    About the Project
    The USAID Kenya Integrated Water, Sanitation and Hygiene (KIWASH) intends to improve lives and health of Kenyan citizens in nine counties through development and management of sustainable WASH services.  KIWASH activities are implemented in nine counties in two principal focus areas: Busia, Nyamira, Migori, Siaya, Kisumu, and Kakamega counties in the Lake Victoria Focus Area, and Kitui, Makueni, and Nairobi counties in the Tana/Athi Focus Area. The first phase of the project ran for five years (October 2015–September 2020). An extension running from November 2020- July 2021 will pivot its activities to respond to the COVID-19 pandemic while maintaining and advancing the development gains with county governments, water service providers, WASH enterprises and sector stakeholders. The KIWASH in whole will aim to improve access to drinking water, sanitation and hygiene services for an additional 140,000 Kenyan citizens in nine counties by September 2021.
    Job Description
    Under the technical guidance of the project sanitation and hygiene manager, the specialist will provide technical support in projects design and development (includes implementation, monitoring and reporting) of the sanitation and hygiene workstream in Nairobi county. S/he will work closely with the departments of public health and water in the county to support sector coordination and planning in the water, sanitation and hygiene sectors, including support to conduct risk assessment and communication in at risk populations or settings,  support to Infection Prevention and Control (IPC) activities with focus on health facilities, schools, community and institutional engagements and support to behavior change communication campaigns including targeted advocacy with local and international partners and the civil society organizations.
    Essential Duties:
    1. Technical support in design and development of sanitation and hygiene work stream plans and activities

    Provide technical assistance to county staff, local and national agencies in planning, design, implementation and reporting of water, sanitation and hygiene interventions entailing household water treatment, water safety planning, hand washing hygiene and sanitary surveillance. Support includes technical assistance for any activities related WASH COVID IPC and building resilience services.
    Provide technical input in design and facilitate roll out of behavior change communication campaigns in households, communities and within WASH sector institutions in respective counties.
    Support development of education and communication materials for sanitation and hygiene
    Support development, updating and operationalization of WASH COVID response and recovery plans at respective counties.

    2. Coordination and capacity development

    Conduct training and other capacity building activities for county staff, staff in critical at-risk settings – e.g border points, marketplaces, health care facilities, transport areas and informal settlements- and build local community champions to promote improved risk communication and engagement on COVID.
    Establish and/or strengthen WASH COVID-19 coordination platforms while ensuring equal participation by all partners, communities and Government representatives and consultatively facilitate strategic information management to inform decision making in response and recovery
    Establish local partnerships with relevant county departments, communities and WASH partners. Collate, analyze and share information on progress or impacts from project investments, evolving impact of ongoing COVID-19 and our containment measures to facilitate planning, monitoring and advocacy.

    3. Monitoring, Evaluation and Learning

     Support development of standard WASH assessment tools for identification of high-risk populations and settings and facilitate evaluation of WASH emergency interventions.
    Undertake regular field monitoring of sanitation and hygiene activities to ascertain progress against benchmarks, utilization of resources and make timely recommendations for follow up by county KIWASH teams.
    Support development and deployment of systems and strategies to efficiently monitor and report of water safety, sanitation and hygiene activities in the respective counties
    In consultation with logistics teams, support procurement, distribution, monitoring and tracking of IPC supplies to vulnerable populations and settings.
    Support the organization and documentation of WASH subsector meetings; draft minutes; maintain communication with partners and follow up on agreed action.
    Support the documentation of good practices and lessons learned on WASH COVID response and resilience programming
    Contribute to timely preparation and submission of projects (technical and financial) reports for management and donors’ decision-making process

    4. Any other tasks as assigned by the supervisor.
    Qualifications

    Bachelor’s degree in either Environmental Health, Public Health or other related discipline such as Community Development
    Five years of experience working in sanitation and hygiene programs in Kenyan context, with desirable experience in outbreak management and response and SBCC
    Knowledge of Kenyan environmental, Health and Sanitation legislation and regulatory framework required
    Familiarity in working with existing institutional sanitation and hygiene frameworks
    Knowledge and experience designing and implementing behaviour change communication strategies is required

    CRAFT Project 

    The Climate Resilient Agribusiness For Tomorrow – East Africa (CRAFT-EA) Programme is a 5-year, € 39 million project being implemented in Kenya, Tanzania and Uganda. The project uses an inclusive Business Development approach to support the international and Dutch efforts on climate change and sustainable production in arable farming. The programme will work with and through the private sector and supports public sector partners in creating an institutional environment for wide-scale adoption of CSA-practices. It is driven by 3 pillars: i) adoption of CSA practices & technologies in arable crop production farming systems; ii) acceleration of investments and business growth in selected value chains; iii) improved enabling environment for scaling out of CSA. Interventions are centred on business cases which are derived from a thorough climate risk assessment and financial analysis of value chains in pulses, oilseeds, potatoes and grains. A climate smart business case matching grant facility aims to further improve access to finance and facilitate scaling.     Job Description

    The CRAFT programme in Kenya has two internship vacancies in the monitoring and evaluation unit. The interns will have the opportunity to gain experience on design of data collection tools, conducting surveys, data cleaning and data analysis.

