    Role Purpose:
    Under the general direction and guidance of the Head of Head and Nutrition, and as a key member of the Programme Development and Quality (PDQ) team, the Nutrition Technical Specialist (TS) will ensure that all nutrition programming is of excellent technical quality, attracts significant donor funding and contributes significantly to Save the Children’s strategic objectives, national/global learning and advocacy. The Nutrition TS is expected to provide technical advice and support to programme staff to ensure programming objectives are successfully achieved. He/she will shall also lead the development and implementation of the country office nutrition strategy, closely linked to WASH and health programming, as well as child sensitive livelihoods as part of wider nutrition resilience efforts. The post holder will play a lead role in the technical design of nutrition-specific and nutrition-sensitive projects, with relevant project managers, to ensure the projects contribute to the achievement of the thematic programme plan; be responsible for ensuring that key organisational principles and approaches such as child participation and sound monitoring, evaluation, accountability and learning (MEAL) systems are well integrated throughout the project cycle; be responsible for ensuring that lessons derived through implementation of projects are well articulated, documented and disseminated both internally and externally, and; engage with policymakers and work to achieve advocacy objectives to realise greater change for children. He/she will support the overall country strategic intent to focus on risk reduction, adaptation and nutrition resilience in light of a changing context in East Africa
    Key Areas of Accountability

    Strategic Planning and Programme Development

    Be fully aware of and actively participate in the development and review of country strategy and thematic programme plans. Specifically lead the operationalisation and implementation of the nutrition component of the Save the Children Kenya Health & Nutrition strategy and ensure that nutrition-sensitive strategies and approaches are integrated into other thematic strategies.
    Build on technical knowledge and understanding of the operation of nutrition policy and services in Kenya, and current/previous programming to develop proposals for new programming in close coordination with the programme staff. Ensure all new programming supports the achievement of Save the Children’s objectives as outlined in the Health and Nutrition Strategy, specifically improving child survival, food security, resilience and adaptation in Kenya.
    Analyse donor priorities and positions on issues related to nutrition; identifying institutional and private sector funding opportunities and developing and maintaining contacts with potential donors, partners and key technical agencies. Ensure that new partnerships in this technical area reflect the programme quality we expect of ourselves.
    Ensure that programme strategies support and demonstrate good practice in child safeguarding.
    Using a child rights programming lens, ensure that our nutrition programming is built around the Theory of Change and aligns with global and country office nutrition strategies.

    Advocacy and Policy Development

    Be fully aware of and proactively engage in the development, review, dissemination and operationalisation of national policies, strategies and other initiatives and developments by government and other stakeholders relating to nutrition, and related health, WASH and/or food security issues. Regularly assess and communicate the implications for Save the Children’s programme and priorities of any changes in the operating environment relevant to this theme.
    Help to clearly articulate the nutrition advocacy messages for the Kenya country office. Work with the Head of Child Survival, Health Advocacy Advisor and Health Technical Specialist in the development of a national health and nutrition advocacy strategy and an implementation plan (with timeline, key outcomes and activities). Support and monitor the implementation of nutrition-related elements of the advocacy strategies at national and county level, including through ensuring that programme staff have relevant advocacy skills and that roles and responsibilities for different activities are clarified.
    Develop policy briefs and position papers as and when required related to the nutrition programme in coordination with key programme staff. This may require technical support from other technical specialists within the country office or within the SC Members.
    Represent and advocate for Save the Children with UN agencies, donors, Kenyan Government, NGOs and others at the highest levels in both verbal and written communications to ensure that Save the Children is seen as one of the leading international agencies in terms of innovation and quality of implementation with a focus on child survival, food security and nutrition resilience.
    Specifically ensure that evidence, learning and recommendations from Save the Children’s programmes are shared through:
    Active participation in monthly Nutrition Technical Forum meetings at the MoH
    Participation and/or sharing information for use by the Health Advocacy Advisor to share during Scaling Up Nutrition (SUN) meetings at the national level
    Participation in Regional Food Security and Nutrition Working Group meetings and/or collaboration with the Child Poverty Technical Specialist to share engagement
    Participation in the Nutrition Information Working Group and/or collaboration with the Health Advocacy Advisor to share engagement
    Ensuring pro-active engagement with the UN/UNICEF, including through coordination meetings at national and regional levels
    Advising field teams to ensure adequate field visibility through technical attendance and technical meetings at district level

