    Role Purpose
    Save the Children is recruiting a Community Engagement Advisor to provide technical leadership during implementation of community level social and behavior change (SBC) strategies for Breakthrough ACTION Kenya. Breakthrough ACTION-Kenya is a two-year USAID/Kenya/PMI funded malaria project. The program is designed to manage implementation of high-quality activities that influence positive behavior change to protect at risk populations from preventable malaria morbidity and mortality. The project will also strengthen the institutional and technical capacity of the Division of National Malaria Program (DNMP) to design, implement, evaluate, and coordinate effective social and behavior change (SBC) programs. The role holder will ensure that all SBC activities support the achievement of project targets, at the community level. S/he will be responsible for strategic planning, coordination and monitoring & evaluation of SBC strategies and interventions for the project’s community level activities. The Advisor will also take a technical leadership role in coordination with all project staff and partners in the consortium to adhere to the community level SBC strategy and approaches.   S/he will supervises and works closely with related sector specialists. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

    KEY AREAS OF ACCOUNTABILITY
    Technical Leadership and Innovation 

    Collaborate with the Breakthrough ACTION Kenya Chief of Party and SBC Advisor on overall program strategy and implementation.
    Provide strategic and cutting-edge leadership and innovation for community level mobilization interventions
    Collaborate with Breakthrough ACTION Kenya management team to cultivate strategic relationships with government ministries, and other stakeholders for the smooth implementation of program activities.
    Participate in the annual work planning process in close collaboration with DNMP, County health teams and the project staff.
    In collaboration with Breakthrough ACTION country lead, support shifts in approach as needed based on the reports and data.
    Respond to USAID requests related to progress against targets and provide other programmatically relevant information in a timely fashion.
    Ensure that gender is at the forefront of all community level mobilization activities, including design, planning, implementation, and monitoring
    Ensure the timeliness and quality of all SBC community mobilization content for reports and meet all reporting requirements.
    Lead community mobilization technical contributions for the development of the project’s strategic documents including work plan and quarterly, semi-annual and annual reports.
    Prepare narrative reports for the donor(s) and Save the Children as required, ensuring these are of a high quality and submitted for review in a timely manner

    Representation and advocacy

    Attend meetings and represent the SBC community mobilization initiatives of the project in all relevant levels of government officials, partners, donor, NGO and private sector representative
    Represent the project at relevant forums at regional and national level including relevant sector conferences
    Represent Save the Children in relevant internal and external fora including donor meetings (as appropriate)
    Work closely with the Head of Health and Nutrition, Head of Advocacy and Campaigns, PDQ and operations teams to complement ongoing advocacy initiatives aimed at ensuring best practices are institutionalized and scaled up
    Work with consortium members to further Save the Children’s mission for children.

    People management, mentoring and development

    Work with Breakthrough ACTION Kenya senior management to recruit, on board and train for county level staff (if needed).
    Provide mentorship to technical project and partner staff on community mobilization approaches
    Ensure all staff have the technical knowledge to complete their job duties.
    Lead and motivate the team to ensure effective project implementation.

    Knowledge management

    Facilitate appropriate dissemination of research findings and good practices documentations in the project internally and externally to donors, governments, consortium partners and other key actors
    Work with technical resources among Save the Children members to facilitate sharing and learning in SBC and leverage on their support to strengthen knowledge management capacities at project level

    Qualifications and Experience

    A Master is degree in Social Sciences, Public Health, Communications, other relevant degree, or a bachelor’s degree in a relevant field.
    Minimum of 10 years of professional experience in delivering community centered public health interventions and professional experience working in mid to senior management positions.
    Extensive experience implementing community mobilization, health promotion or similar programs in Kenya;
    Good understanding of the health system and policy processes; health sector programs and significant players in the community health, community mobilization and Malaria programming in Kenya
    Proven experience in training staff and community members and strong knowledge of community capacity building for team members, government and community counterparts
    Experience of working with local/national governments and capacity building of systems, partners and staff.
    Understanding of USAID policies and procedures (highly preferred).
    Highly developed cultural awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures.
    Demonstrated ability to lead and work effectively in team situations.
    Strong results orientation, with the ability to challenge existing mind-sets.
    Ability to present complex information in a succinct and compelling manner.

