    JOB SUMMARY

    The jobholder is tasked with proving sound legal advice to the institution in regard to both internal and external legal affairs. (S)he will be charged with coordinating public interest litigation cases, leading legislative drafting and reviews, drafting legal opinions and other relevant documents, conducting legal reviews of key documents, and undertaking legal research. The legal officer will also work closely with the Communications team to support strategic, high-level advocacy and media interventions.

    DUTIES AND RESPONSIBILITIES
    Coordinate Public Interest Litigations

    Oversee/Conduct legal research, drafting, review and filing of pleadings, legal opinions and legal documents;
    Oversee drafting and filing of pleadings in the appropriate courts;
    Attendance of any litigation matters in court and tracking of key court processes including updating of court dates.

    Legal advice

    Give accurate and timely counsel to the Executive Director, Management Team and Staff on legal matters;
    Support the drafting and review of contracts, internal policies and other organisational documents requiring legal review;
    Provide legal advice on institutional compliance to relevant laws and regulations;

    Legislative drafting and review

    Coordinate the drafting and review of all corruption related legislation amendments or proposed laws;
    Coordinate submissions including oral presentations for memoranda and legal opinions drafted on legislative amendments and proposed laws.

    Strategic Advocacy and Public Communications

    In liaison with the communications unit, support strategic, high level advocacy and media, and other public-centred interventions;
    Support institutional advocacy and reform initiatives;
    Translate TI-Kenya research findings into legal reform initiatives and advocate for their adoption;
    Coordinate the development and review of advocacy strategies related to TI-Kenya legal interventions;
    Write well thought out publishable articles every two months for management’s consideration focusing on anti-corruption;
    Maintain an active presence on social media that is interfaced with TI-Kenya’s presence in line with the organisation’s social media policy and guidelines, to advance anti-corruption advocacy;
    In conjunction with the Communications department, initiate and participate in mainstream and social media engagements focusing on pertinent corruption issues.

    Strategic Planning and Development, Programme Management and Reporting

    Oversee legal programmatic interventions including quality control;
    Responsible for the development, implementation and reporting of all aspects of legal programmes in line with TI-Kenya’s mandate, and strategic plan;
    Support the development and effective implementation and reporting of the legal interventions in the TI-Kenya Strategic Plan;

    Coordination, Networking and External Relationships

    Identify and support the development of collaborative legal initiatives with likeminded institutions.
    Establish and coordinate constructive and sustainable networks/partnerships with relevant partners.

    Good Practice and Institutional Learning

    Provide support to the development of structured opportunities to facilitate internal and partner learning on best legal practices;
    Support the development of sustainability plans and strategies for legal interventions by TI-Kenya.

    Resource Mobilisation & Budget Management

    Develop and track budgets, and monitor programme expenditure against budgets for legal interventions;
    Take lead in the development of resourcing strategies for legal interventions;
    Lead social enterprise and local resource mobilization efforts in line with the objectives of legal interventions.

    QUALIFICATIONS AND EXPERIENCE

    A Bachelor’s degree in law (LLB)
    Diploma in law from Kenya School of Law
    At least 5 years’ post qualification experience in public interest litigation and in designing and implementation of governance projects
    In-depth understanding of court processes and procedures
    Ability to carry out legal research
    Highly analytical and meticulous
    Prior experience supervising staff and short-term experts/consultants.

    DUTIES AND RESPONSIBILITIES
    Monitoring, Evaluation and Research (MER)

    Spearhead the development of results frameworks, monitoring and evaluation plans, and other MER products to ensure they are rigorous, and align with good practice.

    Planning

    Qualifications and Experience

    Relevant professional qualification;
    At least 3 years’ relevant work experience in Planning, M&E and Quality Assurance or Research.
    Demonstrated experience in data collection, data analysis and synthesis and preparation of strategic information for decision makers;
    Demonstrated experience in writing reports and reviews and delivering presentation to program/ project stakeholders
    Demonstrated experience in design and implementation of institutional learning mechanisms

    JOB SUMMARY

    The job holder is responsible for processing of financial and accounting information; budget monitoring; mission tracking and reconciliations.

    DUTIES AND RESPONSIBILITIES
    Record Management & Receipting

    Receive, sort and file documents of original entry- delivery notes, invoices, statements (bank, creditors), contracts, approved internal memos etc;
    Ensure proper filing of copy of approved purchase order and encumber the same in Business Central Dynamics system;
    Scan approved payment vouchers, contracts and file them on the central document folders;
    Ensure proper record keeping and filing of all TI-Kenya finance transactions source documents within the Finance Department as well as retrieving documents.