    Programme Quality

    Monitor and provide timely, relevant, accurate input on overall technical aspects of Save the Children nutrition programme work in Kenya.
    Liaise with the Programme Operations department to ensure all nutrition and other programme staff receive the necessary and appropriate technical support. In consultation with staff and project managers, agree on the range of advice, support, training and/or other assistance required to facilitate high quality programming. This will involve regular visits to Save the Children operational areas.
    Assist in the development of tools for project staff and partners to improve the quality of nutrition work. Where necessary provide – or ensure the provision of – technical training for project staff and partners as required (IMAM; IYCF; C4D, KAP and nutrition surveys, other monitoring and evaluation).
    Where external consultants (local or international) are required to technically support or monitor and evaluate projects, lead the recruitment and subsequent management of contracted consultants as per the recruitment guidelines.
    Review relevant monitoring reports to donors to ensure that technical debates are well articulated and reports are of acceptable quality before submission. Provide support where necessary to improve report-writing skills.
    Provide input on partner selection, and provide technical coaching of partners in nutrition.

    Monitoring and Evaluation

    In collaboration with the MEAL Manager and engagement with field-based MEAL staff, ensure the development of MEAL frameworks and key indicators for nutrition that help each project to clearly demonstrate progress and impact, improve the quality of reporting, identify issues for advocacy and new programmes/projects in the future.
    Participate in the design of baseline, mid-term and end of project evaluations for nutrition programmes, or nutrition components of multi-sectoral programmes. Monitor the evaluation process and provide input and clarification as needed. Review evaluation findings and ensure that lessons and recommendations are actioned and used to improve current programming as well as to inform the design of future programmes.
    Regularly review and monitor programmes for child safeguarding issues. Take corrective action in modifying programme activities and/or report incidents.
    Ensure the active dissemination of programme findings and lessons learned through the production of high quality materials and their effective dissemination to key stakeholders.

    Other

    Participate actively in PDQ programme meetings, planning and review activities, providing enhanced insight into nutrition programming.
    Actively participate in key relevant internal meetings such as Programme Review Meetings, Senior Management Team or Area-based meetings as required. Participate in any donor visit to project(s) within the country office portfolio, as required.
    Ensure the recruitment and training of nutrition programme staff in technical areas of expertise as appropriate and ensure availability of appropriate professional development opportunities. Provide feedback on the performance of key programme staff through regular consultation with Area Programme Managers, as well as through structured performance management processes.

    QUALIFICATIONS AND EXPERIENCE

    Nutrition professional with a Masters Degree in nutrition or equivalent.
    At least 5 years of experience implementing nutrition programmes with at least two years, of working at an advisory level in nutrition for international NGOs or the private sector in Kenya.
    Excellent understanding of the nutrition sector within the Kenyan context, particularly maternal, newborn and child nutrition issues.
    Clear understanding of and proactive approach to nutrition resilience, hunger and food security issues in Kenya, particularly in the context of Northern Kenyan.
    Proven representation and advocacy skills.
    Strong commitment to capacity building of national staff and partners with willingness to adopt participatory and consultative approaches.
    Experience with nutrition programming in arid and semi-arid land (ASAL) settings preferred.
    Experience writing donor funding proposals for large institutional grants in excess of US$1 million.
    Strong writing skills, including experience in writing proposals, capacity statements and position papers.
    Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.

    Health and Nutrition Technical Lead

    Role Purpose:
    Save the Children is seeking a Health and Nutrition Technical Lead for the anticipated 5 year USAID Food for Peace (FFP) Development Food Security Activities (DFSA). S/he will take overall responsibility of Save the Children’s deliverables in the project. The position holder will provide overall leadership and technical direction for the project, ensuring achievement of project deliverables. The project focuses on sustainably reducing persistent acute malnutrition rates in two target counties in Northern Kenya. The project will be implemented in two phases whose objectives are to research, test approaches, and collaboratively design a context-sensitive, multi-sectoral activity that sustainably reduces acute malnutrition; and to implement and adapt, in conjunction with Kenyan system s, a multi-sectoral systems-driven activity to reduce acute malnutrition; and strengthen relevant systems and institutions to manage and scale nutrition activities. This position is contingent upon donor approval and funding.
    Key Areas of Accountability

