    SCOPE OF ROLE: 
    This position demands the technical knowledge, management skills and the work experience needed to run a health project. The Senior Project Officer, Health will be responsible for ensuring management of the health project is executed in line with SC, county, national and international humanitarian standards and donor guidelines and in line with the health sector priorities and in collaboration with other partners in the sector and other related sectors. It will also involve active participation in the health sector coordination forum, other agency and key health sensitive sector liaison, capacity building and supervising staff using techniques and tools available and appropriate to Nairobi donor funded sub-counties and health facilities.
    The Senior Project Officer, Health will work closely with Ministry of Health Nairobi County and 6 sub-counties health management team and with Save the Children project team in the programme budget management, planning, implementation, and monitoring of IMNCI E-Learning project (MEDSINC Mooney) activities at the supported health service and community levels. This support aims to strengthen the responsiveness of the health system to Children under the age of 5 years. 
    Based in Nairobi, the Senior Project Officer will participate in National, County, and sub-county technical working groups and committees; ensure planned activities are implemented according to the work plan and ensure that best practices and key lessons learned are captured and shared internally and with external stakeholders. On a day-to-day basis, he/she will work under the supervision and direction of the Health Coordinator.
    Dimensions: Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition, and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada, and SC Finland to create a single operation in Kenya. In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. Save the Children now has an operational presence in Dadaab Refugee Camp, Garissa, Mandera, Samburu, Baringo, Turkana and Wajir and we work through partners in many other parts of the country.

    Budget responsibility: Yes – as per program size and delegation scheme. 
    KEY AREAS OF ACCOUNTABILITY:
    Programme

    Plan and supervise implementation of project activities together with Save the Children Nairobi area programmes team at field level, and MOH counterparts.
    Manage project budget including monitoring of expenditures.
    Ensure quality implementation of the projects in country, providing support to Project officers in project management and project cycle management.
    Support and participate in donor visits when necessary.
    In times of emergency, provide technical support to disaster responses as directed by line manager.
    Contribute to advocacy campaigns as directed by line management.
    Contributes to the development of work plans and budgets, training plans, quarterly reports and other reports as needed.
    Together with the Heath Technical Specialist and Health Coordinator ensures the project goals and milestones are met efficiently and effectively, in accordance with project budgets and work plans.
    Provide technical support in implementation of the community and facility components of the project ensuring that these align with national and global best practices. 
    Support the budget management, planning and roll out of both projects. 
    Participates and oversee capacity building activities of Ministry of Health – private and public health workers and community health volunteers.

    Monitoring, Evaluation, Accountability & Learning (MEAL)

    With the support of MEAL team ensure project performance is tracked and quality standards adhered to.
    Coordinate regular project monitoring and supervision in liaison with the SCHMTs to ensure quality project implementation according to agreed standards.
    Take lead in preparation and documentation of best practices, lessons learnt including case studies.
    Ensure the compilation of quality and timely reporting for the project both routine project reports and donor reports.
    Ensure learning from the project are documented and shared with County officials, programme staff, other SCI partners as well as within the organization. 
    Collect and manage complaints and feedback in close coordination with MEAL team

    Coordination and Representation 

    With guidance from the Health Coordinator, representing SC within authorized parameters, foster relationships with relevant host government ministries, UN agencies, and local and international NGOs focused on maternal, newborn, and child health (MNCH). 
    Cultivate robust networks with the Ministry of Health and other pertinent national institutions. 
    Forge partnerships with Nairobi County and sub-county officials, establishing operational agreements to effectively execute our programs. 
    Identify potential collaborators for joint initiatives and expand successful programs. 
    Co-facilitate County and sub-county networks and advocacy efforts concerning health and nutrition programs.

    QUALIFICATIONS AND EXPERIENCE

    Bachelor’s degree/Diploma in public health, Nursing with community health experience.
    Minimum four (4) years’ experience in community maternal and new-born health and Integrated Community case management of Case Management programming.
    Experience working with Community Health Units in community health strategy.
    Experience of working with local/national governments and capacity building of systems, partners and staff
    Ability to extensively travel for project monitoring and provide on-site technical support to field teams

    Foundational Learning Policy Advisor Team Lead – FCDO

    Save the Children is seeking a Foundational Learning Policy Advisor for the anticipated 3 year £ 4.4 million FCDO funded Institutional Strengthening of Policy Implementation to Reduce Educational Disparities in the early years’ education (INSPIRED) Programme. The programme will focus on increased access to quality Early Childhood Education (ECE) services in the Arid and Semi-Arid Lands, with a reduction in gender disparities; establishment of stronger ECE and foundational learning policy environment at the national level and strengthening evidence generation to inform decision-making at county and national levels. The Foundational Learning Policy Advisor will provide Technical Assistance (TA) to the Ministry of Education (MoE) for the development of relevant policies and legislations in ECE in line with the National Education Reforms (Presidential Taskforce Report Implementation). The post holder will act as the key liaison resource between SC Kenya and key policy and decision makers in the education sector. The Policy Advisor will provide though leadership on relevant legislative and policy instruments and be able to effectively communicate lessons learned and recommendations, foster and partnerships with relevant state and non-state institutions.

