    Project background
    SNV Kenya/Netherlands Development Organisation (SNV) and Kenya Agriculture and Livestock Research Organisation (KALRO) – in collaboration with County Governments, are implementing the Integrated & Climate Smart Innovations for Agro-Pastoralist Economies and Landscapes in Kenya’s ASAL project or action. The project’s lifetime is from 1 January 2021 – 31 December 23, and it works in the Counties of Narok, Kajiado and Taita Taveta. The project is funded by the European Union and the Government of the Kingdom of the Netherlands.
    The project’s overall objective of the project is, livelihoods of agro-pastoralists communities (including women and youth) is enhanced through improved forage production and livestock husbandry, building on commercialization of climate smart innovations and sustainable landscape management in Taita Taveta, Kajiado and Narok counties. 
    The project has three main objectives:

    To increase resilience of agro-pastoralists and SMEs against climate shocks by upscaling of appropriate grazing and feeding innovations.
    To increase capacity of county governments to implement climate resilient integrated landscape management strategies and plans to support agro-pastoralist communities.
    To improve capacity of county governments to develop local strategies/frameworks for drought resilient sector development compliant with national policies.

    A key objective of the IFAL-Malisho project is to increase the capacity of County Governments involved in the projects and actors to implement climate resilient integrated landscape management strategies and plans, to enhance resilience of Agro-pastoralist communities. This requires amongst other things, improving the enabling environment, sustainable use of strategic resources at landscape level, strengthening joint planning and knowledge base of the various actors such as the County Government, community landowner associations, conservancies and group ranches, civil society, and private sector players. The project aims at working towards sustainability of the interventions by strengthening integrated landscape and grazing management, drought resilient feeding policies and strategies.
    Job Description
    Scope of Work 
    Purpose of the study:
    The project is seeking a consultant to undertake a reconnaissance study into the status of landscape management and drought resilience feeding/grazing strategies in selected sites of rangelands in the project areas. It is expected to identify the associated support structures, best practices, and assess the existing gaps in the capacities of County Governments and stakeholders to implement jointly and coordinate climate resilience integrated landscapes management strategies and plans to support Agro-pastoralist communities.
    The study findings will guide the project in the development of planned capacity development interventions aimed at

    Strengthening the County Governments’ and stakeholders’ capabilities to solve gaps in coordination and joint implementation. 
    Strengthening County Governments and communities’ capabilities to develop landscape management plans and grazing agreements that are owned, accepted, and enforced by all stakeholders through participatory decision making and targeted communication.
    Support integration of landscape management approaches into relevant County Government plans and policies such as the CIDPs and cross -border plans.
    Adoption of gender equitable practices that allow for inclusion of women and youth in landscape   management.
    Support the adoption of participatory approaches in landscape and grazing management and drought resilient feeding strategies by County Governments, communities, and other stakeholders.
    Provide the baseline for continuous monitoring and evaluation of progress and help create a solid foundation for planning, implementation, and sustainable results.

    The Objectives of the Study

    Establish the context of landscapes management and drought resilience feeding systems in selected rangelands in the IFAL Malisho project sites in Taita, Kajiado, and Narok.
    Find out the status of county government and community based harmonized grazing arrangements and herd mobility strategies and identify prevailing gaps and any best practice for benchmarking and upscaling.
    Establish the duty bearers, and status of management systems and structure responsible for the oversight, and technical support for landscape management and their functionality. Undertake an analysis of existing gaps of actors’ capacities in the coordination of integrated landscape and grazing management in the three counties.
    Identify the existing County policy and legal frameworks responsible for safeguarding an enabling environment for harmonized integrated landscape and grazing management systems, including drought resilience feeding systems. Identify existing policy gaps and propose a strategic entry point for policy interventions to contribute to sustainable landscape management systems and structures.
    Assess the status of the inclusion of women and youth, identify their roles, and make recommendations on ways to enhance their role in landscape management strategies.

