    Job Description
    Background
    SNV will be tendering for a donor-funded multi-country Programme in Sub Saharan Africa (14 countries), which is anticipated later this year and will focus on Off-Grid Renewable Energy market development with a strong emphasis on consumer awareness, private sector development and creating an enabling environment for Solar Home Systems markets.
    Overview of the Position
    The Quality Assurance & Certification Expert will set-up or further develop an existing quality assurance programme for pico-solar products, including a quality testing framework, and promote adoption by governments, businesses and consumers and coordinate with other large off-grid solar programmes. The Expert will work in close coordination with Lighting Africa, which has developed a quality assurance framework in order to protect consumers and prevent the eroding of confidence in off-grid products in the process. This framework includes test methods, quality standards, and a product testing and verification program that has evaluated 225 off-grid solar products since 2009.
    This position reports to the Team Leader of the programme and works with Country Focal Points and other experts.
    Key Responsibilities

    Set-up or further develop an existing quality assurance programme for pico-solar products aiming to set a baseline level for quality, durability and to ensure truth in advertising in order to create trust in the market and products;
    Implement measures to avoid market spoilage from infiltration of low-quality products;
    Support quality assurance market surveillance activities, including market check testing of products that meet the Lighting Global Quality Standards;
    (Further) develop a quality testing framework to verify that quality assured products that are delivered to the market continue to meet the standards over time;
    Promote adoption of a quality standard by governments and businesses and coordinate with other large off-grid solar programmes;
    Actively promote the use of quality standards to supply chain actors such as product distributors and micro-finance institutions;
    Regular engagement with stakeholders and policy-makers regarding implementation of the quality assurance strategy;
    Stimulate promotion among customers;
    Support product development to a range of aspirational products that can help consumers in moving up the energy ladder.

    Qualifications

    Academic qualification in engineering, energy or business;
    Experience working in private sector development/enabling programmes, demonstrating a strong understanding of consumer markets;
    Experience in setting up quality assurance programmes and promoting quality certificates;
    Experience working in off-grid renewable energy preferred;
    Sub-Saharan Africa work experience is essential;
    Strong networking and communication skills.

    Overview of the position
    We are looking for a Team Leader to lead the implementation of the ACE programme, respectively in Ethiopia, Ghana, Kenya, Malawi, Mozambique, Nigeria, Rwanda, Senegal, Sierra Leone, Somalia, Tanzania, Uganda, Zambia and Zimbabwe. The programme supports the implementation of policies, regulatory and other actions developed by the Energy Africa Compacts. These aim to improve the enabling environment for a market-based approach to private sector delivery of solar home system (SHS) products and services, and to ensure that the potential of off-grid solar energy to increase electricity access is recognised. We will support governments in putting in place appropriate policies and regulations, as well as to focus on other aspects of the broader enabling environment. The proposed new programme will tackle market barriers, catalysing private sector delivery and facilitating a market-driven approach to increased access to off-grid renewable energy.
    Key responsibilities

    Lead and coordinate overall project management;
    Build, strengthen and manage strategic partnerships with regional governments, key partners, institutions and stakeholders;
    Ensure learning within the project team and among stakeholders and steer knowledge management;
    Ensure timely reporting and good relations with the donor;
    Guide the project set-up nationally and regionally;
    Manage and monitor performance of the project management team to ensure that all milestones set in the annual work plan are met, develop mitigation plans to reduce setbacks and take corrective actions to remedy any deviation from the work plans;

    Qualifications

    Proven abilities in developing and managing programmes in market development in Renewable Energy;
    Proactive and entrepreneurial to explore and develop innovative approaches;
    Demonstrated experience in managing large and complex donor programmes;

    The Position
    SNV is recruiting a long-term national expert in either cooperative development or dairy farming.     Job Description

    Background
    The Climate Smart Agriculture (CSA) Programme is a 5-year, € 39 million project being implemented in Kenya, Tanzania and Uganda. The project uses an inclusive Business Development approach to support the international and Dutch efforts on climate change and sustainable production in arable farming. The programme will work with and through the private sector and supports public sector partners in creating an institutional environment for wide-scale adoption of CSA-practices. It is driven by 3 pillars: i) adoption of CSA practices & technologies in arable crop production farming systems; ii) acceleration of investments and business growth in selected value chains; iii) improved enabling environment for scaling out of CSA. Interventions are centered on business cases which are derived from a thorough climate risk assessment and financial analysis of value chains in pulses, oilseeds, potatoes and grains. A climate smart business case matching grant facility aims to further improve access to finance and facilitate scaling. The programme is implemented by a consortium consisting of SNV, Wageningen University & Research (WUR), the CGIAR research programme on Climate Change, Agriculture and Food Security (CCAFS), Agriterra and Rabobank, and is financed by the Dutch Ministry of Foreign Affairs (DGIS).