    This position is contingent upon donor approval and funding.
    KEY AREAS OF ACCOUNTABILITY
    Program Delivery

    Provide Technical Assistance (TA) to the MoE for the development of relevant policies, legislations, and other priorities in ECE in line with the National Education Reforms (Presidential Taskforce Report Implementation)
    Develop policy position papers and briefing notes on ECE/Foundational learning to inform policy dialogues with sector stakeholders.
    Provide strategic policy advice, and guidance on foundational learning to key government stakeholders, sector partners and key project staff in SCI Kenya
    Provide technical support to sector stakeholders to build their capacity to incorporate foundational learning concerns into legal frameworks, policies, guidelines, and plans.
    Develop policy positions and proposals, identifying changes in policy design and/or implementation that could deliver improved outcomes.
    Designing and overseeing delivery of comprehensive engagement plans to share policy.

    Monitoring, Evaluation and Reporting

    Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) to conduct evaluations, and demonstrate a clear understanding of how the evaluation will generate lessons learned for the programme itself, for the government, and for other education stakeholders in Kenya, and globally.
    Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) team for monitoring and evaluation of programme activities including taking corrective action where necessary.
    Ensure IPTT and indicator progress are updated monthly.
    Document programme learning and ensuring it contributes to organizational advocacy and donor priorities.
    Update project tools in line with SCI project management platforms (PRIME).
    Maintain an up-to-date information pack of various aspects affecting the beneficiaries in liaison with the other program teams and do analysis of project reports.
    Ensure timely implementation of budgeted activities in addition to budget tracking and control and ensure clarity of project reports.
    Develop and track quality project indicators and MEAL framework for the project with support from the MEAL team.
    Lead in assessments, evaluations and report writing for the project and enhance continuous monitoring and evaluation of programme activities in line with donor priorities.
    Work with MEAL to ensure updated project indicators and target beneficiaries throughout the project. .
    Work with T4D team to digitize project assessment tools including school attendance, enrolment, teacher professional development, teacher instructional support and all assessments in the program.
    Make regular support visits to Mandera and Wajir field offices.

    Partnerships And Coordination

    Strong relationships with government, especially at national level with the Ministry of Education but also with the county governments. This should include credibility and strong reputation with Kenya’s Ministry of Education (MoE), and credibility and strong reputation with Wajir and Mandera county governments.

    The Item Master is the product data management system for SCI globally. It holds approximately 11,000 products procured by the organization, with around 900 supply catalogues reviewed and verified annually. The Product and Learning System Co-ordinator will be responsible for full ownership and management of the Item Master system and functional lead for the supply chain data held on the SCI Learning Management System (LMS). For both systems, driving data quality and optimal use to support business processes and learning. They will also support ongoing management of the Inventory Management System (TIM).     Role Purpose:

    The primary focus of this role will be to manage the Quality Framework through the coordination of focal points across all functions and areas of Save the Children’s work, to improve the content and usage of the Quality Framework, and ensure it supports all of SCI’s staff to deliver programmes with quality and compliance.     ROLE PURPOSE:
    The Quality Assurance Nurses will be responsible for day-to-day implementation ICCM-CMAM implementation research project in Mandera County. The project will conduct a hybrid type 1 implementation-effectiveness trial utilizing a cluster randomized 2×2 factorial design. Implementation will be in four arms which will provide different interventions under investigations as follows: 1) iCCM, 2) CMAM, 3) iCCM-CMAM, and 4) Control group. Trained, supervised, and well-equipped Community Health Promoters (CHPs) will be responsible for delivering iCCM-CMAM for sick children aged 2-59 months. The interventions being investigated include 1) iCCM, 2) CMAM, 3) iCCM-CMAM, and 4) Standard of Care. CHPs will receive training, resources, and supervision to administer iCCM-CMAM for sick children aged 2-59 months, employing a comprehensive five-pronged approach involving sensitization, training, commodity provision and accountability, supervision, and monitoring and evaluation.
    The study is expected to provide evidence on the feasibility and effectiveness of iCCM-CMAM in improving access to appropriate care for acutely ill children in remote areas delivered by CHPs. The findings will inform the Kenya Ministry of Health and county management teams, guiding practical implementation steps. The operationalization of iCCM-CMAM has the potential to enhance health outcomes and reduce child mortality in low-income countries. By integrating community-based management of acute malnutrition into iCCM, a more comprehensive approach to child care can be extended to those in hard-to-reach areas. The role holders will play a critical role in promoting delivery of quality implementation research in collaboration with CHPs, Mandera county department of health, health and nutrition teams within Save the Children, the research consultants and key stakeholders including. In close liaison with MEAL, support in the research implementation fidelity, collection, processing, and verification of reports/forms and maintains programme/projects databases.
    SCOPE OF ROLE: 
    Reports to: Nutrition Coordinator
    Dimensions: Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and a footprint in Kakamega, Kisumu, Migori and Kitui. In 2016, Save the Children established a new project office in Madagascar whose operations are managed by the Kenya CO.