    Job Description
    The position will institutionalize evidence uptake and learning practices for adaptive Child Rights Programming geared towards achieving lasting outcomes for children. He/She will support alignment and tracking of country office programme results towards our progress in achieving our Breakthroughs in survival, learning and protection. The E&L Specialist will build off of our Monitoring, Evaluation, Accountability and Learning (MEAL) system that is already established, and will collaborate and share good practice with colleagues in other regions and offices.     The Thematic Coordinator on Relations with Armed Actors will provide operational and technical guidance and implementation on SCI’s Children Affected by Armed Conflict (CAAC) Programme, in collaboration with the SCI Global Civil Military & Armed Non-State Actors (ANSAs) Initiative. The CAAC Programme is a complex cross-regional Programme that enables programming and advocacy initiatives on children affected by armed conflict, with a wide range of actors at strategic policy/decision making and operational level, such as; the African Union, Regional Economic Communities (RECs), Regional Mechanisms (RMs), Treaty Bodies, Bilateral Institutions, Member States, Civil Society Organizations and Armed Actors, both state and non-state. The role will also facilitate cross regional and global coordination and learning through relevant internal and external platforms such as on access, civ-mil relations, safety and security etc.
    Within the Programme, the Thematic Coordinator will support a Thematic Specialist (line-manager) with targeted and high-quality guidance, support and capacity strengthening to SCI Country Office’s to enable planning and operationalization of different engagement and negotiations modalities towards armed actors in various contexts. This role will lead on providing support to country teams to operationalize tools to assess risks and opportunities to advance children’s rights and humanitarian space, through engagement with armed actors. He/she will advise on programming, monitoring and operational footprints to be adaptive, conflict sensitive and contextually-driven.
     
    The Thematic Coordinator will work with the Thematic Specialist, PMs, Thematic Coordinators, Advocacy Coordinators, and a MEAL specialist as needed to ensure all relevant CAAC Programme activities are implements, and that there are clear quality standards maintained for each area of work. Decision-making will require independent judgement within the roles technical scope as guided by existing global guidelines, standards and policies.
    Experience and Qualifications
    Essential

    Undergraduate degree in Social Sciences and extensive thorough working knowledge in Child Protection in Armed Conflict and Emergencies.
    Minimum 4 years international humanitarian field experience, including in conflict and restricted access environments.

Donor Reporting Assistant

    Health Officer – MI Project Donor Reporting Assistant

    Role Purpose
    The Health Officer will be responsible for day-to-day implementation of the health components in the Malnutrition Initiative Project (MI). MI Project’s main objective is to generate evidence that will inform development of policy and practice regarding the integration of management of acute malnutrition into iCCM. It is a five years cluster randomized controlled trial (CRCT) with two parallel arms – an intervention arm where CHVs are trained to screen, diagnose and treat moderate acute malnutrition (MAM) and severe acute malnutrition (SAM) and control arm where CHVs are only screening and referring MAM/SAM cases to the nearby health facility for treatment by healthcare professionals. The role holder will play a critical role in promoting delivery of quality life-saving interventions in collaboration with health and nutrition teams within Save the Children and with key stakeholders. In close liaison with MEAL, support in collection, processing and verification of reports/forms and maintains programme/projects databases. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
    Contract Duration: 5 months renewable subject to funding availability and performance.
    Reporting to: Health Coordinator.
    KEY AREAS OF ACCOUNTABILITY

    Programme.

    Provide technical assistance to MoH towards implementation of integrated community case management.
    Support training and mentorship for Community Health Volunteers on Integrated Community Case management implementation (ICCM).
    Support water, sanitation and Hygiene (WASH) related activities on the MI project
    Organize and coordinate trainings in consultation with County health authorities.
    Consolidate activity reports and ensure timely submission to supervisor for onward submission.
    Work with MOH to strengthen Community Health Service delivery and the community – facility linkage.

    Monitoring and Evaluation.

    Participate in the design, development and implementation of an M&E framework for health related activities.
    Document the process of implementation, lessons learnt, case studies and good practice to ensure information is widely disseminated.
    With the support of MEAL team ensure project performance is tracked and quality standards adhered to.
    Coordinate regular project monitoring and supervision in liaison with the SCHMTs to ensure quality project implementation according to agreed standards
    Ensure the compilation of quality and timely activity and monthly reports for the project.
    Collect and manage complaints and feedback in close coordination with MEAL team.

    Supervision

    Develop a comprehensive plan for supervision of all the field health activities to ensure implementation adheres to develop monthly work plans.
    Support regular review meetings with the Sub County community strategy focal person and community health assistants.
    Development of health education training and counselling materials.
    Participate in the design/adaptation of appropriate health education and promotion methods and tools, and pre- testing them with the team and community members.
    Liaise with the health education department at the Ministry of health to adapt and produce appropriate health education materials
    Network and coordinate with the relevant sectors and agencies implementing health activities at national and community level.
    Identify areas of synergy in the field with the Ministry of Health and other implementing agencies working with communities.
    Come up with a comprehensive plan of activities within the identified areas of synergy with the actors named above.

    Implement Community Mobilization Activities.

    Liaise and establish strong links with existing community structures including mother to mother support groups, community units, youth groups, village elders and religious leaders.
    Support community dialogue and action days.
    Strengthen Community – Health Facility Referral system and Linkage
    Work with Ministry of Health to strengthen a referral system at community level and implement activities to strengthen the community –facility linkage.

