    ROLE PURPOSE: 
    The Supply chain Officer-Procurement r(Buying) is responsible for purchasing of goods and services based on needs of KCO, manage orders and relations for complex portfolio of programmes. The Officer will also support the Senior Supply Chain Coordinator-Procurement in:

    Ensuring that the right supplies and services are procured and that there is timely procurement and delivery of goods and services to programmes to deliver outstanding results for children.
    Ensuring best value for money is achieved through competitive and transparent procurement processes.
    In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

    SCOPE OF ROLE:
    Reports to: Senior Supply Chain Coordinator-Procurement
    Location and support:
    The position holder will be located in Turkana and support Turkana field office procurements with routine/occasional travel to Samburu field office.
    KEY AREAS OF ACCOUNTABILITY:
    Procuring Goods and Services (Buying)

    Improve accountability to donors and beneficiaries through implementation of regular reporting and strong control mechanisms and Assist in the improvement of the quality and timeliness of projects delivery.
    Ensure overall provision and adherence of Save the Children’s minimum standards of procurement policies procedures and oversee the implementation of the procurement activities. 
    Ensure that all procurements in the capital office/field offices are conducted in an efficient and transparent manner, in line with procurement policy & scheme of delegation of SCI.
    Advise on best sources of supply in coordination with the Senior Supply Chain Coordinator-Procurement.
    Support with Market Assessment and Supplier Prequalification process as per the set guidelines for the assigned categories/field office.
    Verify purchase requests ensuring all required information is provided, release PR for approval and follow to issuance of Purchase Order. Submit weekly PR and PO status reports to the Senior Supply Chain Coordinator-Procurement.
    Follow Procurement policies and guidelines in Supplier Award decisions under the applicable threshold.
    Process Purchase Requests using pre-established FWAs and Pre-Qualified Supplier (PQS) lists and support Senior Procurement Officer and Senior Supply Chain Coordinator-procurement on comparative bid analysis, Procurement committees meeting minute and PO/contract processes.
    Ensure that items procured match programmatic requests and are of good quality and observe value for money all the time.
    Support Senior Procurement Officer and Senior Supply Chain Coordinator-Procurement the to ensure that all orders are processed in timely manner and status updates are communicated to programmes, and that all relevant documentation is filed appropriately.
    Monitor Procurement activities for red flags of fraud/ corruption and report these to the Senior Supply Chain Coordinator-procurement and Head of Supply Chain
    Ensure Save the Children’s and donors’ Procurement procedures and policies are being adhered to and provide guidance regarding their application at the field level.
    Track and Monitor Contract/ FWA Compliance, create catalogues where required and manage supplier enablement in ProSave. Ensure all contracts are retendered/renewed/terminated in a timely manner and reflects on ProSave as stipulated by the Procurement Manual. 
    Consolidates all required documentation for presentation to Finance for timely supplier payment for materials and services delivered.
    Produce a weekly report on PRs progressed and those rejected with reasons.

    Supplier Management                                                                                                        

    Manage our supply base by tracking supplier performance, actively liaising with suppliers, and undertaking supplier risk management e.g., vetting and register all necessary supplier info into the system (ProSave)
     Ensure that contractual conditions and performance indicators are understood by the suppliers.
    Identify & resolve or escalate contract-related issues both internally and externally.
    Analyse supplier performance based on customer feedback information & other sources and coordinate with supplier for improvement.
    Make suppliers aware of Save the Children values, policies and procedures and their need to comply as part of agreements.

    Team Management and Capacity Building
    Develop strong relationships with field office programmes to support them in improving their Procurement practices and review all Procurement Plans together with the Senior Procurement Officer and Senior Supply Chain Coordinator-procurement. 
    Performance Management

    Produce management information reports on a monthly and quarterly basis, including data analysis and recommendations on improving the efficiency of our Procurement processes.
    Support the Senior Supply Chain Coordinator-procurement in monitoring the Procurement function performance against KPIs and targets, developing and implementing the necessary corrective actions for buying activities to improve performance. 
    Ensure international Procurement, importation and custom clearance of goods are in line with programme budgets and needs.
    Ensure that the benefits realized through competitive procurement process/negotiations is recorded and reported to the supply chain coordinator – Procurement for further approvals seeking.

