    ROLE PURPOSE: 
    As a member of the East and Southern Africa Senior Leadership team, you will have shared accountability for Save the Children’s international development and emergency programming in the region of approximately $420 million each year through an organisation of over 5,000 [MS1] people.  To achieve our ambitious goals and breakthroughs for children, the leadership team will, in collaboration with Save the Children Members and in conjunction with the other regional organisations, aim to drive global growth to $2.7 billion by 2024
    The Country Director will lead the transformation of the country to be Fit for the Future, whilst also delivering Save the Children’s strategy within the country through: –
    Delivering quality programmes, including advocacy, for children; and
    Ensuring world class stewardship of resources from Members and their donors 
    SCOPE OF ROLE: 
    Reports to: Regional Director-East and Southern Africa
    Dimensions: Kenya office has over 350 staff with an annual budget of around US$ 20 million, both through direct implementation and partners, with a solid advocacy strategy and agenda.

    KEY AREAS OF ACCOUNTABILITY:
    As a member of the Regional Senior Leadership Team, contribute to strategic development and delivery of integrated international programming, across all humanitarian and development contexts, in line with the Save the Children mandate, strategy and theory of change

    Audit, Corporate Governance compliance

    QUALIFICATIONS AND EXPERIENCE
    Essential

    Masters degree level qualification or equivalent length of experience in the sector
    Substantial experience of building, leading and developing a diverse team of senior staff to deliver on both development and humanitarian programs
    Experience of working with donors to secure and/or manage new large-scale and/or competitive funding
    Experience of leading high-profile advocacy and campaigning initiatives
    Experience in managing a growing county office and the need to balance growth with capacity

    ROLE PURPOSE
    Under the general guidance and direction of the Research and MEAL Specialist; the MIS Officer will be expected to support the NAWIRI Programme by providing trainings, supporting material and sparring on Information Communication Technologies (ICT) including, e.g. mobile data gathering, digital services, SMS, voice, data visualization, devices and other technology tools for the supported consortia organization. He/She will assess and analyze ICT4D training needs. Provide capacity building (training, coaching, on-the-job support, etc.), remotely or on-site, to staff and partners in ICT4D-related areas to ensure efficient and consistent adoption and use of ICT4D applications. In most circumstances, the post holder will be expected to mentor and/or capacity building existing county programme staff. The MIS Officer will have a key role in establishing and promoting programme quality and innovation, which will be achieved through developing and improving monitoring, evaluation, impact assessment and learning methodologies.
    In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
    KEY AREAS OF ACCOUNTABILITY

    Maintain a program database and ensure that the databases are updated regularly.
    Support the research and MEAL specialist and MEAL officers in the development of tools and guidelines for data collection, collation and reporting.
    Support the Research and MEAL Specialist in development of Monitoring and data systems. 
    Train project and county team members on their Monitoring and data responsibilities and how to use the tools developed.
    Collect data, undertake analysis and prepare reports on existing initiatives and solutions. 
    Capture lessons learnt from various programs and share resources with other partner and donor where possible.
    Conduct data analysis, present, and disseminate information to inform programme management. Seek solutions for more complex data management requirements by working with IT colleagues.
    Analysis against the performance indicators and targets on periodic basis 
    Update and share monthly reports from the programme database.
    Analyze existing GIS and other map-based technologies to improve the visual display of data in NAWIRI programming.
    Prepare MIS reports on an annual basis or as relevant including case studies as appropriate working with the Research and MEAL Specialist and project lead as well as program teams through proper channels
    Act as thought leader on the use of IT to provide marginalized men, women and youth with opportunities to prosper, promote skills development and have a voice in the development of their communities
    Developing systems to monitor data quality, routinely analysing it, and addressing issues that arise with the support of Research and MEAL Specialist.
    Configuring the MIS and data dictionary in consultation with key stakeholders
    Contribute to communications and media work as required.

    Contract Duration: 6 months (with possibility of extension)
    QUALIFICATIONS AND EXPERIENCE

    Bachelor’s Degree in Information Technology, Statistics, Economics, Bio statistics, , Social Science, Computer Science or Project Management. 
    Diploma in IT with a bias in Database Development will be an added advantage.
    Certificate in M&E is a plus.
    Excellent knowledge and experience in the  design and use of  Commcare and other platforms  for digital data collection, ONA and power BI for analysis and visualization is a must.
    Proven experience of undertaking analysis of both qualitative and quantitative research using relevant software such as STATA or SPSS, Tableau and ATLAS.ti (to be assessed) 
    Excellent skills in data visualization using different software including ONA, Power BI etc
    Minimum of 5 years of experience working in INGO’s and or UN Agencies in developmental or in humanitarian programmes, with 3+ years in field postings, and 3+ years working for an international agency on management information systems development.
    Experience of, and commitment to working through systems of community participation and accountability
    Strong technical expertise including passion for handling large amounts of data and transforming it into compelling visualizations that facilitate analysis and decision-making. 
    Demonstrated understanding of intermediate statistics and the ability to summarize, generalize, and make predictions from large data sets.