    Account Payables

    Obtain monthly supplier statements and perform reconciliations of supplier’s ledger balances;
    Ensure that all payments for services rendered are made according to financial and procurement guidelines;
    Review all petty cash vouchers and monitor reimbursements as per approved guidelines.

    Procurement Support

    Raise LPOs in Business Central Dynamics system for goods/services as requisitioned from the procurement process – ensure all requisitions are supported within TI-Kenya Procurement procedures;
    Allocate all purchases to the respective grant/project dimensions in Business Central Dynamics system as per budget line for Mission Proposals;
    Make follow up of internal approval of LPOs as per TI-Kenya’s procurement policy and procedures;
    Liaise with Procurement Officer to issue approved and executed Local Purchase Order as well as contracts to service providers.

    Finance tasks

    Review approved Mission Proposals for programme activities and supporting documents presented before processing imprest requests and payments to service providers;
    Assist the Officers in the Finance Department, in preparing project reports for donors and retrieving, scanning of required documents.

    Data entry and journals.

    Review and verify invoices, contracts and payment requests when raised;
    Data entry in the financial management system (MS Dynamics – Business Central);
    Allocate shared costs to dimension as per approved annual budgets for utilities and office administration costs;
    Investigate and resolve invoice discrepancies and issues that may be raised by vendors;
    Propose correcting journal entries for approval.

    QUALIFICATIONS AND EXPERIENCE

    Minimum of a Bachelor’s Degree in Finance, Accounts, Business Administration or related field;
    Relevant professional qualification;
    Working experience in MS Dynamics Business Central is desirable;
    At least 2 years work experience in finance and accounts;

    JOB PURPOSE
    The job holder will be responsible for supporting implementation of the projects under the PFM programme in line with the Transparency International Kenya (TI-Kenya) strategic plans and priorities. 

    DUTIES AND RESPONSIBILITIES
    Leadership

    Provide effective leadership to the staff within the sub-programme, including mentorship, coaching, team building, on-the-job training to enhance employee performance and other 

    leadership interventions;

    Designing programmes and interventions that enhance public finance management in regard to public procurement transparency; curbing illicit financial flows; promoting efficiency in public spending; and quality of financial oversight systems;
    Lead the development and review of the programme’s advocacy strategies including, but not limited to, TI-Kenya’s strategic interest in Public Finance Management nationally, regionally, and internationally;
    Ensure effective implementation of the PFM pillar in the TI-Kenya Strategic Plan by tracking and reviewing progress, reporting, and leading the development of implementation plans;
    Translate TI-Kenya research findings on Public Finance Management into reform initiatives and advocate for their adoption.

    Programme Management & Reporting

    Work with Civil Society and Governance actors to improve public finance management practices in Kenya;
    Undertake evidence-based advocacy on the extent, type, and impact of corruption, Illicit Financial Flows (IFFs), tax evasion and other fiscal malpractices and how to tackle them;
    Undertake evidence-based advocacy to curb fiscal practices and incentive schemes that exacerbate corruption and inequality;
    Reviewing the operations and results of the programme and providing reports showing achievements against planned targets as well as justification for performance variances;
    In liaison with the Programme Coordinator, ensure timely periodic, monthly and annual progress reports of the programme;
    Prepare timely and appropriate narrative and financial reporting with respect to all activities and grants/projects in the programme.

    Coordination, Networking and External Relationships 

    Strengthen the capacity and influence CSOs and marginalized groups to participate and contribute to policy formulation that enhance achievement of the programme objectives;
    Establish and coordinate constructive and sustainable networks/partnerships with national, regional and international institutions and actors working on public finance management. These include government agencies, non-state actors, the private sector and donors among others to ensure collaborative strategies and effective support networks;
    Initiate and support the development of collaborative programme strategies in partnership with like-minded organizations;
    Initiate and support capacity building of partner institutions and coordination with regional and chapters of the TI movement on matters related to public finance management.

    Good Practice and Institutional Learning

    Provide technical support on Illicit Financial Flows (IFFs) work and shadow international financial systems including offshore financial centres to effectively address illegal flow of capital and their effect on the ability of countries to narrow the inequality gap;
    Support the development of structured opportunities to facilitate internal and partner learning for decision-making and influencing practice;
    Assist in project monitoring, reviews, evaluations and the development of good practice guidelines.

    Resource Mobilisation & Budget Management

    Manage the projects’ budget and ensure maximum but prudent use of the available funds to achieve the projects objectives within the programme;
    Identify and secure funding in accordance with the Public Finance Management Programme as well as institutional budget targets;

    Must have demonstrated knowledge and experience working on IFFs (Illicit Financial Flows);
    Experience with access to justice and or gender programs a plus;

    Assist in the design of projects and work plans to ensure their successful implementation to achieve overall programme objectives and TI-Kenya strategic goals;
    Assist in preparation of donor and programme reports; monthly, quarterly and annual report;
    Support management -of programme budgets by collating relevant documents, identification of gaps and drawing up proper accounts as per donor requirements;
    Support the identification and recruitment of qualified service providers including procurement of assets/utilities and consultants for tasks specific to the regional office;
    Implement a tracking mechanism to ensure that all vendors, suppliers, and consultants are paid on a timely basis;
    Support the review and dissemination of technical documents.

    2. Resource Mobilization

    Provide support to the Project Officer in researching for and developing exceptional proposals and/or concepts for financial support and sustainability of the office.

    3. Public Communication and Social Media Advocacy

    Maintain an active presence on social media that is interfaced with TI-Kenya’s presence in line with the organisation’s social media policy and guidelines;
    Assist in project documentation including maintaining a photo database for all activities and ensuring a comprehensive record of all undertakings (including documents, minutes, and reports);
    Support publicity campaigns by providing logistical support for all media engagements for the office.

    4. Coordination, Networking and External Relationship

    Maintain an up-to-date list of contacts and profiles of partners and stakeholders relevant for the Coast Regional Office.

    5. ALAC Support

    Offer legal aid to ALAC clients at the office and in the field in line with TI-Kenya’s mandate;
    Conduct ALAC client screening and interviews;
    Maintain an updated and accurate client data base in a confidential manner;
    Facilitate continuous progress tracking of ALAC cases to effective conclusion;
    Maintain an appropriate filing and storage system of all relevant documentation for ease of use and retrieval;
    Represent the ALAC office in meetings as requested from time to time;
    Support the Senior Regional Officer in conducting Public Interest Litigation work as necessary.

    QUALIFICATIONS AND EXPERIENCE

    Minimum of a Bachelor’s Degree in any of the following fields; Law, Human Rights and Social Sciences, from a recognised university;
    At least two (2) years of proven experience in participatory community-based approaches, dissemination strategies, research and advocacy skills, legal aid, community mobilization and organization;
    Computer literacy- Understanding of data entry, basic computer skills and knowledge of databases.

    JOB PURPOSE
    The job holder will be responsible for supporting implementation of the projects under the PFM programme in line with the Transparency International Kenya (TI-Kenya) strategic plans and priorities. 

    DUTIES AND RESPONSIBILITIES
    Leadership

    Provide effective leadership to the staff within the sub-programme, including mentorship, coaching, team building, on-the-job training to enhance employee performance and other 

    leadership interventions;

    Designing programmes and interventions that enhance public finance management in regard to public procurement transparency; curbing illicit financial flows; promoting efficiency in public spending; and quality of financial oversight systems;
    Lead the development and review of the programme’s advocacy strategies including, but not limited to, TI-Kenya’s strategic interest in Public Finance Management nationally, regionally, and internationally;
    Ensure effective implementation of the PFM pillar in the TI-Kenya Strategic Plan by tracking and reviewing progress, reporting, and leading the development of implementation plans;
    Translate TI-Kenya research findings on Public Finance Management into reform initiatives and advocate for their adoption.

    Programme Management & Reporting

    Work with Civil Society and Governance actors to improve public finance management practices in Kenya;
    Undertake evidence-based advocacy on the extent, type, and impact of corruption, Illicit Financial Flows (IFFs), tax evasion and other fiscal malpractices and how to tackle them;
    Undertake evidence-based advocacy to curb fiscal practices and incentive schemes that exacerbate corruption and inequality;
    Reviewing the operations and results of the programme and providing reports showing achievements against planned targets as well as justification for performance variances;
    In liaison with the Programme Coordinator, ensure timely periodic, monthly and annual progress reports of the programme;
    Prepare timely and appropriate narrative and financial reporting with respect to all activities and grants/projects in the programme.