    Systems, Tools and Processes

    Promote and ensure compliance to our Procurement Policy, Procedures and quality standards.
    Provide procurement and ProSave support and advice for requisitioners and our FOs
    Regularly Review and update price lists, supplier information/ vetting and specification of goods and services in ProSave
    Support head office initiatives around global supply chain systems, as required with specific focus on Procurement as guided by our Regional and Centre Offices.
    Publishing Framework Agreements, Contracts and catalogues into online in ProSave that staff can order directly.
    Working with the supply base to ready them/support them for sourcing and ordering through ProSave.

    Filling and Reporting 

    Keep records of necessary correspondence and procurement reports in the country and create accurate filing for future reference.
    Support supply chain coordinator – Procurement on relevant monthly supply chain KPI reports are produced and disseminated on time on monthly basis.
    Ensure that all paperwork is kept according to the policies and procedures of the organisation and filed neatly with supporting documents in respective files.
    Responsible for pooling of reports and contract management in ProSave and provide timely reports to the supply chain and relevant report user groups.
    Undertake any other reasonable duties requested by the Senior Supply Chain Coordinator.

    Compliance

    To ensure that all operations relating to the procurement, storage, handling, and distribution of medicines are in line with Good Distribution Practice Regulations. 
    To follow and implement Good Distribution Practice Procedures and report any deviations to the Responsible Person/Quality Manager.
    To carry out investigations as required by the Responsible Person/Quality Manager.
    To contribute to the continuous improvement activities for Good Distribution Practice.

    Other Supply Chain Support

    Support other supply chain functions, like warehouse and asset management housed within the department, when necessary and called upon.

    Project Coordinator

    ROLE PURPOSE
    The Project Coordinator will lead the LEGO Education/ Advocacy Projects at the county level. The coordinator will provide strategic leadership in policy, advocacy and programme related learnings at the County Level. The role will include development and implementation of National and County advocacy initiatives focussing on national & refugee education and other thematic areas of focus for the organisation that ultimately results to political will and commitment towards children’s holistic skills development within national education systems being enhanced. The officer will map out key child participation forums both at the County level to ensure children voices contribute to the realisation of the project’s objectives besides packaging information/research findings and developing appropriate communication channels for dissemination of information/research findings; project documentation and dissemination; capacity building, learning and knowledge management.
    KEY AREAS OF ACCOUNTABILITY
    Strategy development and implementation

    The Advocacy Coordinator will provide leadership in advocacy, learning and policy support to the area office on Education, Child Protection and Public Investment in Children and ensure there is a coherent process linking the county and national level advocacy efforts.
    Maintain an in-depth understanding of key budgetary cycle moments, law and policy reform initiatives at the National and County levels of governance.
    Ensures that all advocacy messages and documents are evidence-based and of high quality.
    In close collaboration with LEGO TWV Team Lead & Deputy Team Lead, MEAL Advisor, education, health and Child protection teams, the Head of Advocacy, Head of Health & Nutrition, Child Protection & Education TS, Communication Manager, develop and implement county advocacy strategies that will seek to draw synergies in integration, CP, education, MNH with other sectors. Responsible for the delivery of an annual implementation work plan. 
    Develop and implement relevant context specific strategies for effective education policy and budget influence, refugee teacher & child participation within the advocacy activities in collaboration with the field office teams and relevant staff at the country office. 
    Support Programme Managers in identifying policy and practice change, which would improve child survival, leaning and protection outcomes for children.
    Support budget advocacy and budget tracking to improve revenue generation and public investment in children for child welfare interventions at national and county level in collaboration with other CSOs.