    KEY AREAS OF ACCOUNTABILITY:
    Programme:

    Provide technical assistance to MoH and CHPs towards implementation of integrated community case management and integration with uncomplicated acute malnutrition.
    Support training and mentorship for Community Health Volunteers on Integrated Community Case management implementation (ICCM), Basic modules, Community based Management of uncomplicated acute malnutrition (CMAM).
    Coordinate with the health records and information officers to ensure the data   submitted by facilities is complete by regular quality checks   to ensure completeness of the records of the children in the study.
    Organize and coordinate trainings for CHPs in consultation with County health authorities.
    Supervise routine data collection and commodity accountability by the CHPs in liaison with Community Health Assistants 
    Closely work with the principal investigator(s) and provide the necessary requirements they need to successfully implement the research.
    Follow-up visits of all children identified as malnourished by CHPs treated by CHPs at home within.
    QA nurse shall visit the home of the child identified with malnutrition within 24-48 hours to verify classification and management.
    QA nurse together with the CHAs shall verify every 10th child reported with suspected SAM and MAM, pneumonia, malaria cases managed by a CHP at home or referred to a health facility.
    QA nurse shall conduct follow-up visit one week and two weeks after the initial diagnosis and management to assess for treatment failure.
    Shall ensure children discharged as cured from SAM and/or MAM are followed for 6 months and the MUAC and weight are taken every month.
    Ensure Children treated for diarrhoea, malaria and pneumonia will be followed up 2 days after initiating treatment to assess treatment progression and thereafter post-discharge follow up will be done for 3 months.
    Ensure all children on post-discharge follow up will be assessed for ICCM conditions, MUAC and weight every month.
    Monitoring and Evaluation:
    With the support of MEAL team ensure project performance is tracked and quality standards adhered to.
    Ensure the compilation of quality and timely activity and monthly reports for the project.
    Document the process of implementation, lessons learnt, case studies and good practice to ensure information is widely disseminated.
    Support regular review meetings with the community health promoters, sub county community strategy focal person and community health assistants. 
    Coordinate regular project monitoring and supervision in liaison with the SCHMTs and project MEAL focal person to ensure quality project implementation according to agreed standards.
    Collect and manage complaints and feedback in close coordination with MEAL team.
    Network and coordinate with the relevant sectors and agencies implementing health activities at national and community level.
    Identify areas of synergy in the field with the Ministry of Health and other implementing agencies working with communities. 
    Liaise and establish strong links with existing community structures including mother to mother support groups, community units, youth groups, village elders and religious leaders.
    Support community dialogue and action days.

    QUALIFICATIONS AND EXPERIENCE

    Kenya Registered Community Health Nurse 
    At least two (2) years’ work experience in health and nutrition programming including monitoring and evaluation. 
    MUST be registered with Nursing Council of Kenya.
    Fluency (written and verbal) in English, Swahili, and Local dialects in Mandera County.
    At least two-year working experience in a health facility.
    Mature, responsible, dependent, highly organized and motivated persons

    Role Purpose:
    The Regional Change & Deployment Manager is a role sitting within the Change and Deployment Team that has been created to deliver a number of high priority projects implementing new systems and business processes across Save the Children International (SCI)’s 55 country offices.
    The Regional Change Manager has responsibility for managing the change & deployment activities for these priority projects across a number of locations. They are responsible for ensuring all key office stakeholders understand the C&D methodology and its application, facilitating and supporting the offices with each project rollout and consolidation, ensuring active office engagement and ownership to achieve a successful implementation.
    For 2024/25 the role will be responsible for completing change and deployment activities relating to the implementation of a new operating model for Save the Children as well as the automation of key business processes such as cash and voucher assistance.
    This will include supporting a designated portfolio of country offices across the ESA (East & Southern Africa) and WCA (West & Central Africa) regions. At least 40% of the time is expected to be spent travelling to support country offices.