    Qualifications and Experience

    Bachelor’s degree health sciences / health systems (Nutrition, Nursing, Public health) or equivalent.
    At least two (3) years’ work experience in health programming including monitoring and evaluation.
    Experience in community mobilization within the development context.
    Experience working with the Kenya Community Health Strategy is an added advantage.
    Good understanding and experience working with MOH and county health departments, health stakeholders, opinion leaders and integration of donor funded programme into county plans.
    Experience in training and capacity building.
    Strong leadership and interpersonal skills. Demonstrated ability to build and maintain relationships with a wide array of organizations.
    Experience of and commitment to utilizing participatory approaches.
    Excellent oral and written communication skills and a willingness to be respectful, kind, sensitive and empathise with children.

    With support from Programme manager and advocacy coordinator, the Child Protection Officer will establish, improve and maintain regular working relationships between Save the Children, County Authorities (MoH, Department of children services, Police, Ministry of education), representatives of other organizations (INGOs, NGOs, CBOs, FBOs), Child rights networks, community leaders and community members.
    Supporting in planning and implementing Covid-19 related activities while ensuring compliance with Covid-19 guidelines (use of technology is highly encouraged and physical meetings only held when necessary).
    Work with child protection technical specialist and advisors within SCI to benefit from their technical input, especially in reviewing of key documents and reports, learning meetings or redesign of any project activity.
    Ensure that the principles of child safeguarding and ‘do no harm’ are embedded in all project activities. Ensure transparency in targeting beneficiaries, delivery of services and participation of beneficiaries and partners in planning and monitoring of process is reflected in programme delivery.
    Identifying the needs and facilitating capacity building sessions for partner’s staff, local authorities and, religious leaders and other community leaders particularly in the area of child protection, children’s rights, disability.
    Support establishment or re-activation of Case management system at sub-county and community level.
    Work with Department of Children Services to strengthen community referral mechanisms.
    Working with partners and local communities to develop IEC materials to be delivered to communities during dialogue days, community sensitization forums, national events and any other forum.
    Ensuring the participation of the community (especially children), cultural leaders, religious leaders and local authorities in the planning key events on child rights and child protection e.g during International Day of the African Child, the international day of children’s rights, international day of people with disabilities…).
    Regularly update the detailed implementation plan, monitoring tools, procurement plan, and risk matrix among other relevant project documents.
    Organize and implement capacity building activities targeting communities’ e.g life skill training activities for children, positive parenting sessions, and training of Child protection volunteers among others.
    Support the development and implementation of a capacity building system for community based child protection structures including children’s groups and committees in applied child rights and protection
    Provide support to community-based child protection structures including children’s groups and community child protection committees/networks through monitoring, problem solving and producing community-led action plans
    Work with the Child right networks to organize joint advocacy forums targeting relevant authorities to address identified gaps.
    Ensure that the confidential, child-friendly reporting systems for identifying, documenting, and reporting cases is maintained and adhered to.
    Ensure effective management of programme resources
    Participate in coordination meetings to build linkages with other partners/agencies, the Government and the community to ensure that issues related to child protection are raised and addressed.
    Submit timely and high quality activity and donor progress reports
    Lead the Child protection project Monthly Awards Progress Review Meetings and ensure follow up actions are implemented.
    Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies.
    Experience in providing psychosocial support.
    Experience in providing positive parenting.
    Experience in Mental Health and Psychosocial Support will be an added advantage.
    Qualifications and Experience
    Graduate degree in social work / social sciences or equivalent with 3 years’ work experience implementing similar projects.
    Strong self-starter, able to take initiative and adapt to changing circumstances and priorities
    Excellent planning and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities;
    Previous experience managing teams.
    Strong analytical, monitoring and evaluation and report-writing abilities;
    Demonstrate good understanding of any other Save the Children sectors health, livelihoods, child protection, education, nutrition, child rights governance, HIV/AIDS or WASH;

    Role Purpose
    The Driver is responsible for safe driving of vehicles and staff for Save the Children Kenya programme. He/ She should ensure proper maintenance and cleanliness of vehicles in compliance with safe driving standards. Ensure the vehicle is fuelled in time for trips and carry out proper management of fuel supply for the assigned vehicle in accordance with SCI policies and procedures.

