    Objectives of the study
    The main objective of the study is to undertake a gender equality and social inclusion (GESI) analysis of the biodigester value chain and use the findings to develop a gender mainstreaming strategy for the ABC-K project. The strategy shall inform gender-sensitive indicators, tools, approaches and actions / interventions the Project shall adopt and mainstream across all components of the Project:

    project implementation processes,
    partners and enabling environment
    beneficiaries:

    The strategy shall also be aligned to the Minimum Standards for Gender Mainstreaming, as developed by the Gender Practitioners Collaborative with regards to gender-related impact, utilisation of sex-disaggregated data, development of gender equality indicators and “do not harm” criteria. 
    Scope of Work
    This assignment will involve two key stages as follows. Specifically:

    Conduct a gender equality and social inclusion analysis from selected counties from clusters identified by the project (Central, Rift Valley, Western, Coast and Eastern). The analysis will include among other parameters the following.
    Analysis of the national and sub-national gender policy frameworks, strategies, structures and programme, institutions with regards to biodigester and opportunities and gaps for a vibrant biodigester value chain development.
    The relative status of women, men and youth and how this affects their differential access to/control over assets and resources, access to finance and other resources, information, opportunities, and services related to their businesses and in driving the biodigester benefits along the value chain.
    Existing gender norms and cultural beliefs and how they affect business leadership for women and youth SMEs.
    The inter-personal and intra-household power relationships that are at play and how these influence decisions on purchasing power/ access and control of biodigester and its by products, including access to information and knowledge.
    Opportunities and constraints that affect men, women and youth’s agency and voice in policy dialogue and decision-making processes and platforms related to biodigester value chain. 
    Mapping of stakeholders involved in gender that ABC-K project could partner with to support SMEs in gender mainstreaming at business level.
    Capacity building needs for the ABC-Project team, government and SMEs on gender mainstreaming relevant for the project to achieve its overall goal. 

    Qualifications of consultant/firm of consultants
    All bidders must meet the following minimum qualifications and experience:

    Mixed expertise in Gender Studies and (renewabe) energy. Knowledge in market based approaches is an added advantage.
    The lead consultant expert(s) with a minimum of 7 years experince in gender equality work and  (renewable) energy sector in Kenya.
    Strong writing, communications and analytical skills.
    Extensive experience in research and analytical work in gender equality and social inclusion

    Conclusions, recommendation, and lessons learnt
    The evaluation report must include a chapter with set of conclusions, recommendations, and lessons. The consultant will draw detailed conclusions in alignment to DCED evaluation criteria and further identify lessons learnt and make recommendations to the project team with succinct suggestions for critical interventions that are specific, measurable, achievable, and relevant within the context of project locations.
    10. Implementation arrangements
    The main responsibility for managing this evaluation lies with SNV Kenya. SNV will contract the evaluator and provide relevant documents. The project team will be responsible for liaising with the evaluator to set up stakeholder interviews, arrange field visits, coordinate with the Government. The evaluator is expected to make own logistical arrangements for all field travels, etc. The responsibility for coordination of the evaluation resides with the project Monitoring, Evaluation, and Learning Advisor with supervision from Project Manager.
    Time Frame
    The evaluation will be carried out between Mid-June 2022 to mid of August 2022, with a final report expected by end of August 2022. The evaluator is expected to develop a reasonable work plan of the planned activities; including proposed number of days aligned to the budget.
    Deliverables
    The following are the key outputs for this assignment:

    Inception report: should be a maximum of 10 pages, detailing the methodology/approach to be used; checklist for document reviews, the schedule of activities; the tools for data collection and workplan.
    Draft midterm report: should be logically structured, contains evidence-based findings, lessons, conclusions and recommendations devoid of irrelevant information to the overall evaluation. The report should respond in detail to the specific evaluation questions described and should be maximum of 20 pages exclusive of annexes.
    Validation: Powerpoint presentation highlighting key findings for review and validation by the project teams/stakeholders in a workshop.
    Final report, including summarized findings with key recommendations presented in pdf and word soft copies and 4 printed and well bound copies.