    Qualifications

    Job Description

    SNV Kenya is seeking a professional with qualification and experience in planning, monitoring, evaluation, learning and communication. The Monitoring, Evaluation and Learning (MEL) Advisor will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework for the ICSIAPL project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project. He/she will also provide technical assistance to the implementing agencies, particularly in relation to monitoring, reporting and governance issues.

    Main duties and responsibilities
    The Monitoring, Evaluation and Learning (MEL) Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning in accordance to the project M&E framework. He/she will develop a systematic monitoring and evaluation framework to improve the qualitative and quantitative evidence gathered by the Project. He/she will also provide technical assistance to the implementing agencies, particularly in relation to monitoring and evaluation, reporting and governance issues.

    Specific duties:

    Setting up the system:

    Assist in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement;
    Assist in the development and/or finalization of the project Work Plan and keep it updated in accordance with project activities and timeframes as relevant.
    Develop the overall framework, for project M&E, for example mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems.
    Review the quality of existing project data, data collection methods, and assess the degree to which it will provide good baseline statistics for impact evaluation.
    Develop baseline data for each project component and for all project indicators.
    With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources.
    Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required.
    Organize and undertake training with collaborating partners on M&E as required.

    Implementation of M&E and coordination:

    Collect data on a regular basis to measure achievement against the performance indicators.
    Check data quality with partners.
    Maintain and administer the M&E database; analyze and aggregate findings.
    Support project progress reporting, project mid-term review and final evaluation.
    Identify areas where technical support to project partners is required. Organize refresher training on M&E for partners as required.

    Learning

    Working closely with project steering colleagues and steering committee, develop strategy for documenting existing situation and any good practices that have evolved;
    Keep up to date with emerging and trending best practice in processes and tools for M&E;
    Extracting and consolidate evidence and learning from the various consultants and partners / grantees involved in the project to identify best practice across the project;
    Working closely with the project manager, identify and secure attendance and speaking opportunities at appropriate forums for dissemination to stakeholders.

    Communication:

    Produce reports on M&E findings and prepare presentations based on M&E data as required.
    Provide the Project Manager with management information she/he may require.
    Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
    Perform other duties as may be assigned by the Project Manager and the Sector Leader, Agriculture.

    Qualifications

    Education:

    First level university degree in statistics, demographics, public policy, international development, economics, or related field. Advanced degree in M&E, statistics or economics preferred.

    Experience:

    Minimum of three 6 years of professional experience in an M&E position responsible for implementing M&E activities of international development projects;
    Monitoring and evaluation of agriculture, conservation or resilience projects is preferred
    Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
    Experience with various monitoring and evaluation frameworks and theory of change.
    Experience in designing and managing beneficiary monitoring and database systems.

    Job Description

    SNV Kenya is seeking a professional with requisite qualification and experience for the role of County Technical Advisor (CTA), Narok County . The CTA is responsible for coordination of county level activities. She/he understands content and processes related to commercialization of climate smart sustainable agriculture innovations, especially related to the livestock sector in the project counties, including the forage value chain and resource base.

    The CTA will coordinate the project interventions and stakeholders at County level and shall be the focal point of interaction with KALRO, seed suppliers and other private sector and service providers, farmers, livestock keepers, cooperatives, Group Ranches, conservancies, training centres, and county governments. The CTA technical advisor will also represent the project in the county with relevant government ministries.

    Main role and duties

    The County Technical Advisor is the project’s focal point at county level and represents SNV and the project in all stakeholder engagements on matters related to ICSIAP in the county. In this regard, she/he will coordinate closely with KALRO and other SNV technical teams to ensure effective delivery of the 4 project work packages within the respective county.

    Specific roles and duties

    I.) Project Coordination

    Oversee county level day-today project implementation, coordination and monitoring, evaluation, and learning.
    Partnership management of key stakeholders in public and private sector.
    Responsible for project office and equipment.

    Ii.) County Level Project Representation

    Establish and manage partnerships with related programs in the county.
    Liaise with identified county government focal point to facilitate coordination between the project and county ministries and forums.
    Attend existing coordination forums, such as Country Climate Adaptation Steering Committee (CASCOM) or the Agricultural Working Group.