    Key Areas of Accountability

    Driving and Maintenance:

    Maintain vehicle log and fuel consumption documentation.
    Prepare daily vehicle usage report, including trip use, mileage and fuel consumption
    Providing weekly usage report of vehicles including total mileage, fuel consumption and expenditure.
    Maintain valid drivers’ license.
    Organise the transport of supplies directly to SC designated location for use.
    Complete the logbook for everyday trips and complete the fuel log sheet for any fuel purchases.
    In consultation with the Program Support Officer, coordinate vehicle allocation for staff.
    Keep the vehicle documentation up to date
    Update the whiteboard once the movement plan is approved

    Control of Vehicles:

    Ensure that all vehicle journeys are authorized in advance by line managers
    Ensure that all vehicle journeys are recorded in the logbook at the start and completion of journey.
    Ensure that keys and vehicle documents are kept in secure place when the vehicle is not in use
    Ensure that all passengers wear seats belts before driving the vehicle
    Ensure that a waiver is filled and approved when carrying non SCI staff
    Ensure that the Line Manager is immediately informed of any accidents/incidents and that the accident is reported to the police as appropriate and as soon as possible
    Ensure that the vehicle is insured and in the event of an accident, make certain that proper procedures for insurance claims are followed.
    Report on all near misses

    Vehicle checks:

    Check the vehicle prior to its use every morning, fill the checklist and file it.
    Check on taking over a vehicle and ensure that the items listed on the vehicle checklist and in the vehicles tools and materials inventory are present and in functioning order.
    Check level of motor oil, water, tyre pressure, battery water and brakes to ensure that all are up to the standards required before any journey commences.
    The driver is to check for vehicle defects and damage to the vehicle and ensure that he reports them to his line manager promptly.
    Report and supervise all maintenance and repair needs of assigned vehicle.
    Check communication equipment and maintains communication while in the field with base (SSFP)

    Cleanliness and visibility:

    The driver is responsible for ensuring that the vehicle is kept clean on the outside and inside at all times. The driver is also to keep the vehicle tidy and ensure that all dirt is removed from the vehicle after a journey.
    He/She is to ensure SC visibility protocols are adhered to at all times.

    Others:

    Follow and abide by traffic rules, regulations, driver safety manual and any other instructions given by supervisor
    Maintain all vehicle safety equipment, as per vehicle safety kit, in liaison with the logistics officer- including first aid kit, communication equipment and fire extinguisher
    Work after duty hours or holidays/weekends as and when required and in prior notice from the line manager
    Escalate complaints and feedback of a serious nature to program support officer and field office child safeguarding focal point.
    Perform any other duty as requested by authorised persons.

    Role Purpose: 
    The post holder will be accountable to the Programme Manager for supporting Finance, HR, IT, supply chain and Administration services in programming contexts. The post holder will be responsible for ensuring compliance with SCI global standards, policies and practices.     Job Description
    We are looking for an Infection, Prevention and Control (IPC) Manager to join our external roster to be responsible for the management of all of the IPC activities during a Save the Children outbreak response within an Emergency Health Unit (EHU) module.  They will work closely with the Operations Lead, Clinical Lead, WASH manager and Training Coordinator in a team environment, within a variety of different contexts.  During a response, they will collaborate directly with the WASH manager to define the IPC objectives, their implementation and monitoring.  
    They will manage multiple streams of work, which are to be implemented during a response and they will technically lead and guide on all of the IPC activities that are to be implemented to ensure that best practice standards are in place for staff, patient and caretaker safety, whilst also allowing the provision of quality of care during case management.  They will also play a central role in building the local capacity of any Ministry of Health (MoH) and/or other agencies/organisations staff, in areas related to the response, through training delivery.
    About the Emergency Health Unit:
    Save the Children’s origins lie in emergency response. The Emergency Health Unit (EHU) is an operational team deployed to support the Save the Children Humanitarian Health, Nutrition, HIV and WASH Strategy in providing and improving humanitarian responses. The EHU holds a pre-standing emergency health capacity to deploy in the event of a major disaster, diseases outbreak or conflict that affects population health and they will be set up within 72 hours of the disaster or identified emergency.
    Save the Children’s Emergency Health Unit is currently enlisting candidates for their humanitarian emergency roster to safeguard strong external health and operational support surge capacity when our emergency responses require it. As a member of our roster you will only be deployed when gaps are identified in our responses and depending on the nature of the response you may be asked to deploy at short notice, often to insecure environments.
    The role’s requirements:
    To become part of the external roster as an infection, Prevention and Control (IPC) Manager, you will be a holder of a Degree or master’s degree in Nursing/paramedical and/or Public Health/IPC/Infectious Diseases, with at least two years relevant field experience OR extensive IPC experience, with at least two years relevant field experience.  
    In addition you will need to have:

    Proven knowledge of IPC principles and best practices in settings with limited resources.
    Patient and good communicator (oral/written), who can function well in a working environment that involves a lot of diversity of cultures, languages, personal interests and agendas.
    Hands on skills in rapid assessment techniques, designing, planning, implementing and monitoring IPC interventions.
    Able to work independently and manage various tasks under tight deadlines.
    Strong critical thinking and analytic skills.
    Available to deploy for at least six weeks, at any one time.