    Ethical considerations
    The evaluation team will safeguard the rights and confidentiality of information providers, interviewees, and stakeholders by ensuring compliance with legal provisions and codes governing collection and reporting of data. The evaluator and team will agree to sign data processing agreement which shall be provided by SNV.
    Evaluation team will ensure security of information of this assignment in accordance with GDPR compliance. The information, knowledge and data gathered in this process must also be solely used for the evaluation and not for other uses. Where video coverage and photo shooting are involved, informed consent must be signed.
    Qualifications 

    A Master’s degree in field of economics, livestock production, NRM/range management, or other closely related fields.
    Over 10 years of experience in quantitative and qualitative data collection and analysis in areas of value chain analysis, result-based management evaluation methodologies.
    Knowledge of climate smart and or resilience building programs with measurement of resilience sensitive indicators.
    Experience applying SMART indicators and reconstructing or validating baseline scenarios; competence in adaptive management as applied to fodder, beef and dairy value chain development with market systems
    Experience in conducting EU, DGIS funded project surveys including household studies, agricultural value chain analyses, Mid Term, and end term evaluations especially in ASALs
    Experience in implementing evaluations remotely with field logistics and guiding enumerators to assure high quality data as an asset.
    Previous experience with Akvo Flow, Log Alto, ODK, Survey CTO platforms for online and off-line data management would be considered a plus.

    About the ICSIAPL project
    SNV Kenya and Kenya Agriculture and Livestock Research Organisation (KALRO) in collaboration with County Governments – are implementing the Integrated & Climate Smart Innovations for Agro-Pastoralists Economies and Landscapes Kenya’s ASAL project (ICSIAPL). The project is implemented under the EU’s Development Smart Innovation through Research in Agriculture (DeSIRA) action. The project’s lifetime is from 1st January 2021 – 31st December 2023. The project works in the Counties of Narok, Kajiado and Taita Taveta and is funded by the European Union and the Embassy of the Kingdom of the Netherlands.
    The project applies research towards building more resilient and market-based solutions for improved forage production and livestock husbandry through climate smart innovations and sustainable landscape management. The overall objective of the project is to enhance livelihoods of agro-pastoralists communities through improved forage production and livestock husbandry, building on commercialisation of climate smart innovations and sustainable landscape management in Taita Taveta, Kajiado and Narok counties.
    The project has defined three interrelated strategic outcomes, which are aligned with the three 3 main pillars of the EU’s DeSIRA initiative:

    Research applied and commercialised: increased resilience of agro-pastoralists and SMEs against climate shocks by the adoption of technology and upscaling of appropriate grazing and feeding innovations.
    Capacities strengthened, and coordination realised: capacity of county governments and other stakeholders improved in planning, implementation and coordination of integrated landscape and grazing management and drought resilient livestock feeding strategies.
    Policies applied, and strategies developed: county governments better able to domesticate national policies and develop local strategies/frameworks for drought resilient livestock sector development.

    Objective and scope of evaluation
    The long-term goal of the project is to build resilience of communities in the three ASAL counties hence increasing their incomes, gender inclusion in livestock and forage value chains while reducing the effects of climate change and landscape degradation. The work of this project will contribute to improvement in agriculture and achievement of Sustainable Development Goals (SDGs) through addressing the following barriers:

    Low rates of technology adoption in agriculture by agro pastoralists
    Lack of market-based knowledge among agro-pastoralists
    Limited collaboration among stakeholders of forage and landscapes
    Weak policy environment especially at the counties
    Low participation of women and youth in fodder value chain
    High risk of climate change shocks.

    This midterm evaluation shall be conducted according to the guidance, rules and procedures established by SNV and its donors. The objective of the evaluation is to assess the achievement of the project results which will prompt midterm adjustments and draw lessons that can improve the sustainability of benefits from this project and help in the overall enhancement of SNV programming.
    The midterm evaluation will assess the implementation and performance of the project by looking at the potential impact and sustainability of results. This includes contribution to capacity development to achieve effective integrated and climate smart innovations in fodder and sustainable landscapes management approaches in attainment of project goals. In addition, the evaluation is expected to review the project´s progress on partnerships with key stakeholders: KALRO, County Governments of Taita Taveta, Kajiado and Narok and similar projects e.g., KCSAP and ASDSP among others.