    Iii.) Delivery Of Work Packages

    Stimulate, advise and coordinate with KALRO county partners such as farmers, livestock keepers, Group Ranches, conservancies, cooperatives, and training centres in the establishment of forage plots, feedlots, improved grazing areas or pastures, both on-farm and/or for commercial forage production.
    In conjunction with the innovation business advisor, promote and facilitate with KALRO and other parties the dissemination of drought-resilient feeding innovations validated by research with respective value chain actors
    Facilitate identification and communication with SMEs (including women & youth enter-prises and cooperatives) identified for the innovation matching fund and/or feed voucher;
    Steer capacity development of stakeholders to implement climate resilient integrated landscape management strategies and plans.
    Coordinate and facilitate county staff capacity building for developing county strategies/ frameworks on drought resilience in line with national policy.

    Education

    Qualifications

    Master’s degree in agriculture, agribusiness, economics, integrated natural resources management, or related field. Or basic degree with experience in implementation of similar interventions for a period of at least 5 years.

    Experience

    Minimum of four (4) years of professional experience in agriculture work in international development projects or private sector, preferably in livestock, forage development and nutrition.
    Experience in management and coordination of agricultural/livestock projects and/or with integrated natural resources management or landscape interventions.
    Understanding of the content and processes related to commercialization of agriculture innovations, preferably also in the forage value chain.

    Key Responsibilities

    Reporting to the Country Director, the Team leader will have overall responsibility and accountability of the programme which includes overall programme management i.e. contract implementation according to planning and budgeting agreement, strategic guidance and partnership development with key stakeholders, supervision of human resources, and ensuring quality control and timeliness of all deliverables including reporting as required by the donor. This position will deliver 16 expert months (i.e. 40%) spread across a 44 calendar months’ project and is open to both national international applicants.
    Responsibilities And Tasks
    Overall responsibility for the advisory package of the project;
    Ensuring the coherence and complementarity of the programme of SNV/WHH Kenya with the key project strategy and actions at local and national level;
    Promote strategy, implementation, monitoring and evaluation of capacity development among local implementing partners and stakeholders;
    Ensuring application of cross-cutting themes (e.g. gender, climate change, social stability);
    Personnel management, including the deployment of short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term experts;
    Ensuring results-based monitoring is conducted;
    Regular reporting in accordance with contract compliance;
    Responsibility for the use of funds according to financial planning and budgeting in consultation with GIZ’s officer responsible for the commission;
    Supporting the officer responsible for the commission in updating/adapting the project strategy, in evaluations and in preparing a follow-on phase
     
    Qualifications
    University qualification in economics, agricultural economics, or any other related fields of study;
    Very good business language skills in English;
    10 years of professional experience in rural development, employment;
    5 years in rural employment promotion with focus on youth, local economic development, agriculture value chain development, MSME and start-up promotion, private sector cooperation;
    6 years of management/leadership experience as project team leader or manager in a company;
    3 years of experience in projects in East Africa (region);
    6 years of experience in Developing Cooperation projects;
    Experience in financial management.

    Background
    SNV has been engaged by various donors to reach millions of people by executing programmes in agriculture, renewable energy and WASH (Water, Sanitation and Hygiene). In Kenya, SNV is implementing several exciting projects in various counties in Kenya. The SNV country office is located in Nairobi but a lot of activities are implemented from field offices in Eldoret, Nanyuki and Kakuma.
    Job Description
    Reporting to the country finance manager, the project control consultant will act as interim project controller, and as a mentor for junior project controllers. The project control consultant will also draft a project control manual. The work location is Nairobi.
    Responsibilities

    Adopt and own SNV Kenya’s finance & administration and related policies and practices;
    Draft a project control manual;
    Support the preparation of donor budgets;
    Support the country finance manager setting up new projects in the financial administration;
    Support the project manager with financial project planning;
    Support the country finance manager with monthly cash flow forecasts;
    Monitor and control all expenses;
    Ensure financial transactions are recorded properly;
    Support the project manager with timely forecasting and reporting;
    Explain deviations from the budget and propose corrective measures;
    Ensure proper financial close out of projects;
    Ensure all financial, administrative and related activities within the projects are done according to donor requirements, SNV’s project management procedures and SNV’s finance and administration policies and practices;
    Train and mentor junior project controllers;
    Advise management on improvement measures.

    Qualifications

    CPA (K), ACCA or similar level of knowledge and skills acquired in previous roles;
    A Master’s degree in a financial field will be an added advantage;
    At least 5 years relevant working experience in financial accounting of which 2-3 years in project accounting;
    Demonstrated knowledge and understanding of donor regulations related to management of donor funds;
    Experience with financial systems. Experience with SAP is an added advantage;
    Excellent Excel skills;
    At least 5 years relevant working experience in a project organization;
    Experience of working in a multicultural environment;
    Excellent communication skills;
    Experience in a training and mentoring role;
    High level of integrity.

    Additional Information
    Contract duration: Six (6) months.
    Expected start date:18 May 2020.