    Advocacy and Communications

    Lead the monitoring and evaluation of advocacy-related objectives, mapping of key opportunities and events, organisation of Save the Children ‘moments’ and events.
    Lead the utilization of Political Will Monitoring Tool (PWMT) to generate learning and inform activities to impact behaviour change of policy targets.
    Linking to international process and in collaboration with field office staff and technical specialists oversee the development of advocacy materials – including policy briefs, position papers, press releases, Questions and answers and opinion pieces for county and national advocacy. 
    Develop good knowledge of both national and county government structure, political processes and key decision-making structures and how to influence them on issues related to national & refugee and host county education, MNH, CP and domestic resource mobilization. Conduct power mapping to identify and engage key influencers at National and at the County for increased resource mobilization and allocation to child survival interventions.
    Support National and County Officials in developing emergency contingency plans in case of eventualities within the four counties, including through the use of household economy analysis (HEA) Baseline and Response Analysis information to ensure continuity of learning in the face of emergencies.
    Lead the production and/or contribute to the development and dissemination of policy briefs/IEC fact sheets, national and county profiles to get holistic skills development on to the policy agenda at the national and county levels.
    Build systems for research, analysis and documentation that underpin evidence-based advocacy and influencing at county level. This will include undertaking audience research and knowledge services mapping to inform communication and advocacy work.

    Building Partnerships 

    Identify National and County networks and coalitions and develop sustained partnerships/ alliances that are critical in the dissemination and/or application of research findings and/or learning to influence the policy and practice landscape. This includes representing Save the Children at strategic forums, networking with strategic CSOs and other social movement processes that are relevant to Save the Children’s policy work.
    Support and coordinate engagement of key decision makers at national and county levels including MPs, MCAs, directors of education and County Executives to push the skills agenda up the political ladder.
    Support area offices to build partnerships with communities and programme beneficiaries in establishing accountability mechanisms, capacity building and knowledge management.
    Support the capacity building of programme and field staff and key partners on advocacy through training, sharing best practices and supporting learning and knowledge management. 
    Participate in Save the Children programme meetings and related sessions to draw out research-based advocacy messages in programmes. Keep abreast of current research, national and donor policies and debates in Kenya, relevant to advocacy for nutrition. 
    In collaboration with programme managers, monitor and evaluate child survival & protection communication and advocacy activities within budgets, ensuring that indicators and methods are in place to allow evaluation of the achievements and develop regular reports on progress. Post holders will also contribute heavily to the design, development, implementation and dissemination of any H&N, CP and DRM related research. 

    Programme Development & Management 

    Provide overall leadership and oversee the implementation of the LEGO project.
    Participate in intercountry project learning and planning meetings with other Breadth of Skills Countries, member and donor.
    Represent Save the Children at meetings with other NGOs, UN Organizations, State Ministry of Health officials, head teacher associations, teacher unions & local community leaders. 
    Develop and maintain detailed implementation plan and annual and quarterly work plans for LEGO projects in collaboration with the field-based staff.
    Ensure the timely and efficient implementation of the LEGO project as described in the Detailed Implementation Plan (DIP). 
    In Collaboration with the field-based staff, prepare annual and quarterly work plans and ensure that program activities are implemented as planned and within the approved budget. 
    Identify operations research questions, participate in protocol development and support and supervise research activities in collaboration with MEAL technical specialist.
    Participate in proposal development processes, in particular liaising with relevant Technical Specialists and programme staff to ensure that advocacy approaches are integrated within and contribute to the achievement of project results and objectives and that sufficient funds are budgeted for implementation. 

    Finance & Grant Management:

    Monitor monthly expenditure and track project budgets to ensure that spending on the program is in line with the approved budgets. 
    Submission of Donor quarterly and annual narratives and finance reports. 

    QUALIFICATIONS AND EXPERIENCE

    At least 5 years of experience in advocacy work, as well as contributing to the development and implementation of advocacy strategies. Experience working within the education sector is an added advantage.
    Highly knowledgeable on Child Rights Governance including; Public Investment in Children
    Excellent understanding of Kenya’s budget cycle (both at county and national level) and moments.
    An understanding of policy and legislative development processes at both national and county levels.
    Superior written communication skills, including the ability to translate complex arguments into accessible English for a non-specialist audience, and the ability to write articles that would be published in the mainstream press.
    Knowledge of the devolution processes, and its impact on the education and health sector. 
    Excellent verbal communication skills, appropriate for high-level external representation (for example lobbying county governors, ministers, MCAs)

    Program Implementation

    Program Support Operations

    QUALIFICATIONS AND EXPERIENCE

    Minimum of Bachelor’s degree in education, Education in Emergencies, experience in either CP or Education. 
    Minimum of three (3) years’ work experience in education sector especially in refugee setting
    Knowledge of education in emergencies, education sector policy, child rights and protection issues
    Experiences of facilitating community-based training, capacity building school managements, and awareness campaigns.
    Understanding of refugee work, non-formal education and context experience including local language.