    Deliverables
    The following deliverables will be achieved:

    A draft gap analysis report with specific County sections covering the scope of work described above and a power point summarizing the main findings and recommendations and capacity building plan.
    A final-draft report or reports after incorporating feedback from SNV and KALRO on the first draft report
    A multi-stakeholder validation workshop in each County for presentation of the final draft report and discussions. The discussion feedback shall be included in the final report(s) as workshop proceedings.
    A final report or reports edited and presented as per the requirements and standards of SNV Kenya.

    Qualifications

    At least a master’s degree in any of the following disciplines: Environmental studies, Rangeland Management, Agricultural sciences, Climate Change, or land-use Planning.
    Preferably a minimum of ten (10) years relevant professional experience in the studies on Natural Resource Management programmes, policy formulation, and capacity development.
    Prior demonstrated experience in undertaking similar studies and evidence of reports of the studies undertaken.
    Extensive knowledge on the principles, and practices of sustainable range and landscape management in the context of pastoralist societies, herd mobility, resilience building, and sustainable utilization of natural resource.
    Knowledge and experience of instruments applied in integrated landscape/rangeland management such as the development of land use plans and grazing/herding agreements.
    Knowledge and hands-on experience of working with county governments as well as participatory approaches for engaging communities with a focus on ASALs.
    Knowledge/hands on experience in undertaking studies on collaborative approaches for the management of shared natural resources, such as trans-boundary grazing resources and water bodies.
    Experience in gender mainstreaming and youth inclusion in landscape management.
    Experience in capacity assessments and development of capacity development plans
    Proven ability for teamwork, facilitation, presentation, communication, and client orientation.

    Good verbal and written communication skills.
    Excellent report writing and presentation skills.
    Practical and hands-on attitude/experience as regards implementation of good rangeland-oriented landscape management practices in ASALs.
    Sensitive and committed to gender equity and the role of youth.

    Gender and social inclusion study.  
    The Integrated & Climate Smart Innovations for Agro-Pastoralist Economies and Landscapes in Kenya’s ASAL Project aspires to be inclusive in its delivery.  Specifically, the project seeks to realize increased women and youth participation in the fodder/forage value chain and subsequently contribute to realization of:   

    Enhanced involvement of women and youth accessing and adopting commercially viable drought resilient feeding innovations and forage value chains business models.
    Increased number of women and youth SMEs with successfully established improved forage plots, feedlots and grazing areas based on their business plans.
    Increased number of women and youth SMEs with forage value chain business plans, providing services and forage supply inputs and drought resilient technologies to the market, de-risked with an innovation matching fund and/or feeding vouchers.
    Increased capacity and participation of women and youth in county climate resilient integrated landscape management coordination and contribute to the development and engendering of landscape management plans and grazing plans.
    ·To increase participation of women and youth in the development of county government drought resilient sector development policies and regulations that offer them strategic opportunities.

    Consultancy description
    SNV is seeking a consultant to undertake a gender and social inclusion study to establish status of gender and youth engagement in the fodder/forage value chain, landscape and associated policy dialogue.    
    Objectives
    The GESI Analysis seeks to investigate attitudes and norms of gender and affecting participation of women and youth in the in the livestock sector in general and with a particular focus on the forage/fodder value chain, and their participation in decision-making structures and policy dialogue processes in the context of the selected project sites: Narok, Kajiado and Taita Taveta counties.
    The study seeks to interrogate women and youth involvement in the fodder value chain and how this can be maximized by addressing: the i) individual (agency; self-empowerment, skills knowledge); ii) addressing relations (gender power dynamics in family & business), reviewing cultural barriers (norms, stereotypes etc.) and policy, systems & structures in society. 
    Scope of work
    a)   Examine the socio-economic, cultural, relations and legal factors that underlie differential gender position in the livestock sector generally and in the fodder value chain in particular.
    b)   The study further seeks to examine the consequences gender inequalities on women and youth and their access participation and adoption of commercial drought resilient feeding innovation and forage value chain businesses. 
    The analysis will investigate the activity profiles of women and youth in the fodder value chain and the socio-cultural norms that underpin these.
    c)    Analyse the inter-personal and intra-household power relationships that are at play and how this shape the role of men, women and youth in decision-making, access to and control over productive resources, business assets, access to finance and income sharing at household level.
    d)   Examine the consequences of differential gender and age position on men, women and youth on:

    Access to skills, knowledge transfer and information (e.g. on markets, finance) and adoption of technologies in the livestock and feed/fodder value chain
    Participation and adoption of commercially viable, drought-resilient feeding innovations and forage value chain business models.
    Their participation in business/Private sector engagement  
    Participation, leadership and /or representation of women and youth in climate resilient integrated landscape management and drought resilient sector policy development and decision-making dialogues/processes.

    e)   The analysis will also investigate the constraints that affect women and youth’s agency in businesses (producer organisations, cooperatives, SMEs, markets) and their role in policy dialogue and decision-making processes and platforms related to implementation of climate resilient integrated landscape coordination and management, strategies and plans.
    The findings of this study shall be used to develop a gender and youth inclusion strategy and action plan.
    Methodology
     The study will entail interaction with diverse project stakeholders and target in the fodder/forage value chain at the county level. The consultant(s) is expected to use the following data collection methods:

    Conduct a rapid desk review of relevant documents and publications for this study.
    Stakeholder interviews and consultative meetings (including SNV and KALRO) using structures questionnaires
    Field visits and group discussion with government agencies, agro-pastoralist communities, cooperatives, conservancies, commercial forage producers, ranches, SMEs and seed suppliers and other stakeholders in the pasture and fodder value chain at county level.
    Knowledge and proficiency in the application of online data management platforms is an added advantage.
    Presentation and validation of the draft study report for each county in a multi stakeholder forum.

    Report recommendations.
    Among other areas, the report should cover:

    Key gender barriers and challenges to achieving social inclusion for women and youth (e.g social/ gender norms, legislative, institutional capacity etc) in the livestock value chain focussing on the fodder value chain.
    Identify opportunities or entry points for change or leverage for women and youth inclusion.  Give concrete and tangible gender-based recommendations and strategies for inclusion of women and youth in the fodder value chain and align them to the three project objectives above.
    Specific recommendations to increase women and youth adoption and upscaling of the appropriate grazing and feeding innovations and technologies. This will also include approaches for dissemination strategies that are effective to reach women and youth, in the adoption of new feed/forage technologies.
    Provide recommendations for increasing participation of women and youth in rangeland landscape management structures and the county multi-stakeholder platforms involved in and policy dialogue at County level.

    Consultancy deliverables
    The following deliverables will be achieved:
    (i)   A draft report with specific County sections covering the above scope of work described above – and a power point summarizing the main findings and recommendations.
    (ii)  A final-draft report or reports after incorporating feedback from SNV and KALRO on the first draft report (i).

    Qualifications

    A university degree in the field of Gender and development, Social Sciences, or agriculture/livestock production with  a focus on  gender studies.
    Minimum seven years’ experience in gender in agriculture/livestock production and familiarity with Women Empowerment in Agriculture Index and other relevant gender frameworks.
    Proven experience in research especially qualitative and analysis in the field of gender in agriculture.
    Good understanding of the economic and social context of the agro-pastoralist communities.

    Project Background: 
    The GIZ/SNV implemented project aims at supporting scalable, innovative business cases using renewable energy services and technologies for irrigation, cooling and drying to improve production and livelihoods of smallholder farmers in the dairy and horticultural value chains in Ethiopia, Kenya and Uganda. All three East African countries have comparable agroclimatic and socio-economic conditions and they share similar challenges in terms of smallholder development. However, the current status of the Productive use of energy (PUE) markets in the target countries is different. Ethiopia is a focus country and useful “test case” of the project because interventions in this country will have a high impact in terms of persons reached and poverty reduction, and because it faces “typical” challenges for developing economies and climate change resilience. There is a high potential to transfer encouraging experiences with sustainable energy applications for productive use from Kenya and Uganda to Ethiopia.
    Job Description
    The objective of the Assignment :
    During the initial inception phase of the project, the ground will be laid for an informed and targeted support of selected PUE technologies and related business cases for the horticulture and dairy value chains with high impact on smallholder farmers and their livelihoods based on a needs assessment for these value chains. The baseline study and the market assessment (hereafter the assignment)   comprises of two tasks:

    A baseline study, w

    Qualifications
    Consulting Team Composition & Qualification
    The Assignment will be undertaken by an international consulting firm with sound experience in conducting similar assignments in developing countries, preferably in Africa. Since it is a multi-country assignment the international consulting firm either has to showcase/prove that the firm present on the ground or show proof of collaboration with one or more local firms/ individual consultant in each country who have on the ground presence (MOU or agreements must be annexed in the proposal in the case of a local firm or consultant to be considered).
    The Consulting firm for this assignment should possess the following minimum competencies and qualifications:

    The consulting firm should have at least 5 years of proven experience in conducting development research, evaluations, and collecting and compiling data for studies and research
    The consultancy firm and its team members should have extensive and dependable experience, skill, and knowledge of quantitative and qualitative research methodologies and participatory research
    Deep understanding of economics and markets with experience in performing market assessments and evaluate business cases

    National Consultants (Ethiopians/Kenyans/Ugandans)

    Development Programme Expert (60 days) – with a master’s degree in agricultural economics, the management or another relevant field and a minimum of 12 years experience in the development field, including in conducting development studies including baseline study/assessment, program evaluation, and review, in the context of international development in Ethiopia/Kenya/Uganda. English and local language proficiency is a must.
    Rural Energy Expert (60 days) – with a master’s degree in engineering, economics, management, or another relevant field and a minimum of 12 years experience in the development field in Ethiopia/Kenya/Uganda, including in conducting baseline study/assessment, development program evaluation and review, with significant hands-on experience in the
    Rural energy sector in Ethiopia/Kenya/Uganda. English and local language proficiency is a must.
    The rest of the consulting team should also have the required qualification/experience in relation to the survey administration and also experienced enumerators

    Qualifications
    Lead consultant’s qualifications/expertise
    A.      Education
    A degree from a University of applied sciences in any of the fields of livestock management, ruminant nutrition, forage management and farm economics.
    B.      Work experience

    Minimum ten (10) years of experience in relevant positions in Kenya related to the ruminant livestock sector (preferably also in semi-arid areas), farm and forage management, farmer training, forage demos and private sector engagement in the forage value chain.

    The Veggies 4 Planet & People (V4P&P) is a five-year, project being implemented by SNV Netherlands Development Organisation (SNV) and World Vegetable Center (WorldVeg) with the support of the IKEA Foundation. The project is implemented in two countries: Ethiopia and Kenya.
    The overall project objectives are:

    To create jobs and income, particularly for youth and women, in the vegetable sector in Ethiopia and Kenya
    To improve environmental and human health through safe production of vegetables.

    In Kenya, the project aims to achieve this by establishing 120 vegetable business networks to engage an estimated 2,400 women and youth in market activities designed to improve their livelihoods and diets.
    The V4P&P project has four main outcome areas:

    Identification, assessment and strengthening of Vegetable Business Networks (VBNs)
    Promotion of use of regenerative and circular technologies in vegetable production
    Building of strong commercial vegetable seed systems
    Awareness and demand creation for sustainable technologies, business services, seeds, other inputs, and safe vegetables and vegetable products.