    The overall objective of this assignment is to support collection, analysis, use and dissemination of the information from the field that enables the tracking of progress in response to climate change adaptation and mitigation efforts implemented by the CRAFT project in partnership with business champions. To achieve this the data consultant will:

    To conduct the analysis and validation of data recorded by CRAFT partners in the M&E database.
    Support data cleaning and collation of farmer databases as submitted by business champion(s) into the CRAFT provided farmer group and farmer upload templates.
    Support the recording of data into the M&E database based on records of farmer groups, training, and service provision as provided by the CRAFT partners.
    Contribute to the improvement of data quality collected by the CRAFT project through carrying data checks on the MIS database.
    Support the agronomy team to review and confirm that all planned CSA trainings have been completed and recorded in the CRAFT MIS.

    Deliverables

    Ensuring that farmer registers and farmer group list that are complete, without duplicates and validate on M&E database
    Training and service provision records that are complete, without duplicates and validated on the M&E database.
    Making recommendation on/about database entries that require to be deleted for being incorrect, inaccurate and wrongly reported.

    Qualifications

    At least a Bachelor’s degree in any field in agriculture /climate related / business / statistics or social sciences
    Demonstrate at least 2 years’ experience in carrying out a similar assignment on data recording, validation and analysis.
    Intermediate /advanced knowledge of Microsoft Office (Excel) for data cleaning and analysis (this will be tested)
    Knowledge on use of mobile based data collection tools ODK, Kobo collect is be preferred.

    Additional Information
    Supervision and reporting
    The data consultant will work under the supervision of the M&E Advisor, at CRAFT project level and while providing services directly to the agronomy team. The consultant may from time to time be required to support other project team members with data entry and analysis.
    Duration

    The assignment will be for an initial period of 3 months from 1 April 2022 to 30 June 2022.

    Duty Station
    The data consultant(s) will be station at the CRAFT project office in Nairobi. Where deemed necessary the consultants will be required to travel to the CRAFT partner offices to offer on-site support.     The specific objectives of the assignment are:

    Project Brief
    The project titled “Sustainable Energy for Smallholder Farmers (SEFFA) in Ethiopia, Kenya, and Uganda’’ will support smallholder farmers in accessing and using renewable energy to improve their livelihoods and increase their resilience to climate change. In the agricultural sector, the project will focus on the dairy and horticulture value chains, to increase production, reduce post-harvest losses and improve processing, while also contributing to GHG emissions reduction. The project will therefore promote productive use of energy (PUE) through interventions to enhance the distribution and use of solar-powered technologies and energy services for irrigation, cooling, and drying. The project is supported by IKEA Foundation’s partnership with Energising Development (EnDev).
    Job Description
    Assignment Scope
    The project will provide support to enhance the distribution and use of the solar-powered pumping, cooling, and drying technologies in six counties including Machakos, Makueni, Kajiado, Meru, Kirinyaga, and Muranga. This will involve technical assistance and capacity building support to the private sector to develop or enhance the last mile technical and business capacities, as well as awareness creation, behavior change campaigns, and capacity building at the level of individual farmers, farmer groups, cooperatives, and women or youth groups.
    The project will cover six counties that have been categorized as follows. 

    Cluster One: Machakos, Makueni, Kajiado.
    Cluster Two: Muranga, Kirinyaga and Meru.

    Role of the Junior Agribusiness Consultants
    The project will require two Junior Agribusiness Consultants to cover the county clusters indicated above. Each Junior Consultant will be responsible for only one cluster but may on a need basis be required to provide support to the second cluster.  
    Working in close collaboration with the project team and the respective actors at the local level, the Junior Agribusiness Consultant will facilitate the day-to-day planning, implementation, monitoring, and reporting of the project activities (provided below) at the county level, with a specific focus on farmer engagement and the rural last-mile distribution channels for the solar-powered irrigation, cooling and drying technologies being promoted by the project. This role will involve the following activities:

    Identify and recruit rural user groups and rural market entry points including smallholder farmer organizations (cooperatives or other farmer groups and women/youth groups), and the related local businesses of agricultural value chains such as the input providers, off-takers, aggregators, processors, and extension service providers.
    Identify, recruit, and sensitize the rural/local technology promoters, sales agents, vendors, or retail outlets to develop and build the last mile distribution channels and networks for the solar-powered systems being promoted by the project.
    Collecting market information including undertaking needs assessments at the level of farmers and the rural distribution channels and analyzing market trends to help understand the local markets for the solar-powered systems being promoted by the project.
    Organizing and facilitating networking and match-making events to facilitate strategic partnerships to ensure improved access to markets and expand rural distribution.
    Collaborate with the rural solar pumps distribution and retail networks to plan and implement:
    Product-specific market activations to promote the distribution and use of solar-powered irrigation, storage, and value addition technologies and energy services.
    Capacity-building and training activities including a series of training workshops, advisory sessions, and targeted study trips.
    Undertake practical demonstrations and user/technology training for the smallholder farmers and farmer organizations, to enhance proper use, operation, and maintenance of the technologies being promoted by the project.
    Support farmer training on agricultural practices to enhance the sustainable use and maximize benefits of solar-powered irrigation, cold storage, and drying technologies and energy services.
    Support to enhance implementation of the awareness and behavior change campaigns at the county level, to enhance full acceptance and shift to renewable energy technologies and services among farmers and farmer organizations.
    On a need basis, provide support to sensitize the rural/local credit organizations to encourage lending for the purchase of solar water pumps, while also creating awareness on the availability of SWP micro-credit.
    Undertake the field-based monitoring and reporting including the collection of the monthly sales data from the project beneficiaries.
    In close consultation with the project team, collaborate with relevant projects, development partners, development initiatives, and government bodies (in both energy, agriculture, and water sub-sectors) to enhance the implementation of project activities at the county level.
    Contribute towards knowledge development based on the project’s experiences, best practices, and market trends.

    Resources will be provided through SNV’s operational structures and guidelines and in line with project-specific budget lines.

    About Integrated & Climate Smart Innovations for Agro-Pastoralist Economies and Landscapes Kenya’s ASAL project
    SNV Kenya (SNV) and Kenya Agriculture and Livestock Research Organisation (KALRO) – in collaboration with County Governments – are implementing the Integrated & Climate Smart Innovations for Agro-Pastoralist Economies and Landscapes Kenya’s ASAL project (ICSIAPL) project which is implemented under the EU Development Smart Innovation through Research in Agriculture (DeSIRA) action. The project’s lifetime is from 1st January 2021 – 31st December 2023. The project works in the Counties of Narok, Kajiado and Taita Taveta and is funded by the European Union and the Embassy of the Kingdom of the Netherlands.
    a) Objectives
    The project’s overall objective is to improve livelihoods of agro-pastoralists communities (including women and youth) through improved forage production and livestock husbandry, building on commercialization of climate smart innovations and sustainable landscape management in Taita Taveta, Kajiado and Narok counties. The project has three specific objectives:

    To increase resilience of agro-pastoralists and SMEs against climate shocks by upscaling of appropriate grazing and feeding innovations.
    To increase capacity of county governments to implement climate resilient integrated landscape management strategies and plans to support agro-pastoralist communities.
    To improve capacity of county governments to develop local strategies/frameworks for drought resilient sector development compliant with national policies.

    b)   Current context
    SNV through the ICSIAPL project carried out gap analysis on integrated landscape management and drought feeding strategies in the three project counties in June 2021. The analysis sought to assess gaps that exists in coordination and implementation of integrated landscape management activities both at landscape and county leadership levels. Study findings indicate existence of inadequate methods of information dissemination regarding drought early warning, grazing management and landscape level restoration activities.
    Linking these strategies to commercialization, policies and climate change requires even a more structured instrument for information dissemination methods. Public awareness, advocacy and coordination among stakeholders is quite paramount in furtherance of behaviour change that will drive adoption of climate smart innovations and landscape level regeneration and investments towards sustainable production.
    Currently, counties have made progress in adopting digital communication travels, whether by email, WhatsApp, or other social media platforms. In addition, Vernacular radio broadcasting are also in use for sending messages to remote agro-pastoralist areas. These stations have presence in all the counties.
    c). Project communication and visibility Strategy
    At the stage of project approval, SNV developed a communication and visibility strategy that covers several audiences: Government of Kenya, other NGOs and projects, and donors. This is intended to provide guidance in developing county-based strategies as it is important to align but not necessarily cascading as the county level strategies will be required to exist post the project life.
    The purpose of Communications strategy
    This request for consultancy is to develop a communications strategy that is tailor made to counties to be able to send harmonised and targeted messages to the stakeholders and communities in various areas of development but more focused to innovations in forage production, livestock husbandry, landscape restoration and grazing management strategies and policies. The strategy shall also cover issues related to behaviour change and climate change adaptation.
    In principle, the communications strategy seeks to:

    Harmonise existing communication strategies, approaches, messaging tools at the counties
    Ensure gender and social inclusion in the communication strategies, approaches and messaging tools. Develop a resource plan for strategy implementation with proposed key activities, tools of delivery
    Develop and test communication strategy implementation plan with tools and techniques for monitoring.
    Embed mechanisms feedback handling

    The proposed activities are intended to assist the project and for sustainability- the counties to communicate the following key aspects:

    Awareness creation for community behaviour change
    Impact of innovations for the purpose of adoption and policy influence.
    Lessons learnt
    Enhance upscaling of certain innovations, technologies
    Awareness creation on innovations in forage management and ILM.
    Participation of women and youth in forage value chain, ILM & policy development
    Strategies for communicating with communities with mid- level education.
    Targeted messaging addressing mitigation and adaption to climate change
    Develop Social Behaviour Change Communication (SBCC) materials

    Methodology:
    The consultant is required to propose an appropriate methodology to carry out strategy development. At the minimum, the methodology should be participatory and consider:

    Stakeholder analysis
    Situational analysis
    Audience mapping
    Strategic communication objectives
    Positioning of key themes
    In addition, the consultant will work closely with the county department responsible for communication to build capacity of counties in development of communication and dissemination strategies to strengthen county communications, information dissemination and awareness creation for the key themes:  grazing and drought feeding innovations & strategies and Integrated Landscape Management (ILM), climate smart agriculture and adaption to climate change

    Scope of work:
    The consultant will work closely with the SNV communications officer, County Technical Advisors, and the selected County representatives to develop specific county communication strategies and Social Behaviour Change Communication (SBCC) materials. The specific activities to be carried out by the consultant will include but not limited to:

    Desk review of the existing communication strategies of the project and the selected counties and advise on their effectiveness and or point out the gaps.
    Develop the strategies where one does not exist or advise on changes to the existing one to focus on awareness creation regarding grazing and drought feeding innovations and strategies and ILM.
    Enhance the capacity of selected county staff on the process of participatory development of a communication strategy and action plan.
    Designing of Social Behaviour Change Communication (SBCC) materials (videos/documentaries, policy briefs, success stories/cases, flyers, radio talk shows etc) as per the target   group (community and county level) for awareness creation on grazing and drought feeding innovations and ILM. – These will be determined as per the strategy developed and agreed. Consultant is however advised to quote on individual cost of the items for later consideration.
    Support in the development of evidence-based communication papers which include dissemination of best practices and lessons learned in ILM for policy development from ICSIAPL and other similar projects
    Through a participatory approach, validate the developed strategy with the aim of it being adopted for implementation together with other stakeholders involved.
    Propose an implementation plan attached to the strategies developed for the publicity of the SBCC materials

    Deliverables:

    A detailed workplan for the delivery of the assignment
    Inception report on the finding of the status of the communication strategies for each county and the proposed amendments.
    Three county specific communication strategies covering the scope of grazing and feed innovations, integrated landscape management and drought feeding strategies policy development. A gender lens needs to be considered.
    Proposed county specific implementation and dissemination plan of the strategy and materials developed respectively.
    Designing of SBCC materials for awareness creation targeted at adoption and policy influencing for different audiences identified
    County specific Reports on communication interventions and results from awareness creation on ILM and evidenced based policy influencing.   

    Specifically:

    Task 1: Delivery of the inception report, to include workplan (Within the first month)
    Task 2: Delivery of the developed strategies with proposed implementation plans (Within month 2 & 3 respectively)
    Task 3: Validation of the strategy, and development of draft materials (Month 4 & 5 respectively)

    ICSIAPL is looking for a firm with proven experience (over 5 years) in development sector communication and has capacity/ technical expertise in but not limited to the following:
