    As a member of the Senior Management Team, the Director of Supply Chain shares in the overall responsibility for the Strategic direction and coordination of the Country Office (CO).     Strategy
    Leadership of the Somalia Country Office Supply Chain team

    Ensure that the required support is provided promptly, at scale and in line with the rules and principles during humanitarian emergencies, working closely with the Regional Office
    Compliance
    All Supply Chain Management team report to and advice CO SLT on issues related to compliance to Save the Children’s supply chain policies and procedures.
    To ensure compliance with Save the Children’s minimum standards and procedures related to Supply Chain. This includes reviewing and updating the in-country procedures and policies for the management of the supply chain, vehicle fleets, communications systems and emergency preparedness.
    System Developments.
    To ensure that the following systems are put in place and are working effectively
    Co-ordination of all programme Supply Chain; manage and develop as required the country procedures and policies for the management of the supply chain, vehicle fleets, assets and communication systems, emergency preparedness in line with Save the Children guidelines and procedures
    Ensure that Save the Children minimum standards of Supply Chain procedures and policies are adhered to throughout the Country Programme, briefing and training all relevant staff as required.
    Ensure the Country Programme’s supply chain is set up and effectively operational through the Area offices to optimize resources.
    Ensure that field procurement practices are compliant with SCI and Donor’s regulations.
    To liaise closely with the Security Manager and ensure that all Security Guidelines and procedures are integrated fully into Supply Chain Guidelines and procedures.
    In consultation with Security Manager and Operations team, to ensure the programme’s communication systems in all programme locations work effectively and ensure standardization of all communication equipment throughout the country.
    Ensure that for all programmes at the proposal stage and throughout the life cycle of the project has supply chain plan which will deliver the necessary commodities/ services
    Ensure TiM is functional and reporting, advice management on stocks/GIK management.
    Ensure that appropriate supply chain management and controls are in place for pharmaceuticals and food.
    Emergency Response Management – Supply Chain
    Assist in strengthening organisational readiness to respond to emergencies in line with global SCI emergency goal and benchmarks
    Assist in the design, update and implementation of a full set of emergency preparedness actions, drawing on SCI member input and resources
    Assist to mount appropriate and timely responses at scale to all emergencies consistent with established benchmarks, plans and organizational policies, and in close cooperation with incoming surge teams
    In coordination with the Country Director and SLTT members maintain consistent and coherent engagement in key inter-agency emergency preparedness and response coordination mechanisms including the Cluster system
    Develop the Supply Chain aspects of the programme emergency preparedness plan, in co-ordination with Country Director and SLT members train supply chain staff in managing emergencies.
    Operational and capacity strengthening:
    In close collaboration with Programmes Operation team to:
    Ensure the Country Programme as a whole has the capacity to manage effectively core Supply Chain to gear up Supply Chain capacity to respond effectively to emergencies.
    Participate in the development of all new proposed interventions providing overviews of Supply Chain requirements in the development of project proposals and subsequent projects.
    Develop logistical aspects of the Country Programme emergency preparedness plan
    Provide direct management support, training and mentoring to the Somalia Supply Chain field logisticians and providing feedback through the review process as to their performance and capacity to undertake their role.
    Liaison
    Work with the region to ensure implementation of the Global Supply Chain initiatives.
    Participate in the Supply Chain cluster meetings held in Nairobi/Mogadishu and represent Save the Children’s position and interests.
    Liaise with governments, local administration, the UN and other agencies as necessary.
    Supply Chain Staff Management, Mentorship, and Development
    Provide day to day technical support to Supply Chain staff in the field offices, to monitor their performance and provide skills training to fill any gaps in Supply Chain staff, Programme staff and Partners.
    Ensure appropriate staffing within Supply Chain, including sub office staff.

    Relevant degree or Masters in Supply Chain or related field

    Role Purpose: The Global Assurance function supports the Board of Save the Children International and its management by evaluating the adequacy and effectiveness of the governance, risk management, control and oversight systems in place.
    The role holder will be expected to confidently and capably lead on, or be part of a global team delivering high quality, outcomes-focussed internal audit assignments, reviews, investigations and other work assigned to them to meet agreed professional standards and stakeholder expectations, on time and within budget.
    Building credibility through effective collaboration and a solutions-driven approach to internal audit are key to this role.
    They will be expected to produce high quality, value-adding audit reports in English that are clear, concise, timely and solutions-driven.
    Leading by example, they will also be expected to maintain strong professional relationships across the organisation, working in real partnership with their team and across the business, ensuring that they keep up-to-date with changes and events that have a significant impact on the risk profile of actual as well as potential assignments.

