop social enterprise and local resource mobilization initiatives for the regional office in line with TI-Kenya interventions;
    Petty cash management for the Regional Office.

    Public Communication and Social Media Advocacy

    Write well thought out publishable articles every two months for management’s consideration focusing on devolution and Anti-Corruption generally;
    Maintain an active presence on social media that is interfaced with TI-Kenya’s presence in line with the organization’s social media policy and guidelines;
    In conjunction with the Communications department, initiate and participate in mainstream and social media engagements focusing on pertinent corruption issues and good governance.

    ALAC Coordination

    Schedule client appointments, conduct initial interviews and where appropriate provide legal advice, make records of clients’ calls, make referrals, and follow up cases reported to the ALAC;
    Support the production of publicity and awareness materials for ALAC;
    Organize and file ALAC documents and other information relating to the Regional Office;
    Develop project reports and documentation of all ALAC and other TI-Kenya activities in Western Region;
    Provide overall management and compile weekly updates of the ALAC database;
    Continually review the ALAC database to identify and document trends, and develop effective advocacy strategies;
    Establish and facilitate cross-functional and multidisciplinary teams of pro-bono advocates to represent qualified clients in public interest cases on corruption and integrity;
    Identify potential public interest cases from the ALAC case log, research on them and develop multi-pronged strategies of dealing with them, including but not limited to public/strategic/impact litigation.

    QUALIFICATIONS AND EXPERIENCE

    Minimum of a Bachelor’s Degree in Law, Human Rights, Public Administration, International Relations, Social Studies, or related field from a recognized university;
    A Master’s Degree in any of the above disciplines will be an added advantage;
    Relevant work experience of 6 years 2 of which should be in a supervisory capacity;
    At least 2 years of demonstrated experience in implementing governance projects and working directly with communities and government officials at county level;
    Computer literacy- Understanding of data entry, basic computer skills and knowledge of databases;
    Proven experience in understanding the anti-corruption legal framework in Kenya;
    Experience and ability to conceptualize, implement and evaluate programmes.

    Programme Management & Reporting

    Work with Civil Society and Governance actors, including state actors to address social and economic injustices in Kenya;
    Research and share knowledge and understanding of Sustainable Development Goals 
    (SDGs) and their specific targets;
    Undertake evidence-based advocacy on the extent, type, and impact of social and 
    economic injustices on marginalized groups and how to tackle them;
    Undertake evidence-based advocacy to curb fiscal practices and incentive schemes 
    that exacerbate social and economic inequalities;
    Reviewing the operations and results of the programme and providing reports 
    showing achievements against planned targets as well as justification for performance variances;
    Develop and operationalize effective reporting mechanisms for the Social Justice and 
    Economic Accountability Programme and ensure timely periodic, monthly and annual 
    progress reports of the programme;
    Work with other programme team members to conduct timely and appropriate 
    narrative and financial reporting with respect to all activities and grants in the 
    programme.

    Coordination, Networking and External Relationships 

    Strengthen the capacity and influence CSOs and marginalized groups to participate 
    and contribute to policy formulation that ensure achievement of social and economic justice;
    Establish and coordinate constructive and sustainable networks/partnerships with 
    national, regional, and international institutions and actors working on social justice 
    and economic accountability. These include government agencies, non-state actors, the 
    private sector and donors among others to ensure collaborative strategies and effective 
    support networks;
    Initiate and support the development of collaborative programme strategies in 
    partnership with like-minded organizations;
    Initiate and support capacity building of partner institutions and coordination with 
    regional and chapters of the TI movement on matters of social justice and economic 
    accountability;.
    Support the development of learning materials and advocacy within TI-Kenya and the 
    broader movement as relevant; 
    Build capacity of relevant stakeholders and staff on salient issues of transparency, 
    accountability, and integrity.

    Good Practice and Institutional Learning

    Provide technical support towards achieving the overall objectives of the Programme;
    Contribute to a more equitable and inclusive society by addressing present and 
    previous injustices, as well as ensuring equitable distribution of public resources and 
    opportunities;
    Provide technical support towards contributing to greater social justice and economic 
    accountability at all levels through advocacy and development/ promotion of 
    supportive systems;
    Provide technical support on Illicit Financial Flows (IFFs) work and shadow 
    international financial systems including offshore financial Centres to effectively 
    address illegal flow of capital and their effect on ability of countries to narrow the 
    inequality gap;
    Work with countries towards promoting Domestic Resource Mobilisation in Sub Saharan Africa and stemming illicit financial flows;

    Manage the Domestic Resource Mobilisation project budget and ensure maximum use

    Accountability Programme as well as institutional budget targets;
    Develop project proposals and progress reports based on established standards as required;
    Develop strategies for sustainable funding for the organization;