    ROLE PURPOSE
    The post holder will be accountable to the Programme Manager for supporting Finance, HR, IT, supply chain and Administration services in programming contexts. The post holder will be responsible for ensuring compliance with SCI global standards, policies, and practices.     Supply Chain

    In charge of warehouse at field office level, ensure TIMs and other warehousing records are updated daily. 
    Support programme staff to develop procurement plans. 
    Support in the development of field level framework agreement.
    Coordinate field office procurement requests and LPOs for local procurements liaising with Supply Chain Officers in Nairobi and Programme Implementation team
    Coordinate delivery and recording of items sourced from local suppliers working closely with Nairobi supply chain team. 
    Information sharing with suppliers and vendors and capacity building them on the SCI procedures and systems.
    Timely and accurate processing of payment through PROSAVE system.
    Maintain records including allocation of assets and GPEs assigned to Field Office. 
    Communicate with IT and Supply Chain for maintenance or upgrading or replacement of any asset assigned asset and GPE assigned to specific Field Office. 

    Financial accounting, planning and budgeting

    Assist with documentation at field office level. Consolidate all financial documents generated at field office and send to relevant officers in Nairobi; these include supplier invoices, staff liquation, Mpesa payment lists, receipts, etc.
    Assist as needed with daily programming accounting operation in liaison with Finance Officers in Nairobi; these include payment of suppliers, processing activity advances, payment of casuals, etc. 
    Monitor field office and guesthouse utilities costs e.g. water, electricity, telephone/Mobile usage, billing, and others related office utilities.

    Fleet and Warehouse

    Support the time timely and accurate processing of items of TiMs.
    Generate warehouse reports periodically and advice PM on effective warehouse management.
    Support the disposal of identified and agreed assets and GPE.
    Keep an updated record of GPE and asset and lead in asset and GPE verification at field level.
    Ensure timely and cost-effective fleet maintenance.
    Share movement plans on a weekly basis.
    Ensure accuracy of fleet service charge model and share accurate data and fleet report monthly with the fleet officer in Nairobi.
    Ensure hired vehicles meet the SCI safety standards.
    Effectiveness of fuel consumption.
    Support drivers on fleet policy compliance.

    QUALIFICATIONS AND EXPERIENCE

    A Degree in Social Sciences or Business Administration from a recognized University.
    Strong knowledge/experience HR and admin, logistics and financial management.

    Good communication skills.
    Experience working in protracted refugee set up and understanding of local context, language and dynamics.

The position holder will coordinate with the sub-county health department to strengthen health system support for improved quality of care at health facilities and in the community. He/she should be knowledgeable and skilled in carrying out operational research in health and nutrition and with practical experience in implementation of nutrition specific strategies/activities to allow effective demand creation and quality service delivery at community and facility levels. 
    S/he will ensure that all health and nutrition activities are interlink to support the achievement of project targets. S/he will be responsible for strategic planning, coordination and monitoring & evaluation of strategies and interventions for the project’s activities. The position holder will provide a technical leadership role at the sub-county in coordination with all project staff and partners to adhere to available policies in health, nutrition, food security and livelihoods, WASH. S/he will be technically supported by the research coordinator.

    KEY AREAS OF ACCOUNTABILITY: 
    Technical leadership and Innovation

    Community mobilization and sensitization: In collaboration with the research team, conduct meetings with key opinion and community leaders, including the Community Health Committees, village elders, and clergy in the project area. Inform the community about the project’s existence, purpose, and benefits to their communities, as well as the broader county, country, regional, and global impact.
    the Ministry of Health, carry out ICCM training for Community Health Promotors in the study arms. Provide ICCM (quadrant 1 & 3) based on the standard ICCM curriculum package.
    SAM and MAM treatment training: Work closely with the lead researcher (KEMRI) and MOH to conduct training for CHPs providing Community-Based Management of Acute Malnutrition services (quadrant 1 & 2). Follow simplified protocols for treating Severe Acute Malnutrition and Moderate Acute Malnutrition using the training guide developed by the researchers.
    Control arm training: Collaborate with the lead researcher to conduct refresher training on the Basic CHP Module and Nutrition module 8 for CHPs in the control arm. Focus on sharpening their skills in screening and referral of malnutrition and routine promotion of positive key messages on health and nutrition.
    Training of health workers: Support in identifying training needs and execute refresher training, such as on Integrated Management of Childhood Illness, ICCM, and Integrated Management of Acute Malnutrition (IMAM), among others.
    Training of CHAs and QA nurses: Provide training on iCCM-CMAM and supervisory monitoring and evaluation to Community Health Assistants (CHAs) and Quality Assurance (QA) nurses.
    Drug and commodity supply and management: Work closely with partners to strengthen the Ministry of Health’s supply chain. Orient health workers on quantification, forecasting, and ordering using the Logistics Management System (LMIS).
    CHP supervision and performance monitoring: Support CHAs in carrying out monthly field-based supportive supervision of CHPs. Conduct facility-based supervision, inviting CHPs to linked health facilities to check on SCRF, SAM and MAM registers, documentation, and logistical issues.
    Data review and analysis: Review and analyze data for performance monitoring. Utilize the data to take corrective actions.
    Mainstream quality benchmarks: Promote the utilization of quality benchmarks within Health and Nutrition programming in Turkana.
    Field monitoring visits: Undertake field monitoring visits to ensure health programs meet defined quality standards.
    Lesson learning and program incorporation: Ensure lesson learning is incorporated into relevant program plans and technical policy guidance.
    Supportive supervision and on-job training: Conduct regular supportive supervision and on-job training in iCCM and CMAM at community health units to build staff technical capacity and enable quality service delivery.

    Representation and advocacy

    Represent Save the Children in relevant internal and external fora including donor meetings (as appropriate) 
    Work with partners to further Save the Children’s mission for children
    Be fully aware of how far the project fulfils child rights in terms of SCI’s strategic and thematic plans.      Ensure that Child Rights programming is effectively incorporated into all aspects of SCI’s work.

    Knowledge management.

    Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) team and other project staff in monitoring and evaluation of project activities including preparation of monitoring reports, documents and lessons learned. 
    Provide mentorship/OJT on ICCM-CMAM and IMNCI/IMAM to facility staff.
    Liaising with the quality assurance nurses, M&E and other Project Officers in development of weekly reports, monthly and quarterly progress reports and ensure timely submission reviewing with team and final submission to Project Coordinator.
    Share case studies, human-interest stories, documentaries and other related materials with MEAL Unit.
    Carry out regular monitoring to health and nutrition outreaches and attend review meetings both at facility and sub-county level to provide support.
    Participate in milestone meetings for monitoring of the progress of the programme such as mid-term reviews, strategy meetings, previews and reviews and annual reviews.
    Ensure exchange and sharing of experience, lessons learnt, best practices and new methods to county officials, programme staff, other SCI partners in matters regarding implementation of humanitarian response.

    QUALIFICATIONS AND EXPERIENCE

    University degree in health sciences / health systems (Nutrition, Nursing, Public health).
    Minimum 3 years of relevant professional work experience in health programming. 
    Experience in training and capacity building. 
    Experience in community mobilisation within the development context. Experience working with the Kenya Community Health Strategy is an added advantage

    The Senior Project Manager is a critical role that will report to the Director of Project and Change Delivery and will be accountable for ensuring effective development, ongoing maintenance and delivery of the Project Plan including aligning with key stakeholders and SME from across the movement to ensure they understand their responsibilities and are held accountable for delivery.     ROLE PURPOSE:
    The Head of Internal Audit and Compliance in the Country Office (CO) is responsible for providing leadership and coordination of Risk, Internal Control and Compliance, Internal Audit and Fraud in the country office. As a member of the country level Senior Leadership Team (SLT) the internal audit position will independently evaluate the adequacy and effectiveness of the governance, risk management and control systems within the county Programme and provide regular opinions on the effectiveness of these systems together with proposed action plans to address any weak areas. 
    The position will lead on coordinating any fraud investigations. The role is a critical 2nd line of control for the organization and requires independent and objective staff. The role reports to the Country Director (CD) with a dotted line into the Regional Risk and Compliance Leader who has a dotted line into the Global Risk Director. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