    Reports to: Global Assurance Manager
    Staff reporting to this post: Responsible for overseeing the work of and developing the Global Auditors and will also manage in-country and guest auditors, contractors and others as required on overseas assignments.

    Travel and deliver audits across the whole programming portfolio, including fragile states, unless travel is restricted by the organisation. The annual timetable of audits is generally one of 2-3 weeks working in other countries followed by 2-3 weeks in their home office

    Collaborate with Sub-County Health management Team to plan and provide onsite clinical mentorship, supportive supervision and technical assistance to ensure adolescent and young women have access to appropriate HIV services covering testing and linkage to care and treatment.
    Work with health facility management committee to establish youth corner to create a trusting environment for adolescents and young women to access HIV services and supporting an open and judgment-free space, as well as creating a youth corner.
    Participate in health care facilities service provision assessment, identifying gaps and jointly develop plans with the project and Sub-County Health Management Team for service improvements.
    Support MEAL Coordinator in health facility data collection, compiling, and reporting. Build capacity of the facility teams and providers to use service delivery data for decision making.
    Collaborate with Sub-County Health Management Team and other partners to ensure effective multi-sectoral linkages are established and maintained between health facilities and community services.
    Prepare a comprehensive monthly and quarterly reports of all activities carried out as per the work plan.
    Work with health care workers and youth mentors to establish and maintain support groups for adolescent and young women living with HIV.
    Analyze and report on the progress of all interventions in terms of achieving results using existing M&E tools and identify constraints and recommend corrective action.
    Analyze and address quality of care and access issues for adolescent and young women.
    Refer adolescents and young women who request help to FP and GBV services to health care facilities and safe spaces.
    Promote knowledge management through documentation of case studies, human interest stories s, and photos.

    Emergency WASH Technical Coordinator

    ROLE PURPOSE: The Emergency Technical Coordinator – WASH (TCW), will provide overall technical support to all projects related to WASH in Somalia/Somaliland, both in emergencies and development. The Emergency Technical Coordinator – WASH, will have a leading role in the planning and implementation of the WASH programme including development of high quality proposals and provision of high quality and timely technical support to the filed team with particular focus on current drought responses in Somalia/land. Working under the supervision of the Emergency WASH TS, he/she will work closely with the programme implementation team and ensure high quality programme implementation. S/he plays a leading role in capacity building of programme teams, partners and other local actors in Somalia/Somaliland in WASH. The Emergency WASH TC will also play a pivotal role in providing adequate technical and monitoring support to the programme teams to ensure technical quality throughout the project implementation cycle. He/she will Play key representation role in front of donors and WASH partners and as necessary participate in WASH forums.     · Provide high quality proposals related to WASH for children and other priority groups in Somalia/Somaliland with particular focus on current drought responses.

    Technical Capacity Building and Support

    Assessment, Monitoring and Evaluation
    · Undertake and lead rapid assessments in emergencies and standard surveys and generate quality assessment and survey reports

    · Support Area teams and partners to carry out regular monitoring to measure and report on achievement and progress towards project objectives and results.

    Role Purpose

She/he will work with other SCI teams to improve area level advocacy on child and maternal nutrition. Plays key representation role in front of donors and nutrition partners and as necessary participate in WASH forums and hence a WASH background is highly desirable.
     
    Qualifications And Experience
    Degree in Nutrition, social sciences or a related field. Additional training in child and maternal nutrition will be highly desirable.

    Role Purpose

    Key Areas Of Accountability

    Prepare and circulate the reporting tracker and schedules with the relevant persons, and on a timely basis;

    Assist in the preparation and editing of all donor reports by compiling field level information;
    Ensure that reports are developed in coordination and consultation with the technical advisers and operation teams (finance, MEAL, logistics) and that necessary inputs are adequately provided and review and signoff processes are thorough and adhered to;
    Review draft reports submitted from the field and provide technical support to improve on the quality of the information provided, coherence and completeness of the reports;
    Ensure that donor reports are in compliance with internal SC requirements and any relevant external donor requirements;
    Gather and analyse information about donor responses to reporting guidelines, trends and preferences in reporting and disseminate this information to the relevant staff;
    Liaise as needed, with the relevant team members in the field (project managers, operations team and finance and awards team) to ensure that they provide additional information requested by the donors/member to complete reports;
    Contribute to documentation of lessons learnt and best practises for the country program;
    Maintain a database of the final versions of reports submitted and approved by the donors;
    Periodically monitor the donor reporting processes and document challenges encountered and recommendations for improvement;