    JOB PURPOSE
    Under the supervision of The Regional Officer, the Programme Assistant will offer support to the Western Regional Office to ensure successful implementation of the projects, providing programme support and assisting in logistical tasks, monitoring and documentation.     More specifically, the tasks will include the below;
    DUTIES AND RESPONSIBILITIES

    1. Project implementation

    Ensure logistical and administrative preparation of all project activities including advocacy meetings, workshops and public forums, and ensuring production and or documentation of activity reports and minutes;

    Support the mapping out of relevant stakeholders to support successful implementation of new and existing projects;
    Convene stakeholder meetings to support implementation of the projects;
    Work with relevant partner coalition and networks to develop collaborative programme strategies;
    Develop links and share experiences with relevant stakeholders to promote and mainstream transparency to achieve TI-Kenya’s vision and mission;
    Maintain an up-to-date list of contacts and profiles of partners and stakeholders relevant for the Western Regional Office.

    4. Resource mobilisation

    Provide technical support to the Regional Officer in researching for and developing exceptional proposals and/or concepts for financial support and sustainability of the office.
    5. Public Communication and Social Media Advocacy
    Maintain an active presence on social media that is interfaced with TI-Kenya’s presence in line with the organisation’s social media policy and guidelines;
    Assist in project documentation including maintaining a photo database for all activities and ensuring a comprehensive record of all undertakings (Including documents, minutes and reports);

    ALAC Support

    Minimum of a Bachelors’ Degree in any of the following fields; Economics, Public Finance, Development Studies, Law, Human Rights, International Relations, Social Studies or other related field from a recognised university;
    At least two (2) years of proven experience in participatory community-based approaches, dissemination strategies, research and advocacy skills, legal aid, community mobilization and organization;

    Key Performance Indicators for this position

    Accurate allocation of all expenses and payments to correct Fund/Project in Business Central Dynamics system;
    Monthly summary of committed LPOs, invoices processed, and payments processed generated from Business Central Dynamics system;
    Monthly ageing report of supplier balances with 80% to be within 30 days ie. Long outstanding balances should be investigated and resolved promptly to avoid back log.

    DUTIES AND RESPONSIBILITIES
    With the guidance and supervision of the Deputy Finance Officer, the Finance Assistant will be expected to diligently perform the duties listed below;

    Record management and receipting.

    Receiving, sorting and filing out documents of original entry- delivery notes, invoices, statements (bank, creditors), contracts, approved internal memos etc;
    Ensure proper filing of copy of approved purchase order and encumber the same in Business Central Dynamics system;
    Scanning of approved payment vouchers, contracts to the central document folders;
    Ensure proper record keeping and filing of all TI-Kenya finance transactions source documents within the Finance Department as well as retrieving documents.

     Account payables and invoicing

    Obtain monthly supplier statements and perform reconciliations of supplier’s ledger balances;
    Ensure that all payments for services rendered are made according to financial and procurement guidelines;
    Review all petty cash vouchers and monitor reimbursements as per approved guidelines.

    Procurement support.

    Raising LPOs in Business Central Dynamics system for goods/services as requisitioned from the procurement process – ensure all requisitions are supported within TI-Kenya Procurement procedures; Allocate all purchases to the respective grant/project dimensions in Business Central Dynamics system as per budget line for Mission Proposals;
    Make follow up for internal approval of LPOs as per TI-Kenya’s procurement policy and procedures;
    In liaison with Procurement Officer, issue signed copy of Local Purchase Order and signed Contracts to service providers.

    Finance tasks

    Review approved Mission Proposals for programme activities and supporting documents presented before processing imprest requests and payments to service providers;
    Assist the Finance Officers in preparing project reports for donors and retrieving, scanning of required documents.

    Data entry and journals.

    Review and verify invoices, contracts and payment requests when raised;
    Data entry in the financial management system (MS Dynamics – Business Central);
    Allocate shared costs to dimension as per approved annual budgets ie. Electricity, rent, water, office admin etc;
    Investigate and resolve invoice discrepancies and issues that may be raised by vendors;
    Propose correcting journal entries for approval.

    Contribute to team effort by performing related tasks as assigned from time to time.