    Country Dimensions:  Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own.  Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country. In 2016, Save the Children established a new project office in Madagascar whose operations are managed by the Kenya CO. In total, we employ around 250 staff in both countries and had an operating annual budget in 2016 of approximately US$17.5million.
    KEY AREAS OF RESPONSIBILITIES
    General Management:

    As a member of the Nawiri and finance team, demonstrate the behaviours that are consistent with Save the Children’s Mission, Vision and Values and ensure their broader application by staff across the programme;

    Finance:

    Reviewing Nawiri expenditure and income to ensure that they are correctly coded and recorded on a timely basis.
    Ensuring that all income and expenditure is adequately authorized prior to uploading in the system.
    Ensuring that the SCI financial procedures for Bank and Cash are always followed.
    Passing of correction journals in the system
    Checking all the transactions are entered correctly
    Support the finance coordinator in Inducting Nawiri new staff into SCI financial policies and procedures applicable in the field offices and ensure that changes in policies are communicated to staff at all levels.
    Adhere to the CO finance diary including Month end closure, ensuring that all deadlines are met and submissions made to Nairobi Office. This involves liaising with the PSO in FOs to ensure that documents are send to Nairobi on time.
    Support the Nawiri Finance Coordinator in addressing audit recommendations in good time and ensure field staff fully understand and comply with the standard financial procedures.
    Processing the payments for Nawiri including M-PESA and online payments.
    Ensure that all Nawiri documents are archived and scanned properly.

    Reporting and Financial Analysis :

    Prepare weekly VAT, customs and levies schedule and fill DA-1 forms for reimbursement in compliance with USAID guidelines
    Prepare and keep track of the annual VAT reports to the donor in compliance with USAID guidelines and contractual agreements with the prime.
    Prepare the BvA for the Nawiri programme on a weekly basis, document the deviation from the donor approved budget and communicate to the budget holders.
    Advice the budget holders on coding of transactions with emphasis to project codes, this will also involve training of budget holders on coding of transactions.
    Take part in preparation of financial reports to donors in compliance with USAID guidelines and contractual agreements with the prime.
    Take part in budget realignment/revision and ensure that this is done on time and accurately.
    Support the Finance Coordinator in development of monthly cash forecast for Nawiri programme.

    Awards Management:

    Support the Nawiri Finance Coordinator in the upload the phased budgets as per the phased budget submitted by the budget holder.
    Work with the Finance Coordinator to manage and update the master budget for Turkana and Samburu offices, and pro-actively highlight gaps;
    Support the Finance Coordinator in award opening and closing meetings for Nawiri with the Budget holder
    Work with the Finance Coordinator in coordinating the monthly Awards Review Process in Samburu and Turkana.
    Support capacity building of coordinators and managers in Awards management;

    Policy & Donor Regulations Compliance:

    Assist Turkana and Samburu office in day to day compliance and award financial management issues. Gather information from Kenya Office Awards Team and/or other units within Finance in resolving an issue related to compliance. 
    Work closely with the Finance Coordinator and Awards team in ensuring donor regulations are being adhered to and report any divergence to the Awards Manager.
    Support the audit/expenditures verification from the prime and ensure that the recommendation are addressed on a timely basis.

    QUALIFICATIONS:

    A first degree in Commerce Accounting, Business Administration, Finance, or related field. Post-graduate diploma preferred.
    Part II qualified in a recognized professional qualification in Accounting (CPA, ACCA).

    Minimum 5 years similar work experience within a fast-paced work environment with 2 years’ experience managing a USAID funded project.

    Role Purpose:
    Save the Children is in the middle of its ambitious 2022 – 2024 strategic plan that looks to significantly increase our digital engagement with new and existing supporters to achieve our programmatic and advocacy goals.