    The project uses an action-oriented approach in which new tools and technologies are developed, piloted, and scaled through Vegetable Business Networks (VBNs). VBNs are groups of people that are formed around an existing vegetable business champion who engage in collective action to access information, training, financial- or other services, input- or output markets, or enter a vegetable business together. The VBNs will be supported by the project through training and coaching services. The project will design, pilot and scale innovative regenerative vegetable production and post-harvest technologies.
    Value chain development will particularly emphasize Traditional African Vegetables (TAVs) as they are in increasing demand by urban consumers, create excellent business opportunities, and are easier to grow in regenerative ways.  The project will focus on markets for urban consumers in Nairobi and Kisumu and will connect producers to these consumers within a maximum radius of 120 km.
    The project will prioritize the following crops: African nightshade, Amaranth (Amaranth spp.), Kale (Brassica oleracea), Ethiopian mustard (Brassica carinata), Cowpea leaves (Vigna unguiculata), Pumpkin leaves and fruits (Cucurbita moschata), Slender leave (Crotalaria brevidens),Jute mallow (Corchorus olitorius), Swiss chard, spinach (Beta vulgaris),Tomato (Solanum lycopersicum), Onion (Allium sepa) and Pepper (Capsicum annuum)
    Regenerative technologies to be prioritized will be use of biopesticides, natural pesticides, beneficial microbes, biochar, contour grass or shrub strips, erosion control barriers), compost production and application, cover or fodder crops, crop rotation, integration of crops & animals, disease resistant or tolerant varieties, drip irrigation, water harvesting, mulching, pollinator habitats, beehives, or wildlife habitat, recycling of on-farm biomass, riparian restoration, solar or wind energy production and use and tree/shrub establishment.
    Job Description
    Assignment – Consultancy services for Traditional African Vegetables value chain study in Nairobi, Kiambu, Murang’a, Machakos, Kisumu, Vihiga, Kakamega counties.
    To properly guide the vegetable value chain development in the target areas, it is necessary to conduct a value chain study that seeks to understand production characteristics of producers, availability and type of markets and the relationship with producers as well as the roles of stakeholders in the enabling environment, rules and regulations, policies and standards set by the government affecting the vegetable value chain and identification of opportunities for youth and women to increase their incomes.
    Considering this, SNV Kenya is looking for a qualified consultant/firm who can conduct the value chain study within the stated area and produce excellent reports.
    The overall purpose of the assignment at large is to have comprehensive value chain study which will guide the project implementation. The specific purpose of this assignment is

    To select viable vegetable value chains in the regions of focus and analyse their potential in terms of production, irrigation facilities, availability of market and demand from consumers.
    To identify existing Vegetable Business Network actors, their relationships and entry points in development of functional and sustainable VBNs
    Identify and assess the existing regenerative/circular technologies adopted by producers and practiced and potential ones to be promoted
    Assess the enabling environment surrounding the vegetable value chain including but not limited to extension providers, government interventions, development partners and their projects, rules and regulations, informal rules and norms etc.

    The consultant(s) will conduct rapid assessment, develop selection criteria to select three to four viable vegetable commodities from the prioritized crops and conduct detail analysis for each commodity. Then, recommendations will be forwarded for the selected commodities, based on the identified gaps and proposed solutions and strategies
    The consultant is also expected to develop a robust value chain study methodology and analysis plan to assess the potential for increasing income opportunities, enhancing market competitiveness, employment creation, empowerment of rural youth & women, and fulfilling the quality standard requirements of buyers. The consultant will evaluate the value chain development potentials of smallholder farmers, youth and women entrepreneurs. The study methodology and analysis plan will follow a market led-development approach and incorporate the key pillars of a standard value chain study methodology. The final report containing study and data collection methodology; value chain mapping; analysis of opportunities and constraints and the details of the value chain of the selected commodities along with detailed intervention plans and strategies is expected from the assignment.     
    Scope of the study
    Using a Food Systems lens, the consultant(s) will cover the following components:
    1.    Value chain mapping

    Map out all the value chain actors in the vegetable value chain from production all the way to consumption
    Conduct vegetable value chain analysis incorporating all elements of the food system such as the business services, food supply system, enabling environment e.g using PESTEL, SWOT etc
    Identify potential Vegetable Business Network actors in each target area, building on the preliminary characterization that SNV has already conducted.