    Technical assistance and capacity building

    Provide programmatic and strategic leadership, setting priorities in designing and managing the implementation of the project’s activities in collaboration with the other technical advisors and the implementation team
    Provide overall technical guidance and leadership for implementation of health and nutrition activities
    Provide technical leadership for health system strengthening and capacity building approach of health and nutrition activities
    Provide leadership for Quality Assurance and Quality Improvement measures in health and nutrition
    Contribute to health and nutrition formative research and pilot research design and implementation
    Work with the project System Strengthening and Institutionalization Lead and contribute to the development and execution of health and nutrition systems strengthening and capacity building efforts

    To have overall management responsibility for the Save the Children team in the project. Lead and motivate the team to ensure effective project implementation.

    Incorporate staff development strategies and Performance Management Systems into team building process.

    Assessment, monitoring, evaluation and documentation

    Facilitate the annual work planning process in close collaboration with the prime, government teams and the project staff.
    Ensure technical and administrative compliance with donor requirements.
    Prepare narrative and financial reports for donor(s) and Save the Children as required, ensuring these are of a high quality and submitted for review in a timely manner. This will involve compilation of information from a range of project staff and government partners.
    Monitor health and nutrition program outputs and results and work closely with the Monitoring, Evaluation and Research team to ensure that results are documented and reported accurately and in a timely manner.
    Work closely with the Monitoring, Evaluation and Research team and take a lead in ensuring that all health and nutrition components have robust monitoring plans, baselines, reviews and evaluations in line with the project design and donor guidelines.
    Work with the project Research and Design Lead to contribute to the health and nutrition researches and pilots.
    Facilitate appropriate dissemination of research findings and good practices documentations in the project internally and externally to donors, governments, consortium partners and other key actors strategic for immediate and sustainable development of children in Kenya.

    Knowledge management

    Serve as a technical knowledge, skills and experience hub for the sector in the project in documenting and sharing best practices and innovations for replication and advocacy together with quality programme team
    Work with technical resources among Save the Children members to facilitate sharing and learning in health and nutrition good practices and leverage their support for strengthening health and nutrition related studies, assessments, innovations, advocacy and capacity building in favour of children in Kenya

    QUALIFICATIONS AND EXPERIENCE

    Degree in Nutrition/ Medicine/ Clinical Medicine/Nursing with a post graduate degree in public health/global health; and experience in project planning and management techniques.
    Knowledge of current global and regional public health debates in health and nutrition.
    Recommended a minimum of seven years of relevant technical experience including at senior level. Experience working within the devolved Kenyan health system is a must.

    ROLE PURPOSE
    As a member of the East and Southern Africa Program Quality team, the Regional Research and Evidence Specialist provides leadership to brings consistency, quality and strategic direction to the use of evidence in our work in East and Southern Africa. The role will support Country Offices to monitor, report on and improve programme quality based on evidence generated of what works for children. The position will institutionalize evidence uptake and learning practices for adaptive Child Rights Programming geared towards achieving lasting outcomes for children. He/She will support alignment and tracking of strong country strategic plans, annual plans and reports that demonstrate progress in achieving our Breakthroughs in survival, learning and protection. A strong Monitoring, Evaluation, Accountability and Learning (MEAL) system will be supported in each country to demonstrate impact, specifically aligned to our Global Results Framework, from which this position will build effective evidence and learning systems.
    The position contributes to the following components of program quality as supported by the regional office:

    Ensuring development and monitoring of clear country strategic and country annual plans, including assisting country offices to effectively utilise reporting tools to articulate impact;
    Developing and tracking a relevant regional research strategy and plan, leading to multiple learning opportunities for COs, and effective representation of CO programme outcomes and impact in regional and global forums;
    Facilitating learning within countries based on their research strategy, but also across countries in the region and externally; and
    Coordinating inputs to global reports, initiatives and evidence agendas to learn and demonstrate results.

    SKILLS & QUALIFICATIONS
    QUALIFICATIONS

    7-10 years expertise, and doctoral level academic competence is a plus, Master’s level required.
    Demonstrated credibility and influence (externally and internally) through depth and breadth of expertise; ability to give professional support and direction to senior country office staff.