    The International Website Product Owner will be the Strategic Lead for website, functionality, content, performance and overall web governance. The role will be responsible for the management of a high-performing global SCI website to deliver compelling experiences for diverse international audiences.
    The post holder will develop and implement website strategies that will increase brand visibility, drive website traffic and achieve digital engagement and fundraising objectives.
    This role will also be the key decision maker on items such as site and page structure, taxonomy, content, user experience, mobile experience, business function support, front and backend development, taking into consideration priority audiences as well as organisational needs.

    This role is expected to significantly enhance the psychosocial well-being of school children and those out of schools through ongoing counselling support to not only support their emotional needs but to also build their resilience through the Community Education and Welfare Centres (CEWC) where the children will have a friendly space to learn, play and interact with their fellow peers in the camps. It is expected that the counsellor will provide the needed guidance to ensure that Save the Children meets this commitment to the children in line with Save the Children’s Theory of Change. Save the Children will work with the government of Kenya through the Sub County Children’s office, the UNHCR and other stakeholders to facilitate the various interventions.
    In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
    KEY AREAS OF ACCOUNTABILITY
    Programme Delivery 

    Facilitate and coordinate provision of  professional counselling services for children with protection concerns by conducting play and art therapy, individual and group sessions and work with caregivers to address children concerns
    Provide overall management of the CEWC centers to enhance the safety security and enhance the wellbeing of children in each of the CEWC’s.
    Ensure the CEWC’s are within the recommended safety standards for child to play, learn and grow.
    Conducting relevant training to programme staffs, community structures and staffs from partner agencies.
    Lead in the development of annual detailed implementation plans; monitor performance against work plan deadlines, ensure accurate data collection on performance indicators.
    Lead the implementation of the counselling KPI’s, including training and provision of ongoing counselling support to the targeted beneficiaries.
    Support in the development of capacity enhancement sessions for the staff, conduct and/or supervise trainings for the community structures, CEWC Boards of Management, to ensure programming meets quality standards.
    Plan, organize and implement quality community sensitization forums in partnership with the community workers. 
    Manage the Child Friendly Space at the Transit Centers and Dadaab Airstrip
    Represent SC in interagency meetings and also playing the role of the SGBV & Safe Haven focal point person

    Monitoring , Evaluation and Reporting

    Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) team for monitoring and evaluation of programme activities including taking corrective action where necessary; preparation of Counselling reports, documentation of lessons learnt.
    Document programme learning and ensuring it contributes to organizational advocacy.
    Maintain an up to date database on counseling clients.
    Ensure timely implementation of budgeted activities in addition to budget tracking and control.
    Conduct/ensure regular follow-up visits to monitor the rehabilitation and reintegration of clients, and document changes identified.

    Partnerships and coordination

    Develop partnerships with the CEWC management committees to enhance community participation, ownership and sustainability of programmes by orienting them on the project goals and to solicit their involvement in the implementation of the project especially the running of the CEWC’s. 
    Collaborate and coordinate with other aid agencies, governmental institutions and community level structures in order to promote community ownership and sustainability of CEWC initiatives.
    Represent Save the Children in interagency working groups and camp coordination meetings.

    Grants Management and Accountability

    Coordinate with finance and awards team to ensure effective budget monitoring for the project in line with donor requirements and contractual obligations, including Grant opening, mid-term and closing meetings
    Oversee project activities budget expenditures and ensure they are allowable and allocable according to SCI and donor regulations; review monthly Budget vs. Actual and expenditure sheets and collaborate with the finance department to ensure accurate expenditures and reporting.
    Ensure timely production of activity/events reports as well as monthly reports as per the agreed timelines.

    Contract Duration: 10 months
    QUALIFICATIONS AND EXPERIENCE

    Good communication skills with fluency in written and spoken English and Kiswahili
    Graduate degree in counseling or Psychology, with 6 years’ experience working with children is desirable 
     Knowledge of community based child protection approaches, preferably including experience in participatory approaches (PRA/PLA) and child participation methodologies.
    Ability to use a wide range of child counseling methodologies
    Good managerial and IT skills including the use of Word and database software
    Demonstrable ability to adapt to changing programme priorities and emergency priorities that may arise
    Strong self-starter, able to take initiative and adapt to changing circumstances and priorities
    Positive attitude towards community work with emphasis on the ability to learn from communities and support innovative approaches to problem solving
    Registered with the Kenya Counsellors and Psychologist’s Association (KCPA)
    Commitment to Save the Children’s Child Protection Policy.

    Country Dimensions:  Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own.  Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country. In 2016, Save the Children established a new project office in Madagascar whose operations are managed by the Kenya CO. In total, we employ around 250 staff in both countries and had an operating annual budget in 2016 of approximately US$17.5million.

