    Translation of a CSO Guide on Engaging with (ACERWC)

    Background
    The African Human Rights system has undergone a number of significant changes since the publication of the second edition of the Guide in 2010. The membership of the African Committee of Experts on the Rights and Welfare of the Child has experienced several changes in membership, with the ending of the tenure of members who served their term of office. The Committee has developed General Comments, issued findings in response to communications received, and strengthened its partnership with civil society through the African Children’s Charter Project (ACCP). At the broader AU level, the Human Rights Strategy for Africa, the African Governance architecture, the AU Agenda 2063 and the declaration of 2016 as the Year of Human Rights in Africa are amongst the significant developments which have had an impact on the work of the ACERWC. These changes have necessitated a revision of this Guide into the 3rd edition which was published in 2016. Save The Children International thus engaged the author to update the 2nd edition with these and other new developments in the Committee’s work as well as in relation to the advancement of children’s rights in Africa. The 3rd edition is currently available only in the English version, and will need to be translated into French for purposes of use within the French-speaking countries in the Continent.
    With this Terms of Reference, Save the Children Regional and Multi-Country Programming Unit is sourcing for Translation services of the Guide (Fully Titled: Advancing Children’s Rights: A Civil Society Guide on How to Engage with the African Committee on the Rights and Welfare of the Child)
    Outcome
    Final French Version of the Guide (Fully Titled: Advancing Children’s Rights: A Civil Society Guide on How to engage with the African Committee on the Rights and Welfare of the Child)
    Methodology & Expected Standard

    All text, including text contained in figures, boxes, captions, sources and covers requires translation and proofreading into French;
    The translator will ensure French language excellence and proofreading, including excellent French vocabulary, syntax, expression and grammar as well as all relevant terminology;
    The translator is expected to perform terminology research to ensure accuracy and appropriateness of translation.
    The translator is also responsible for ensuring quality and accuracy of the entire document before submitting it back to the Save the Children Programme Manager in charge of the project.
    The translator should maintain the overall context into which the document is originally written. This means, the original intended contextual meaning of the sentences/phrases should not be altered or changed into something else;
    The translator will have to use the original word document and only replace text in it since it will make it easier for layout;
    The translator will submit to save the Children the first version of the translated document, where upon receipt of this document, Save the Children will make comments and communicate back to the translator any necessary feedback for amendments;
    The translator will work on the comments; proof read the translated document before the final French translated version is submitted to Save the Children;
    The translator will develop and share with Save the Children her or his work plan detailing the workflow, timelines and milestones;

    The translator is obligated to work within the required deadlines and be available to Save the Children for comments and corrections.
     
    Consultant profile

    Minimum of 5 years’ experience in English/French translation.
    Demonstrated knowledge in translating professional documents into working language of the African Union
    Outstanding translation and editing skills in French and English
    Experience in translating issues related to Child Rights and or Human Rights in the region
    Samples of previous work will be requested
    Demonstrate effective organizational skills and ability to handle work in an efficient and timely manner
    Fully proficient in computer skills.
    Qualifications and experience in International Human Rights Law and Child Rights

    Remuneration
    The consultancy will be paid according to SCI scales for regional/ international consultants.

    Regional Youth Advisor ( Horn Of Africa)

    Role Purpose:
    The purpose of the Regional Youth Advisor (Horn of Africa) is to advise Save the Children’ s Danida regional programme for the Horn of Africa so as to guide the programme to a successful outcome. This advice and guidance comprise three main areas:

    Identifying youth networks as partners for capacity strengthening with the aim of improving their capabilities in advocacy, youth participation, and protection rights of the youth
    Improving youth empowerment (civic, social and economic) through Save the Children’s Danida regional programme as well as the Danida-funded country programmes in region (mainly in Somalia/Somaliland and South Sudan; and secondary in Ethiopia, Kenya and Uganda;
    Contributing to Save the Children and CSO partners’ (including youth network) engagement in the children/youth on the move agenda and the ending child marriage agenda.