    Job Description

    The Agribusiness Expert / Country Programme Manager has the responsibility of the development and implementation of business cases whereby climate smart agriculture interventions are integrated into the value chain from an agronomic, financial and inclusion perspective. Prioritised value chain commodities are pulses, oilseed and grains. The Agribusiness expert will identify and support business cases for the co-investment fund and broker access to finance and investment of the businesses. S/he will coordinate and work with financial institutional partners to scale climate smart investments. The agribusiness expert / country programme manager will take on delegated responsibility of in-country programme management from the overall programme manager.
    Key Responsibilities

    Coordinate and contribute to value chains and climate risk assessments of prioritised commodities (pulses, oilseed, potatoes and grains);
    Identify business cases for the co-investment fund;
    Support agribusinesses to develop the business cases;
    Establish appraisal criteria for the co-investment fund, design milestone based payment scheme and contribute to the assessment of the business cases;
    Coordinate with the fund manager the planning and disbursement of grant funds;
    Support the implementation and roll-out of business cases;
    Broker access to finance and investments between SME’s and financial institutions;
    Monitor and report the performance of the business cases as per the set milestones;
    Advise financial institutions on climate smart business investments to leverage climate finance money;
    Set-up of coaching programs on agribusiness management for female entrepreneurs and youth;
    Support agribusiness platforms to promote, advise and jointly agree on climate proofing value chains, policy recommendations and climate smart investments;
    Manage the in-country programme in all aspects of project management: budgets, human resource, activities and reporting;
    Oversee and support country programme implementation and report to the programme manager.

    Qualifications

    A relevant academic qualification: Agribusiness, Agricultural Economics or Business Administration;
    Minimum of ten (10) years of experience of working with or in Agribusiness, preferably in the prioritised commodities (pulses, oilseed, potatoes and grains);
    Knowledge of the prioritized commodities preferably at global level and in East Africa;
    Experience in value chain development and agribusiness finance, preferable experience with climate finance;
    Ability and demonstrated experience of designing  and appraising business cases;
    Experience in female and youth entrepreneurship programs;
    Strong agribusiness relationship management experience and focus with the ability to stimulate trust and confidence with clients and investors including managing various stakeholders;
    Understanding of climate change risk management and inclusion of smallholder producers into the supply chain;

    Programme Overview
    HortIMPACT is a program financed by the Netherlands Embassy in Kenya that started in January 2015 and will last till end of 2019, and is implemented by a consortium of SNV, HIVOS, Solidaridad and Delphy. The programme is addressing the following three critical issues in the Kenya horticulture sector: 1) farmers inclusion in market oriented supply chains, 2) food safety and integrated crop protection, and 3) food losses in supply chains.
    The focus of the programme is on small and medium sized, entrepreneurial farmers and also closely cooperates with Dutch and Kenyan entreprises and makes use of their advanced technologies, products and market linkages in so-called business cases. Simultaneously HortIMPACT addresses policy and market related, systemic issues at farm, industry and government level, supported by results from innovative and market oriented business cases.
    Together with a company called Dodore, SNV HortIMPACT has been awarded a new project to roll out a new mobile financial application called Agri-wallet. Agri-wallet has been developed by Dodore and provides farmers with the opportunity to save for inputs that they can purchase at local agro-vets and other input suppliers. Furthermore, the Agri-wallet also has an overdraft component through which farmers are able to acquire loans.
    Position Summary
    Reporting to the HortIMPACT team leader, the agri-finance and business case development advisor will have sufficient experience, skills and flexibility to contribute to the development and scaling of business cases with an agri-finance bias. Specifically, s/he will have the following responsibilities:
    Responsibilities

    Take lead in coordination and implementation of assigned HortIMPACT business cases in which the use of Agri-wallet by farmers, input suppliers, and buyers is or will be integrated. This will involve amongst others: business planning, coordination, monitoring, and reporting.
    Build capacities with business case companies, farmers, and producer organisations, provide technical advice, and manage (quality of) service providers.
    Work closely with the other HortIMPACT team members and act as main contact person to Dodore.
    Ensure business viability and supply coordination and facilitate/give backstopping where required.

    Support global monitoring of DFID SSH4A Results Program according to established timelines, to include consolidation and analysis of data from nine country programs for internal and external reporting at regular intervals;
    Coordinate and participate in independent evaluations by external evaluators;
    Share and stimulate sharing of relevant M&E topics related to the SSH4A Results Programme within SNV, and translate relevant trends and developments into SNVs corporate PME policy and practice.
    Qualifications for the Monitoring & Evaluation Job
    Advanced degree in related field with significant coursework in quantitative methods and research design;
    At least 5 years M&E experience supporting multi-country development projects;
    Experience and knowledge in WASH, particularly in sanitation and hygiene;
    Demonstrated skills in the development of: project M&E plans, data quality assurance systems, and effective data utilization practices to inform program decision-making and disseminate lessons learned;
    Significant experience in survey design and implementation, conducting household surveys, development of tracking tools, and analysis and write-up of survey results; experience with wealth disaggregated reporting;
    Experience with mobile phone-based data collection systems an advantage;
    Proven data management and quantitative and qualitative data analysis skills; specific knowledge and working experience with Stata is a must.
    Excellent communication and interpersonal skills, including excellent writing skills.

    Responsibilities for the Driver Job
    The position is responsible for undertaking extensive field travel in the SNV area of work and others as duty may require, ensuring safety of passengers on board.
    Maintaining the proper functioning of SNV vehicles
    Checking validity of vehicle insurance and road license.
    He/she is also responsible for taking care of the assigned vehicle(s) by carrying out small (mechanical) repairs and servicing of the SNV transport fleet, which also includes fuelling, cleaning.
    Ensure that the vehicles are always ready for any duty assigned
    Keep an updated work ticket always.
    Monitor vehicle performance and service schedule
    Carry out messenger duties in and around town
    Any other task that they may be assigned
    Qualifications for the Driver Job
    “O” level certificate holder
    A clean, valid Kenyan Driver’s license with knowledge of Kenya Highway Code
    Certificate of good conduct
    Good interpersonal and communication skills
    Ability to work in a multi-cultural environment.