    Coordination, Networking and External Relationships 

    Strengthen the capacity and influence CSOs and marginalized groups to participate and contribute to policy formulation that enhance achievement of the programme objectives;
    Establish and coordinate constructive and sustainable networks/partnerships with national, regional and international institutions and actors working on public finance management. These include government agencies, non-state actors, the private sector and donors among others to ensure collaborative strategies and effective support networks;
    Initiate and support the development of collaborative programme strategies in partnership with like-minded organizations;
    Initiate and support capacity building of partner institutions and coordination with regional and chapters of the TI movement on matters related to public finance management.

    Good Practice and Institutional Learning

    Provide technical support on Illicit Financial Flows (IFFs) work and shadow international financial systems including offshore financial centres to effectively address illegal flow of capital and their effect on the ability of countries to narrow the inequality gap;
    Support the development of structured opportunities to facilitate internal and partner learning for decision-making and influencing practice;
    Assist in project monitoring, reviews, evaluations and the development of good practice guidelines.

    Resource Mobilisation & Budget Management

    Manage the projects’ budget and ensure maximum but prudent use of the available funds to achieve the projects objectives within the programme;
    Identify and secure funding in accordance with the Public Finance Management Programme as well as institutional budget targets;
    Develop project proposals and progress reports based on established standards as required;
    Develop strategies for sustainable funding for the organization;
    Develop and track budgets, and monitor programme expenditure against budgets for the Public Finance Management Programme;
    Manage donor contracts;
    Carry out donor research and advocacy.

    Public Communication and Social Media Advocacy

    Write well thought out publishable articles every quarter for management’s consideration focusing on public finance management and general anti-corruption;
    Maintain an active presence on social media that is interfaced with TI-Kenya’s presence in line with the organisation’s social media policy and guidelines;
    In conjunction with the Communications department, initiate and participate in mainstream and social media engagements focusing on pertinent corruption issues in the technical area of Public Finance Management. 

    QUALIFICATIONS AND EXPERIENCE

    Minimum of a Bachelor’s Degree in Economics, Law, Public Policy, Human Rights, International Relations, Social Sciences or related field from a recognised university;
    Minimum of 5 years work experience and at least 1-year relevant experience in capacitydevelopment, coalition building, policy, social, or other public interest field;
    Must have demonstrated knowledge and experience working on IFFs (Illicit Financial Flows);
    Experience with access to justice and or gender programs a plus; 
    Must be well versed with the legal frameworks of Kenya and working knowledge of the EAC legal frameworks.

    JOB PURPOSE
    Under the guidance and supervision of the Finance Officer, the intern will be responsible for supporting the successful execution of tasks within the department. These include but not limited to timely and accurate handling, sorting and filing of finance and accounting documents; processing of financial and accounting information; filing of financial and accounting records; reconciliations; procurement tasks, and any general tasks as may be delegated from time to time.
    DUTIES AND RESPONSIBILITIES
    Record Management & Receipting

    Receive, sort and file documents of original entry- delivery notes, invoices, statements (bank, creditors), contracts, approved internal memos, LPOs etc;
    Ensure proper and accurate record keeping and filing of all TI-Kenya accounting documents within the Finance Department;
    Scan approved payment vouchers, contracts and file them on the central document folders;
    Assist in the retrieval of documents for audit purposes or as need arises.

    Invoicing and payments

    Review all petty cash vouchers (HQ and Regions) and ensure the spend is as per approved finance guidelines;
    Prepare petty cash journal entries in the ERP system;
    Assist in processing, payment and management of staff imprest, and other statutory deductions;
    Ensure that all payment remittances are sent to suppliers;
    Assist the Finance Officer in posting of invoices in the ERP system.

    Procurement Support

    Support procurement processes within TI-Kenya inckuding issuing approved and executed Local Purchase Orders (LPOs) as well as contracts to service providers.

    Finance tasks

    Data entry in the financial management system (MS Dynamics – Business Central);
    Assist in accurate and timely posting/capturing of documents of original entry into the accounting system i.e. receipts, invoices, credit notes, contracts etc;
    In collaboration with the Finance Officer, investigate and/or resolve invoice discrepancies and issues that may be raised by vendors.

    QUALIFICATIONS AND EXPERIENCE

    Minimum of a Bachelor’s Degree in Commerce, Finance, Accounts, Business Administration or any other related qualification from a recognized institution;
    Relevant professional qualification like CPA and ACCA will be an added advantage;
    At least 6 months’ experience working in a busy finance and accounts environment, preferably in the CSO/NGO or private sector;
    Proven experience using computer programmes including MS Office Suite;
    Working experience in MS Dynamics Business Central is desirable.