    2.    Production

    Identify the key TAVs grown in the target counties and prioritize using a set criterion
    Identify access and availability of inputs
    Conduct analysis on production and productivity of the TAVs by producers in these regions keeping in mind seasonality of production
    Analyse production practices with specific emphasis on regenerative technologies in production of TAVs
    Analyse availability and use of irrigation facilities/ potential of irrigation in the production of TAVs
    Conduct gross margin analysis on the priority TAVs in the specific target counties
    Explore post-harvest practices at producer level
    Highlight opportunities for youth and women for employment and increase in incomes

    3.    Markets

    Identify aggregators/ buyers working in the region and the relationships they have with producer organisations
    Analyse market trends the target counties, and in Nairobi and Kisumu Cities.
    Analyse existing market outlets and opportunities for safe vegetables that have not been sprayed with chemical, or where pesticide residues are strictly monitored below internationally considered safe levels (e.g. CODEX Alimentarius), or vegetables that are safe in terms of microbial or heavy metal contamination. Examples: farmer markets, organic shops, community supported agriculture, etc.
    Identify availability of aggregation centres specifically for vegetables in the counties
    Categorize markets from those at farm level to last mile distributors to consumers including online markets and the forms of TAVs sold
    Categorize TAVs according to different targeted markets
    Highlight opportunities for youth and women for employment and increase in incomes

    4.    Consumption

    Analyse demand for TAVs at local level in target counties and Nairobi and Kisumu markets and the market preferences by consumers in those target areas.
    Assess consumer willingness to pay for trustworthy and safe vegetables.
    Highlight strategies that would be within the reach of this project to spur demand of TAVs.

    5.    Enabling environment

    Analysis of the supporting functions in the TAV value chain such input suppliers, financial service providers, infrastructure, skills and technologies, related service providers,
    Investigate the rules and regulations, informal rules norms, standards governing the TAV value chain
    Analysis development partners, research institutions, CBOs, local institutions, national and county government projects in the counties focusing on TAVs and or promotion of use of regenerative technologies 

    Cross cutting issues
    Recognizing that youth and women are key target beneficiaries in this project, the consultant will ensure gender and youth roles are clearly highlighted in value chain analysis. A special effort will be made to ensure the study investigates economic and social cultural issues affecting youth and women and bring out entry points and opportunities in each component. 
    Key Deliverables from the consultant
    1.     Inception report within 7 calendar days of signing the contract with, but not limited to:

    Literature review from previous value chain studies and reports from stakeholders
    Data collection instruments

    2.     Value chain analysis report including raw data (qualitative and quantitative)
    3.     Conduct a validation workshop with stakeholders to validate findings of the study
    4.     Final report with incorporated comments from SNV, WorldVeg and key stakeholders from the validation workshop. The final report will be submitted in hard and soft copy

    Project Background
    The Laikipia, Isiolo, Samburu Transforming the Environment through Nexus (LISTEN) is a 3.6 million Euro project funded by the Embassy of the Kingdom of the Netherlands and implemented by a consortium of partners comprising Frontier Counties Development Council (FCDC), Alliance for a Green Revolution in Africa (AGRA) and SNV Netherlands Development Organisation with SNV as the lead agency. The 3.5-year project seeks to contribute to enhance resilience by increasing food, nutrition and water security in the three selected Arid and Semi‐Arid Lands (ASAL) counties of Laikipia, Isiolo and Samburu in Kenya.
    The project is anchored on the centrality of county governments for ownership and scale and will work at the county, landscape, community and farmer levels. It is designed to support the three selected county governments in identifying initiatives and increasing the adoption and upscaling of climate resilient practices and innovations leading to an improved resilience through improving food, nutrition and water security in the counties in spite of climate change. The project will use a Nexus approach[1] to development, recognising and leveraging on ongoing and complementary activities and agencies across the different sectors, drawing in community and ward level initiatives with implementation and service delivery carried out through the private sector where possible. Specifically, the project will:

    Capacity build on existing skills and roles in county, including in coordination, and bring in lessons learned and best practices from consortium members and other sources.
    Use the Nexus approach to provide a platform and environment for a landscape and ecosystem approach between ministries and counties based on the Ewaso Nyiro watershed, and to advocate for and catalyze action and funding within and between ministries at national and county level, and between counties. The Nexus approach will improve inter‐ministerial collaboration and strengthen coordination.
    Support the establishment and management of Climate Change Adaptation (CCA) Funds, plans and strategies at national and county level, which are climate‐proofed and protected from emergency spending. Involvement of local community and private sector in implementation CCAF projects will be encouraged and written into the conditions.
    Provide technical support to county governments on water efficiency and balanced plant nutrition; on sustainable rangeland and natural resource management, ensuring private sector involvement in provision of innovative technology, business planning, linking farmers to finance and input and service suppliers, aggregation for offtake and market events.