    Contract Duration: 2 Years
    Location: Nairobi (travel to Somalia/Somaliland, South Sudan, and Ethiopia expected)
    Qualifications

    Master degree in social or political science or equivalent
    Minimum of 5 years of experience of working specifically on the matters of young people’s empowerment, advocacy and organization.
    Experience of working through and together with others, and with providing technical assistance in a respectful manner.
    Demonstrated experience of writing funding proposals
    Strong oral and written communication skills in English. French added advantage.
    Solid knowledge of youth network capacity strengthening and youth empowerment programming
    Solid knowledge and experience with international and regional youth human rights instruments, laws and policies in East and Southern Africa.
    Solid experience of youth programming in the Horn of Africa (including South Sudan and Somalia refugee hosting countries)
    Experience in labour market issues, employment and technical vocational training, poverty alleviation including challenges of discrimination and exclusion
    Experience in carrying out analysis related project baselines; market surveys; youth situation analysis; and tracer studies of youth.

    Job description
     
    Role Purpose:
    The Child Survival and Nutrition Technical Advisor (CS and Nutrition TA) takes overall responsibility of Child Survival (child health, immunization) and nutrition in Afya Halisi project. Afya Halisi is a USAID funded five year project which aims to deliver quality, integrated services in the areas of family planning (FP), reproductive, maternal, newborn, child and adolescent health (RMNCAH), nutrition, and water, sanitation, and hygiene (WASH) in the focus counties of Kitui, Migori, Kakamega and Kisumu.
    The Child Survival and Nutrition Technical Advisor will provide technical oversight in service delivery with emphasis on child health, immunization and nutrition services. He/she should be knowledgeable and skilled in child health, immunization and nutrition programming to allow effective demand creation and quality service delivery at community and facility levels. In collaboration with project team and partners, the position will support the design and implementation of evidence based high impact interventions. He/she will be responsible for preparation of annual work plans, capacity building of project and MoH staff, quality implementation of interventions and effective coordination of the program with collaborating partners. He/she will work with other project staff and field teams to support area level advocacy for child health and nutrition services.
     
    Qualifications

    Medicine/ Clinical Medicine/Nursing with a post graduate degree in public health/global health; community health; health management with training and experience in and project planning and management techniques
    Knowledge of current global and regional public health debates in child survival and nutrition
    Recommended a minimum of five years of relevant technical experience including at senior level. Experience working within the devolved Kenyan health system is a must.
    Proven experience and skills in research and advocacy and influencing institutional, private and/or corporate donors and writing up high quality donor reports
    Experience of working with local/national governments and capacity building of systems, partners and staff
    Ability to extensively travel for project monitoring and provide on-site technical support to field teams
    Highly developed interpersonal and communication skills including influencing, negotiation and coaching

    ROLE PURPOSE:
    The Water Sanitation and Hygiene (WASH) Technical Advisor (WASH TA) takes overall responsibility of WASH in Afya Halisi project. Afya Halisi is a USAID funded five year project which aims to deliver quality, integrated services in the areas of family planning (FP), reproductive, maternal, newborn, child and adolescent health (RMNCAH), nutrition, and water, sanitation, and hygiene (WASH) in the focus counties of Kitui, Migori, Kakamega and Kisumu.Reporting to the Senior CS TA, the WASH TA will provide overall WASH technical support to Afya Halisi. The WASH TA will have a leading role in the planning and implementation of the WASH program including development of high quality annual work plans and the provision of high quality and timely technical support to the field teams. Although based in Kakamega, the post holder will provide support to the other Afya Halisi counties. He/she will play a leading role in capacity building of program teams, partners and other local actors in WASH. He/she will play a key representation role in front of donors and WASH partners and as necessary will participate in WASH forums. She/he will work with other project staff and field teams to support area level advocacy on WASH.
    SCOPE OF ROLE:

    Country Dimensions: Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country. In total, we employ around 250 staff and had an operating annual budget in 2016 of approximately US$17.5million.
    KEY AREAS OF ACCOUNTABILITY:

    Programme quality and capacity building

    Provide overall technical guidance and leadership for implementation of activities within the WASH technical area
    Contribute to the capacity building of the project staff and MOH in WASH knowledge and skills
    Review and analyze data for performance monitoring of the WASH program and utilize the data to take corrective actions
    Provide leadership in writing of abstracts for conferences and manuscripts for publication
    Provide guidance and support to county staff to coordinate and link initiatives of other partners in supporting health facilities in service delivery
    Represent the project in national and county technical committees including TWGs and stakeholders meetings in relation to WASH programming
    In collaboration with staff, prepare and track the progress of program and activity budgets
    Contribute in the preparation quarterly and annual technical reports to the project and its funding agency
    Work with Save the Children Technical Specialists to identify the technical support needs of the project and ensure this support is provided by the relevant advisors
    Ensure that programme strategies support and demonstrate good practice in child safeguarding.