    QUALIFICATIONS AND EXPERIENCE

    Minimum of a Bachelor’s degree in Finance, Accounts, B.COM, Economics or related field from a recognized university;
    Minimum of CPA II or ACCA;

    Working experience in MS Dynamics Navision is a must;

    TI-Kenya in its 2017-2022 strategy endeavours to use marketing as a key tool to promote products, services and brands to different audiences. The Marketing & Communications Executive will be a focal point person for maintaining client relations, PR, media relations, marketing and communication strategies and be creative enough to devise promotional literature, undertake advertising, develop artwork and effectively deploy social media to achieve organizational objectives. The Marketing and Communications executive will also be expected to support communications for ongoing projects by TI-Kenya such as the Action for Transparency Project and Shule Yangu Campaign hosted by TI-Kenya.

    DUTIES AND RESPONSIBILITIES

    The Marketing and Communications Executive will be involved in the roles below pertaining to institutional communication and project initiatives:

    Marketing & Communications

    Develop, review and fully implement the marketing and communications strategy and policy. This will be used to influence the public image of TI-Kenya, as well as to ignite passion and support for TI-Kenya’s work from citizens and other key stakeholders. Leading to a stronger connection to the organization and better returns on investment;
    Develop an annual marketing & communications plan in conjunction with the sales teams. This should detail the year’s activities to meet agreed company objectives; develop and execute the Marketing & Communications work plan;
    Management of all Print and Direct Mail campaigns, working in close liaison with relevant staff members regarding format, design, production, fulfilment, data and distribution;
    Develop innovative ICT driven marketing and communication products; and engage in strategic spaces/ forums – both local and international. To this end, TI Kenya must have frequent, timely and media coverage across all available media;
    Managing the entire service and product life cycle from strategic planning to tactical activities. Ensuring timely updates at each stage of the cycle;
    Conduct market research to identify market requirements for current and future products and services and pitch the same via available communication channels;
    Direct the development and execution of marketing communications initiatives including product launches, sales collateral, tradeshows, campaigns, social media presence, company website, public relations, internal communication, regulatory communications and corporate events;
    Ensure communication campaigns and programs are aimed at reaching sales targets;
    Manage brand delivery and consistency across all markets for all product lines;
    Actively lead, build and manage partners within the field including graphics designers, corporate communications specialists, media specialists and copy writers to produce high quality publications and materials on time and within budget;
    Determine marketing & communications projects which should be completed internally and externally. Manage relationships with outside vendors as necessary;
    Be the driving force in the development of the work ethic, culture and values of corporate communications in TI-Kenya. Through personal example, establish the style and approach which meets overall company values and expectations; train staff on the same;
    Ensure timely production and dissemination of advocacy and communication materials. The tasks involve gathering and editing articles, identification and recruitment of writers, commissioning of articles, interviews, printing and dissemination e.g. ADILI newsletter, communication materials such as videos, brochures, fliers, booklets and reports;
    Work with the Administration department to update and maintain TI-Kenya’s mailing list for purposes of disseminating TI-Kenya advocacy materials and communication;
    Plan, organize and mobilize participation in TI Kenya publicity events and serve as the focal point person for all marketing events (integrity talk shows, integrity runs/ walks, public forums, town hall meetings, road shows etc).

    Media Relations

    Mobilize the media, regularly update and maintain a database of local and international media contacts and prepare strategic media packs;
    Develop and maintain effective relationships with key reporters/editors especially those with an interest in anticorruption work and governance issues; ensure constant reporting of TI-Kenya activities and visibility campaigns;
    Assist in the integration of strategic communication approaches to give TI Kenya an edge in the media industry.

    Web and Social Media Advocacy

    Develop and implement a social media strategy; Update the strategy to be in line with modern day changes;
    Create relevant content for the website and social media;
    Create and manage all published content (images, video and written materials including IEC materials and reports);
    Develop and expand community and/or blogger outreach efforts on social media;
    Oversee the design, profiles, images, landing pages and other features of Facebook/Twitter/Instagram/LinkedIn/YouTube/Blog among others;
    Coordinate design and manage social marketing and advocacy campaigns on the various online platforms of TI-Kenya;
    Compile weekly monitoring metrics on social media reach to inform the impact of TI-Kenya’s online platforms;

    External relationships

    Budget management and fundraising:

    Manage the Communications and Marketing budget; deliver all marketing and communications activities within the agreed budget;
    Support conceptualisation and implementation of crowd funding for the organisation;
    Provide support in mapping out potential donors for the organisation.

    Catalogue knowledge products

    Keep an inventory of all TI-Kenya knowledge products;

    Leadership:

    Programme Management:

    Promote legal advice and assistance to victims or witnesses of corruption through partnership with legal aid organisations
    Enhance citizen’s access to legal services through information, education and communication support
    Undertake advocacy on a broader anti-corruption reform agenda
    Enhance institutional capacity in complaint assessment and processing to enable citizens pursue corruption-related issues.