    KEY AREAS OF RESPONSIBILITIES

    General Management:

    As a member of the Nawiri and finance team, demonstrate the behaviours that are consistent with Save the Children’s Mission, Vision and Values and ensure their broader application by staff across the programme;

    Ensuring that documentation is accurate, authorised and complete for all financial transactions.

    Finance:

    Reviewing Nawiri expenditure and income to ensure that they are correctly coded and recorded on a timely basis.
    Ensuring that all income and expenditure is adequately authorized prior to uploading in the system.
    Ensuring that the SCI financial procedures for Bank and Cash are always followed.
    Passing of correction journals in the system
    Checking all the transactions are entered correctly
    Support the finance coordinator in Inducting Nawiri new staff into SCI financial policies and procedures applicable in the field offices and ensure that changes in policies are communicated to staff at all levels.
    Adhere to the CO finance diary including Month end closure, ensuring that all deadlines are met and submissions made to Nairobi Office. This involves liaising with the PSO in FOs to ensure that documents are send to Nairobi on time.
    Support the Nawiri Finance Coordinator in addressing audit recommendations in good time and ensure field staff fully understand and comply with the standard financial procedures.
    Processing the payments for Nawiri including M-PESA and online payments.
    Ensure that all Nawiri documents are archived and scanned properly.

    Reporting and Financial Analysis :

    Prepare weekly VAT, customs and levies schedule and fill DA-1 forms for reimbursement in compliance with USAID guidelines
    Prepare and keep track of the annual VAT reports to the donor in compliance with USAID guidelines and contractual agreements with the prime.
    Prepare the BvA for the Nawiri programme on a weekly basis, document the deviation from the donor approved budget and communicate to the budget holders.
    Advice the budget holders on coding of transactions with emphasis to project codes, this will also involve training of budget holders on coding of transactions.
    Take part in preparation of financial reports to donors in compliance with USAID guidelines and contractual agreements with the prime.
    Take part in budget realignment/revision and ensure that this is done on time and accurately.
    Support the Finance Coordinator in development of monthly cash forecast for Nawiri programme.

    Awards Management:

    Support the Nawiri Finance Coordinator in the upload the phased budgets as per the phased budget submitted by the budget holder.
    Work with the Finance Coordinator to manage and update the master budget for Turkana and Samburu offices, and pro-actively highlight gaps;
    Support the Finance Coordinator in award opening and closing meetings for Nawiri with the Budget holder
    Work with the Finance Coordinator in coordinating the monthly Awards Review Process in Samburu and Turkana.
    Support capacity building of coordinators and managers in Awards management;

    Policy & Donor Regulations Compliance:

    Assist Turkana and Samburu office in day to day compliance and award financial management issues. Gather information from Kenya Office Awards Team and/or other units within Finance in resolving an issue related to compliance. 
    Work closely with the Finance Coordinator and Awards team in ensuring donor regulations are being adhered to and report any divergence to the Awards Manager.
    Support the audit/expenditures verification from the prime and ensure that the recommendation are addressed on a timely basis.

    Save the Children is in the middle of its ambitious 2022 – 2024 strategic plan that looks to significantly increase our digital engagement with new and existing supporters to achieve our programmatic and advocacy goals.

    This role sits within the Digital Public Engagement Team, a virtual team, which provides strategic support, specialist digital technical guidance and digital communications to our 27+ Members, most of them in Asia, Oceania, Europe and the Americas. This team also focuses on reaching out to new audiences and engaging with them in non-member markets.

    The SCI Website is a very important digital platform for Save the Children to engage and communicate with the public, to drive campaign support and fundraising, and provide partners, suppliers, job seekers and peers with key information and resources from our organisation and its experts.

    The SCI website is currently undergoing redevelopment, which aims to drive an increased number of people to the website, provide a fluid user experience and in turn lead to an increased number of engaged supporters, donations, improved brand awareness, and campaign support.

    The International Website Product Owner will be the Strategic Lead for website, functionality, content, performance and overall web governance. The role will be responsible for the management of a high-performing global SCI website to deliver compelling experiences for diverse international audiences.

    The post holder will develop and implement website strategies that will increase brand visibility, drive website traffic and achieve digital engagement and fundraising objectives.

    This role will also be the key decision maker on items such as site and page structure, taxonomy, content, user experience, mobile experience, business function support, front and backend development, taking into consideration priority audiences as well as organisational needs.