    Investment in Children Coordinator

    Role Purpose:
    The post holder will work closely with the Advocacy and CRG Technical Specialist, Programme Development and Quality colleagues, and Advocacy Coordinators to identify opportunities of engagement in budget advocacy. The scope of the role will include development and implementation of a national resource mobilization advocacy plan focused around; identifying and participating in national/ county level budget advocacy with a special focus on domestic resource mobilization, identifying targets and processes to use learning to influence policy formulation/policy change/policy implementation; developing a research agenda to advance learning and policy on issues on child friendly budgeting and domestic resource mobilization, packaging information/research findings and developing appr opriate communication channels for dissemination of information/research findings; project documentation and dissemination; capacity building, learning and knowledge management. Ensure clear understanding and documentation of enterprise business intelligence and reporting requirements across the organization.
    Key Area of Accountability

    Strategy development and implementation

    The Investment in Children Coordinator will be responsible for providing strategic budget advocacy, with a focus on domestic resource mobilization both at the national and target county levels.
    Maintain an in-depth understanding of key budgetary cycle moments, law and policy reform initiatives at the County.
    Supports senior leadership in high-level advocacy towards Government agencies, UN agencies, donors and national actors.
    Ensures that all advocacy messages and documents are evidence-based and of high quality.
    Develop and implement relevant context specific strategies for effective child participation within the advocacy activities in collaboration with the field office teams and relevant staff at the country office.
    Formulate budget advocacy messages and targets from lessons learned, assessments, research and evidence gained through project implementation.
    Support budget advocacy and budget tracking to improve revenue generation and resource allocation for child survival interventions at county level in collaboration with other CSOs.

    Advocacy and Communications

    Lead the county level monitoring and evaluation of advocacy-related objectives, mapping of key opportunities and events, organisation of Save the Children ‘moments’ and events.
    Linking to international process and in collaboration with field office staff and technical specialists oversee the development of advocacy materials – including policy briefs, position papers, press releases, Questions and answers and opinion pieces for county and national advocacy.
    Formulate, consolidate and support key policy and advocacy messages (including direct communication and advocacy) for health and nutrition generated from programme managers/Technical Specialists to influence county and national government, donors and other implementing actors.
    Develop good knowledge of county government structure, political processes and key decision making structures and how to influence them on issues related to nutrition for mothers and children. Conduct power mapping to identify and engage key influencers in the County for increased resource mobilization and allocation to child survival interventions.
    Undertake a range of lobbying, communications and other activities to inform and persuade policy makers, including donors and politicians, of the value of Save the Children’s policy recommendations for improving child survival interventions.
    Build systems for research, analysis and documentation that underpin evidence based advocacy and influencing at county level. This will include undertaking audience research and knowledge services mapping to inform communication and advocacy work.
    Support area offices to build partnerships with communities and programme beneficiaries in establishing accountability mechanisms, capacity building and knowledge management.
    Support the capacity building of programme and field staff and key partners on advocacy through training, sharing best practices and supporting learning and knowledge management.

    Programme Development & Management

    Participate in proposal development processes, in particular liaising with relevant Technical Specialists and programme staff to ensure that advocacy approaches are integrated within and contribute to the achievement of project results and objectives and that sufficient funds are budgeted for implementation.
    Participate in Save the Children programme meetings and related sessions to draw out research-based advocacy messages in programmes. Keep abreast of current research, national and donor policies and debates in Kenya, relevant to advocacy for nutrition

    QUALIFICATIONS AND EXPERIENCE
    Essential

    At least 3 years’ experience in advocacy work, as well as contributing to the development and implementation of advocacy strategies. Experience working within Kenya Health systems is an added advantage.
    Excellent understanding of Kenya’s budget cycle.
    An understanding of policy and legislative development processes at both national and county levels.
    Superior written communication skills, including the ability to translate complex arguments into accessible English for a non-specialist audience, and the ability to write articles that would be published in the mainstream press.
    Knowledge of the devolution processes, and its impact on the health sector.
    Excellent verbal communication skills, appropriate for high-level external representation (for example lobbying county governors, ministers, MCAs)
    Experience of developing advocacy strategies, knowledge and understanding of a range of advocacy techniques