    TI-Kenya seeks to recruit a Regional Officer in the Nairobi Office to strengthen the operations of the office.
    Responsibilities
    Programme Management and Project implementation

    Design and implement outreach initiatives on good governance and corruption prevention around Nairobi and its environs.
    Develop and implement strategies for community mobilisation and empowerment to enable community groups to promote transparent and accountable institutions locally and nationally.
    Develop effective local community organisation resources and learning materials and effective strategies to be used in advocacy work.
    Build linkages with county government institutions within the region, national government agencies, independent commissions and other relevant stakeholders in implementing ALAC and other TI-Kenya activities, and institutional strengthening, policy and legislative advocacy interventions.

    ALAC Coordination

    Receive and book appointments for clients, conduct initial interviews and where appropriate provide legal advice, make records of clients’ calls, make referrals and follow up cases reported to the ALAC.
    Produce awareness materials for ALAC.
    File ALAC documents and other information relating to the Regional Office.
    Develop project reports and documentation of all ALAC and other TI-Kenya activities in Nairobi region.
    Represent TI-Kenya in national and regional initiatives of the Integrated Public Complaints Referral Mechanism (IPCRM) and provide leadership in execution of IPCRM interventions as necessary.
    Support monitoring, evaluation, reporting and learning for IPCRM initiatives.
    Closely liaise with partner institutions such as IPCRM and other referral partners, and track progress on complaints referred to them.
    Overall management and weekly updating of the ALAC database.
    Constantly review the ALAC database to identify and document trends, and develop effective advocacy strategies.
    Establish and facilitate cross-functional and multidisciplinary teams of pro-bono advocates to represent qualified clients in public interest cases on corruption and integrity.
    Identify potential public interest cases from the ALAC case log, research on them and develop multi-pronged strategies of dealing with them, including but not limited to public/strategic/impact litigation.

    Advisory/Strategy Development

    Define institutional and programmatic priorities and objectives advised by the regional dynamics.
    Support effective implementation of the TI-Kenya Strategic Plan by implementing plans for the region and reporting accordingly.

    Coalition Building, Networking and External Relationships

    Raise awareness on the interventions of the Nairobi Regional Office and TI-Kenya in general to the public and stakeholders in the region
    Build sustainable partnerships with community groups, county authorities and other development actors in order to ensure that transparency and accountability issues are mainstreamed into local and national social-economic and development programmes.
    Support the coordination of CSOs (good governance coalitions) within the region.

    Institutional Learning

    Support the development of learning, networking and knowledge/content management platforms for Nairobi region for communication and shared learning.
    Provide technical support for the development of structured opportunities of institutional learning including project monitoring and evaluation, highlighting success stories and lessons learnt and development of good practices.

    Budget Management, Resource Mobilisation, and Social Enterprise

    Support mapping of the resource requirements for the regional office and mobilise resources targeting development partners whose criteria match the needs of the region and TI-Kenya.
    Develop exceptional proposals and/or concepts for financial support and sustainability of the programme. This includes maintaining a well-managed proposal tracking matrix.
    Develop strategies for sustainable funding for the regional office and the organisation.
    Develop and track budgets, and monitor programme expenditure against budgets for the regional office.
    Develop social enterprise and local resource mobilisation initiatives for the regional office through generating additional resources from paid services such as trainings, research, and other consultancies pertaining to TI-Kenya interventions, and mobilise resources from the private sector and citizens.

    Reporting

    Ensure timely adherence to donor reporting requirements.
    Work with regional team members to draft and submit timely and appropriate narrative and financial reporting with respect to all activities and grants for the region.

    Public Communication and Social Media Advocacy

    Write well thought out articles every three months for the management’s consideration focusing on the interventions of TI-Kenya and Anti-Corruption generally to be published in the TI-Kenya blog, and appropriate print media and journals among other platforms.
    Maintain an active presence on social media that is interfaced with TI-Kenya’s presence in line with the organisation’s social media policy and guidelines.
    Provide support for the TI-Kenya website and other online updates by highlighting the activities of the regional office.
    In consultation with the Executive Director and the Programmes Manager, attend a minimum of one radio/TV talk show per quarter to discuss corruption as well as disseminate TI-Kenya’s work.
    Attend a minimum of one radio talk show on corruption per year in an FM station broadcasting in a language other than English.
    Produce a minimum of two audio-visual clips on corruption for each project per year.
    Performing such other job-related duties as may be assigned from time to time by the Programmes Manager or other duly authorised staff member.

    Qualifications

    A degree in Law from a recognized University
    Atleast one (1) year of proven experience in Participatory community-based approaches, dissemination strategies, research and advocacy skills, legal aid, community mobilization and organization.