    Monitoring and evaluation

    Provide support in the design, implementation and follow up of WASH routine monitoring and supervision plan in liaison with the CHMTs; including joint monitoring plans and mentoring
    plans and ensure action points are followed and actioned.
    Put systems in place to ensure WASH information required to monitor progress and impact indicators is collected, compiled and analysed appropriately.
    Ensure all Save the Children and external monthly/quarterly and donor monitoring requirements are complied with.
    On a quarterly basis organize for review and update progress of WASH program against set targets with key project staff and key CHMTs.
    Participate in the design of baseline, mid-term and end of project evaluations for the WASH component in collaboration with other project partners
    Take lead in guidance and documentation and ensure the active dissemination of project findings and lessons learned through the production of high quality materials and their effective dissemination to key stakeholders.
    In coordination with MER team, maintain WASH information data base with all the relevant project data readily available.
    Advocacy , coordination and representation
    Regularly undertake liaison and advocacy with Government partners and officials in the project’s counties on project activities and related health/nutrition issues.
    In liaison with the project’s management team, SCI Advocacy Technical Specialist and other project partners, support the County MOH to prioritize WASH needs for the county to be funded by county government and other actors and ensure these are provided for in relevant County plans strategies.
    Internally liaise and coordinate with other sector SDOs (within Save the Children and beyond) to ensure coordination and holistic service delivery to targeted locations.

    Other

    Ensure that programme strategies support and demonstrate good practice in child safeguarding.
    Participate actively in project and Save the Children’s meetings, planning and review activities, providing enhanced insight into WASH programming.
    Actively participate in key relevant internal meetings such as Programme Review Meetings, as required.
    Participate in any donor visit to project(s) within the country office portfolio, as required.

    QUALIFICATIONS AND EXPERIENCE

    Minimum of 5 years of relevant professional experience working on similar type of programming, especially on CLTS, WASH promotion at community level
    At least 5 years of professional management experience in public and private health programs
    Ability to combine technical leadership skills, communication skills and capacity to manage relationships with different stakeholders including County and National Government Staff.
    Able to demonstrate excellent interpersonal skills in collaborating with Health Staff at county level on issues related to implementation of WASH services at health facilities.
    Ability to manage projects, set priorities, and plans for the successful implementation of programs.
    Experience working with donor funding agencies and/or private sector foundations
    Excellent verbal, written communication and presentation skills.
    Computer literacy, particularly in the use of MS Office

    We are looking for a Regional Humanitarian Health Advisor to join our team and drive forward our health programmes in humanitarian contexts and to ensure we are delivering quality interventions by providing quality technical inputs and direction. You will also be responsible for driving the Public Health on the Front Line strategy.

Our UK and Global Programmes department delivers humanitarian and development programmes, builds partnerships with institutional donors – including governments, multi-laterals and trusts – and drives lasting change.     As Regional Humanitarian Health Advisor you will be deployed to the field at short notice in order to set up new emergency health programmes; including leading technical assessments, developing health programme plans, strategies and master budgets, and leading on coordination and representation. In addition you will:

    Ensure responses are based on Save the Children’s theory of change, strategies and principles of child rights programming, national policies and international best practice
    Work with the regional office and other Save the Children members to secure funding for humanitarian health programmes, coordinating with donor technical experts and developing high quality proposals
    Work closely with other advisors from the Humanitarian team on developing and implementing knowledge and best practice for integrated programming
    Effectively manage the deployment of Health HSTs, while supervising, mentoring and supporting their professional development
    Work closely with Save the Children Emergency Health Unit (EHU) on design and deployment criteria for the EHU.

    To be successful you will have proven experience in the field, as well as head office in the implementation and management of humanitarian health programmes. You will also have a Medical Doctor, Nurse, Doctor of Philosophy degree or equivalent technical training. In addition you will have:

    Proven experience in developing strategies and proposals for major donors
    Experience of working on HIV programmes including PMTCT in emergency context
    Strong communication skills at a level appropriate for high level external representation and the ability to tailor communications to different audiences
    Experience of capacity building and mentoring with experience of team leadership and management
    Ability to travel at short notice, occasionally to remote and insecure locations for up to 50% of work time.