    Project target groups
    a.    The county government of Laikipia, Isiolo and Samburu who will be engaged and benefit from activities geared towards improved institutional capacities and programming frameworks. The project will facilitate the review of existing Climate Change Action Policies and support the domestication of other relevant policies, frameworks and plans. The governments will also benefit from an enhanced knowledge and adoption of the nexus approach in their planning and implementation of activities during and beyond the project timeframe.
    b.    The irrigators, pastoralists and water users within the Ewaso Ngiro basin who will benefit from increased knowledge on sustainable and integrated water management and use, knowledge, access and adoption of good agricultural practices and better planning and inventory of resources both at the individual and community levels. This is intended to result in improved livelihoods for people living in the Ewaso Nyiro basin and better water management and planning by the Water Resource Users Associations.
    c.     The private sector within the project focus counties will also benefit from the linkages created between them and the farmers, pastoralists and other water users in the Ewaso Nyiro basin. This way, they will get an opportunity for them to provide products and services to beneficiaries in (ii) above and further develop their businesses.
    Project Outcomes
    Each consortium partner brings their own specialty to the table and will combine their capacity to achieve four key outcomes:
    Outcome 1: Improved institutional capacities and programming frameworks for inclusive climate resilience at the county level.
    Outcome 2: Improved water and livelihood resource management at landscape level in the Ewaso Nyiro River Basin Ecosystem.
    Outcome 3: Increased production and income through adoption of Good Agricultural Practice (GAP), good management and efficient water practices, technologies and innovations in selected crop and livestock value chains, including fodder and forage.
    Outcome 4: Use of Knowledge and Innovation management increased in ASALs.
    Expected Key results of the program

    More than 180,000 project beneficiaries with at least 20,000 being benefitting households, 66% of whom are targeted to be women and youth.
    Involvement of 1,000 participating actors from government agencies and the private sector including women/women‐owned companies.
    The capacity of county government personnel and actors built in order to allow for the operationalization of the NCCAP within counties and improve coordination both vertically and horizontally. This will be supported by the domestication of the nexus approach within counties.
    Enhanced multi-stakeholder coordination within the focus basin to address resource use and management.
    Good agricultural practices and climate smart irrigation technologies and innovations introduced, made accessible and adopted by the irrigators in the

Thus, the water–energy–food (WEF) nexus, actions in one system, or sector, affect the other two. The production of food requires water and energy. The supply and distribution of clean water requires energy and land-based ecosystems. The production of energy requires water and land, choices about food production affect the use of energy and water, while choices about water and energy supplies affect land us. The project intends to ensure that interactions between/among systems and sectors are strengthened and included in project implementation and decision making
    Job Description
    The Assignment: Baseline Survey
    Objective: To undertake a review, survey and verification of LISTEN project goals, objectives, target groups and expected result areas to establish the baseline indicator profile against which project targets shall be set for implementation, performance monitoring and evaluation. The survey will establish the baseline for the project´s key indicators and will provide the benchmarks to measure the project performance.
    Scope of Work:
    The assignment will build on the results of the assessments done in the three counties during the project proposal development. The assessments obtained further insight into the level of understanding of the nexus approach by the county government staff and actors, the level of knowledge and adaptation to climate change by communities, the challenges faced in resource management, functions of selected stakeholders within the region and the challenges faced by smallholder farmers within the Ewaso Nyiro basin.
    The assignment will also build on the existing literature and baseline survey reports in the counties for relevant project outcome indicators. This calls for an understanding of ongoing and previous projects implemented in the focus counties by the county government and other development partners.
    The proposed baseline survey / situational analysis purposes to establish the current level/baseline of:

    Number of people within the three counties who are likely to benefit from the project. These include herders, pastoralists, farmers and other water resources users (to validate the proposal’s set target of more than 180,000 project beneficiaries). The survey will also verify the feasibility of 66% of these beneficiaries being women and youth.
    Number of participating government actors involved in policy formulation and private sector involved in the region. The survey will identify existing actors and identify opportunities for new private sector engagement in the project. 
    The extent of gaps in data collection, coordination and reporting among ministries in counties and across counties for formulation of policies and frameworks and the understanding of the nexus approach, climate change strategies, action plan and evidence. (The survey will detail how county government operate while formulating policies and identify gaps which the project can work on including strengthening monitoring, evaluation and learning).
    The extent of multi-stakeholder coordination within and across counties. The survey will detail existing multi-stakeholder platforms in the three focus counties and suggest opportunities for new platforms and/or strengthening of the existing ones.
    The number of farmers involved in irrigation in the area and their current irrigation technologies, practices and solutions (disaggregated in male, women and youth). The assignment will also assess policy gaps, the level of knowledge, access and adoption to climate smart irrigation technologies by farmers.
    Number of key Climate smart irrigation technologies providers and suppliers (which the project shall strengthen for improved service delivery to farmers in the Ewaso Nyiro basin).
    The area of land under irrigated agriculture per county and the average production and income per farmer
    A detailed list of counties based and national-level private sector companies which may need to be supported to invest into the sectors addressed by the project (agriculture, water management, environmental management, etc) for further development of business cases.
    Frequency of resource-based conflicts and the understanding of the manifestations and drivers of the conflicts along the Ewaso Nyiro river basin
    Extent on how violent extremism is identified and prioritized as a problem by communities in each county.
    The capacity of extension staff to domesticate the Nexus approach and their level of understanding and knowledge of resilience and resilience practices.
    Estimate water productivity (number of litres per metric tonne/number of litres per income) of four selected value chains within the Ewaso Nyiro basin

    Methodology
    The final assignment methodology will be developed and specified by the consultant(s). Developed survey methodology shall cover the following:

    An understanding of the LISTEN project
    Literature review of recent and relevant climate change policies, and governance, agriculture and irrigation, related technology research, reports, plans, existing studies, in the project area.
    Stakeholders’ consultations: National and county governments, development partners, conservancies, ranchers, large scale farms, resource use multi-stakeholder platforms, irrigation technology suppliers, Water Resources Users and related key players including farmers, herders, pastoralists, conservancies among others identified fit for consultation.
    With reference to the LISTEN reporting indicator profile, develop data collection tools, pilot the tools, tool coding including other works related to baseline surveys.
    Data collection through field surveys/assessment in selected counties
    Data cleaning and analysis: the data collected from desk review, stakeholder consultation and field survey will be analyzed per variables (a – l) on the scope of work including related indicators. It is important that specific indicators are aligned to the above variables.
    Validation workshop: with stakeholders and, target groups and other players as the project team may find necessary
    Report: based on the data collected and analyzed the current situation, provide baseline values and probable targets to be achieved by the program and a list of probable indicators at output and outcome levels.
    Assignment debriefing with SNV, LISTEN team

    Expected Deliverables

    A detailed baseline survey report for the project covering the three counties addressing the project scope outlined above. Clear baseline figures and related indicators must be well outlined and justified.
    At least 2 PowerPoint presentations: one for use in debriefing meeting(s) and for use during stakeholder/public workshop(s). The presentations will be made to the LISTEN project team and shared in editable and legible format with the team

    Assignment duration
    This assignment is expected to take no more than 20 days to complete.

    The Climate Resilient Agribusiness For Tomorrow – East Africa (CRAFT-EA) Programme is a 5-year, € 39 million project being implemented in Kenya, Tanzania and Uganda.
